    I.

    BACKGROUND

    A N D

    OBJECTIV ES

    Tlie Philippine government hasdecided toaddress thelimited capacitv- ofPhilippine higher education

    institutions (HEIs)inundertaking world-class research, developmentan d innovation. This decisionis a

    responseto theneedsofnational development.As theASEAN Free Trade Area takes effectin 2015, it

    isimportantfo r thecountry'tohavethecapacitytocompetein anopen marketof 500million people.

    The Philippine-California Advanced Research Institutes (PCARI) Project aims to provide an

    opportunity for catalytic interaction with th e world's elite universities an dgalvanizeto p talents in the

    country

    to be

    more active

    in

    fundainental

    an d

    applied research relevant

    to the

    countiy's socio-economic

    development inordertohelp ensurethelong-term competitivenessof the Philippines,

    Tlie PCARI Project has twomajor integral components; (a )human resource development (HRD) and

    capacity building in research and development particularly in theareas ofinfonnation infrastructure

    development (IID) and health innovation an d translational medicine (HITM); and (b) the actual

    production

    of new

    knowledge

    in

    these fields where Philippine scientists

    an d

    researchers show much

    promise, basedontheir tiack records like publicationsinscientific journalsandpatent applications.The

    PCARI Projectisuniqueinthat itinvolves convergenceoftrainingan dresearch.

    The HRD or the scholarships component of the PCARI Project isprimarily forcapacit\' building of

    researchers, faculty an d students of Philippine HEIs in line with the DOST's National Science and

    Technology Plan's (NSTP) priorit>' areas.

    PCARI research activities will

    be the

    vehicle

    f or

    capacity

    buildinga ndscholarships. This approach willno tonly provide highly-frained scientistsandresearchers

    bu t

    also enable enterprises

    to be

    established utilizing

    th e

    expertise gained through

    the

    collaborative

    activities with California universities.

    Theobjectiveof thePCARI Scholarships Projectis todevelopacritical massofscientists, technologists

    and innovators with capacity togenerate and translate technologies into innovations that will address

    societal problems.

    Medicine (IHITM) will focusondeveloping robust research, policy an d clinical capacity' within the

    Philippines as an engine for long-term development, while providing a venue fo r introducing new

    drug development, testing

    an d

    nnplemenlalion

    of

    high quality, cost-

    sensitive models of delivering healthcare, an d improving th e health an d economic potential of the

    Philippines.

    On the

    other hand, through

    its -

    Institute

    Information Infrastructure Development

    (HID)

    will

    focusongeneratingth erequired number ofscientists, researchersandengineers necessary*todrivethe

    their studies/training, this liighly trained

    workforce will further train other students an dengineers - creating a multiplier effecta nd helping to

    II. PURPOSE O F T H EGUIDELINES

    Tliese implementing guidelines will address th eunique featuresof thePCARI Project specifically its

    international collaboration involving integrated research an d training approach, which will provide

    Philippine HEls accessto liigh scienceandemerging technologies. These ar econsistent with existing

    DOSTandCHED guidelinesin theimplementationofscholarship programs.

    Scholarships Project covers degree

    months duration in the priority fields of health innovation and translational medicme as well as

    to acquire the expertise in advancing clinical and translational research, product an d technology

    development, clinical trials, clinical care, implementation of science health policy in the Philippines

    towards addressing pressing health challenges in the country, improvement of health care delivery,

    expansion

    of

    research

    &

    development capacity

    and

    health-related innovation. Degree programs

    identifiedai eaimed atincreasing th enumber of faculty-scientistsandresearchers with thecapacity to

    generate effective technologies to benefit society and develop affordable diagnostic kits, medical

    devices and inexpensive drugs and thecreation ofjobs to produce such to improve th e diagnosis and

    L 2. Master of Translational Medicine and Master in Clinical Research (Overseas).

    Tlie Master

    of

    Translational Medicine

    (MTM) is a

    joint program

    of the

    Depaitment

    of

    Bioengineenng at University of California Berkeley witli th e Department of

    Bioengineering an d Therapeutic Sciences at University- of California Sa n Francisco

    and is designed to tiain students in applying translational reseaich an d engmeenng

    approaches to solve fundamental problems in healthcaie deliveiy. The 11-month

    program culminates

    in a

    capstone design-project experience

    in

    which students work

    in

    interdisciplinary' teams co-advised by an engineering faculty member and an M.D.,

    PhannD,

    or

    clinician. Initial focus aieas include therapeutic design

    an d

    delivery,

    construction ofmedical devices, andtissue engineeringan dregenerative medicine

    The Master's Degree Program in Clinical Research is a two-year course of study

    intended fo r graduate and professional students, clinical residents, post-doctoral

    fellows,andfaculty membersw howishtomaster clinical research methodsandpursue

    independent research careers. Course work extends beyond that wliich

    is

    required

    for

    the Advance Training in Clinical Research (ATCR) Certificate Progiam to include

    instmction

    in

    advanced epidemiologic

    and

    biostatistical methods

    and

    specialized topics

    such as qualitative reseaich, medical informatics, moleculai' methods in clinical

    research, and decision an d cost-effectiveness analysis. A focused track in

    implementation scienceisalso availableforstudents pursuing careersin thetranslation

    ofevidence into practice.

    Scholarships fo roverseas M.S. program may also begranted toqualified applicants

    interested inpursuing degree programsnotincludedin theabove list but arealienedt o

    th ethrustso f PCARI-IHITM.

    1.3.

    Doctoral Degree (Ph.D.) Progra ms (Local).

    T he

    local doctoral degree (Ph.D.)

    scholarship programs are designed to (I) expand th e smdents' knowledge thru an

    advanced, high-level graduate education,

    (2 )

    develop talent

    for

    original, productive,

    and creative work, and (3) enable them to fonnulate an d undertake independent

    research

    and

    development

    in

    research areas relevant

    to

    PCARI-IHITM. Included

    in the

    local Ph.D. degree prograin is a six (6)-month sandwich program at theUniversity of

    Califoniia San Francisco or Berkeley Campuses to provide additional training in

    research laboratoriesonspecific areaso f study.

    The Biological an dMedical Informatics program of the University ofCalifoniia San

    infonnatics, statistics, computer science, physics, chemistry,

    biology needed

    study biological composition, structure, function, an d evolution at the molecular,

    cellular,

    systems levels.

    of the

    University

    of the

    Philippines. These Postdocs shall seive

    as

    researchers

    for a

    period

    of
