China – Expansion vs. Peace

1998 – China, through the private Macau Tourist Venture purchased the Varyag ,a partially complete and stripped of military hardware aircraft carrier from the Ukraine. On 10 August 2011, it was announced that the refurbishment of Varyag was complete, and that it was undergoing sea trials.[

On December 14, 2011, DigitalGlobe, and American Satellite imaging company announced that while scouring through pictures taken December 8th, they had discovered the retrofitted Varyag performing maneuvers, DigitalGlobe elaborated that their images capture the ship in the Yellow Sea where it performed for 5 days. [

Recent Chinese military exploits have included humanitarian aid, combating piracy in the Gulf of Aden and counter-terrorism operations. The Pentagon cited as an example China's evacuation last year of 36,000 Chinese nationals from Libya during the uprising against Moammar Gadhafi

The dispute is centered on Scarborough Shoal, a rock outcropping about 200 kilometers, or 125 miles, off the coast of the Philippine island of Luzon

Both China and the Philippines see the area as their territory, and since early April, both countries have had maritime patrol boats in position to defend their claim

The Chinese government this week took a variety of actions against the Philippines, including increasing inspections of goods coming into China and limiting visits by Chinese tourists

"China is investing in not only capabilities to better defend their networks but also they're looking at ways to use cyber for offensive operations," Acting Deputy Assistant Secretary of Defense for East Asia and Asia Pacific Security Affairs David Helvey told reporters.

Halvey said China is engaging in cyber activity focused on computer network exploitation

We continue to see China expressing interest in making investments to improve their capacity for operations in cyberspace, and that is something that we pay very, very careful attention to. There is the potential for these types of operations to be very disruptive, disruptive not only in a conflict, could be very disruptive to the United States, but other countries as well.

ChinaThe U.S. has shown greater interest in using Australian military facilities as part of a larger effort to refocus its military capabilities in Southeast Asia and the western Pacific.

But Australia's latest force posture review, dated March 30, makes it clear that the main factor currently shaping Australia's military strategy is "the rise of China, India and other powers and the continuing strategic engagement of the United States in the Asia-Pacific.“

“we're not looking at any sort of imminent conflict” says Jeffrey Bleich, the U.S. ambassador to Australia..

ChinaA new and permanent U.S. military presence in Australia

The move could help the U.S. military, now concentrated in Japan and South Korea in Northeast Asia, to spread its influence west and south across the region, including the strategically and economically important South China Sea, which China considers as its sovereign territory.

However, China does not consider the Arctic Ocean to be Canada’s sovereign territory

China opens string of spy schools in universities

Malcolm Moore, The Daily Telegraph · Jun. 25, 2011 SHANGHAI . China has opened a string of spy schools this year to increase the training and recruitment of agents. Last week saw the inauguration of the eighth, the National Intelligence College on the campus of Hunan University in Changsha. It follows the opening inside universities in Beijing, Shanghai, Xian, Qingdao and Harbin. The move comes amid growing worries in the West at the scale and breadth of Chinese intelligence-gathering, with the British intelligence agency MI5 saying the Chinese government "represents one of the most significant espionage threats to the U.K.“In February, China allegedly managed to penetrate the Foreign Office's internal communications network. Until now, however, most of its foreign espionage is thought to have been conducted by academics and students who are sent to the host countries only for a short period of time.Jonathan Evans, the director general of MI5, has singled out China for its "unreconstructed attempts" to spy on Britain, saying the Chinese "continue to devote considerable time and energy trying to steal our sensitive technology on civilian and military projects and trying to obtain political and economic intelligence at our expense."A 14-page "restricted" report from MI5 last year described how China had attacked British defence, energy, communications and manufacturing companies in a concerted hacking campaign.

This year it is the Pentagon Issuing the Warning

The risks to Business, Industry, Universities and Researchers is Clear; Intellectual Property Must Be Protected

Chinese actors are the world's most active and persistent perpetrators of economic espionage," the report said. "Chinese attempts to collect US technological and economic information will continue at a high level and will represent a growing and persistent threat to US economic security."
