Chief Editor’s Message
I am delighted to present the May 2015 issue of e-Newsletter covering programs and events organized by the National Council, its various Committees as well as Branch Councils of Karachi, Lahore, Islamabad, Multan, Faisalabad, Peshawar and Quetta. The e-Newsletter also updates about various Institute’s significant activities and progress during this month in the spheres of education, examination, membership, CPD and training, research and publication, public practice, corporate relations and technical support. The month of May marks two memorable occasions; one is of international significance i.e. Labor Day or international workers’ day commemorated around the globe on 1st May; and the other is a red letter day in the history of ICMA Pakistan i.e. 23rd May on which date the sapling of this professional institution was planted. This year the 64th Anniversary of the Institute was celebrated with great zeal and enthusiasm. While this e-Newsletter would be uploaded on Institute’s website in June 2015, the Federal Budget 2015-16 would have been announced on 5th June, 2015. As per customary, ICMA Pakistan would be organizing post-budget seminars to discuss the pros and cons of the budget. A budget feedback survey would also be conducted by the Research and Publications Directorate. Its report would be submitted to the government. Have a nice reading of this e-Newsletter and enjoy the mango season which has just arrived with some delicious varieties of mangoes all around. Webinar on “Good Governance” Nationwide | May 05, 2015
The National CPD, Seminars & Conferences Committee of ICMA Pakistan organized a Webinar on’ Good Governance’ on May 05, 2015. Mr. Vincent H. Tophoff is a Senior Technical Manager at the Professional Accountants in Business Committee (PAIB) of the International Federation of Accountants (IFAC) was the main speaker at the Webinar. Mr. Tophoff in his address spoke about arising global concerns about corporate governance and the role of professional
accounting institutions to discharge their responsibilities under such circumstances. He is of the view that corporate governance is one of regular activities which shall continue to get importance at top management and board levels. The strategies to drive the business shall be aligned with basic benchmarks set for governance. He was of the view that good governance can only be ensured if vested interest be kept aside and decisions be taken entirely on merit. He said that there are many organizations surrounding us which implemented corporate governance in true spirit and are highly rewarded by their stakeholders.

The Institute of Cost and Management Accountants of Pakistan (ICMA Pakistan) and Royal Palm Golf and Country Club (RPGCC) signed a Memorandum of Understanding (MoU) on May 15, 2015 at RPGCC, Lahore. The MoU offers discounted Lifetime “Corporate Membership” @ Rs.550, 000/- (in case of installment) to members of the Institute which is 50% less than the general rates applicable for membership. The ‘Corporate Membership’ to members of the Institute al lows upfront and installment options for payment of membership fee. The installment option will be through 50% upfront payment remaining 50% in two equal installments payable i.e., in the 4th and 8th month after upfront payment. It is pertinent to mention that the Institute managed to get more favorable terms as compared to what had been offered to other professional Institutions of similar standing. The membership package is inclusive of family members i.e., spouse and five children (up to 21 years of age). The membership is also transferrable to any of the children. The members and their families can enjoy facilities such as Golf Course, Driving Range, Squash, Tennis, Swimming Pools, Gym, Badminton, Table Tennis, Walk-In-Wood, Chameleon, Palmers Sports Bar, Scarlet, Health Bar, Dawat, BBQ Lawn and Cigar Lounge. Under banquet facilities, a member may utilize halls / rooms from small meetings for 30 to 40 persons to large gatherings of over 1,000 persons on discounted competitive rates. The “Corporate Membership” offer is limited and valid till July 5, 2015on first-come-first-served basis. Directors’ Training Program (9th Batch) Karachi | May 22, 2015
The National CPD, Seminars & Conferences Committee organized the 9th Directors Training Programme (DTP) at Karachi from May 22 to 30, 2015. The DTP was attended by the representatives of ten companies viz. Speaking during the certificate distribution ceremony, Mr. Anis ur Rehman, Chairman CPD, Seminars & Conferences Committee informed that the ICMA Pakistan is a recognized professional institution of international repute and has distinction of being the sole regulatory body of Management Accounting profession in Pakistan. It has been granted statutory status through CMA Act 1966 of the Parliament. ICMA Pakistan has a sound track record of providing professional trainings to the business and corporate sector, including trainings on corporate governance. This track record merited the attention of the SECP in allowing the Institute to offer the Directors Training Program, Mr. Anis added. He informed that as of date 120 senior executives have become Certified Directors from the forum ICMAP. He opined that the ICMA Pakistan’s DTP has been specifically designed to impart knowledge and develop necessary skills of the Board of Directors of Listed companies for successful achievement of company’s objectives. It would have focus on the possible role and

duties of Directors, and the knowledge and competencies expected from them in today’s environment, leading to creation of an effective board culture and performance. ICMA Pakistan’s 64th Anniversary Nationwide | May 23, 2015
The Institute nationwide celebrated its 64th Anniversary and 65th Management Accountants’ Day on May 23, 2015 at all campuses of Institute with great zeal. The occasion was organized by respective Branch Council and Campuses under the auspices of National Corporate Relations and Communication Committee. The ceremony was attended by the senior members, respective branch council and the staff of ICMA.

Mr. Zia ul Mustafa Awan, FCMA and Mr. Raheel Asghar Ginai, FCMA attended the

Mr. Waqar Ali Khan, National Council Members and Chairman, Technical Support and Practice Development Committee met Dr. Junaid Ahmed, Chairman, National Management Consultants (NMC) Pvt. Ltd. at latter’s office on May 23, 2015. The matters of professional interest were discussed. Dr. Junaid while admitting the strength of the Institute advised that ICMA Pakistan shall promote its brand and strengths effectively. To the extent of curriculum, he said that as compared to other at par accounting bodies, the contents are far better covering the real issues faced by the corporate world. He was of the opinion that the Institute shall run a campaign of “Friends of ICMA Pakistan” and in this it should take corporate sector on board. Dr. Junaid showed his keenness to provide all necessary support to promote the Institute at national and international level.

covered during webinar were international reporting, sustainability reporting, climate change, information technology, and future challenges and opportunities for business. Inclusion of “Management Accounting” for HEC’s Foreign Scholarship Nationwide | May 29, 2015
The President ICMA Pakistan, Mr. Kashif Mateen Ansari had a meeting with Chairperson HEC, Prof. Dr. Mukhtar Ahmed on March 10, 2015. On behalf of ICMA Pakistan, the meeting was also attended by Mr. Waqar Ali Khan, Council Member; Mr. Muhammad Kamran Jamil, Director SPD and Mr. Aftab Ali Khan, Director North Region. Mr. Ansari took up the matter to consider ICMA Pakistan members for various scholarships offered by HEC. The Chairpersons HEC while honoring the request informed that “Management Accounting” ca be included in one of the knowledge areas for HEC’s foreign scholarships to fill the gap of availability of experts in this area. The matter was then taken up by the Institute and finally “Management Accounting” are was added in the areas in which scholarships will be offered. The inclusion of Management Accounting will provide opportunity to our members aspiring to opt for M.Phil. / Ph.D.

ICAP and ICMA Pakistan Reaffirmed Commitment to Strengthen Mutual Collaboration Karachi | May 07, 2015
Mr. Kashif Mateen Ansari, President, Institute of Cost and Management Accountants of Pakistan (ICMA Pakistan) along with Mr. Saghir ul Hassan Khan, Honorary Treasurer and Mr. Anis-ur-Rehman, Chairman CPD Committee had a meeting on 7th May, 2015 at ICAP’s Head Office, Karachi with the office-bearers and officials of the Institute of Chartered Accountants of Pakistan (ICAP). The ICAP was represented by Mr. Yacoob Suttar, President, ICAP; Syed Najmul Hussain, Vice President (South); Mr. Rashid Ibrahim, Chairman CPD Committee; Mr. Muhammad Maqbool, Member, National Council; and Mr. Feroz Rizvi, Chief Operating Officer. During the meeting, matters of professional interest were discussed. It was deliberated that the only two statutory institutions of the country need to extend hands of mutual cooperation to promote the profession of accountancy in Pakistan. It was emphasized that in order to face upcoming local and global business challenges, the two institutions shall enhance cooperation in all such areas which lead to corporate governance, transparency and efficiency. The bonding relationship between the two institutions will ultimately contribute towards economic development of the country. The President ICMA Pakistan raised the issue of restoration of exemptions previously offered to qualified and members of the Institute on which ICAP agreed-in-principle to restore exemptions, which will be notified after completion of due process of approval. Further, the President ICMAP initiated the discussion to exempt the articles to ICMAP members in lieu of industrial experience, to which again the ICAP showed agreement in principle. This will also be formalized after due approvals but will take more time due to the involvement of regulators also. In addition to this, it was also discussed and agreed that CA Firms will provide internships to students and training opportunities to newly qualified CMAs. The two institutions showed their commitment to jointly work for continuing professional development and engage in joint CPD activities. They also showed their keenness to explore areas where the two institutions can assist the government to make reforms agenda successful, help the regulators to develop better policies and to support public and private sector organizations to transform businesses. It was decided that the two institutions continue to enhance interaction to jointly address issues and to devise coherent strategy pertaining to the growth and development of profession and professional activities in Pakistan.

Mr. Kashif Mateen Ansari, President, Institute of Cost and Management Accountants of Pakistan (ICMA Pakistan) met Dr. Ishrat Husain, Dean and Director, Institute of Business Administration (IBA) Karachi and former Governor, State Bank of Pakistan on 8th May, 2015 at IBA Main Campus, Karachi. During the meeting, matters of professional interest to promote higher education in Pakistan were discussed. Mr. Ansari acknowledged the role of IBA Karachi in providing business leaders to the industry whereas Dr. Husain applauded the efforts of ICMA Pakistan in producing such professionals who have sound knowledge of accounting, management accounting and finance to adequately run one of the key functions of any business organization.

The heads of two institutions explored the possibilities to work together to get benefit of each other expertise. It was also discussed to have collaboration in the areas of faculty development, continuing professional development, research and development, capacity building specially in the areas of communication and leadership, etc. The two institutions emphasized the need for entering into joint avenues for the promotion of higher education in Pakistan.

Participation in “Jang Education Expo” Peshawar | May 19, 2015
ICMA Pakistan Peshawar Campus participated for the first time in Education Expo on May 19, 2015. Sardar Mehtab Ahmed Khan Abbasi, Governor KPK was the Chief Guest who also visited the ICMA Pakistan stall. More than 100 visitors get information about CMA profession and ICMA Pakistan. Being the first education expo for Peshawar Campus, it gave opportunity to introduce the Institute at mass level. The students who visited the stall were pleased to know that Institute is maintaining its own campus. The prospective students were invited to visit the Institute to experience facilities and to have one-on-one counseling session. The college teachers visited the stall were also requested to onward communicate students to spread CMA profession in their respective colleges. The students in particular and all other visitors were provided requisite information as per guidelines received form the Head Office and Regional Headquarters.

Annual Book Fair and Education Expo Hyderabad | May 21, 2015
A 3-day Annual Book Fair and Education Expo was organized from May 21 to 23, 2015 at Hyderabad Gymkhana. The leading book publishers from Karachi and Hyderabad participated in the book fair and offered considerable discount on purchase of books. Further leading Educational Institutes, Universities, colleges and schools participated in the Education Expo. The event with a combination of Book Fair and Education Expo was unique and it attracted students as well parents. The students in particular and other visitors in general were apprised about Cost and Management Accounting profession and the Institute. President ICMA Pakistan nominated as Member of FBR Committee on Broadening of Tax Base The Federal Minister for Finance, Revenue, Economic Affair, Statistics and Privatization has constituted a committee on “Broadening of Tax Base” vide FBR letter No F.4 (4) DS (IERU- I)/ 2015 dated 16th May, 2015. It is matter of great pleasure that, President ICMAP has been nominated as Member of the said Committee. Following is the scope of the Committee for Broadening of Tax Base:
a. Review and rationalization of direct and indirect taxes with a view to broadening the net. b. To recommend and discuss new tax measures. c. To provide input on different tax policy issues enabling the Government to adopt a pluralistic view representing divergent
interest group, and at the same time enhance tax revenues. d. To deliberate upon and suggest measures for extending tax net. e. To propose legislation which would minimize opposition and increase compliance to law. f. Assist in any other task assigned by the Finance Minister.

Obituary
Mr. Mohammad Sarwar, F-202 died in the month of May 2015. He completed his studies in 1970 under registration no. 00007233 and was admitted to Associate Membership in November, 1974. He became a Fellow Member of the Institute in September, 1980
Articles Published by Council Members
In the month under review, two articles written by President and Vice President were published in the newspapers. The President’s article was focused on measures for country’s Federal Budget. It emphasized the areas that were supposed to be considered by the government while making Federal Budget. He made a point that taxing the rich landlords has almost attained the level of a cliché. Anybody walking on the street if asked about tax reforms would surely talk about taxing the agriculture income and the feudal. The problem lies in the willingness of the federal and provisional governments to lay their hands on the high and mighty. The article was published with the title, “National Budget Considerations” on May 10, 2015 in the Daily Business Recorder. The Vice President’s article highlighted the gap to improve audit in Pakistan. The article emphasized that a strong audit and regulatory mechanism is source of satisfaction and confidence for private investors and is only safety valve available in public investment. The present era of opportunity and risk has enhanced the responsibility and spectrum of audit. It is not restricted to financial statements, physical verification, stocktaking and compliance of so-called regulatory requirements. The article was published with the title, “Widen the Spectrum of Audit” on May 4, 2015 in Daily Dawn. The articles are reproduced for members’ information at large.
