Denmark has taken a major step towards full transparency on broadband speeds

New agreement between Danish consumer associations,

the telecom industry and energy industries in Denmark

Soft law – compliance with Marketing Practices Act

All types of broadband are included: DSL, coax, fiber and

mobile broadband

Clear information on actual broadband speeds in all

advertising: internet, print media and TV

Transparency – Fixed broadband

“Up to” only allowed if guaranteed minimum speed is

included (at least 50% of advertised “Up to” speed)

Clear info on upload speed

Clear info on bandwidth consumption for IPTV

e.g. 4 Mbps per turned-on television)

Minimum speed and IPTV consumption must be given

same impact, and in close proximity to advertised “Up to”

speed (content declaration)

What can EU do to improve transparency?

11

Look at energy efficiency declarations

on consumer appliances

Full transparency, easy comparisons

Educating consumers very effectively

– has been a great success

Difficult to find a refrigerator in the

advertisements which is not “A”

Why not introduce a similar

declaration on broadband quality?
