1 Ching Chung Hau Po Woon Secondary School Medium of Instruction (MOI) Policy (3-year Work Plan) Our school actively promotes trilingualism (Cantonese, Putonghua and English) and biliteracy (Chinese and English), especially to raise Students’ English standard. To create a good language learning environment in school, a weekly English speaking day and a Putonghua speaking day are enforced. Through participating in morning assemblies, English ambassador scheme, Putonghua ambassador scheme, and a variety of classroom extended activities, co-curricular activities and overseas exchange study tours, students will be more confident to communicate with people in English and Putonghua in daily life. As for the instructional time of English and Chinese, it has been increased to meet students’ needs. Chinese and English tutorial classes have also been introduced for a number of years to cater for learners’ diversity. Besides, our school includes Putonghua in the junior form curriculum and starting from this year, teaching Chinese in Putonghua is carried out in Secondary One. Moreover, the MOI of Integrated Science of one of the Secondary One classes is English while that of the rest of the classes is Chinese in order to cater for students’ different language abilities. English-medium extended learning activities (ELA) up to a proportion of 25% of the total lesson time will be conducted to gradually raise students’ English standard. For the New Senior Secondary Curriculum, our school offers two English as the medium of instruction (EMI) subjects: Biology and Chemistry. For Secondary Seven students taking the HKALE, other than Chinese Language and Culture, if the subject they are taking is examined in English, the medium of Instruction will also be in English.     語文政策 (三年計劃) 

    本校致力推行兩文三語,尤重提升學生的英語水平。務求在校園建立良好的

    語文學習環境,本校每周設有英語日及普通話日,透過早會分享、英語大使、普

    通話大使及多元化的課堂延伸活動、聯課活動和境外交流團,讓學生能更有自信

    地在日常生活中以英語和普通話溝通。在課程方面,本校增加英文、中文科的課

    節數目,及設有中文、英文輔導班,以照顧學習差異。另外,本校初中設有普通

    話科,並由本年開始,在中一中文科推行普教中。

    其次,本校在中一其中一班的科學科,將以英文授課,而其餘班別將配合學

    生語文能力採用中文為授課語言,並善用不多於 25%的課時輔以英語延展活動,

    以循序漸進的方式提升學生的英語水平。在新高中課程,本校開設兩科以英語為

    授課語言的選修科:生物、化學。報考高級程度會考課程的中七學生,除中國文

    化及中國文學科外,其餘若以英語為投考語言者,均採用英語為授課語言。

  • Review of the Medium of Instruction (MOI) Policy (2010-2011)

    Our school has been actively promoting biliteracy and trilingualism, especially the

    enhancement of students’ English standard. In order to create a rich trilingual

    environment for students, our school introduced English Day and Putonghua Day

    every week. Through morning assembly sharings, English ambassadors, Putonghua

    ambassadors, diversified extended activities beyond the classroom, co-curricular

    activities and exchange programmes, students can use English and Putonghua in their

    daily conversation more confidently. In terms of curriculum, our school increased the

    number of lessons for English and Chinese subjects. In addition, both subjects

    provided remedial classes to cater for learners’ diversity.

    In the previous year, our school upheld the Three-year Programme spirit to align with

    the fine-tuned MOI Policy. Below are the details of students’ learning, school policy

    and staff development:

    Students’ Learning:

    Under the new senior secondary curriculum, our school offered two electives with

    English as the medium of instruction: Biology and Chemistry.

    In addition, all subjects (except Chinese Language and Culture and Chinese Literature)

    employed English as the medium of instruction, provided that students chose to sit in

    those subjects in English in the Hong Kong Advanced Level Examinations.

    In the junior level, each subject had 25% lesson time in English. Our school used

    Chinese as the medium of instruction in which 25% of the lesson time was conducted

    in English with the hope that students could improve their English proficiency step by

    step and increase their exposure to English beyond the English lessons. However, the

    assessment work needs more in-depth study.

    In order to help students adapt to the change of medium of instruction, our school

    provided summer bridging courses for secondary one students to get used to the

    classroom English used in secondary school. To do this, the English Department first

    gathered the English vocabulary from each subject and then taught students those new

  • words with the hope that they could adapt to the change in the secondary level.

    In the Secondary 4 English bridging courses, teachers taught students English

    vocabulary and sentences of some relevant subjects to assist students’ adaptation in

    their lessons. Due to the good response of the above two courses last year, students

    could understand the basic content of each subject in Chinese and English, while

    teachers could identify students’ weaknesses and then carried out tailor-made

    curriculum. The bridging courses will continue next year.

    Apart from the above, in order to boost students’ English proficiency, our school

    embarked on a series of English-medium extended learning activities: English

    Ambassador Programme, in which students were interested. But the long lesson time

    will be adjusted next year.

    In addition, to encourage students to speak and listen to more English, our school

    organized a range of promotion activities such as the Passport Programme, English

    Folk Song Performances and Movie Appreciation. The response was overwhelming

    and students were quite willing to use English to communicate with teachers. It is

    hoped that more and more students will be drawn to participate in these activities.

    Every year, our school subsidizes students to participate in the Chinese and English

    Speech Festival competitions with the aims that students can develop their potentials

    and possess the knowledge to appreciate the beauty of poetry. Due to the active

    response, it has become our tradition to obtain champion, first-runner up and second-

    runner up prizes, etc.

    Furthermore, for the sake of providing students more chances to use video-

    conferences to conduct English activities such as school debates with other partner

    schools, our school joined the Video China Programme (Inter-school English

    Exchange Activities), which could enable students to expose to the world without

    going out, know more friends and enhance language proficiency. Students performed

    well in this well-received event.

    The English Enhancement Scheme (EES) sponsored by the Education Bureau enables

  • the school to embark on a series of English activities (e.g. English Book Day and

    lunchtime English activities, etc.) and the NET-led English activities (such as

    Halloween, Christmas, Valentine, Easter and Secondary One Day Camp, etc.). All

    these activities could effectively teach students’ English speaking and reading abilities.

    They could also arouse students’ interests in learning English and the awareness of

    the fact that English is closely linked with their daily lives. After review, it was found

    that some adaptations have to be made on the teaching materials to cater for students’

    needs.

    With a view to helping the language less-able students, our school employed service

    providers or tutors to conduct after-school tutorials with the aim of enhancing

    students’ English ability. The term-end evaluation reflected that these tutorials

    benefited our students. The tutorials will continue.

    School Policy:

    In order to increase students’ exposure to English, many changes were introduced in

    school support. First, the English-medium subjects will provide their webpages in

    English. Second, all banners, exhibition boards, bulletin boards and webpages outside

    and inside classrooms are captioned with Chinese and English. However, Chinese and

    English captions will be added onto school banners after annual renewal. It is hoped

    that all banners can be renewed next year. Third, last year many students were

    attracted to read magazines and newspapers in the Wonderland, do speaking practices

    for the public exams in the Fun Room and participate in the NET-led English

    activities in other venues during lunchtime or after school. The facilities in the

    multimedia language laboratory enable effective teaching and learning in English.

    More English teaching and learning will be installed in the language laboratory next

    year with the hope that students will continue to find learning English is fun.

    In terms of curriculum, catering for learner diversity is set as our yearly goal. For

    English learning, five classes were spilt into seven groups in senior forms; four

    classes in five groups in junior forms. For Chemistry and Biology, English medium or

    Chinese medium classes in S4 to S6 were provided for students to choose according

    to their language abilities.

  • In response to Other Learning Experiences (OLE) of the New Senior Secondary

    Curriculum, our language policy is implemented correspondingly with the Arts

    Education Department in school. English musical is included in the senior OLE. The

    final performance was conducted at the end of the second term by S4 and S5 students.

    S4 and S5 students would perform 5 different sets of musicals respectively. There was

    no doubt that their learning motivation had improved. The overall performance on

    delivery was enhanced compared to previous years. Overall speaking, students were

    given abundant opportunities to learn English through musical training and

    performances.

    To enhance students’ language abilities and cultivate a good learning environment,

    various language speaking activities are conducted on every Wednesday (Putonghua

    Day) and Friday(English Day) respectively. Campus TV broadcasts different types of

    shows demonstrated either in Putonghua or English. In the evaluation meeting, the

    panel members of English and Putonghua departments reflected that the activities

    could be cross-collaborated with other departments in the future.

    Besides, to provide more speaking practices for students who would take the public

    examinations, English oral practices were arranged during lunch time every Monday,

    Wednesday and Friday.

    The papers (in uniform tests and exams) contained 25% of the questions in English in

    a year. For the assessment, questions in the papers were basically set in the forms of

    multiple choices and filling in the blanks. It is hoped that more variety of questions

    types would be added. Besides, in order to evaluate the effects on the English section

    of each paper, marks would be analyzed separately in both the English and Chinese

    sections. Students were subsidized to take part in international inter-school subject

    assessments and contests (English, Science, Mathematics and Writing). Finally some

    students were able to obtain “Excellence” and “Credit”.

    On the other hand, students were provided more chances to practise English and

    Putonghua through activities organized outside classrooms, for instance, in Academic

    Weeks, inter-class, school or open contests and cultural exchange. Students used

    English to communicate in their uniform groups, English Club, English Debate Club,

  • Choir and English Sing Along Club activities. As for morning assemblies, weekly

    assemblies and ceremonies, student maters of ceremonies were well-trained

    trilingually.

    Every year the English Department publishes a school magazine named Golden

    Glimpses to report on the annual English activities organized by the school.

    Staff Development:

    Apart from hiring seven teaching assistants to alleviate the burden of teachers, our

    school invited Mr. Archie McGlynn, Director of the Hong Kong Schools Self-

    Evaluation Network, to conduct Professional Development Workshop—Archie’s

    Project for the English Department. It aimed to enhance the effectiveness on learning

    and teaching through lesson observations and collaboration workshops on lesson

    planning. Also, the culture of lesson observation between colleagues, by middle

    managers and the principal was well-established in the school to improve the quality

    of teaching and learning. Every year learning circle sharings are arranged for subject

    departments to share their findings on teaching and learning improvement actions.

    As for teachers’ professional development, we visited schools in Hong Kong and

    Mainland China to exchange ideas in learning and teaching as well as language policy.

    To achieve the basic language requirements set by the EDB, teachers were

    encouraged to attend the training courses on fine-tuning. Besides, teachers who had

    not acclaimed the benchmark qualifications were motivated and encouraged to further

    apply for the IELTS and the Putonghua Language Assessment for teachers.

    Meanwhile, majority of the teachers (except 3) in the school are qualified to teach

    non- English subjects in English. For Putonghua benchmark, two teachers are still

    working on achieving the qualifications.

    Conclusion & The Way Forward

    For a better future, we will continue working on the three-year plan which

    concentrates on fine-tuning, implementing multi-perspective activities for staff and

    the school, and continuously improving students’ English and Putonghua proficiency.

  • Suggested actions are listed as follows:

    1. Putonghua is used as the medium of instruction to teach Chinese in a S1 class.

    2. English is used as the medium of instruction to teach Science in a S1 class.

    3. Lesson video-sharing is conducted for S1 and S2 fine-tuning subjects.

    4. A talk is arranged on how to improve students’ language abilities at Parents’

    Night.

    5. Training non-English teachers through the funding of REES will be conducted.

    6. Teachers are encouraged to participate in the training courses organized by the

    EDB (Science subjects, Social Science subjects, cultural subjects and

    Mathematics).

    7. Clerical staff of the general office will be trained in the use of English and

    Putonghua.

    語文政策

    語文政策檢討(2010-2011)

    本校致力推行兩文三語,尤重提升學生的英語水平。務求在校園建立良好的語

    文學習環境。本校每周設有英語日及普通話日,透過早會分享、英語大使、普通話大

    使及多元化的課堂延伸活動、聯課活動和境外交流團,讓學生能更有自信地在日常生

    活中以英語和普通話溝通。在課程方面,本校增加英文、中文科的課節及設有中文、

    英文輔導班,以照顧學習差異。

    本校在過往的一年中秉持著三年計劃的精神,配合語文微調政策下按學生的學

    習、學校政策及教職員工培訓等多面向的發展,詳述如下:

    在學生方面:

    在新高中課程,本校開設兩科以英語為授課語言的選修科:生物、化學。而報考

    高級程度會考課程的中七學生,除中國文化科及中國文學科外,其餘若以英語為投考

    語言者,均採用英語為授課語言。

    初中各科有 25%英語時段:本校學生以中文為授課語言,當中加插 25%的課時輔

    以英語延展活動,以循序漸進的方式提升學生的英語水平,藉此擴闊學生學習英語的

    機會,不再局跟於英文堂上,惟評估工作仍有待深化推行。

    為使學生能適應教學語言上的轉變,學校在暑期增設銜接課程,使中一新生能

    順利適應中學環境中的課堂英語,英文科會先收集各科目中的課堂詞彙,然後在銜接

    課程中施教,讓學生能儘快適應中學的轉變。而在中四英文班的銜接課程中,教師會

    先教授同學了解相關科目的英文生字及文句,使學生在上課時更能適應。由於以上兩

    項課程在去年反應良好,學生能初步了解中、英文的基礎內容,老師也能診斷出他們

    的弱項,以進行課程調適,明年將繼續開展銜接課程。

    另外,學校為提升學生的英語能力,推展多項的英語延伸活動:如訓練領袖的

    英語大使計劃----學生對課程深表興趣、惟上課時間頗長,明年將作調整。

    其次,為鼓勵學生多說、多聽,學校舉行一系列的推廣活動如;英文護照計劃

    (Passport Programme) 、唱英語民歌的民歌練習表演和電影欣賞等,此等計劃反應良

    好,同學頗願意用英文與老師溝通,冀能推廣至更多同學參加。

    學校每年皆資助學生參加中、英文朗誦比賽,以鼓勵學生參與及發展其潛能,

    在過程中,讓學生對古代詩詞之美有更深的認識。由於反應良好,這已成為本校的傳

  • 統,每年都有同學獲得冠、亞、季等多項佳績。

    另一方面,為了讓學生能透過視像會議進行英語活動如與友校辯論等,我們參

    與了「視像中國」計劃(英語校際交流活動) ,讓學生足不出戶,能知世界天下事,也

    能結交友好,提升語文能力。學生表現頗佳,同學甚為欣賞。

    教育局資助的「英語水平提升計劃」中(EES)推行多項英語活動(例如:英語圖書

    日,午間英語活動等) 和由外藉教師帶動英語活動(如萬聖節、聖誕節、情人節、復活

    節及中一迎新日等) ,此等活動有效地教授英文口語及閱讀訓練,也能提升學生對英

    語學習的興趣及讓學生感到英文與他們的日常生活是息息相關,惟檢討後發現教材須

    因應學生所需而略作修正。

    為提升語文能力稍遜的學生,學校聘請校外教育機構或導師來為學生作課後輔

    導,以加強學生的英語能力,期末的調查結果是學生反應良好,可望繼續。

    在學校方面:

    為使學生能有更多機會接觸英文,故在硬件上作出多項改動:先以全英文授課

    的學科需要有英文版網頁。其次在學校室內外的橫額、展板、告示板及網頁標題中英

    對照,但因部份橫額需在更新後才加入中、英對照標題,望明年可全部更換。另一方

    面,去年能成功吸引學生於午間及放學等空餘時間在 Wonderland 閱讀英文雜誌、報章及

    刊物;也在 Fun Room 作公開試口語練習及外籍老師推行英文活動的場所;而多媒體語

    言室的電腦設施有效地教授英文,明年須安裝更多英文教學及活動軟件,讓學習成為樂

    趣。

    在課程上,以「照顧學習差異」為全年目標,高中英文班以五班七組,初中則

    以四班五組的作有效地照顧成績差異,望能提升學生的口語能力及針對成績稍遜的學生

    作出個別輔導;而中四至中六的生物和化學科則以中英文組同步上課,這可使部份生

    物、化學學生可因應個人情況以申請調往中文或英文組。

    為配合新高中的多元學習經歷,本校藝術教育配合語文政策課程發展:高中藝

    術發展科設英語話劇,中四及中五級於學期完結前皆有成果展示表演。中四級五班同

    學分別完成五齣英語音樂劇。學生的學習動機及態度均有進步。中五級整體四組表演均比

    去年進步。透過英語演繹角色及唱歌之掌握均比去年成熟。整體而言,學生透過英語音樂

    劇的培訓增加其接觸學習英語之機會,從而提高學習英語之興趣。

    為建構良好的語言環境,提升學生兩文三語的能力,達到中英兼善的效果。每

    星期三特設普通話日和星期五的英語日,當天校園電視台將運用普通話及英文製作及

    播放不同類型的節目。在檢討中,英、普老師皆指出活動有待完善,並望能與其他科作

  • 更多的跨科合作。

    另外,在星期一、三、五的午膳時間,皆有針對公開試英文口語訓練班,讓高

    中學生能多接受口語考試訓練,但部份練習材料程度較深,可選擇一些適合學生程度的

    教材。

    除初中試卷(統評及考試)以全年計共有 25%英文試題。在評估方面,同工的出

    卷模式,大抵為選擇、填充等屬認知層次,日後可望有更多元化及進階性的問題在評

    估卷出現。其次,為了更進一步了解英文卷部份對整份考卷的影響,在評估工作上將

    更深化推行:如分開英文分與中文分作個別分析等。更資助學生參加國際聯校學科評

    估及比賽(英文、科學、數學、寫作) ,當中有學生在評估中獲取「卓越」及「優異」

    成績。

    另一方面,本校透過全方位課後延伸學習使學生增加接觸英、普的機會:如學

    術周、校內、外比賽,全方位學習延伸活動及交流團等;而在制服團隊中英語口令、

    英文學會、英文辯論學會、合唱團、英文民歌學會等皆以英文為主要溝通語言。在早

    會、周會及典禮中,學生以英、普作司儀及演講已是本校訓練領袖的常規活動。
