Close liaison with Chelmsford's businesses has always been a high priority for Chelmsford City Council to ensure a vibrant economy and continued growth.

The Chelmsford Business Forum (CBF) and its various sub-groups formed in 1994 have proved valuable in continuing to grow the city's economy. Our thanks go to the previous chairs of the Executive group and in particular Graham Clarke who has supported the transition to the new strategic direction.

The importance of business input has always been essential and no more so than today. With key partnerships evolving in recent years such as the Greater Essex Business Board and the South East Local Enterprise Partnership, that will be responsible for much of the infrastructure, skills and other economic funding, it will become even more important that the Chelmsford business voice is heard.

Following agreement by the current CBF Executive and the Chelmsford City Council Cabinet, a new Chelmsford Business Board is being formed and will have an important role to play in setting our strategic economic direction. It will have representatives of the key business and public sectors that operate in Chelmsford. Taking place on Wednesday 16th November 2016, Chelmsford's premier business event returns to Hylands House & Grand Pavilion, Hylands Park, London Road, Chelmsford, CM2 8WQ

Organised and run by Chelmsford City Council's Economic Development & Implementation team, the Showcase has become an established annual event attracting hundreds of businesses, coinciding with Global Entrepreneurship Week.

The Grand Pavilion will cater for up to 56 exhibitors with a refreshments and networking area, whilst Hylands House will accommodate a Business Networking Lunch sponsored by the Federation of Small Businesses with guest speaker Alex Rayner, CEO of Braxted Park Estate. Registration, whilst free to attend, is essential to secure your place.

It's a full, but flexible day with activities commencing at 8.30am and running through to 4.30pm.

LoCASE fundingThe new LoCASE grant and business support scheme is now live - and here to help businesses save money on energy and to help the low carbon business sector grow and innovate.

LoCASE is a part EU/ local authority funded initiative offered to small and medium enterprise (SME) businesses in the South East Local Enterprise Partnership (SELEP) region. The aim is to give greater access and knowledge to low carbon energy saving streams to businesses in terms of both hardware and business advice. This will allow businesses to save money and increase business opportunities whilst at the same

time reduce carbon emissions. In addition to this the project looks to grow and strengthen the low carbon business sector, driving forward their ability to innovate low carbon technologies.

The project has its origins in the legacy project the “Low Carbon Business” programme that ran for the Essex region and finished in

The Essex Rivers Local Action Group (LAG) has secured £1.8 million of funding to deliver the LEADER programme which is aimed at rural businesses and community organisations. The LEADER scheme is part of the Rural Development Programme for England and is funded by the European Agricultural Fund for Rural Development. Several grants have already been awarded.

Working collaboratively with expert company Right Angle; recently awarded 'Team Building Experience of the Year', the team building days will cater for groups from 10 to 300 and offer an array of activities. Some are based on trendy television series like 'The Killing' involving crime scene investigation, and the popular 'It's a Knockout'. Another is entitled 'GPS Treasure Hunt', which aims to build resourcefulness and get the adrenaline pumping as colleagues compete against one another to locate hot spots across the entirety of the Estate.

Expanding Chelmsford Retail

We saw this as a great opportunity to provide long term unemployed people in the area with an opportunity to compete for the jobs on offer and help John Lewis widen the pool of talent and recruit a workforce that reflected the whole community of Chelmsford.

We created a city centre recruitment partnership, made up of professionals from a range of organisations, including John Lewis to design and deliver a ring fenced Customer Service Academy for 100 unemployed people.

The programme included a three week customer service training course delivered by Chelmsford College, followed by work experience, personal resilience workshops, practice interviews and a trip to a John Lewis Store. For some participants this was their first experience of seeing first-hand good customer service up-close. The whole package of training helped to build applicants confidence and prepare them as “Rising Stars” to compete at assessment and job interviews.

The highlight of the whole programme was at a celebration event, held in the spectacular surroundings of the Council Chamber at County Hall, where the learners were congratulated for their achievements. Heads of partner organisations together with representatives from John Lewis and local press were there to witness the achievements and join in the celebrations.

The academy has assisted 20 people on the course to gain permanent work with the Bond Street flag-ship store, with further people placed on a reserve list. Those that haven't been successful with John Lewis are continuing to find alternative employment and 57% are now in work as a result.

So when we were approached by John Lewis to help with the recruitment of 300 staff for their new store, we recognised that we should provide a variety of avenues to recruit people with excellent customer service skills.

New Local Plan progressWork is continuing on the next stage of developing the new Local Plan – the Preferred Option – and consultation will take place in early 2017. It will propose how and where growth could be distributed. Alongside locations for thousands of new houses it will also allocate land to encourage growth in business sectors

including retail, offices, manufacturing, distribution, tourism, healthcare, education and self-employment.

Supporting infrastructure will also be proposed, such as road and other transport improvements, to facilitate growth and make sure it is achieved in a sustainable way. The Local Plan will also contain draft policies to be used for deciding planning applications, covering issues including provision and protection of employment areas.

Future plans

As new development continues in around the City of Chelmsford a number of key infrastructure projects continue to be developed and implemented.

To complement the opening of the Bond Street development, the City Council has implemented a major improvement to the High Street environment at Half Moon Square and the first phases of a

new way-finding scheme in the City Centre. This followed the improvements to the public spaces around the rail station in 2015, the Exchange at High Chelmer in Summer 2016, and is part of an ongoing programme of public realm improvements across the City Centre. The next phase will see improvements around Bell Meadow.

Investment in the City's roads has recently seen the completion of the new Chelmer Viaduct ahead of schedule. Further investment is now planned through a £15m package of improvements in and around the City Centre comprising a series of investments being led by Essex County Council. In north Chelmsford, planning applications have been submitted by the developer Countryside Zest for the next phases of the Radial Distributor Road and Network Rail is taking forward the next stages in the development of the Beaulieu Station project. The community centre at Beaulieu is now well advanced and the first school is scheduled for opening in September 2018.

As Chelmsford continues to grow and the new Local Plan to 2036 emerges, the delivery of supporting infrastructure will continue to be central to the Council's future plans. Working with the private sector, Essex County Council, Government and other agencies, including the South East Local Enterprise Partnership, the case for infrastructure investment in Chelmsford will continue to be at the forefront of the City's future.

In order to enhance and improve the impact of the Council's ability to deliver meaningful and robust projects to the benefit of Chelmsford and its economic growth, the team previously known as Inward Investment, Economy and Growth has combined with Planning Design to form a new team, Economic Development and Implementation.

This team works closely with Planning Policy and the wider Planning section of the Council. Key areas will include the continued drive on inward investment and developing the mid and long term strategy for

Chelmsford has been officially recognised by the Alzheimer's Society as working towards becoming a Dementia Friendly Community. As the population gets older, work around Dementia and other age related conditions will become more important to the Council, businesses and residents alike.

We would like to promote the Dementia Friends programme to local businesses and retailers and encourage this to be adopted and promoted within your workforce. Dementia Friends learn a little bit about what it's like to live with dementia and how they can make life a little easier for someone who has dementia.

The Essex Trophy Project has partnered with Red Wine Digital to plan for two very special events to add to the Essex event calendar, namely the spring Essex Trophy and autumn Essex Grand Tour cycle races.

Chelmsford Museum is housed in Oaklands House, a lovely mid Victorian mansion built in imitation of Queen Victoria's residence at Osborne on the Isle of Wight for local brewer, Fred Wells. Set within Oaklands Park, the Museum is well used by local residents, whether for dog walking, children's fun at the playgrounds, playing tennis , or simply picknicking and enjoying the fresh air over lunch. In 2010 the facility benefitted from a modern extension which provides four main functions - the Essex Regiment Museum, Bright Sparks – a display about Chelmsford's pioneering industries, a temporary exhibition gallery, and a meeting room capable of being hired out by local companies (with great views

over the park). The City Council is now considering plans for further improvements to create a café and function room within the Victorian House together with brand new displays focussing on the story and development of the town and city.

With the help of Heritage Lottery funding a feasibility study is underway and subject to City Council approval and further Lottery funding the Museum could be revamped in 2018.The aim will be to make the Park and Museum more of a single visitor destination. As part of the feasibility study we are keen to consult local people, including the business community, about your own aspirations for the museum, and there is a short on-line survey which we would like as many

with 125 of the very best UK riders taking part each time, providing truly moving spectacles with a carnival spirit. These will be complemented by a mass participation rides and events for all the family.

The events provide an opportunity for local and national companies to promote their services and products whilst supporting their local community for key weekends in 2017.

In the build-up to the events, sponsors will benefit from sponsor accreditation across media channels and collateral including TV, radio, national and regional press, specialist magazines, bloggers, websites etc. as well as Essex Trophy digital platforms. Hospitality and employee participation is also an essential part of the mix.

Both events will be organised by Trophy Cycling Racing limited under the rules and regulations of British Cycling and as such, be fully insured. Two very special events that Essex should be proud to support and host. traffic, finding an alternative to parking in the city centre can

be an attractive option.

Sue Bolden, who works in Franklins on Moulsham Street, uses the Park and Ride everyday unless she is given a lift. “I have absolutely no complaints, the service is always regular and the staff are great. They always manage to look after us customers.”

More than 2,000 people use the Chelmsford Park and Ride services daily – that's more than 10,000 users a week!

Cllr Eddie Johnson, Essex County Council Cabinet Member for Highways and Transport, said: “The Park and Ride is a cheap and convenient way for people working and shopping to get into the city centre. The combination of regular, clean buses and friendly drivers have been a real success story with workers and visitors in Chelmsford.”

The car parks are conveniently placed on main routes on the outskirts of the city. Sandon (Postcode: CM2 7RU) is positioned just off the A12, while Chelmer Valley (Postcode: CM3 3PR) is on the A130 east of Essex Regiment Way and can be accessed from the Pratts Farm Roundabout.

“Having the right infrastructure is essential to local businesses and services like this make it easier for people to travel to work and keep the Essex economy growing,”

added Cllr Kevin Bentley, Essex County Council Cabinet Member for Economic Growth.

A daily £3 ticket covers travel on both bus services. Concessionary pass holders are able to use the Park and Ride service for free with their pass after 9am.

There is even a special bus service to Broomfield Hospital from Chelmer Valley which is also included on this ticket. With plentiful parking for as long as you like and a half hourly service it makes outpatient appointments and visiting easier.

Kids go free on Saturdays and a cheaper £1.50 fare for adults means it's a great choice for weekend shoppers too.

Carole Beeston, a charity shop volunteer, said: “I use it all the time, not just for work. I'll even use it on a Saturday when I go in to shop. It's only £1.50 return then, a complete bargain.

“The best part is that it's reliable and frequent. I've never had it cancelled.”

Reasons like these are why some workers in Chelmsford city centre choose to use the Park and Ride. Not only is it an alternative to parking in the city centre, it's stress free and the journey times are reliable.
