China's NPC Adopts the Revised Environmental Protection Law
On 24th April 2014, the Standing Committee of China's National People's Congress (NPC), the
country's top legislator, has approved the Revised Environmental Protection Law. The revised law will
go into effect starting January 1st, 2015. For the first time, the law has established clear requirements for
ecological protection. The revised law has a profound influence on environmental protection and
improvement, preventing and controlling pollution and other environmental hazards, protecting public
health, boosting the ecological civilization construction and promoting the sustainable economic and
social development.

CACE Attended the 5th High Level Seminar
on Environmentally Sustainable Cities
The 5th High Level Seminar (HLS) on Environmentally Sustainable Cities (ESC) was held from 28th
February to 1st March 2014 in Surabaya, Indonesia. The seminar was co-organized by Ministry of
Environment of Indonesia, Japan and Cambodia, United States Agency for International Development
(USAID) and the ASEAN Secretariat under the East Asia Summit Environment Ministers' Meeting
Framework.
The agenda includes progress review of ASEAN Model Cities, experience sharing of
environmentally sustainable cities of relevant countries, group discussion on local actions of
environmentally sustainable cities, discussion on policies on environmentally sustainable city, and
the potential of future cooperation on environmentally sustainable cities.

The Environmental Experts Meeting of Shanghai Cooperation Organization (SCO) Members was held
from 11th to 13th March 2014 in Beijing, China. It was attended by the representatives of SCO member
States including China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan. The rotating
chairman of this meeting was from Tajikistan. Experts from China Center for SCO Environmental
Cooperation (CSEC) also attended this meeting.
The meeting discussed the draft proposal on environmental cooperation under the framework of SCO
and adopted the minutes of the meeting. Chinese experts introduced the establishment of CSEC and the
proposal on environmental cooperation under the SCO framework, which has received positive
responses from experts of other member States.
Environmental Experts Meeting of SCO Held in Beijing
On 25th March 2014, the 15th ASEAN-China
Joint Cooperation Committee (ACJCC)
Meeting was held in Jakarta, Indonesia.
Delegations of ASEAN member States, the
ASEAN Secretariat, as well as the China
delegation led by Ms. Yang Xiuping, Chinese
ambassador to ASEAN and composed of
delegates from the Ministry of Foreign Affairs
of China, China Foreign Affairs University,
the Import-Export Bank of China, China-
ASEAN Expo Secretariat,
China-ASEAN Environmental Cooperation Center (CAEC), and Guangxi Zhuang Autonomous Region
of China attended the meeting.
The meeting reviewed the progress of China-ASEAN cooperation in the priority areas in 2013, and
exchanged views on the implementation of the outcomes of the 16th China-ASEAN Summit and the
cooperation initiatives, as well as the China-ASEAN cooperation plan in 2014. The representatives from
CAEC briefed the China-ASEAN environmental cooperation progress.
CAEC Attended the 15th ACJCC Meeting
Delegates from Department of Pollution Prevention and Control of Ministry of Environmental
Protection (MEP) of China and CAEC attended the seminar. Chinese Delegation shared the
environmental protection concepts and outcomes of environmentally sustainable cities construction.

From 10th to 11th March 2014, the Expert Meeting on the Implementation of the Tripartite Join Action
Plan (2010-2014) (TJAP) among China, Korea and Japan was held in Beijing. Experts from the Institute
for Global Environmental Strategies of Japan (IGES), Korea Environment Institute (KEI) and CAEC
participated this meeting.

The TJAP was adopted in the Tripartite
Environmental Ministers Meeting among
China, Korea and Japan (TEMM) in 2010, in
which the three countries agreed to cooperate
in 10 priority areas. It will be ended this year
and the three countries agreed to jointly
review the current state of implementation of
the ten priority areas of TJAP. At this
meeting, experts from three countries
exchanged views and reached consensus on
the outlines of the review report and division
of work. The report will be reported to the
TEMM16 to be held in Korea, April 2014.
The Director General Meeting for TEMM16 and the 9th Tripartite
Director General Meeting on DSS held back-to-back in Daegu, Korea
The Director General Meeting for the 16th Tripartite Environment Ministers Meeting (TEMM16) and
the 9th Tripartite Director General Meeting on Dust and Sand Storm (DSS) held back-to-back in
Daegu, Korea, from 3th to 4th April 2014. The Chinese delegation led by Ms. Song Xiaozhi, Deputy
Director General of International Cooperation Department of MEP, the Korean delegation led by Mr.
Yoo Je-Chu, Director General, International Cooperation Bureau, Ministry of Environment (MOE),
and the Japanese delegation led by Mr. Seki Soichiro, Director General, Global Environment Bureau,
MOE participated the meetings.
The Director General Meeting for TEMM16 adopted the schedule, agenda and related arrangements of
TEMM16, reviewed the implementation progress of TJAP and discussed priority areas for the new
Action Plan.
The 9th Tripartite Director General Meeting on DSS discussed the progress report of 2013 and work
plans of 2014 for the two working groups, as well as the new join research action plan.

TEMM16 Held in South Korea
The 16th Tripartite Environment Ministers Meeting among Korea, China and Japan (TEMM16) was
held in Daegu, South Korea from April 28th to 29th. At the invitation of the Minister of of Environment
of the Republic of Korea, the Vice Minister Li Ganjie of the Ministry of Environmental Protection of
China led the Chinese delegation attending this meeting.
The Ministers exchanged
national environmental
protection policies and
progress, discussed
regional and global
environmental issues, such
as transboundary air
pollution, biodiversity and
access and benefit sharing,
transboundary movement
of E-waste, green transition,
climate change, mercury,
etc.
The meeting reviewed the progress regarding the implementation of the Tripartite Joint Action Plan on
Environmental Cooperation (2010-2014), and adopted new priority areas for the next five years,
including air quality improvement, biodiversity, chemical management and environmental management
and environmental emergency response, circulative management of resource/3R/Transboundary
movement of E-waste, climate change response, conservation of water and marine environment,
environmental education, public
awareness and corporate social
responsibility, rural environmental
management, and transition to green
economy.
The meeting adopted the Joint
Communique. During this meeting, the
ministers awarded prize to researchers
who have made great contributions to
the tripartite environmental cooperation.
The Chinese winner of prize is Dr.
Meng Fan from Chinese Research
Academy of Environmental Sciences .
The 16th Tripartite Environment Ministers Meeting among China, South Korea and Japan (TEMM16)
was held in Daegu, a city southeast of South Korea from April 28th to 29th.
Business Forum Held during TEMM16
According to the agenda, the Business Forum and Youth Forum were held on 28th April. Authorized by
the Ministry of Environmental Protection of China, CAEC organized the delegation of Chinese
entrepreneurs to attend the Business Forum. The delegation includes four entrepreneurs from CSD
(Beijing) Environmental Protection Development Co. Led., CECEP Clean Tech Development Co., Ltd,
Qingdao New World Environmental Protection Co., Ltd, and Jiangsu PHILIP Environmental
Engineering Co., Ltd. The entrepreneur representatives from China, Japan and South Korea exchanged
views on how to make environmental industry play a positive role in promoting environmental
cooperation in Northeast Asian.
This is the 4th Business Forum held by TEMM. The 1st one was held in the course of TEMM 13 in
Busan, South Korea. Business Forum is an innovative activity of the TEMM mechanism. Ministers of
the tripartite have consensus on strengthening cooperation in business circle among three countries.
Africa-China Cooperation Meeting on Building Sustainable
Partnership Held in Shanghai
On 10th April 2014, in collaboration with World Wild Fund for Nature (WWF), CAEC convened the
“Africa-China Cooperation—Meeting on Building Sustainable Partnership”. Mr. Xu Qinghua, Deputy
Secretary General of China Council for International Cooperation on Environment and Development
(CCICED), Mr. Jean-Robert Goulongana, ambassador of Gabon in China, Mr. Wagadiso, ambassador
of Uganda in China, Mr. Esrom Thabo Thage, Consul General of the Republic of South Africa in
Shanghai and Ms. Li Lin, Chief Project Director of WWF China attended and addressed the seminar.
The opening part of the meeting was chaired by Mr. Victor Sikonina, Madagascar ambassador to China,
and the discussion sessions were respectively hosted by Ms. Zhou Guomei, Deputy Director General of
CAEC, and experts from WWF.
The meeting is aimed at significant issues in fields of environment and development, exchanging views
on how to promote Africa-China cooperation and building a new Africa-China strategic partnership
effectively.

Pacific Regional Office of United Nations
Environment Programme (UNEP)
addressed the meeting. The meeting was

and UNEP introduced the recent
environmental policies respectively, and
adopted the United Nations Environment
Programme (UNEP)-China National
Cooperation Framework (2014-2017).

CAEC attended the Policy Dialogue between MEP and ADB
On 5th March 2014, the Environmental Policy Dialogue between the Ministry of Environmental
Protection (MEP) of China and Asian Development Bank (ADB) was held in Beijing. Mr. Tang
Dingding, Director General for International Cooperation of MEP, Mr. Chen Huan, Director General of
International Department of Ministry of Finance (MOF) of China, Mr. Ayumi Konishi, Director
General of East Asian Department of ADB, and representatives from MEP, MOP, ADB and national
institutions attended this meeting. Ms. Zhou Guomei, Deputy Director General of CAEC attended the
meeting and made remarks.
The meeting discussed about ‘pollution prevention and biodiversity protection, regional environmental
cooperation, environmental policy dialogue and action plan and implementation of MOU between MEP
and ADB.

GGGI Experts Visited CAEC
On 17th January 2014, representatives and researchers from Global Green Growth Institute (GGGI)
visited CAEC to discuss cooperation issues. Ms. Zhou Guomei, Deputy Director General of CAEC
welcomed GGGI’s visit, and introduced CAEC including its main functions. She highlighted the key
research fields and outcomes, technological exchange and training activities, cooperation with other
international institutes. She stated that CAEC was working to build regional environmental cooperation
platform, design regional green economy knowledge sharing platform and relevant policy research, and
put forward proposal for the future cooperation between CAEC and GGGI.
Ms. Jennifer Butz, Principal of Northeast Asia and Central Asia Green Growth Plan and Implementation,
Mr. James Seong-Cheol Kang, Project Manager, and Ms. Guo Jiangwen, senior expert from GGGI
introduced the basic information, main function, relevant research and demonstrative projects of GGGI.
GGGI expressed strong interest in cooperation with CAEC. Both sides had the consensus that there is
great cooperation potential on promoting the development of regional green economy and green
transformation, and agreed to enhance communication, establish work relationship continually.

CAEC and WWF Signed Strategic Cooperation Agreement
On 31st March 2013, CAEC and WWF signed strategic cooperation agreement in Beijing. Mr. Guo
Jing, Acting Director General of CAEC and Mr. Lu Sicheng, CEO of WWF China signed the CAEC-
WWF Cooperation Agreement.
According to the Cooperation Agreement, CAEC and WWF will strengthen policy research and
practical cooperation in the field of environmental policy framework for overseas investment, Africa-
China environmental cooperation, ecological footprint and sustainable consumption and capacity
building.
The signing activity was moderated by Ms. Zhou Guomei, Deputy Director General of CAEC. Mr.
Shen Guofang, academician and Chinese Chief Advisor of China Council of International Cooperation
on Environment and Development (CCICED) attended the meeting.
Director of China Program of WWF Visited CAEC
On 16th April 2014, Dr. Hu Tao, Director of
China Program of WWF, visited CAEC. Ms.
Zhou Guomei, Deputy Director General of
CAEC welcomed the visit of Dr. Hu Tao and
briefly introduced the main working fields of
CAEC and research outcomes relevant to the
fields of foreign investment, trade and
environmental protection. Dr. Hu Tao introduced
the focus fields of China Program and exchanged
views on the latest development of foreign
investment, trade and environmental protection.
The two sides reached consensus on cooperation in the fields such as environmental protection for
overseas investment, trade and environmental protection, etc.
