FIRE TRAINING/INFORMATION

Station Officers and Training Officers conducted and coordinated training per the 2018 District Trainings Schedule. The District scheduled two joint District wide training sessions, one multi station preset training session, one optional District wide training session, one optional station training, seven preset monthly training sessions, and two monthly training session as a station choice. This type of training provides for better personal interaction with station activities, a more cohesive team on the fire ground, and has the approval of most personnel.

The Fire District Health and Safety Committee reviewed, revised, and updated our District Training Manual in 2018. The Training manual covers firefighter training (entry level, Firefighter 1, and Firefighter 2), Fire Officer, Driver Operator, and Aerial Operator. Each Station Training Officer was provided a copy of the manual and zip drive containing all the require lessons (outlines, power points, videos, ect) to conduct trainings. This now allows for a more unified consistence delivery of training to all members. This manual now allows the Minimum Operating Guideline (MOG) for training. The Fire Chief, Assistant Chief 1, Deputy Chief of Inspection, and Training Officers spent many hours working on this process.

The District training complies with State Administrative Code SPS 330 and NFPA standards.

A MESSAGE FROM ASSISSTANT CHIEF MARK ROSHELL 2018 was a very exciting year for the Chippewa Fire District EMS section. The Chippewa Fire District as a whole continues to evolve to meet the service needs of our great communities and neighboring communities. We are constantly reminded of the delicate balance of service delivery and organizational wellness. Below is a brief highlight of happenings within Chippewa Fire District EMS section for 2018.

• Chippewa Fire District had 10 Paramedics take a 48-hour refresher course, ACLS & PALS at CVTC Chippewa Falls.

• Chippewa Fire District took delivery of two Lifeline ambulances with Power load cots.

• EMS crews completed the required fire inspections on commercial properties within the Chippewa Fire District Response area.

• We sent one of our long standing part-time EMT-Basics to Paramedic School at CVTC Eau Claire as a pilot program to see if we could up our ranks of part-time paramedics to save cost on career paramedics and now he works as a Paramedic for the District.

• EMS crews did numerous station tours and attended community events representing the Fire District.

• EMS crews taught numerous 1st Aid & CPR classes in and around our communities.

• Worked with Chippewa Valley Airport on large casualty crash response protocol with regional agencies along with table top exercise

• All District owned ambulances were inspected by Wisconsin DOT and no Violations were noted per Trans.309

• Put on 10 new First responders in the District and equipped them with First responder bags and radios.

• Began an EMS skills review with duty members that we will expand in 2019.

• Switched EMS Medical Directors from Dr. Wagner MD to Dr. Haselow, M.D.

• All personnel that are actively working on the ambulance were required to complete EVOC training on all Station #3 & #1 trucks with the Station Officers.

• Sent our last Career Paramedic to the State Critical Care Paramedic Program. All Career Paramedics are licensed at the Wisconsin Critical Care level.

• EMS crews completed Hazmat training with Canadian National & Union Pacific Railroads.

• One part-time Critical Care Paramedic retired from Chippewa Fire District.

• 4 run numbers were skipped in year 2018 to give a total of 2,435 calls for service.

FIRE PREVENTION, INVESTIGATIONS, AND INSPECTIONS Prepared by Deputy Chief John Andersen

FIRE PREVENTION ACTIVITIES CALENDAR YEAR 2018

The Chippewa Fire District conducts Fire Inspection and Prevention activities under the scope of Wisconsin State Statutes 101.14, 101.575 and Wisconsin Administrative Code Comm. 14. Such Fire Inspection and Prevention activities are funded out of the Wisconsin Fire Insurance Fund of 2% of fire insurance premiums paid to the State of Wisconsin. The 2% fire dues fund as it is called has been a part of the State of Wisconsin Fire Insurance Commissioner’s Office since before Wisconsin became a state in 1848. Each municipality of the Fire District receives a 2% Fire Dues payment prior to August 1 each year. Totals for 2018 (based on 2016 evaluation) are: Town of Hallie $ 2,253 Town of Howard $ 2,479 Town of Lafayette $ 22,361 Town of Wheaton $ 11,127 Village of Lake Hallie $ 25,822 Elk Mound FD. $ 1,527 Ridgeland 510 Total $ 66,079 Fire Inspections conducted by municipality Town of Hallie 1 Town of Howard 9 Town of Lafayette 92 Town of Wheaton 43 Village of Lake Hallie 275 Twice per year 52 Elk Mound 74 Ridgeland 46 Total 592 Wisconsin Administrative Code also requires other activities to qualify for 2% Fire Dues. Those activities include: 1. Keeping a map of the territory served by the Chippewa Fire District. 2. A current roster of members of the department. 3. The date and location of fire prevention inspections performed, violations found and Corrective action taken. 4. Time, date and location of structure fires, and the number of fire department members Responding. 5. Number, duration of, and attendance at fire department meetings.

6. Number, duration of, topic of and attendance at fire department training sessions. 7. Number, duration of, topic of and attendance at public fire education related activities. 8. A copy of the fire department budget and or a summary of fire dues expenditures. 9. A record of public building and places of employment located within the territory of the

fire department. The Chippewa Fire District is currently in compliance with ss 101.14, ss 101.575 and Wisconsin Administrative Code DSPS. 314 and is eligible for Wisconsin 2% Fire Dues for the year 2019 and in December of 2018 passed a Department of Safety and Professional Services Audit for 2% Dues Compliance. The Chippewa Fire District also performs the following inspections and services for the community: 1. CBRF (Home Health Care Facilities). 2. Fireworks Permit Inspections. 3. Fire Prevention Education Stillson School, individual and group tours at Stations. 4. Halloween Fire prevention activities for Lake Hallie and Lafayette. 5. Participates in supporting the Chippewa Valley Fire Safety House. 6. New Construction Inspections for Fire Suppression, Fire Alarm Systems, Fire Safety

Systems and Construction. 7. Enforces Fire Burning Regulations in the Towns of Hallie, Lafayette, Howard and the

Village of Lake Hallie. Assists with fire regulations in Town of Wheaton. 8. Responds to Fire Safety request for services and provides information on Wisconsin Fire

Safety Rules and Regulations from its residents. 9. Approves requests for Knox Box installations. 10. Responds to complaints and requests from other local governmental agencies for

assistance in enforcement and code interpretation. Fire Investigation 2018 Calendar Year The Chippewa Fire District is in compliance with: ss 165.55 arson investigation (1) The Chief of the Fire Department or company of every City, Village, or Town in which a fire department or company exists, and where no fire department or company exists, the Mayor, Village President or Town Clerk shall investigate or cause to be investigated the cause, origin and circumstances or every fire occurring in his city, village, or town when the damage exceeds $500. Where any investigation discloses that the fire may be of incendiary origin, he shall report the same to the State Fire Marshal. Fires in the Chippewa Fire District are investigated per the above statutory mandate. include grades 1-3. • Expand 4 your old fire education program at Day Care Centers. Enforcement Action in 2018 • 5 referrals to Wisconsin DNR. • 6 Notices of violation issued. • 3 warning citations issued. • 1 Raze and Demolish Orders Issued. • 9 citations issued for burning related issues. • Continued billing for unattended fires and improper burning per state statutes.

24 training’s took place last year with a handful of call outs. Most of the call outs were high risk, no knock search warrants usually drug related. Three call outs were cancelled while en route because the suspect/suspects were taken into custody before our arrival. It was a very slow year for the SWAT team which is not a bad thing!

Inspectors: (8) Rebecca Shervey, John Anderson, Janet Segelken, Shaylee Miracle, Chuck Geottl, Dan Enestvedt, Chief Scott Bernette, Justin Scott. Scott and Justin were recently certified after attending last April’s Inspector Training. Janet has gone back into retirement and is no longer doing inspections. Inspector availability for training and/or doing field inspections has been slim with most schedules. For both reasons, I would like to look at hiring another person with more availability. We serve 161 Fire Departments in 28 counties for the Department of Agriculture Trade and Consumer Protection (DATCP). To date annual inspections are about 55% completed and on track to be completed by fiscal years end 6/30/19. New territory is still a bit of a challenge, but most are complying within a year of our enforcement orders. With better compliance and not taking on more area there should be a significant drop in enforcement orders being written. A few oil providers were found non-compliant, causing additional work on our end. From my investigation, Allied Coop was fined $8K for illegal installation and removal of my red tags. Last week I found illegally installed tanks and since started an investigation into Federated Coop, which will result in a cease and desist order. Hopefully, these investigation results will encourage better practices in the future.

Jared Williams has replaced Joel Kohlman as the LPO coordinator for the state. He is been supportive of CFD while learning his new role. Our division head at DATCP is vacant but hasn’t affected our day to day operations. ATCP 93 is due to be published spring of 2019 after 10 years of rewriting. There will be some major changes effecting owners that may end up causing enforcement actions. In addition, this changes the versions of most of our adopted codes and statues requiring updating to our reference materials. Lastly, we were able to satisfactorily make full compliance with our state contract affording us our 7.5% bonus/performance check of $8,956.20
