The Western Cape Chapter of the Association of South African Quantity Surveyors wish to acknowledge Stanley’s contribution to the profession during his more than fifty years of practice in Cape Town. Stanley obtained a diploma in Quantity Surveying at the University of Pretoria in 1954. After completing his training at the Department of Public works in Pretoria he returned to Cape Town and in 1958 went into partnership with Arthur Quarmby to establish a professional practice that became Bloch Quarmby Higgs and Partners. He remained in active practice until his passing. He was registered with the SA Council for the Quantity Surveying Profession (PrQS); was a professional member of the Association of SA Quantity Surveyors (PMAQS) and a Fellow of the Royal Institution of Chartered Surveyors (FRICS). Stanley was a loyal member of the quantity surveying fraternity in Cape Town and was consistent in his support of professional functions. He always expressed his opinion on pertinent matters that had an impact on the built environment professions and industry. He was a senior member of the ASAQS. Stanley was married to Janice for 56 years. They have three married children and nine grandchildren. He was the first Jewish Quantity Surveyor in South Africa and an upstanding member of the Jewish community. He was past president of ORT Western Cape. ORT is the international Jewish education and vocational training NGO. He was awarded honorary life president of ORT Western Cape and honorary life member of ORT SA.     In Memoriam : Stanley Bloch

    STANLEY BLOCH, Quantity Surveyor, passed away on 29 September 2013 at age 82. The Western Cape Chapter of theAssociation of South African Quantity Surveyors wish to acknowledge Stanley’s contribution to the profession during hismore than fifty years of practice in Cape Town.

    Stanley obtained a diploma in Quantity Surveying at the University of Pretoria in 1954. After completing his training at theDepartment of Public works in Pretoria he returned to Cape Town and in 1958 went into partnership with Arthur Quarmbyto establish a professional practice that became Bloch Quarmby Higgs and Partners. He remained in active practice untilhis passing. He was registered with the SA Council for the Quantity Surveying Profession (PrQS); was a professionalmember of the Association of SA Quantity Surveyors (PMAQS) and a Fellow of the Royal Institution of CharteredSurveyors (FRICS).

    Stanley was a loyal member of the quantity surveying fraternity in Cape Town and was consistent in his support ofprofessional functions. He always expressed his opinion on pertinent matters that had an impact on the built environmentprofessions and industry. He was a senior member of the ASAQS.

    The RICS New Rules of Measurement - NRM2

    What's new plus Professional Negligence issues for Quantity Surveyors

    Trevor Drury, Managing Director of Estia Consulting writes:

    "The RICS has produced a suite of documents called the New Rules of Measurement (NRM). These are to be found inthree volumes:

    NRM1 - for the quantification of building works for the purpose of preparing cost estimates and cost plans.NRM2 - guidance on the detailed measurement and description of building works for the purpose of obtaining a tenderprice.NRM3 - guidance for cost planning and cost estimating for maintenance works

    The subject of this article is NRM2, which replaces the Standard Method of Measurement published by the RICS in 1922with the latest edition, SMM7, having been published 25 years ago in 1988. The first edition of NRM2 became operativefrom 1 January 2013."

    New standard system for use within Africa

    The ASAQS has started production of a new standard system suitable for use within Africa and has given it's members theopportunity to comment and provide inputs to the drafting of the new document. What is of utmost concern that in themonths since this avenue was opened only two comments have been received!

    Is our current, revised, SMM6 so perfect that changing it would be a waste of time?!

    JBCC 6th Edition

    From Monday 07 October 2013 you were able to order the 6.0 Edition Principal Building Agreement and Contract Data andNominated/Selected Subcontract Agreement and Contract Data and the 5.0 Edition of the Minor Works Agreement andContract Data.

    Contract Data: There is only one booklet for use with each of the new editions.Forms: Will be posted on the Free Form Printing page www.jbcc.co.za. Pricing: Will remain unchanged until the end of December 2013. Contract Data will however no longer be free onwww.jbcc.co.za.Please Note: The Principal Building Agreement 2005 Edition 4.1 is still in use for State work as the CIDB and the JBCCare in discussions re a new document – please continue to order same until advised otherwise.

    The 5.0 Edition Principal Building Agreement and Nominated/Selected Subcontract Agreement and the 4.0 Edition MinorWorks Agreement are still valid for use – many of your clients may feel more comfortable using them for the time beingwhile stocks last.

    Netspot : The quality of the future PrQS

    The e-letter by Steve Lyons on the quality of the future PrQS and our subsequent article on the matter sparked a livelydebate in the Quantity Surveyors South Africa group on LinkedIn.

    Last week I was e-mailed excerpts from Bills of Quantities of items which were impossible to price as they were notmeasured in accordance with the standard system. Our leading article at the top of this page on the New Rules ofMeasurement, published at the beginning of this year by the RICS, makes it clear that members following the guidancenotes in the New Rules of Measurement should have ..."at least a partial defence to any allegation of professionalnegligence if they have followed those practices."

    The debate on LinkedIn was kicked off by Mluleki Mbambo who said that: " Coming from an academic background, andhaving seen a news posting on the ASAQS website adding a view to the debate, I am inclined to agree with Prof. Cattell.Quantity Surveying has (and must evolve) beyond taking off and measuring. Although important, these skills asdemonstrated above, are vocational and can be learnt on the job by an average candidate. Tertiary institutions cannotspend 4 years "teaching" someone how to do a job."

    What is the IDoW?

    It is work reserved to be done by only persons registered with any of the six Built Environment Professional Councils(BEPCs).

    Once the IDoW has been finalised, the legislation governing the BE professional councils (BEPCs) envisages registrationwith the relevant professional council to be mandatory in order to practice as a professional in a particular builtenvironment profession.

    After a process of consultation with stakeholders within their professions; five of the six built environment ProfessionalCouncils (excluding the Engineering Council of South Africa, (ECSA)); submitted IDoW to the CBE for finalisation.
