District Goal for School: Please explain the educational goals of any potential project at this school
The goal of the district is to consolidate its facilities by giving the middle school building back to the town of Adams. The 7th
and 8th graders that are currently in that building will be transferred to the high school, making that into a 7-12 facility. The
Adams 6th grade students who attend the middle school will become elementary students. The problem is that the Plunkett
Elementary School in Adams is currently near capacity. Further complicating issues is the fact that an Adams parochial
elementary school may close during the next few years which would add about 85 students to Plunketts already near capacitystudent population. A project at Cheshire Elementary School will address this problem.
District's Proposed Schedule: What is the District's proposed schedule to achieve the goal(s) stated above?
The distict currently has a contract for Project Manager Services with URS Coporation. The district has just gone through the
designer selection process for an architect to conduct a feasibility study to determine a solution for its facility needs. The distric
is currently in contract negotiations with Tessier and Associates for those services. Once the contract is negoiated and
approved the feasibility study will begin. The golad is to have the study and schematic design completed by June 2010. Thegoal is to have a Project Scope and Budget Conference and the excecute the Project Scope and Budget Agreement byOctober 2010. The district would like to see MSBA Board approval of this agreement by November 2010. The p rojectedtimeline for the towns to vote on the project would be Februay 2011. Please provide an overview of the plan including as much detail as necessary to describe the plan, its goals
and how the school facility that is the subject of this SOI fits into that plan:There was extensive work done relative to addresing the facility needs of the district in the period 2001 -2003.
Feasibility Study Committee's were formed for the Adams Memorial Middle School and the Cheshire Elementary
School, a consultant was hired who assisted with each study and drafted educational specifications for each school.
The consultant working in conjunction with the committee's presented several options with estimated costs to the
district school committee. The school committee selected an option which would renovate the middle school and theCheshire Elementary School at a cost of $18,000,000 and $9,800,000 (2003 dlloars) respectively. A designerselection process was undertaken and a designer, Tessier and Associates was hired to design the options chosen by
the school committee through schematic drawings. This was accomplished. Unfortunately the School BuildingAssistance Bureau began a moritorium on any applications for state reimbursment in 2003. Without any
reimbursement from the state, the towns were unable to move forward with these two projects. The plan now is to
consolidate the middle and high schools into one building, which would be the Hoosac Valley High School. Thiswould change from a 9-12 facility to a 7-12 facility. The middle school 6 th graders are all Adams residents asCheshire 6th graders attend Cheshire ES. The Adams 6th graders would have to be squeezed into Plunkett ES inAdams. This would not be the best educational solution for these students as Plunkett is already near capacity. The
plan would be to renovate Hoosac Valley HS and make it a 7 -12 school and renovate the Cheshire ElementarySchool to accomodate a different configuration of student body by creating a district wide pre -K through 6 programusing the two elementary schools. A Cheshire renovation project will provide options to service all elementary
students in the district in conjunction with the recently renovated Plunkett Elementary School.

The district temporarily closing the middle school building placing the 7th and 8th grade pupils at the high school. The Adams6th grade pupils were placed at the Plunkett Elementary School. The Plunkett pre-school program was moved to Cheshire
Elementary School. The district eliminated a high school carpentry course. Two elementary teaching positions were eliminatedresulting in the reduction of grades 1 and 5 at Cheshire Elementary School from two to one. A 1st grade teaching posisition at
Plunkett was eliminated which increased class size to 26.5. High school guidance was reduced from three positions to two. Th
reduction of school adjustment counselors now requires the remiaing two to be shared, one by the high school and middle
school and the other by the two elementary schools. Class size in the district remains reasonable - high school 17.3, middle
school 21.0, Plunkett ES 22 and Cheshire ES 18.5. The district also lost some paraprofessional support in all buildings.
Please provide a detailed description of your recent budget approval process including a description of any budget
reductionsand the impact of those reductions on te District's school facilities, class sizes and educational program.
The budget approval process begins with the district cabinet - Supertintendent, Business Manager, Principals and Directors
who develope a preliminary budget built on anticipated revenues and expenditures adjusted to those revenues. The budget ispresented to the school committee and the public through several hearings. The school committee adopts a budget near the end
of March and the budget is sent to the towns fro approval at town meetings during May and June. During the most recent
budget process in Jan-June 2009, The current budget FY2010 was reduced by the schoo l committee by a total of $1,300,00
in order to balance the expenditures with projected revenues. Subsequent to the budget being adopted by the school committeand ratified by both towns, the states final budget further reduced revenue estimates to the district requiring the district to adjus
the FY2010 budget by another $200,000. Most recently another reduction in state transportation aid to regional schooldistricts will require another reduction of approx. $143,000. The impact of all these reductions is described in the answer to th
prior question.

General Description
BRIEF BUILDING HISTORY: Please provide a detailed description of when the original building was built, and the
date(s) and project scopes(s) of any additions and renovations (maximum of 5000 characters).:

SITE DESCRIPTION: Please provide a detailed description of the current site and any known existing conditions
that would impact a potential project at the site (maximum of 5000 characters).:
The current facility consists of an original building and two later additions totaling 69,048 sqaure feet and located on grounds
totaling 401,487 sqaure feet.
BUILDING ENCLOSURE: Please provide a detailed description of the building enclosure, types of construction
materials used, and any known problems or existing conditions (maximum of 5000 characters).:The original building (east wing) was constructed in 1923. The construction is wood frame w ith brick and mortar exterior
walls. The interior walls are plaster and lath.
The first addition was to the east wing in 1952 and is of similar construction to the original building.
The second addition (west wing) was constructed in 1961. The exterior walls of the wood framed addition is brick andmortar and the interior walls are sheetrock.
The roof on both sections of the east wing is the original built up multi -layer asphalt roof. It is in poor condition and req uires
constant repair and maintenance. The roofing system here certainly needs to be replaced.
The roof on the newer 1961 east w ing has been replaced in 1994 with a pitched metal roof and is in good repair.
The windows in the east wing have been replaced approx. 15-20 years ago. The cafteria (located in the west w ing) windowswere replaced in 2001. The remainder of the west wing w indows are single paned glass. The wood frames have deterioratedto the point where replacement is the only option.very poor condition.

MECHANICAL and ELECTRICAL SYSTEMS: Please provide a detailed description of the current mechanical and
electrical systems, and any known problems or existing conditions (maximum of 5000 characters).:
The facility has two separate heating systems. The o riginal 1923 boilers have been replaced several times most recently in
2005 with two new steam boilers. The remainder of the heating infrastructure is original and is in very poor condition. The ageof the system makes replacement of parts and repair difficult and costly. Ventilation systems are outdated and not adequate
for a mo dern day educational facility. The comfort levels of the classrooms during the heating season is very inconsistant.During the warmer weather it is sometimes too warm. The efficiency of the system is poor and costly to operate.
The west wing (1961) has one hot water boiler which was installed when the building weas constructed in 1961. It is now oldand although somewhat better than the east wing boilers, it is still dated and inefficient.
There is a buried oil tank on south side of building which needs to be removed.

Constant repair and maintenance. No major upgrades. Th electric company wants to install a major upgrade how everthe cost to the district far exceeds is budgetary ability.
BUILDING INTERIOR: Please provide a detailed description of the current building interior including a descriptionof the flooring systems, finishes, ceilings, lighting, etc. (maximum of 5000 characters).:
The flooring is predominately 9" asbestos containing floor tiles, which need to be constantly monitored for friability and abated
when deterioration occurs. Estimated cost to abate all ACBM's and replace in this facility would cost in the $10 -12 per sq ftrange, which far exceeds to districts ability to finance this endeavor.
There is a lack of proper lighting, ventilation, sound prrofing of classrooms, security and communications systems, acentralized main office and nursing facilities, inadequate space for OT and PT and inadeqaute restroom space and facilities.
Although the district has done some major repairs, there has been an ongoing deferral of m ajor, costly repairs to the facility
due to budget constraints.
PROGRAMS and OPERATIONS: Please provide a detailed description of the current programs offered and
indicate whether there are program components that cannot be offered due to facility constraints, operational
constraints, etc.:
Inadequate special education and school adjustment counselor offices, speech therapy resources, inadequate space for pre-kindergarten and kindergarten students.
The central school office is not appropriately situated near the main entrance, difficult for staff to monitor visitors and creates asafety hazrd to students and staff.
The nurses office and rooms is poorly ventilated and provides no privacy for students. Thre is inadequate spce for OT and PT

functions. Inappropriate use of the basement as play area for young students.

school facility. If the school is overcrowded, please describe steps taken by the administration to address capacity

The capacity of the school is 450 students. The current enrollment is 249.
MAINTENANCE and CAPITAL REPAIR: Please provide a detailed description of the district s current
maintenance practices, its capital repair program, and the maintenance program in place at the facility that is the
subject of this SOI. Please include specific examples of capital repair projects undertaken in the past, including if any
override or debt exclusion votes were necessary (maximum of 5000 characters).:
The district hired a Maintenance Supervisor in October 2007 who reports to the Business Adm inistrator. The Maintenance
Supervisor supervisises the districts maintenance activities coordinated through the Business Administrator and the Principals,who are the direct supervisors of their buildings' custodians.
The district has a five year maintenance plan which is updated each year and presented to the School Committee forapproval. The district complies with AHERA and has a management plan to deal with any asbestos containing materials in the
four buildings. The district has an Integrated Pest Managem ent Plan boh inside and for o utside for all four schools.
Recent capital repair projects at Cheshire ES include a new pitched metal roof installed over the west wing in circa 1994.New indows installed in the east wing classrooms in 1988 and new windows in the cafeteria in 2001. Removal of asbestos
containing floor tiles in the entire east wing in 2003 and in the main foyer and cafeteria in 2005. The district also replaced theentire wooden gym floor with a new floor in 1996. One of the in ground oil tanks were removed in the late 1990's and twonew boilers were installed in the east wing in 2005.
No debt exclusion votes were necessary for any of these projects.

Please provide a detailed description of the perceived health and safety problems below. Attach copies of orders or
citations from state and/or local building and/or health officials.
ROOF- The roof on the 1923 section of the building is a built up construction that has deteriorated beyond repair. Moss is evid
on the roof surfaces and leaking has caused damage to the walls and ceilings in that section of the building leading to safety issuesrelated to mold and mildew. The roof needs to be replaced (estimated cost - $250,000).
WINDOWS AND DOORS windows are original, single-paned glass with metal frames. Outside doors are also original,
outdated and ineffective. The cost to replace those that havent been fixed is approximately $200,000.
ASBESTOS The age of the building brings issues related to asbestos concerns in all floors, basement, pipes, boiler rooms andcrawl spaces. Although the district follows an annual AHERA plan, the cost of removing all potential hazards is about $350,000.
ELECTRICAL SERVICE The electrical service for the building is outdated, inappropriate for the needs of the building. Theincrease in voltage being installed in Chesire by the National Grid, requires an upgrade to the school that is estimated to cost
$50,000.

We have contracted with a roofing contractor to provide annual inspection and ongoing repairs and maitenance to the roof.
Arrangements have been made with the National Grid to install a temporary service to downsize the voltage to the school until
facility issues are decided.
Some of the windows have been replaced with new, upgraded features. The district has abated theasbestos containing floor tiles as per our management plan and as required by AHERA.

The roof is a constant distraction to the educational process. Water infiltration is a very disruptive process as well as a health issu
relative to mold and mildew.
The asbestos containing materials is also disruptive to the educational process. The removal of ACM's is a time consuming and ve
involved process that must be coordinated between the school vacation periods. When it cannot be, in cases where immediate
removal is required, it is extremely disruptive to the educational process, not to mention alarming to the students, faculty, parents
and the community at large.

Mitigation efforts are ongoing. As required by AHERA we perform a three year inspection of the school and re -inspec
all asbestos containing materials on a semi-annual basis. As ACM's become friable, we proceed with abtementprocedures and remove the m aterials as required by law.

The windows and doors are in very poor condition and in need of replacement. The security of the staff and students iscompromised by the problamtic doors and windows. In addition, the efficiency of the building to retain heat during the
heating season is very poor due to the single pane glass in the doors and windows.

The constant roof leaks have led over time to the build up of mold and mildew within the walls and ceilings. In addition

HV System The building has two separate systems, one in the original 1923 section and one in the 1961 section.Both systems
are outdated.Repairs provide expensive temporary fixes.The age of the systems also make it difficult to find parts.Ventilationsystems are also old and less than appropriate.Plumbing and room heating units are also outdated causing rooms to be
unreasonably warm or cold.Maintenance and repairs will average over $7,000 and will not address permanent solutions to the
problems with the system.The inefficiency of the system will cause fuel prices to average over $58,000 over the next six years.

This building, especially the original building built in 1923 is nearing the end of its useful life. The heating and electrical
systems are old and have reached the end of their effectiveness. Without major upgrades and replacements of these system
the effective usefulness of the original wing is nearing an end. The current systems are inadequate to meet the needs of a
modern educational facility.

GYMNASIUM The gymnasium was built as an addition in 1951, below ground level.The facility has been conducive to water
penetration, leaking and safety related to these conditions.
CLASSROOMS All of the classrooms in the original section of the building are 372 sq. ft. well below state
recommendations.There is no room for lockers in the hallways and classrooms are too small for storage, causing hooks on hallw

bathrooms for all students in the 1923 section are in the basement, a space that is outdated, too small and inappropriate for the
approximately 160 students in that section.

Please provide a detailed explanation of the impact of the problem described in this priority on your district's
educational program. Please include specific examples of how the problem prevents the district from delivering the
educational program it is required to deliver and how students and/or teachers are directly affected by the problem
identified.
Currently, there is a lack of adequate educational space, lighting, ventilation and soundproofing. The school office is not located
the main entrance of the school, there is no OT and PT room for providing these services to a growing number of students who
require them. There is inappropriate use of the basement, which should be used for storage only not classrooms. There is poor
lighting and ventilation in the computer laboratory. The restroom facilities are insufficient to meet theneeds of faculty and student
The outdated communications system is problematic and not adequate for a modern day school. The heating, electrical, septic
systems, the windows, doors, etc.are all daily issues which disract from the educational purpose of the building.
