    1. General information 1.1 President’s Message

    Dear Colleagues, I wish to take this opportunity to thank Dr. Le Wang for his hard work serving CPGIS as the president last year. Under the leadership of Dr. Wang, we have accomplished a lot as an organization. It is a great honor to take the torch from Le

    and to carry it forward to this year. I will work according to the CPGIS bylaws to form the presidential office, the BOD, and members for various task committees in the next couple of weeks. I invite many of you to join me to take various offices in CPGIS to work with me for another fruitful new year. The following is a tentative committee setup for your information.     1.3 New proposal (By jianwu Tang) I propose that BOD members discuss the review of CPGIS bylaws. The task of Bylaw Review Committee is primarily to amend current CPGIS bylaws

    (http://www.cpgis.org/2006website/aboutcpgis/bylaws.html) to generate an independent BOD (not nominated by CPGIS President and separated from President). Non-profit organization, including CPGIS, is like a tree, either dying or growing. To insure a healthy and sustainable

    growth of CPGIS, particularly when it plans to register as a formal 501(c)(3) non-profit organization in the U.S. and accept private donation, we need an independent Board of Directors (BOD), like any other non-profit organizations and public companies, or analogous to the Congress of a democratic government. The basic missions of BOD, which is more stable than Officers and Committees, are to enforce CPGIS bylaws, to guide CPGIS toward its mission and strategic plan, to oversee and evaluate executive officer (including President) and committees, to oversee and approve financial reports, and to elect and announce the next President. We propose to amend CPGIS bylaws by establishing an independent BOD and Chair of BOD, and specify the election method and term of BOD members. I look forward to any comments and thoughts on above idea? Anyone likes to join the Bylaw Review Committee to work on this task? 1.4 Proposal from membership committee (by Fang Qiu) I endorse Xu Bing's idea that we will need to set a fix day (such as May 1st) each year to renew membership, which will make management much easier. However, we might need to discuss in the meeting what is the best date for the renewal. I remember that it was usually in September that we receive email checking our membership status to make sure we are eligible for voting. As for life time members, we can also set up a fund for people willing to contribute more

    financially to donate, like what ASPRS is doing. This was part of the businesses plan that Liu Lin was promoting. Therefore, when designing the automatic reminding system, we probably need to modify the registration/renewal form to include this option. I am suggesting design an editable PDF file that members can easily fill, print and reply. I am suggesting that we also formulate a letter of invitation, which we can send to all the Chinese faculty members in our database so that they can help to recruit his/her students before the renewal date. In this letter, we need to list the benefits of becoming a member. I have mentioned previously on possibly providing digital version of our JGIS journal, as part of the benefits to the members to allow access to past issues in addition to the current paper issue they receive. This will enhance the circulation and visibility of our journal, which may ultimately promote to the contribution of articles to the journal. We need to coordinate with Journal Management Committee to see the possibility for this to happen. A lot of these proposals also need the support from Website Sub-committee. I will go to DC next month and may talk to Anjun Chen in detail if I do not see him this time in SF. Chaowei has called me and discuss something related to research training issues also.

    2. Recent activities 2.1 CPGIS Gathering at the 2007 AAG meeting (By Yongmei Lu and Lin Hui)

    CPGIS held its annual Getting Together at 2007 AAG meeting on Wednesday the 18th April, in San Francisco, California. With the presence of over 60 CPGIS members and supporters, the gathering was very successful. The meeting was highlighted by the attendance of Dr. Deren Li, a member of the Chinese Academy of Science and the Chinese Academy of Engineering. Dr. Li gave a brief on the current status of GIS in China and called for contribution to the Chinese GIScience and development through various formats and channels. Dr. Leo Wang briefly summarized the major CPGIS activities in the past year. The major achievements include the annual meeting, Geoinformatics’06 and the CPGUS Go West Project. Dr. Hui Lin shared with the group the wonderful stories, observations, and thought about the Go West Project. The brochure on the 2006 Go West was very well received at the meeting. On Behalf of CPGIS president, Dr. Bing Xu, Dr. Yongmei Lu introduced the new CPGIS management teams, including the elected officers, the BOD, the different committees. The chairs of committees are asked to take the charge and start to work on related issues. Dr. Peng Gong briefed the status of organizing the CPGIS annual meeting in May in Nanjing. More than 600 submissions have been received; He seeks more submissions from overseas Chinese scholars. In addition, Dr. Gong called for more and stronger support for CPGIS and its journal from the community.

    Prof. Qi Chen reported on the management of membership database and membership fees. It was agreed by the general that, aside from the life-time members, the regular CPGIS members need to renew the membership by the 1st of May every year. New members are accepted through out the year. Qi also emphasized that membership benefit includes free subscription to CPGIS journal and a deducted rate for CPGIS annual meeting registration. Per suggestion by vice president, Dr. Jianwu Tang, the meeting discussed the proposal of forming a Bylaw Review Committee. It was decided during the meeting that this discussion should be carried out on CPGIS BOD first. On behalf of Awards Committee, Dr. Yongmei Lu briefed the meeting about the procedure for student paper competition for Geoinformatics’07. The competition is open to all students. Two or three special paper sessions will be organized at the Nanjing conference. For those who have already submitted a paper or abstract, a note need to be sent to the Awards Committee Chair, Dr. Fahui Wang at [email protected] to indicate the interest of participation. For those who have not submitted yet, the conference still accepts papers. Please make sure that Dr. Fahui Wang knows your intention of participation. The complete paper for the competition will be due before the conference. More information will be available soon. Dr. Lin Liu briefed the meeting about the plan for CPGIS to be registered as a 501(c)(3) non-profit organization in the US. One major benefit of this title status is to allow the donor(s) to CPGIS to claim tax base deduction. It was decided that this goal should be continuously pursued and the application for non-profit organization should be filed through working with appropriate lawyers in the near future. The BOD approved to pay for all the fees and cost of obtaining this status. Before we can apply for 501(c)(3), we have to register CPGIS in California. Dr. Peng Gong expressed that he will soon get the ball rolling. 2.2 Best Service Award (by Fahui Wang) Bing Xu, the president, nominated Axing Zhu for this year's Best Service Award. 2.3 GeoInformation Science Fellows (by Phil Yang) The GeoInformation Science Fellows selected for the 2007 Summer Program are: LI Bin: Central Michigan Univ.     They will give research/development lectures to approximately 24 attendees of the Advanced GeoInformation Science Certificates at selected time during June 9-July 27, 2007. 2.4 Publication of the Go-west brochure (By Bing Xu) Thanks to Hui Lin, a brochure refreshing memories of five years' Go-west activities is published. Readers will benefit from interesting and touching stories. Go-northeast program was initiated starting from this year for continued contribution to our motherland, which was the

Forthcoming events 3.1 Student best paper competition (By Fahui Wang) CPGIS is calling for the competition for the Best Student Paper Award(s)in the NanJing CPGIS 2007 conference. 3.2 PERS meeting at Tampa The ASPRS 2007 Annual Conference is scheduled for May 7-11 in Tampa, Florida. The theme of the Conference is “Identifying Geospatial Solutions.” 4. News on individual achievements 4.1 A piece of news on Dr. Xun Shi Dr. Shi, an assistant Professor, Department of Geography, Dartmouth College, Hanover, NH 03755 (603-646-0884). On May 2, 2007, Prof. Xun Shi and his student, Ben Wilson were given a live interview by a New Orleans radio station, WWL 870 (www.wwl.com), in their morning talk show. The interview was about their mapping project conducted for a neighborhood called Gentilly in New Orleans. The goal of the project is to help local homeowners make more informed decisions in post-Katrina restoration. This is a collaborative project between a professor at Dartmouth business school, Quintus Jett, and Prof. Xun Shi as well as a group of creative and dedicated students. This project has gained increasing recognition in New Orleans. The URL of our web-

Warren Nystrom Dissertation Award at San Francisco AAG. Dr. Chen’s paper was titled as "Microsimulation of Hurricane Evacuation Strategies of Galveston Island”. Xuwei is currently a postdoctoral research associate with the Department of Geography, Texas State University – San Marcos. She received her PhD degree in GIScience from Texas State University in 2006 under the supervision of Dr. Ben Zhan. Xuwei will join in the Department of Geography at Northern Illinois University in this fall as a tenure-track assistant professor. 4.3.2 Dr. Junmei Tang won the 2nd place of the student paper competition in Remote Sensing specialty group. Dr. Junmei Tang completed her Ph.D. under the supervision of Dr. Leo Wang in the Department of Geography, Texas State University – San Marcos. Junmei will join in the University of Maryland at Biltmore County as an assistant professor in fall. Well done Drs. Chen and Tang!
