CIRB California Construction Review (CCR) is a monthly statistical service provided by the California

Homebuilding Foundation. The CCR is a synopsis of private building permits issued for California counties and reporting

cities within. This report excludes data on public works construction.

2015 Construction Summary

California’s private building activity is measured by building permits issued and building permit valuation totals.

Residential:

New housing units in building permits issued for the month of February 2015 totaled 7,343, up 4% from 7,031

units in January of 2015 and up 27% from 5,797 units in February of 2014.

Single-Family units totaled 2,845, up 8% from 2,638 units in January of 2015 and up 19% from 2,390 units in

February of 2014.

Multi-Family units increased by 2% in February 2015 when compared to January 2015 and increased by 32%

when compared to February 2014.

The dollar volume of residential building totaled $ 2,117,195,601 in February 2015, up 10% from January 2015 and up 31% from this same time last year.

Non-residential:

Building permits issued in February 2015 for private non-residential building have a total construction value of $ 1,934,858,058, decreasing by 2% from January 2015 and increasing by 16% as compared to February 2014.

Large Projects: The dollar volume of large projects accounts for much of the month-to-month fluctuation in non-residential

building. Large projects are defined here as $ 5.0 million or more in construction cost. The largest project in February 2015 was a new a new $121.8 million, 9-story, 413-unit, mixed-use apartment building in the City of Los Angeles. [Projects marked with an asterisk (*) were not included in the valuations report due to the nature of the construction]. Large projects for other building permits issued in February 2015 were:

Contra Costa – (San Ramon) a new $11.4 million office/bank/professional building; (Walnut Creek) a new $88.4 million parking garage for Macy's.

Fresno – (Fresno) a new $8.5 million, 84-unit senior center for Kingston Bay Senior Living, LLC.

Kern – (Shafter) a new $37.1 million solar system; (Unincorporated) a new $7.1 million electrical substation for the Redwood Solar Project; (Unincorporated) a new $12.6 million generator tie line for Lost Hills Solar [20 MW ground mount]; (Wasco) a new $7.3 million Walmart.

Los Angeles – (El Monte) a new $12.5 million Hilton Garden Hotel; (Los Angeles) a new $121.8 million, 9-story, mixed-use apartment building; (Los Angeles) a new $54 million, 10-tier open parking garage structure; (Los Angeles) a new $51.6 million core and shell only for a 39-story residential building; (Los Angeles) a new $42.5 million, mixed-use student housing core and shell structure with commercial/retail space; (Los Angeles) a new $35.3 million core and shell for an 18-story hotel, including 350 guest rooms; (Los Angeles) a new $35.1 million, 18-story, mixed-use building with 190 apartment units; (Los Angeles) a new $33.5 million, 5-story apartment building with a leasing office and daycare facility; (Los Angeles) a new $26 million core and shell for the United Club addition in Terminal 7 of LAX Airport; (Los Angeles) a new $25.2 million undergraduate student housing building over a ground-level multi-purpose classroom; (Los Angeles) a $11.5 million change of use project of an existing commercial structure; (Los Angeles) a new $9 million, 5-story, 64-unit affordable housing apartment building; (Los Angeles) a new $8.9 million, 2-story Dance Center building with a mezzanine for assembly and recreational use; (Los Angeles) a new $8.5 million early start foundation only for a mixed-use student housing building*; (Los Angeles) a new $8.5 million, 4-story, 36-unit apartment building; (Los Angeles) a new $5.6 million, 2-story automated parking structure; (Los Angeles) a new $5.2 million, 4-story, 16-unit apartment building with a subterranean parking garage; (Santa Clarita) a new $10 million residential care facility; (Unincorporated)a new $7.2 million hospital building.

Napa – (Unincorporated) a new $9.5 million commercial winery mixed-use building.

Orange – (Fullerton) a new $28.9 million, 224-unit, multi-family dwelling; (Fullerton) a new $12.4 million public parking garage; (Huntington Beach) a new $7.0 million, 61-unit apartment building; (Huntington Beach) a new $46.6 million, 8-story Pasea Hotel and Spa with below-ground parking; (Santa Ana) a new $43.6 million, 256-unit condominium shell building for Lyon Properties.

Riverside – (Moreno Valley) a $17.8 million commercial construction for Sketchers.

San Benito – (Unincorporated) a new $6.8 million industrial processing facility.

San Bernardino – (Adelanto) a new $14.3 million solar farm; (Fontana) a new $13.5 million, 209,293sqft tilt-up shell building; (Fontana) a new $9.2 million, 142,508sqft shell building.

San Diego – (San Diego) a new $58.2 million 17-story hotel with above ground parking and 12 stories of guest rooms; (San Diego) a new $11.8 million 5-story hotel with meeting rooms, a gym and basement parking; (San Diego) a new $10.7 million 3-story shell building with 1 floor of parking, retaining walls and tenant improvement work.

San Francisco – (Unincorporated) a $5 million tenant improvement project for a hotel; (Unincorporated) a new $6.1 million, 2-story fire station with 1 dwelling unit; (Unincorporated) a $6.5 million commercial renovation of an office building; (Unincorporated) a $6.8 million structural upgrade and tenant improvement project to a commercial building; (Unincorporated) a new $7 million, 8-story, 47-unit condo building; (Unincorporated) a $10.6 million conversion of an existing theater to a mixed-use building with residential condos, restaurant and bar, commercial units and a parking garage; (Unincorporated) a new $22 million, 9-story, 70-unit, mixed-use residential and retail building; (Unincorporated) a new $34.9 million, 5-story, 129-unit residential structure.

San Joaquin – (Stockton) a new $15.8 million maintenance building for San Joaquin Regional Transit; (Tracy) a new $46.8 million distribution warehouse for Prologis; (Tracy) a $5.2 million demolition and rebuild of Grace Baptist Church.

San Mateo – (San Mateo) a $9.3 million rehabilitation and renovation of a 12‐story, 198-unit senior housing building for Lesley/Park Towers; (San Mateo) a new $15.7 million commercial Hines West Building and parking garage; (San Mateo) a new $35.1 million commercial Hines East Building and parking garage; (South San Francisco) a $8.5 million remodel of 191 senior apartment residential units; (South San Francisco) a $24.2 million site work project for Britannia Cove; (South San Francisco) a new $37.1 million biotechnology industry business complex called, Britannia Cove at Oyster Point; (South San Francisco) a $17.2 million site work project for Britannia Cove; (South San Francisco) a $10 million commercial tenant improvement and lab build-out project;

Santa Barbara – (Santa Barbara) a $6.1 million commercial tenant improvement project.

Santa Clara – (Santa Clara) a $6.4 million commercial tenant improvement project; (Cupertino) a new $16.4 million fitness center for Apple Campus 2; (Los Gatos) a $6 million site work project for Albright Office Park; (San Jose) a new $9.7 million warehouse and storage facility; (San Jose) a new $60.8 million retail and office building.

Sonoma – (Windsor) a new $8.4 million Holiday Inn hotel.

Stanislaus – (Unincorporated) a $7 million mechanical, electrical, plumbing, lighting and building modification for a commercial structure.

Ventura – (San Buenaventura) a new $16.5 million, 120-unit apartment building; (San Buenaventura) a new $5.1 million, 34-unit apartment and community building.

Employment Trends

The U.S. unemployment rate was 5.5% in February 2015, which indicated a 0.2 decrease from January 2015. California Construction employment averaged 687,000 in February 2015, up 7,800 from January 2015. The unemployment rate for the State of California employees in February 2015 was 6.8%, decreasing by 0.5

from 7.3% in the previous month.

Building Classifications Notes and Definitions

Building permit data is compiled from building permits issued by cities and counties. The building classifications used in

grouping the building permit data of the preceding tables are as follows:

Residential:

Single-Family housing units include detached, semi-detached, row house and town house units. Multi-family housing

includes duplexes, 3-4 unit structures and apartment type structures with five units or more. Each type of housing is

included in this report with its corresponding valuation.

Residential Alterations and Additions include alterations, additions and conversions to existing residential structures.

(Excludes special installation permits for electrical, plumbing, heating, air-conditioning or similar mechanical work,

installation of fire escapes, fire sprinklers, elevators, signs, etc.)

Total Residential includes a sum of total construction valuations from the categories: New Single Family Valuation, New

Multi Family Valuation and Residential Alterations and Additions combined.

Non-residential:

New Commercial includes new hotels and motels, office and bank buildings, stores and other mercantile buildings,

parking garages, service stations, and amusement and recreational buildings.

New Industrial includes manufacturing plants and affiliated buildings.

Other New Nonresidential includes churches and religious buildings, medical and institutional buildings, school and

educational buildings, agricultural buildings, and miscellaneous nonresidential structures. Hospital construction permits

issued by the California Office of Statewide Health Planning are not included in the private nonresidential building data

contained in this report except where the project may also be permitted by the local jurisdiction.

Nonresidential Alterations includes alterations, additions and conversions to existing nonresidential structures. (Excludes

special installation permits for electrical, plumbing, heating, air-conditioning or similar mechanical work, or installation

of fire escapes, fire sprinklers, elevators, signs, etc.)

Total Non-Residential includes a sum of total construction valuations from the above Non-Residential categories: New

Commercial, New Industrial, Non-Residential Alterations and Additions, and New Other Non-Residential.

Total All Buildings includes a combined sum of construction valuations from all Total Residential and Total Non-

Residential categories.

HVAC and Solar Installations:

HVAC and Solar installations are not included in the scope of this report. If you are interested in receiving more specific

information on our Energy Permit Summary report, please contact us at [email protected]. It should be noted that

HVAC installations are sometimes not acknowledged independently from other mechanical permit valuations depending

upon the reporting municipality and therefore, cannot be tracked with total accuracy.

According to the U.S Census Bureau a metropolitan and micropolitan statistical area(s) (metro and micro areas) are

geographic entities delineated by the Office of Management and Budget (OMB) for use by Federal statistical agencies in

collecting, tabulating, and publishing Federal statistics. A metro area contains a core urban area of 50,000 or more

population, and a micro area contains an urban core of at least 10,000 (but less than 50,000) population. Each metro or

micro area consists of one or more counties and includes the counties containing the core urban area, as well as any

adjacent counties that have a high degree of social and economic integration (as measured by commuting to work) with

the urban core.
