General Information This document contains implementation guidelines for the interchange of electronic data transmissions to and from Chrysler related specifically to Vehicle Damage Inspection and Claims information.

All data is communicated through the Electronic Business Message eXchange (EBMX) process. Data input is required once daily, Monday through Friday. Data input is optional on weekends. Data output is processed once daily, Monday through Friday. VICS does not process data over the weekend. The EBMX support staff can be contacted to replace data only on the same day it was originally picked up. The Logistic’s ITM application support group must be contacted to replace data on any day, up to three business days, after the original data was picked up. The Logistic’s ITM application support group must also be contacted if the sender desires to discard erroneous data sent to the EBMX.

All data sent to Chrysler requires both the EBMX “envelopes” (obtain separate document) as well as the envelopes herein contained in the sequence specified in each transaction. Interchange control Header ISA and Interchange Control Trailer IEA must occur once for every transmission. Vehicle Inspection and Claims Transactions cannot be sent within the same ISA and IEA envelopes as transactions sent to VISTA. However, the sender may transmit to both systems using the same sender ID during the same connect period. Also please note that VICS uses the ISA/IEA Interchange Header and Trailer whereas VISTA uses the ICS/ICE Interchange Header and Trailer. They cannot be used between VICS and VISTA transmissions.

It is the policy of the Logistic’s ITM Applications Group to acknowledge all transmissions, whether processed or not. All senders should expect to receive a 997 Transaction for all Transactions sent to the Vehicle Inspection and Claims System. In addition, Chrysler will send an 824 Transaction in response to any and all erroneous 926 Transactions received and a 670 Transaction in response to any and all erroneous 928 Transactions received.

CHRYSLER CORPORATION

VEHICLE INSPECTION AND CLAIMS SYSTEM

Overview

SYSTEM SCOPE: The Chrysler Corporation Vehicle Inspection and Claims System (VICS) is a multi-purpose process designed to process inspections and damage claims for all new motor vehicles transported at the request of Chrysler Corporation (includes vehicles built by Chrysler Corporation or built by another manufacturer for testing and/or ultimate sale by Chrysler Corporation).

SYSTEM OBJECTIVES: A major goal of Chrysler Logistics is damage free vehicle delivery. Therefore, the primary objective of VICS is damage reduction/elimination. The secondary objective is the efficient resolution of transportation claims when damage does occur. VICS incorporates the following processes and methods to achieve these objectives:

Damage Reduction / Elimination Daily processing and analysis of inspection data in order to identify

patterns of vehicle damage incidence and the carrier locations responsible.

Early Warning process which transmits transportation damage information to the various carriers participating on any route.

Ad Hoc reporting capability by various user specified parameters.

Efficient Claim Resolution Use of standardized (ASC X12) Electronic Data Interchange

Transactions.

Daily processing of claim and carrier response transactions to stabilize Chrysler and carrier data throughput.

Automated carrier liability determination using inspection data and similarity matrices.

Automated receivable posting, write offs, and accounting functions.

SYSTEM DEFINITIONS: Inspections

Mandatory Inspections

Vehicle Inspection Transactions (Set 928) are required to be sent by the carrier or inspection agency for every vehicle, whether or not it is damaged, at specific locations. Inspections are required to be transmitted for all dealer deliveries, including body vendor and test sites. Inspections are also required to be transmitted for many carrier interchange points (see Appendix A list). The Logistics Office maintains the mandatory inspection locations on a parameter data base.

Optional Inspections

Any carrier or inspection agency may transmit a Vehicle Inspection Transaction (Set 928) for any Chrysler vehicle at any location. However, only mandatory inspections will be used by VICS for automated determination of carrier liability. Optional Inspection data will be used only for manual re-filing or write off after declination.

Missing Inspections

Vehicle Inspection Transactions (Set 928) are created by Chrysler for vehicles which have passed through a mandatory inspection location and the responsible carrier or inspection agency has not transmitted a Vehicle Inspection Transaction. Receipt of the dealer delivery transaction triggers the missing inspection process. A user controlled parameter data base establishes the number of days after the vehicle has passed the mandatory inspection location before a missing inspection is generated. This parameter is currently set at five (5) work days. The counter starts from the departure date of the next sequential route segment (except for dealer delivery inspections). Once generated, a Vehicle Inspection Transaction will be transmitted up to three (3) times, depending on whether or not the mandatory inspection is received after the missing inspection process commences.

Missing Inspections – continued

If a claim is received for a vehicle which has one or more missing inspections and liability determination cannot be automatically determined using other available inspection data, VICS will process the claim against the carrier with the first missing inspection. By policy, Chrysler Corporation will not permit declinations when mandatory inspections are missing.

Primary Inspections

For either mandatory or optional inspections, the first time a carrier transmits an Inspection Transaction (Set 928) for a specific vehicle at a specific location, the inspection is considered to be a primary inspection. If an additional inspection is performed on that vehicle at that location, the second Inspection Transaction must be coded as a supplemental inspection. If a second primary inspection is transmitted, it will be rejected with the error code DUP.

Supplemental Inspections

A carrier/inspection agency may transmit an Inspection Transaction (Set 928) coded as a supplemental inspection only when a primary inspection has previously been transmitted and accepted by Chrysler.

If a supplemental inspection is transmitted without a prior primary inspection, it will be rejected with the error code PRM.

Early Warning Inspections

Vehicle Inspection Transactions (Set 928) are created by Chrysler for all vehicles which have been damaged. These Transactions can be sent to any or all carriers participating on each route. A user controlled parameter data base is used to determine if and where Transactions are to be sent.

Motor Vehicle Loss or Damage Claim (Set 924)

Primary Claims

Upon receipt of a repair claim from the Warranty System, The Vehicle Inspection and Claims System will determine carrier liability based on inspection data. A claim will then be processed against the responsible carrier(s). A unique claim number will be assigned for each determination. The Chrysler Warranty Claim Number will prefixed by the SCAC for the specific, responsible carrier. The Claim Type and a sequence number of 0 will be included as a suffix. (see Appendix). Chrysler will transmit this data via the Vehicle Loss or Damage Claim Transaction (Set 924) to the responsible carrier.

Continued Claims

In the event that the number of parts or labor operations required to repair damage exceeds the maximum possible entries on the Chrysler warranty repair order document, the Warranty System will apply two (not necessarily sequential) claim numbers. This will cause VICS to transmit two claims to the carrier for the same vehicle, and possibly the same damage condition. However, VICS will provide the original repair order document number in position F1201 of each transaction so that the carrier can internally cross reference the claims.

Re-filed Claims

If review of a declined claim results in transfer of total liability to another carrier who has not received a prior claim for the specified vehicle, VICS will overlay the prefix of the original claim number with the new carrier’s SCAC and transmit a Vehicle Loss or Damage Claim Transaction (Set 924) to the responsible carrier.

If review of a claim (whether fully open, fully declined, or partially paid) results in transfer of partial responsibility to another carrier and amendment to a claim previously transmitted to a carrier, VICS will overlay the suffix of the original claim number, incrementing the filing sequence number by one for each occurrence (see Appendix). Carriers are, therefore, instructed to respond only to the claim number with the highest sequence for each claim type (see Supplemental Claims below).

Duplicate Claims

VICS will automatically re transmit all fully open and the remaining portion of partially paid claims (if declination reasons are still under review) to each carrier every thirty days. The claim number will not be modified to reflect a resend condition.

If a carrier has lost an entire claim file, the carrier may contact the Chrysler Telecommunications Group and request the file to be restored on the EBMX mailbox.

If the carrier has lost a claim or claims, does not know the file number to request a recovery, and does not wish to wait thirty days for automatic re transmission, the carrier may contact Chrysler Transportation Accounting and request recreation of the claim record(s) for transmission in the next batch.

Supplemental Claims

In the case of re-filed and/or major damage claims, additional claims may be filed against a carrier who has already paid or legitimately declined a previous claim on the same vehicle.

If the new claim is for an additional damage which was not included in the original claim, the Warranty System will have applied a new claim number (see Appendix). VICS will use the new warranty claim number, but will apply a suffix containing a filing sequence number incremented by one more than the last sequence number filed for the specified vehicle.

VICS will apply a new suffix to the claim number which was previously paid or legitimately declined (see Re-filed Claims above). In the case of major damage claims, VICS will use a unique positional value (see Appendix) for freight charge recovery, auction loss recovery, and floor plan (dealer interest) recovery. Separate claims will be transmitted for each.

Appeal Claims

In the event that a dealer has been charged back for a repair by Chrysler Warranty based on a carrier’s declination of a claim (in part or in full), the dealer may choose to appeal the charge back. If the dealer wins the appeal and the statute of limitations have not expired for filing a claim on the specified vehicle, VICS will transmit a new claim containing claim type code A in the suffix (see Appendix). Line item or total declinations will be rejected for type A claims.

Claim Status Responses (Set 926)

Declination

A carrier may decline a claim in whole or in part. In the case of a total declination, Segments F14 - Line Item Reject and F13 - Payment Information are not included in the transaction. In the case of partial payment, Segments F14 and F13 must be included (see Partial Payment below). Line item declinations must be included in the same transaction with payment information for a claim. For either full or partial (i.e. line item) declinations, the Decline/Amend Reason Code (Data Element 548) may only be one of the pre-selected group, as indicated in the Data Dictionary with an asterisk (“*”) or else the transaction will be rejected via the Application Advice Transaction (Set 824) with Application Error Code IDC (Data Element 647).

For those Route Segments where limited liability applies, VICS will transmit a Vehicle Loss or Damage Claim Transaction (Set 924). Carriers are required to transmit Status Code DC (Data Element 546) for all vehicles with Declination Reason Code DSA (Data Element 548).

Full Payment

In those cases where the carrier does not dispute any line item of a claim, the carrier will transmit Set 926 with status code PF (Data Element 546). The total amount paid must equal the total amount of the claim. In the case of full payment, Segment F14 is not included in Set 926.

Partial Payment

In those cases where the carrier disputes a line item amount (and, therefore, the claim total amount as well), but not the validity of the claim, the carrier must transmit Set 926 with Status Code PP (Data Element 546) in position F1108. Segment F14 must be sent for each line item declined, but only for the specific line items declined. Segment F13 Payment Information must also be included in the transaction.

Partial Payment - continued

Under no circumstances is it permissible for the claimed amount for any line item to be adjusted by the carrier. When a claim is paid in part, each line item must either be paid in full or declined in full. The total claim amount in position F1104 must not be altered, but the paid amount in position F1105 must equal the net amount of the original claim amount minus the total amount for each declined line item.

Transactions received, which contain incorrectly computed F1105 amounts will be rejected via the Application Advice Transaction (Set 824). Transactions received which contain out of balance conditions between the F1105 amount and the F1303 amount will be rejected by Chrysler via the Functional Group Acknowledgment (Set 997). In the event of either error condition, the check will be deposited upon receipt, but the carrier’s open claims account will not be credited!

Purpose

This transaction set is used by Chrysler Corporation to notify the carrier and/or inspection agency that a previously submitted Motor Vehicle Inspection Detail transaction contained one or more application errors, which prevented it from being processed.

824 - APPLICATION ADVICE TRANSACTION SET

Purpose

This transaction set is intended to be used to communicate the results of the data content edit of either a paper or electronic business document. The Application Advice is generated by the receiver of the business document to inform the sender of the results of the data content edit. It is designed to accommodate the business need of reporting the acceptance, rejection, or acceptance with change of any type of business document.

SEGMENT ISA INTERCHANGE CONTROL HEADER

PURPOSE To start and identify an interchange of one or more functional groups and interchange related control segments.

GENERAL INFORMATION

The interchange control header sets the actual values of the data element separator and the data segment terminator for this interchange. In the segment diagram below, the sub-element separator is represented by the “~” (tilde) character, and the data segment terminator is represented by the “N/L” character. For a particular interchange, the value at the fourth character position is the value of the sub-element separator. The extent of this particular usage of the sub-element separator and the data segment terminator is from the header to and including the next interchange trailer.

The interchange control number value in this header must match the value in the same data element in the corresponding interchange control trailer.

The first occurrence of the data element separator (byte 4) defines the actual value of the data element separator and is graphically displayed as a tilde “~”. The first occurrence of the segment terminator, 1 byte after the data element ISA16, defines the actual value of the data segment terminator and is graphically displayed as “N/L”.

The ISA is the only “fixed length” record in the ASC X12 Standard.

Currently our corporate process for filing Major Damage Inspection Claims includes a data-entry step after a manual review of the inspection claim against the major damage reports. The inspection claim itself does not include the coding structures for the damage being inspected, just that it is a claim for inspecting major damage. In order to file these Inspection Claims against the proper carrier a ‘dummy’ set of damage codes will be used since the EDI standards require a set of damage codes. We will use the following:
