On November 1, 2018, Bill C113 came into effective.
“The Police Record Checks Reform Act, 2015 takes effect on November 1, 2018. The Act sets out a process governing requests for searches of the Canadian Police Information Centre databases, or other police databases, in connection with screening an individual for certain purposes. The Act does not apply in respect of certain searches conducted regarding specified government activities. The Act authorizes police services to conduct three types of police record checks: Criminal Records Check (CRC), Criminal Record and Judicial Matters Check (CRJMC) and Vulnerable Sector Check (VSC). Certain other parties are authorized to conduct those types of police record checks if they are permitted to do so under an agreement with a police service or under the laws of Canada. The Schedule to the Act sets out the type of information that is authorized for disclosure for each type of police record check.”
Highlights of the changes: 1 - We will only accept record check applications from anyone under the age of 18 if they are applying or volunteering for government agencies (federal, provincial or municipal). For eg,:
- a job at city hall but not for a job at the city-owned swimming pool - a job at the band office but not for a job at the band-owned bingo hall (classification of band offices as
government agency pending confirmation) If the person under 18 years is applying for a position with a government agency, there is a page two of the application form. 2 - All levels will be captured on one application form with a check box at the top to select appropriate level (forms will be sent in a separate email and also on z-drive & website) 3 – You will receive a separate “results page” to be provided to the applicant. However, anyone under 18 (fitting criteria noted above) will receive their results in the mail with strict instructions not to share this information with anyone. These same results will also be mailed directly to the requesting government agency. Note - we will keep application form with resulting queries on file for two years.
To comply with the changes that have taken effect, we have adjusted the information on our website and our forms.
A detailed letter from the requesting organization will be required to describe how the applicant will be in a
position of trust or authority over vulnerable persons, regularly providing direct care or assistance.
This letter cannot simply request the Level 3 VSC, it must be very specific concerning the applicants involvement
with vulnerable persons.
This letter is not mandatory in all level 3 requests, however, APS suggests that all organizations provide this
detailed letter to all potential level 3 applicants. This letter must accompany fingerprints, therefore, to save
applicant time in the event fingerprints are required, we are asking for this letter upfront. Further, this letter can
be used to waive fees related to volunteer positions when required for the level 3 police record check.
Attached is a sample letter.
NOTE – If the details in this letter from requesting agency do not meet criteria, APS will request a copy of
the job description outlining the duties of the position relating to direct involvement with vulnerable
persons.

Finance Bulletin
If you or any of your family members of this First Nation have not received your FSA cheque from MAY 2016, please contact Shannon Bressette or Corrinda Jackson at
the Administration Office to pick it up. Interest is NOT accruing on these.
If you have recently turned 18 years of age and haven’t received your FSA cheque, please contact the above named staff. The interest is calculated based upon your date
of birth and does not continue to accumulate after that.
Finance Notice – Direct Deposits
If you receive payment from the Chippewas of Kettle & Stony Point, an EFT remittance slip is available from the finance office that details the date, purpose of
payment and amount. We will keep these remittance slips available to hand out for six months after the date of issue and then they will be destroyed.
After that date, they can be available only on a requested basis, if you have any
questions, please contact Shannon Bressette, Accounts Payable Clerk.
Electronic Funds Transfer – EFT
Please submit your banking information DIRECTLY to finance, it is your responsibility to inform finance if your banking info changes.
