Where do they occur….?
The majority of fire-related deaths in 2016/17 - 80% occurred because of fires in single occupancy dwellings.
This includes houses, flats and maisonettes occupied by, for example, a family or a couple, but not those shared by three or more occupants who aren’t related or in relationships.
Road vehicle fires caused 8% of fatalities.

Key Messages from Workshop Chair
1. Ensuring homes are safe and decent
2. Effective resolution on complaints
3. Empowering residents and strengthening the regulator
4. Tackling stigma and celebrating thriving communities
5. Expanding supply and supporting home ownership
Recap of five themes
Strikes a positive tone about social housing
Sets out to rebalance the relationship between landlords and residents and
suggests a number of ideas, including strengthened consumer regulation
Significant ideas on some issues and less on others, e.g. supply and
stigma
Informed by the ministerial tenant roadshows
Overall
“It became clear after the awful Grenfell tragedy that quite a lot of people in social housing didn’t feel that they were being listened to…”
Clear expectation of change…
Sponsored by:
The context for social housing landlords
Questions about relationship with residents, trust, and social
purpose:
• Do we listen to tenants when things go wrong?
• Can residents influence our decisions?
• What can residents do if they don’t think their landlord is taking
their views seriously?
Sponsored by:
How the sector is responding
• There is lots of good practice but the questions are legitimate and want to show leadership
• Regulation is important backstop to protect the interests of tenants and residents and we support
strengthened consumer regulation
• It is not up to the Government or the Regulator to define relationship with tenants and residents.
• We want to embed a culture that values the voice and experience of tenants.
• We want to be open to challenge and honest about where we need to improve.
Sponsored by:
Our four-point plan
1. A change to the National Housing Federation’s Code of Governance: boards would agree to be
accountable to all tenants and residents.
2. A new Together with Tenants Charter: a set of clear commitments so tenants and residents know
exactly what to expect from their landlord.
3. Tenant and resident oversight and scrutiny of the charter: tenants report publicly on how their
landlord is performing.
4. A closer link with regulation: tenants’ reporting on performance can provide useful evidence to
the Regulator on whether their landlord is complaint with consumer standards.
Sponsored by:
What next
• Consultation underway on building safety
• Outcome of the Green Paper
• Next steps on the Review of Regulation
• Together with Tenants early adopters process
• Lots to do to understand direction and implications and link to
regulation
What next for the Green Paper?
Michael Hill, Business Development Manager – Tpas
CHIC Conference
12th June 2019, Worcester
Who are Tpas?
• Tenant engagement experts, membership organisation (over 210), not for profit
• 30 years experience of supporting tenants, landlords and contractors
• National Standards for engagement linked to Regulatory expectations
• Accreditations, Good practice, Training, Consultancy, National & Regional events
• Nationally recognised and respected for championing engagement
• We project the voice of our members and support collaboration within the sector
The challenge
The last two years have shaken the tree
We must do better
We must think of things in the round
We all have a part to play, no one group can dictate
We are custodians, we must plan and deliver for the future with those here in the now
The past
Pre-Green Paper • Lack of widespread engagement in
meaningful decisions
• Involvement in superficial decisions
• Isolation from strategy & funding
• Lack of openness
• Minimal accountability
• Plenty of waffle and jargon
The future?
• Better involvement, creative solutions, outcomes
• Enhanced regulatory expectations
• Strategic direction, procurement panels
• Partnerships
• Access all areas, CEO pay, supply chains
• True accountability – what will that really look like
• Transparency, clear routes to challenge
Post Green Paper
Are you sitting comfortably?
• Some may feel nervous about a potential sea change
• Embrace it, tenants want what is best for the organisation
• They make sound decisions when given facts
• They are capable of making many more sound decisions
• These are their homes, you are in their lives
• The events of the last two years must not happen again.
We all have a duty to make the changes happen
What will you do?
You can sit and wait to be told what to do
You can waste time and resources finding ways to not engage residents
You can pass the buck, and refuse to accept responsibility
Or you can:
Show the way, be leaders
Do the right thing and engage with people whose lives you are playing with
Be accountable, not wait to be told what to do, respond and do what is right
The 5 Aims of the
Social Housing Green Paper
1. Tackling stigma and celebrating thriving communities
2. Expanding supply and supporting home ownership3. Effective resolution of complaints4. Empowering residents and Strengthening the
Regulator5. Ensuring homes are safe and decent.
H&S Compliance started the debate…• Keeping residents safe and secure is a landlords key responsibility
• Listening to and learning from our tenants and leaseholders is back
• The Hackitt Review recommendations - New Building Regulations and Dedicated Building Managers and increased professionalism of Housing Management - especially for high rise buildings…some positive response on cladding but limited broad action
• Robust Asset Management Strategy gets greater priority and scrutiny at last!
• It’s not just about building new homes anymore…as some HAs thought it was
• Knowing and managing you risks and opportunities…and testing them is a must
• Demonstrating Regulatory Compliance to ourselves…our residents …and the Housing Regulator post the Grenfell tragedy is more imp than ever
• H&S Compliance and the Tenant / Landlord breakdown in relationship at K&C sparked the Govt’s interest in Social Housing beyond just building more homes
• What of Sir Martin Moore-Bick’s Grenfell Tower Inquiry…in the meantime
• The Green Paper raises the ambition of simply…
… being a GREAT landlord …but does it go far enough and will it ever be legislated?
Green Paper hints of new requirements
and of potentially new legislation • Revision of the Decent Homes Standard…and other Consumer
Standard -will there be a ‘C’ judgement to add to V&G?• New ‘required’ KPIs on Landlord performance…possibly League
Tables and strengthened Complaints Process Management • New sticks and carrots approach…possibly linking grant support for
development to performance on consumer standards• A national ‘Residents Voice’ but no mention of governance?• Strengthening of residents ‘Choice’ of landlord…meaning what? • Increasing choice of contractors and investment decisions for
tenants and ‘especially’…leaseholders (Back to the Future?)• How will these impact on Procurement and Regulatory Legislation?
Tips for the future of regulatory
compliance…it’s not just KPI’s• Customer Consultation and Involvement is vital - give it priority because it works - not just
because the regulator tells you to do it• Active Asset Management Matters - it’s essential for G1/V1• Health and Safety Compliance of all assets and components is essential • Benchmarking Sector Score Card is essential - new KPI metrics and possibly league tables are
on the way…anticipate them• VFM is not off the agenda - its still central to it - the exam question is clearer now so answer
it! • Collaborative procurement makes sense as does collaborative contracts• ….do right by your residents, your customers,
• So strengthen compliance, service delivery, customer experience and customer involvement now …
• Don’t wait to be told what to do by Govt. or the RSH.
Government needs legislation to change to allow for
increased direction of…
…and will the Government run the risk of ONS reclassification and add HA debt onto the Govt’s?
…I suspect they won’t - so lets do the right things and not wait!

Long Term Solution
CHIC’s Merchant Framework was launched in 2019. It is an 8 year framework and call off contracts can run until 2029.
OJEU Compliant
Using our Framework, you can ensure that your organisation establishes a merchants contract that is fully compliant with procurement regulations.
Quicker Route to Market
Merchants on our framework can be appointed through either a mini competition or direct award, depending on your local requirements. CHIC will support your chosen call off process to establish a contract.
Sponsored by:
Saving Time and Costs
CHIC regularly has price and product reviews with manufacturers and suppliers to establish the very best value for money products. We sense check any price changes against alternative market competitors. CHIC secures competitive rates by aggregating our members spend.
Managed Service
CHIC manages price catalogues. Each month you will receive a detailed analysis of your spending with tips on more cost-effective products and options to help you stay within budget. We also actively support the operational ‘front end’ of merchant contracts and ensure that value for money is optimal.

Lessons learnt – Where? When? Why?INSOURCED
Where you invest time, effort and money (long term investment)
Better control of key landlord service
Profit for purpose - commercially focused
All about the people - customer focused quality service
The best self-delivery organisations are better than the best contractors – but the converse is also true
Be prepared to offer pay and conditions that are aligned with the market
Modern transformation = hard work!

Final Thoughts Highly effective leaders for maintenance organisations are in demand and hold future-shaping positions, so be prepared to pay well!
Exceeding Expectations, Setting New Standards

Insource vs Outsource
Peter Hordley – Head of Partnerships
What do you think? /
Which Route Delivers the Best Outcomes?
In a perfect world Novus would insource 100% of everything we do – but the perfect world does not, and never will, exist!
Foundations for making the right decision /
Understand Your Organisation
What is our skillset?
What do we want to achieve?
What do we have to do?
How are we going to be successful?
What is our culture? What are our values?
Insource or Outsource? /
Defining the factors to consider
Do we have the capability to deliver inhouse?
Does our inhouse team have the capacity to deliver?
Do we have the resources to support our inhouse team?
Which route offers best value in terms of:
productivity – can we meet the programme?
quality – will we get it right?
cost – can we deliver in budget?
What are the inherent risks and which route manages which risks best?
Can we manage it effectively if we outsource?
Deciding who to work with /
Normal procurement processes will identify those that can deliver the works in terms of skills, experience, price, accreditations etc.
Two additional questions you should ensure that your procurement process answers for you:
1 Are these people that we can do business with; is there a synergy in terms of values and ethos?
2 Do we trust them?
Always remember that whilst you may be entering into a contract, you are actually forming a working relationship
Making it work /
“It ain’t what you do, it’s the way that you do it…….”
You are part of the same team – it’s not a master/servant relationship
Always work collaboratively - share tasks not duplicate them
Set clear, achievable expectations & deliver what is expected of you
Respect their role, value their contribution and understand their requirements
Pay them what they’re due, when it is due
Identify solutions to challenges together – don’t play the blame game
Acknowledge achievements – say thank you
“………and that’s what gets results”

THE NEW RED FLAG IS GREEN!
Driven by continued general economic austerity, we see that energy efficiency and carbon reduction will re-emerge in the headlines
Fuel costs will always be an issue
Building regulations are not good enough
Off grid is real, investment upfront is the key, we can evaluate a Cost in Use scenario against capital expenditure
This year the government announced the lowest electrical energy consumption figures per head since the 1980’s despite us using more electronics than ever. Collaborative response to awareness does work!

ANABOLIC DIGESTION/GASIFICATION
• Uses the molecular changes of waste food stuffs to generate energy.
• Energy from are usually heat or gases that can be burnt. Can be domestic in scale
• The biggest and most successful gasification plant is in Gussing, Austria and heats a town of 700 homes as well as supports a timber product curing plant.
• One of the biggest plants is in Tyseley Birmingham converting huge quantities of Birmingham's food waste to heat.

STORAGE, THE BATTERY PHENOMENON.
If you could box electricity, we would. An average home consumes about 18kw per day, a good battery can store about a third of this, 6kw.
Generate in the day and manage consumption to allow the battery to re-charge. Restart the cycle in the morning. Single cycle batteries last longer. Charge and discharge do not constantly top up.
Run the dwelling through the night off the battery. (fridge, freezers, lamps etc).
Lithium technology is costly and difficult to recycle. Saline batteries @ 1000 litres can hold a single cycle charge of 7kw and environmentally inert!

THE FUTURE IS………….THE LOW ENERGY BREAKFAST!
Split the day into three, generate the energy (PV etc), store the energy (batteries), use the energy in a managed way (low energy systems).
Combine this with other technologies. Carbon mat heating, LED lighting, Elesystems etc.
Remember peak demand management. The 1.8kw rule of limitation.
The low energy breakfast! - Tea, toast and beans (1.8kw kettle, 1.2kw toaster, 0.8kw microwave) used together 3.8kw.
