What is the Chicago CityKey?
• Many populations have difficulty accessing a valid
government-issued identification: – Returning Citizens
– LGBTQ Community, especially transgender individuals
– Seniors
– Young people
– Low income individuals
– Immigrants
• The Chicago CityKey the City of Chicago Municipal
ID Program.
• Municipal IDs have been established in cities, such
as New York City, Detroit, and San Francisco.
• The goal of the program is to improve access to
services across public and private entities for every

• There are no age requirements to be eligible for a Chicago CityKey.

Delegate Organizations will help administer the CityKey Program under the leadership of the Office of the City Clerk’s designee (Program Director).
• Eligibility • Be a non-for-profit organization;
• Maintain principal place of business in the City;
• Be in good standing with the City and the State of Illinois;
• History of incorporating cultural competency into programs;
• Have the infrastructure to implement and evaluate the program; and
• Have at least two (2) years of experience working with the priority hard-to-reach populations.
• Funding • A total of $443,470 is available for one (1), or up to three (3) contracts.
• The City will have the option to renew the contract for a second year contingent upon funding availability and satisfactory performance evaluation.
• Timeline • RFP submissions are due March 2, 2018 at noon.
• Contract period will begin April 1, 2018 and end December 31, 2018.
Chicago CityKey RFP Overview
Respondents must state which region(s) they are applying for.
Organizations can apply to deliver services in one, or multiple regions.
Organizations that apply together will be considered as one application.
Chicago CityKey RFP Regions
Program Activities:
• Outreach & Educational Activities • Organize at least one activity a month for the public;
• Participate in community events (workshops, presentations, tabling at events, etc.);
• Share on social media;
• Goal of reaching at least 30,000 participants that will apply for a CityKey.
• Pre-Screen Applicants • Help residents ensure they have the necessary and valid documents.
• Goal of supporting at least 25,000 residents.
• Support Mobile CityKey Stations • At least one staff person will be at the CityKey Mobile Stations, and support CityKey
applicants with:
• Pre-screening applicants
• Language support
• Other technical support
Chicago CityKey RFP Activities
• Data Collection & Evaluation • Required to submit reports and invoices on a monthly basis.
• Quality Assurance • Participate in all audit and quality assurance activities.
• Final Report • Submit a final report to the OCC outlining lessons learned during the contract period.
Provide feedback for improvements for future projects.
• Recommendations to the OCC on how to structure future CityKey Program outreach initiatives.
RFP Additional Requirements
• Proven capacity working with community members and key stakeholders within the target populations.
• Immigrants, re-entry, people experiencing homelessness, LGBTQ, seniors, and young people.
• Capacity to train, and or hire, staff to deliver services within a cultural competency framework.
• Demonstrate history of providing community outreach and educational opportunities and screening services.
• Provide detailed program plan to implement proposed services, including:
• Explain current or expected ability to collect data, in conjunction with the CityKey’s security measures, and
• Provide an evaluation plan that describes how goals and objectives of the Program will be measured and reported through the use of metrics outlined in the RFP.
