1 PREFACE he State of Goa has a coastline of about 104 kms. It has 250 kms of inland waterways and also a number of small tanks of fish ponds covering an area of 100 hectares. The coast is full of creeks and estuaries and is unique, as such a small stretch of coast of seven major rivers viz. Terekhol, Chapora, Mandovi, Zuari, Sal, Talpona & Galgibag open into the sea and these provide excellent nurseries for major fishes as well as good shelters for fishing crafts. The coastal and inshore waters are known to be very rich in fishery resources especially because of the huge shoals of mackerels and sardines, which regularly migrate to the shore during the fishing season and yield abundant catches. The main objective of the Fisheries Department is to increase fish production by utilization of the available natural resources, to ameliorate the socio economic conditions of the fisherman who belong to the weaker sections of the society. To develop infrastructure for marine and traditional fisheries, to develop storage and marketing infrastructure, to develop fresh water fish culture to increase inland fish production and also development of eco friendly brackish water aquaculture. PREFACE

Biometric cards, other equipments etc. Creation of

infrastructure facilities like construction of jetties, fish landing

ramps and other infrastructure facilities. Besides welfare

schemes like insurance cover for Fishermen, saving cum relief

fund, housing scheme etc. are being implemented. The export

of marine fish contributes considerable foreign exchange to the

Indian economy.

The Department endeavors to serve the Fishermen and

the public in many fields of Fisheries Sector, for which the

Citizen’s Charter has been brought out and will be of great help

to the Fishermen in particular and public in general.

I - INTRODUCTION

CITIZEN’S CHARTER THE DIRECTORATE OF FISHERIES

GOVERNMENT OF GOA

Directorate of Fisheries has its Head Office at Panaji. It provides

Infrastructural facilities, deals with the Registration of Fishing vessel,

Fishing canoes/Fishing crafts, fishing nets etc. The Directorate also

implements various developmental as well as welfare schemes for the

upliftment of the Fishermen and the fishing industry in Goa State.

The Directorate has a Fisheries extension wing, consisting of

Fisheries Officers and Fisheries Surveyors attached to the Block

Development offices of Tiswadi, Bardez, Salcete, Murmugao, Ponda,

Pernem and Canacona and sub office at Colva, Salcete – Goa.

The Directorate is running a Fishermen Training Centre and one

Estuarine Fish Farm at Ela Dhauji, Old Goa, Fresh Water Fish Seed Farm

at Anjunem, and a Pilot Prawn Hatchery at Benaulim operated under

Brackish Water Fish Farmers Development Agency Goa.

The Director heads the Directorate of Fisheries with the assistance

of three Dy. Directors, Assistant Account Officer, a Research Assistant

and four Superintendent of Fisheries.

The function of the Department is divided into the following

sections:

1. Establishment Section.

2 Accounts Section.

3 Planning & Statistics Section.

4. Enforcement Section/Offshore Section.

5. Marketing Section.

6. General Branch.

7. Fisheries Training Centre, Ela, Old Goa.

8. Sub Office of Fisheries, Cutbona, Salcete Goa.

9. Sub Office of Fisheries, Colva, Salcete, Goa.

10. Fresh Water fish seed Farm, Keri – Sattari.

11. Estuarine Fish Farm, Ela Dauji, Old Goa.

The duties / functions of these sections are as follows:

Establishment Section.

This section deals with the administrative, establishment and

logistic matters related to the department.

Accounts Section.

This section deals with the accounts matters related to the

Department and also deals with the scheme for Reimbursement of

VAT.

Planning & Statistics Section.

This section deals with the planning and statistical matter related

to the Department.

Enforcement Section / Off Shore Section.

This Section guards the restricted zone of waters along the Goa

coast with a specified area for mechanized fishing for the interest of

traditional Fishermen and also to insure conservation of fisheries

resources and keeping with the provisions of Marine Fishing

Regulation Act, 1981. It also strictly enforces ban period.

This section deals with operation and maintenance of

departmental vessel. It also deals with watch and ward duties of the

departmental fishing vessels.

It also deals with registration of fishing vessels, fishing nets,

issue of fishing license and also their renewal, etc.

Marketing Section.

This Section envisages providing financial assistance to local

bodies and to Fishermen for construction of fish market, purchase of

insulated boxes, cycles and auto rickshaws fitted with insulated

boxes and deep freezers and implements scheme relief to

development of Post Harvest Infrastructure.

General Branch. This Section deals with the implementation of various

financial schemes of the Department like providing financial

assistance for purchase of nets, outboard motors, canoes, kerosene

besides the various welfare schemes of the Department i.e. Group

Insurance Scheme, Group Accident Insurance Scheme, Saving cum

Relief Fund, financial assistance for construction of new houses/

renovation of kutcha houses, providing drinking water to backward

Fishermen areas etc.

This Section also deals with creation of various infrastructure

facilities required for the Fishermen both mechanized and traditional

like auction shed, net mending shed, jetties, ramps, administrative

building, sulabh toilets, jetty roads etc. These facilities created in

turn are leased to the Fishermen Cooperative Societies.

This Section also deals with the registration of Brackish

Water Aquaculture Farms as per the Coastal Aquaculture Act, 2005.

This section also takes part in various exhibitions by setting

up stalls to showcase the functioning of the Department.

Estuarine Fish Farm, Ela, Dhauji, Old Goa.

It organizes demonstration cum training programme to the

Farmers, Entrepreneur at the Departmental Fish Farm, Old Goa in

shrimp farming, Brackish Water Fish and Mussel and Oyster

farming. It also maintains and runs the Departmental Brackish

Water Farm.

Sub Office of Fisheries, Cutbona, Salcete Goa.

The Cutbona Complex near Cutbona Jetty, serves as a sub-

office of this Department. It provides all the necessary applications

for the schemes implemented by the Fisheries Department, basically

for the Fishermen residing in the South Goa District.

Sub Office of Fisheries, Colva, Salcete Goa.

The Colva Complex also serves as a sub office of the Fisheries

Department, thereby providing fish drying platform at the Complex.

Fresh water Fish Seed Farm, Keri, Sattari.

The Fresh Water Fish Seed Farm caters to the Fresh Water

Fish Seed required by the farmers. This centre is responsible for

production and procurement of Fresh Water Fish Seed and

maintenance of the brooders and hatchery. It also takes care of

stocking the various Fresh Water Fish bodies in the State. It also

promotes and trains fisher youth and Entrepreneur in Fresh Water

Fish Culture in the State.

Fisheries Training Centre, Ela, Old Goa.

Conducts a 6 months Fishermen training courses to train fisher

youth in various aspects of fishing.

Note: - Above time frame is subject to submission of required

documents complete in all respects and compliance of all other procedural formalities.

Control Room

The Department has opened 24/7 hours monitoring control room in

the Fisheries Department, Panaji for the dissemination of weather reports

to the Fishermen communities from time to time to make them aware of

the rough weather. The Control room is open for 24 hours. Any

information about the weather condition can be taken from the control

room. Any complain regarding the non-compliance of ban period may be

lodged on telephone number 2425263.

III- REGISTRATION

I- 1) The following procedure is followed for Registration of fishing

vessels, Canoes, nets, etc.

A) Procedure for Registration of Net:

The applicant has to obtain prescribed form from Fisheries

Officer/Fisheries Surveyor posted in the concerned blocks/ villages and

the applications duly filled in should be submitted to the Fisheries

Officers who in turn will inspect and after conducting necessary

inspection of the nets, the application along with the Inspection Report is

forwarded to the Head Office through B.D.O. of the respective Block. After

scrutiny of the mesh size of the nets on the inspection report, necessary

approval is conveyed to the parties and instructing them to pay the

Registration and license fees as per the prescribed schedule of fees.

According to the provisions of the Fisheries Rule No. 11 of the Goa,

Daman & Diu, 1981, every person in possession of fish net shall within

15 days of acquiring such nets shall register his nets and obtain license

for operating the same.

Thereafter they have to renew the license every year before the close

of calendar year.

The necessary registration form as required is shown as Annexure 1, which

includes the following:-

(i) Form ‘D’.

B) Fishing vessels Non-Motorized and Motorized (Canoes):

Owner of fishing canoe have to register his canoe under the Goa

MFR Act, 1980 within 30 days of becoming the owner. The applicant has

to obtain prescribed form from Fisheries Officer/Fisheries Surveyor

posted in the concerned Blocks/Villages and the application duly filled in

along with prescribed fees of Rs.200/- for non motorized and Rs.500/- for

motorized canoes, paid through challan have to be routed through

Fisheries Surveyor/Fisheries Officer, within 30 days from the date of

acquiring the vessel.

Following documents are required to be submitted along with

application:-

i) Form “E” duly filled in with photo.

ii) Completion certificate from Contractor/Canoe Builder.

iii) Affidavit duly Notarized to the effect that the canoe is not

registered with any other authority etc. and the vessel will be

operated only for sea going fishing purpose.

iv) Sea gill net license to be operated in the sea.

v) Receipt for Rs. 200/- for non-motorized Rs. 500/- for motorized

canoe.

vi) N.O.C. to construct canoe from Department.

The necessary registration form as required is shown as Annexure 2, which

includes the following:-

(i) Form ‘E’ .

(ii) Form ‘E’ for Online Registration

(iii) Affidavit for Form ‘E’

C) (1) Registration of Mechanized Fishing Vessels (Trawler/Purse -

seiner):

Every owner of fishing vessel has to apply for registration of

Mechanized Fishing Vessels (Trawler/Purse - seiner) under Goa Marine

Fishing Regulation Act, 1980 within 30 days of becoming the owner.

Applicant has to obtain prescribed form from the Fisheries

Department or respective B.D.O./Sub-Office of fisheries and the

application dully filled in along with prescribed fees of Rs. 1000/- has to

be submitted through Fisheries Officer within 30 days of acquiring the

vessel.

Following Documents are required:-

i) Form “E” duly filled in with photograph.

ii) Completion certificate from vessel builders.

iii) Certified copy of hypothecation deed from the financial

institutions.

iv) Fees of Rs. 1000/-.

v) Certified copy of Ration card/bonified Fishermen certificate

from Village Panchayat.

D. Permission to construct New Fishing Canoe

The Government has restricted the permission to construct the new

canoes to a maximum of 100 nos. for the State of Goa every year, as

per the following quota:

The terms & conditions for the above permission are as follows:-

1. The permission to construct the canoe shall be given to the

fishermen having no canoe registered in his/her name.

2. The permission for the construction of canoe shall be issued as

per the first come first serve basis as per the entry register

maintained by the Department of each block.

3. The length of the fishing canoe should not be more than 36 feet

and breadth should be restricted upto 7 feet.

4. The permission will be issued every year for two persons who

have successfully completed the fisheries course conducted by

Fishermen Training Centre at Ela, Old Goa under Directorate of

Fisheries, Panaji.

5. The beneficiary may sell his canoe after 5 years to the

fisherman having no canoe previously register in this

Directorate in his/her name after obtaining the necessary

permission from the Department.

6. Unutilized quota will be diverted to other blocks on case to case

basis with the approval of the Government.

Documents Required

a. Shall be fishermen by caste (OBC Kharvi/ST/SC) or fishermen by

profession by producing the profession certificate issued by the

competent Authority.

b. Shall produce birth certificate

c. Shall produce 15 years residential certificate issued by executive

Magistrate/Mamlatdar.

d. Shall produce an NOC issued by traditional fishermen

Association/Societies registered under Societies Act.

e. Shall sworn an Affidavit stating that he/she or his/her family

possess any canoe registered with the fisheries department in their

name.

f. Person undergone Fishermen Training Course shall produce

Fishermen Training Certificate for claiming the quota.

H. Permission for erecting Fishing Stake in Inland Waters:

Any person intending to erect fishing stake in Inland Waters

should make an application in Form - “A” as prescribed in the Goa,

Daman & Diu Fisheries Rule’s 1981 to the Director of Fisheries and

should deposit an amount of Rs.700/- along with Cadastral site plan in

triplicate of the proposed site for erection of new stake net along with

the form I and XIV of the plot adjacent to the proposed erection.

Thereafter his application is referred to Captain of Ports for giving

N.O.C. for the proposed erection. After obtaining N.O.C. from Captain of

Ports a public notice is published in the local News Papers, inviting

objection/objections from the public to the proposed erection. In case

N.O.C is not granted by Captain of Ports, the amount deposited by the

applicant, is refunded to the applicant. The objections are scrutinized

in the Department. Thereafter a public auction is held and the Fishing

Rights on the approved stakes is leased to the highest bidder, as per

the provision Goa Daman & Diu Fisheries Rules 1981.

Procedure: The interested farmer has to apply to the Director of

Fisheries/Member Convener of the Aquaculture Committee, in the

prescribed forms, which are available with the Department & B.F.D.A.

along with the required documents (Annexure-IV)

If the Member Convener finds all the documents are in order, the

proposed farm will be inspected by the District Level Aquaculture

Committee (either North or South depending on the location of the farm).

If the farm is found conforming to the set guidelines, the application will

be placed before the District Level Aquaculture Committee. The farms less

than 2 hectre will be recommended by District Level Aquaculture

Committee to Coastal Aquaculture Authority directly. Farms above 2

hectre will be recommended by the District Level Aquaculture Committee,

to the State Level Aquaculture Committee, which then recommends the

application to the Coastal Aquaculture Authority of India, Chennai, for

final approval and registration.

The authorization received will be valid for a period of five years.

The necessary form as required is shown as Annexure 5, which includes

the following:-

(i) Form ‘III’

(ii) Affidavit (For Annexure 5).

(iii) Checklist for Scrutiny of proposals for grant of

Authorization/Approval for setting up of new Shrimp Farm

Renewal of license:-

After a period of five years the license has to be renewed. The

prescribed forms are available with the Department and B.F.D.A.

(Annexure-II) which is to be submitted to the Member Convener.

Procedure:-

Another inspection will be conducted by the District Level

Aquaculture Committee to see that the farm is existing as per the plan in

the original license. If so, it is recommended to the State Level

Aquaculture Committee and then to Coastal Aquaculture Authority of

India, Chennai.

The renewal is obtained for a period of five years.

(i) Form ‘III’ (Application for Renewal of Approval Issued by Aquaculture

Authority for Undertaking Shrimp Aquaculture).

J. Development of Fresh Water Fish Farming:-

The main objective of the scheme is to popularize the Fresh Water

Fish culture in the State and to boost the Fresh Water Fish production

in the State.

Public Sector enterprises/Companies/Corporations and private

entrepreneurs who develop new farms/existing fresh water bodies will

be eligible for the subsidy under the scheme.

i) Financial assistance in the form of loan will be provided by

Nationalized Banks and other Financial Institutions.

ii) The subsidy is provided for development of fish farm limited to 25%

of cost which will be limited to Rs.50,000/- per ha. and Rs.10,000/-

one time subsidy for providing seed and feed to the farmers.

THE DEPARTMENT IS IMPLEMENTING VARIOUS STATE SECTOR

AND CENTRAL SECTOR/CENTRALLY SPONSORED SCHEMES

WITH SUBSIDY FOR UPLIFTMENT AND WELFARE OF THE

FISHERMEN AND THE FISHING INDUSTRY.

IV- SUBSIDY

1. FINANCIAL ASSISTANCE FOR OUT BOARD MOTORS (OBM):

Introduction

This scheme has been introduced to overcome the difficulties faced

by the traditional Fishermen at sea, from manual operations of their

canoes. Thus, the scheme provides helping hand for the traditional

Fishermen, who have been contributing significantly to the Goan

economy, by providing them subsidy on purchase of OBM, to ease

their manual operations, as it saves time for to & fro to the fishing

ground.

Eligibility

a) The beneficiary should possess an own registered fishing canoe.

b) The beneficiary or any family member of his household should not

be defaulter with the Directorate of Fisheries.

c) The OBM purchased through the scheme shall be incorporated on

the registered fishing canoe.

d) The original VAT bill may be submitted by the beneficiary from

authorized dealer to claim the subsidy.

e) The subsidy amount shall be disbursed in favour of the applicant in

his/her account through ECS mode of payment.

f) The beneficiary will be entitled for grant of subsidy once every five

years per family household.

g) The beneficiary shall not sell, lease, Mortgage or transfer the Out

Board Motor for a period of five years from the date of purchase of

the said OBM.

h) The Out Board Motor purchased shall be operated exclusively for

fishing purpose only.

The bank will finance the loan amount to the extent of the cost of

the outboard motor hypothecating the canoe of the applicant and

considering the cost of the canoe as margin money and also taking

into account of Rs.60,000/- (Rupees Sixty thousand only) as a

Government subsidy. Motor purchased with self finance are also

eligible for subsidy at the above rate.

How to avail:

The beneficiary has to obtain their prescribed application

form from the office of the Directorate of Fisheries, Panaji, Block

Development Officer of respective Taluka/Fisheries Surveyor of

Fisheries working in the concerned Panchayat. The form duly filled

has to be forwarded to the F.O/F.S of Fisheries along with the

following documents (all in duplicate):

1. Application form.

2. Affidavit.

3. Proforma quotation of Out Board Motor from Authorized

Dealer.

4. Latest Net license payment receipt.

5. Certificate of Registration of canoe issued by the Directorate of

Fisheries.

6. Birth certificate of the applicant.

7. Photograph of the applicant with spouse if married.

8. Letter from the Bank willing to finance to OBM in case of Bank

loan.

Extent of Subsidy

The beneficiary will be entitled for financial assistance to the

extent of 50% of the cost limited to Rs.60,000/- (Rupees Sixty

Thousand only) per O.B.M. of 8-10 HP to be shared by the State and

the Central Government from the year 2012-13 of which the Central

share shall be 50% of the eligible subsidy limited to Rs.15,000/-

(Rupees Fifteen Thousand only) and balance of Rs.45,000/- (Rupees

Forty Five Thousand only) shall be borne by the State Government.

The necessary application form and formats required to avail the

above subsidy are shown at Annexure 9, which includes the following:-

(i) Form No. 1 for application to obtain Financial Assistance for

Purchase of Outboard Motor.

(ii) Affidavit (Format as per Annexe ‘A’).

(iii) Bank Mandate Form (Annexure 23 )

2. THE GOA VALUE ADDED TAX BASED SUBSIDY ON H.S.D. OIL

CONSUMED BY FISHING VESSELS SCHEME 2012.

Introduction: This scheme has been designed by the Government to support the

Fishing Industry in the State of Goa, by granting subsidy on Value

Added Tax. The main objective of this scheme is to provide relief to the

operators of the fishing vessels to overcome the financial losses

suffered by them on account of the ever increasing cost of the fuel, the

HSD oil, so as to enable them to sustain themselves.

Eligibility:

For being eligible for this scheme the owner of the fishing vessel

should posses the following: -

a. Should be registered under the Goa Daman and Diu Marine

Fishing Regulation Act, 1980 (3 of 1981).

b. A member of registered Co-operative society.

c. Should posses a valid net license and fishing license for the year.

d. Shall not be a defaulter of the Department of Fisheries.

e. Shall not be a violator of the Goa Daman and Diu Marine Fishing

Regulation Act, 1980 (3 of 1981) and Rules framed there under.

f. Shall procure H.S.D. Oil from a diesel outlet run by the

registered Fisheries Co-operative society or outlets approved by

the Government of Goa.

How to avail:

The owner of Fishing Vessel shall apply to the Director of Fisheries,

Panaji with all the details as required by the Directorate of Fisheries

for the purpose of availing benefit of subsidy under this scheme

through registered Co-operative Society. The owner of registered

fishing vessels shall also apply for subsidy in case he/she is not a

member of Fisheries Co-operative Society.

Extent of Subsidy:

The vessel owners are granted subsidy on HSD oil consumed by

fishing vessels for a quota of 20000 kls on rate of actual Value Added

Tax (VAT) paid per litre to the oil companies.

The necessary application form required to avail the above subsidy is

shown below-

3. SUBSIDY ON PURCHASE OF KEROSENE TO OBM OPERATORS.

Introduction

This scheme is introduced to overcome hardships of the Fishermen

for their regular supply of kerosene in absence of any special quota

allotted to this industry and to sustain the economic strains due to

over rising cost of the fuel.

Eligibility:

The fishing canoe and Fishermen

(b) Should be registered under the Goa, Daman & Diu Marine

Fishing Regulation Act 1980 (& of 1981).

(c) Should be member of Registered Fisheries Cooperative

Societies/Associations.

(d) Should possess a valid net license and fishing license for the

year.

(e) Shall not be a defaulter of the Directorate of Fisheries.

(f) Shall not be a violator of the Goa, Daman & Diu Marine Fishing

Regulation Act 1980 (& of 1981) and rules framed there under.

(g) Shall procure kerosene directly from the authorized dealer and

submit monthly quantum of kerosene utilized to the concerned

registered Fisheries Cooperative Society/Association.

(h) The out board motor shall be incorporated on the registered

fishing vessel.

(i) The fishing vessel/canoe and Out Board Motor shall exclusively

be used for fishing activities only.

How to avail:

The prescribed application form is available in the Head Office/Block

Development Offices. The application has to be submitted to the

Fisheries Officers/Fisheries Surveyors along with the following

documents.

1. Application in prescribed form.

3. Vessel registration Certificate.

4. Ration Card.

5. Latest Receipt of Net License.

6. Latest Receipt of fishing License/pass.

7. Utilization of Kerosene certificate issued by G.R.F./ Registered

Extent of Subsidy

Release of subsidy to OBM operators towards purchase of

kerosene per year on maximum consumption of 2000 ltrs. Quantum of

subsidy shall be Rs. 50,000/- per beneficiary for the year 2012-13.

The necessary application form and formats required to avail the above

subsidy are shown at Annexure 10, which includes the following:-

(i) Form No. 2 for application to obtain Subsidy on purchase of

Kerosene to OBM operators.

(ii) Joint Inspection Report of Canoe and Motor.

4. FISHERIES REQUISITES (Gill Nets with accessories)

Introduction

The Government has introduced this scheme with the prime objective

to help the Fishermen who are undergoing economic strains due to

over rising cost of the fisheries requisites (Gill Nets with accessories),

so as to enable themselves to sustain their livelihood in the cost rising

environment.

Eligibility:

a) The beneficiary should possess an own registered fishing canoe.

b) The beneficiary or any member of his household should not be

defaulter with the Directorate of Fisheries.

c) The original VAT bill may be submitted by the beneficiary from

authorized dealer to claim the subsidy.

d) The subsidy amount shall be disbursed in favour of the applicant

in his/her account through ECS mode of payment.

e) The beneficiary will be entitled for grant of subsidy in every four

years after availing first subsidy.

f) The beneficiary shall not sell, lease and transfer the Gill Net for a

period of five years from the date of purchase of the first Gill Net.

How to avail:

The prescribed application form is available in the Head Office/Block

Development Officers. The application has to be submitted to the

Fisheries Officers/Fisheries Surveyors along with the following

documents:

1. Joint Photograph.

2. Residence Certificate.

3. Copy of Ration card.

4. Birth Certificate.

5. Quotation of Gill Net accessories.

6. Net license receipt for current year.

7. Fishing pass receipt for the current year.

8. Affidavit.

9. Bank letter in case of Bank Finance.

10. Bank Mandate Form.

Extent of subsidy:

The beneficiary will be entitled for subsidy to the extent of 50% of the

actual cost limited to Rs.30,000/- (Rupees Thirty Thousand only) for

purchase of gill nets with accessories through Bank finance or self

finance.

5. FINANCIAL ASSISTANCE FOR CONSTRUCTION/PURCHASE OF

F.R.P./WOODEN FISHING CRAFTS

Introduction:

The scheme has been introduced by the Government to uplift the

sizeable community of traditional Fishermen, by providing them

financial help in the form of a subsidy on construction/purchase of

FRP/Wooden Fishing Craft.

The financial assistance in the form of subsidy shall be granted to

the Fishermen by the State Government for construction of fishing

craft (wooden/FR plastic) of 26 feet to 36 feet financed by the

Nationalized Banks/Financial Institutions or through self finance

subject to the availability of funds during the respective year.

Eligibility:

a) The beneficiary should be traditional Fishermen by birth or

profession and should be resident of Goa.

b) The beneficiary or any member of his household should not be

defaulter with the Directorate of Fisheries/Goa, Daman & Diu

Fisheries Federation.

c) The beneficiary will be entitled for grant of subsidy once every

four years on one craft per family household.

d) The original VAT bills may be submitted by the beneficiary from

authorized boat building yard to claim the subsidy.

e) The subsidy amount shall be disbursed in favour of the

applicant in his/her account through ECS mode of payment.

f) The canoe purchased through the scheme shall be duly

registered with the Directorate of Fisheries under Goa, Daman

& Diu Marine Fishing Regulation Act 1980.

g) The wooden/FRP craft purchased shall be operated exclusively

for fishing purpose only.

h) The beneficiary shall not sell, lease mortgage or transfer the

wooden/FRP craft for a period of five years from the date of

purchase of the said wooden/FRP craft.

How to Avail:

Applicant should have net license in his name and Residential cum

Professional certificate.

The beneficiary has to obtain the permission from the

government of Goa and then fill up prescribed application forms

from Head Office/B.D.O./Fisheries Officers and Fisheries Surveyors.

The form duly filled in have to be submitted through

concerned Fisheries Officer/Fisheries Surveyor along with the

following documents:-

1. Application in prescribed form.

2. NOC of the Department for construction of canoe.

3. Affidavit.

4. Quotation/Proforma Invoice of the wooden fishing canoe.

5. Current net license payment receipt.

6. Residential cum-Professional certificate.

7. Birth certificate duly issued by Planning & Statistical

Department.

8. Photographs of the applicant with the spouse if married.

9. N.O.C from the Bank stating that there is no objection to finance

the applicant.

Extent of subsidy:

The traditional Fishermen will be granted subsidy to the extent of

50% of the actual cost of the craft limited to Rs. 60,000/- (Rupees

Sixty Thousand only) per craft.

The necessary application form and formats required to avail the above

subsidy are shown at Annexure 12, which includes the following:-

(i) Form No. 4 for application to obtain Financial Assistance for

construction/purchase of FRP/Wooden Fishing Crafts.

(ii) Affidavit as per Annexe E.

(iii) Bank Mandate Form (Annexure 23).

6. FINANCIAL ASSISTANCE FOR SUPPLY OF INSULATED BOXES

Introduction: The Government has introduced this scheme to the Fishermen who

are directly engaged in selling, marketing and actively engaged in fishing

at sea with a sole aim to create an awareness of hygiene, among the

traditional Fishermen in particular and public at large in general, so as

to preserve the fish in good and fresh condition.

Eligibility:

Following documents are required for being eligible under the Scheme:

I- Required Documents: -

1. For 220 litres capacity Insulated Boxes upto 6 cylinders

Fishing Vessels

a) Copy of VRC of Fishing Vessel.

b) Copy of Fishing License.

c) Latest copy of receipt of license fees paid.

d) Latest copy of receipt of Net License Fees paid.

e) Copy of Ration Card indicating the name of applicant.

2. For 100 Lts. capacity Insulated Boxes for Fishing Canoes:

All as above No.1 from a to e.

3. For 50 Lts. Capacity Insulated Boxes to active Fish Sellers

a) Certificate from Village Panchayat/Fisheries Surveyor

indicating that applicant is actively engaged in retails sale of

fish.

b) Copy of Ration Card indicating the name of applicant.

How to Avail:

a) The beneficiary has to obtain the prescribed application forms

from the B.D.O./Fisheries Surveyor posted in the Panchayat or

at the Head Office, Panaji.

b) The forms duly filled in have to be submitted to the concerned

B.D.O/Fisheries Officers for further processing.

Extent of subsidy:

The applicant engaged in selling/marketing of fish shall be

eligible for 1 box of 50 lts. capacity and will be entitled for a subsidy

to the extent of 75% of the cost limited to Rs.1500/-. The applicant

actively engaged in fishing at sea with canoe will be eligible for 1 box

of 100 lts. and 50 lts. capacity each and subsidy to the extent of 75%

of the cost limited to Rs. 3000/-. The applicant engaged in fishing at

the sea with mechanized fishing vessels upto 6 cylinder engines will

be eligible for box of 220 lts. capacity and the subsidy to the extent of

75% of the cost limited to Rs.4000/-.

The necessary application form and formats required to avail the above

scheme are shown at Annexure 13, which includes the following:-

(i) Form No. 5 for application for Financial Assistance for supply of

Insulated Boxes.

(ii) Bank Mandate Form (Annexure 23).

7. FINANCIAL ASSISTANCE TO REGISTERED FISHERMEN

SOCIETIES/ ASSOCIATION:

Introduction:

The main objective of this scheme is to streamline the administration

of Fishermen societies registered under the Co-operative Societies Act.

The scheme envisages to assist the Fisheries Co-operative

Societies/Associations in meeting the expenses of administrative cost

to some extent, so that the proper records of their members and

details of benefits availed by the members under various Government

schemes and other welfare measures are maintained in order by the

Associations/Societies.

Eligibility:

(a) All the Fishermen Societies/Associations registered under the Co-

operative Societies Act shall be eligible for Grant-in-aid.

(b) The Grant shall be used exclusively for administrative purpose so

that the records etc. are maintained properly and the members do

not face difficulty to avail the benefits of the schemes operated by

the Department of Fisheries.

(c) The Fisheries Co-operative Societies/Associations registered with

the Fisheries Co-operative Societies having more than 25 members

will be eligible for availing these benefits.

(d) The society should produce an Audited statement of Accounts.

(e) They must employ at least one personnel for the maintenance of

records.

(f) The books of accounts shall be produced before Department

authorities for inspection when called for.

How to Avail:

The application for the assistance will be available at the concerned

BDO’s Office and will be received at the respective Block Development

Officer’s Office. Applications complete in all respects shall be forwarded

to the Head office in all the B.D.O. offices and filled in forms in all

respects shall be forwarded to the Directorate of Fisheries through

concerned BDO offices.

Extent of Subsidy:

(a) All Fishermen Societies/Associations registered under the Co-

operative Societies Act shall be eligible for Financial Assistance to

the extent of Rs.50,000/- (Rupees fifty thousand only) as Grant-in-

aid.

(b) The members of the Societies/Associations should be actively

engaged in fishing activities at sea/Inland fishing/fish/shrimp

farming.

The necessary application form and formats required to avail the above

subsidy are shown at Annexure 14, which includes the following:-

(i) Form No. 6 for application to obtain Financial Assistance to

Registered Fishermen Societies/Associations.

(ii) Bank Mandate Form (Annexure 23)

8. FINANCIAL ASSISTANCE TO BRACKISH WATER AQUACULTURE

FARMS

Introduction

The scheme envisages to increase the coastal aquaculture activities

through implementation of good management practices and thus

resulting in increase in total fish production in the State. The main

objective of this scheme is to revive the aquaculture farms which have

stopped operation due to high operational cost.

Eligibility:

(a) The beneficiaries shall be all the registered fish and shrimp

farmers.

(b) Beneficiaries should be small farmers having water spread

area of 2 ha. or less.

(c) Farms owned by farmers should be licensed by Coastal

Aquaculture Authority.

How to Avail:

Application forms for the said scheme will be available in all the

BDO offices and filled in forms in all respect will be forwarded to the

Directorate of Fisheries through all the concerned BDO Offices.

This scheme will have three components namely:

(a) Financial Assistance and Renovation of Farms

(b) Financial Assistance for purchase of farming equipments.

(c) Financial Assistance for purchase of feed.

(a) Financial Assistance and Renovation of Farms:

Financial Assistance will be provided as subsidy i.e. 25%subsidy

of the cost of construction or renovation of farms/bandhs etc.

limited to Rs.2.00 lakh per ha of which Rs.45,000/- (Rupees

Forty Five Thousand only) per ha will be the Central Share.

Aquaculture farmers will be eligible for renovation of farm after 5

years of its construction.

Extent of Subsidy:

25% of cost of construction limited to Rs.2.00 lakhs/ha of which

Rs.45,000/- per ha will be from Central Share.

The necessary application form and formats required to avail the

above subsidy are shown at Annexure 15, which includes the

following:-

(i) Form No. 7 for application to obtain Financial Assistance and

Renovation of Farms.

(ii) Bank Mandate Form (Annexure 23)

(b) Financial Assistance for purchase of farming equipments:

50% of the cost limited to Rs.1.00 lakh per ha will be provided in

the subsidy for purchase of farm equipments like aerators,

pumps, crates, ice boxes etc. Farmers will be eligible for the

subsidy after 5 years.

Extent of Subsidy:

50% of the cost limited to Rs.1.00 lakh per ha for all mentioned

equipments.

The necessary application form and formats required to avail the

above subsidy is shown at Annexure 16, which includes the

following:-

(i) Form No. 8 for application to obtain Financial Assistance for

purchase of Farming Equipments.

(ii) Bank Mandate Form (Annexure 23)

(c) Financial Assistance for purchase of feed:

25% subsidy of the cost of feed limited to Rs.30000/- (Rupees

thirty thousand only) per crop per ha for 2 crops in a year.

Farmers will be eligible for th subsidy every year.

Extent of Subsidy:

25% on the cost of feed limited to Rs. 30000/- per crop/ha for 2

crops in a year.

9. FINANCIAL ASSISTANCE FOR PURCHASE OF LIFE JACKETS AND

LIFEBUOYS FOR THE FISHING VESSELS:

Introduction:

The Department has introduced this scheme for providing safety

equipments for the Goan Fishermen at sea, so as to face the

uncertainties in earning their livelihood.

The main objective of this scheme is to grant relief to the Fishermen at

sea, by providing safety measures to protect their lives, during the

rough sea /cyclonic storms or otherwise, for which the State

Government has made it mandatory for all the fishing vessels to carry

the safety jackets, life buoys, so as to enable them to stay afloat in the

water till rescue operation starts.

Eligibility:

1. All the fishing vessels registered with the Department of Fisheries

shall be eligible to avail the benefit of this scheme.

2. These fishing vessels shall be eligible for Financial Assistance

under the scheme after every five years.

3. The Fishermen shall not be a defaulter of the Department.

4. The Fishermen violating the provision of the MFR Act shall not be

eligible for the benefits for the first two years from the date of

violation and will be fined as per the provision of Marine Fishing

Regulation (MFR) Rule, 1981.

How to Avail:

The beneficiary has to obtain their prescribed application form from

the office of the Directorate of Fisheries, Panaji, Block Development

Officer of respective Taluka/Fisheries Surveyor of Fisheries working in

the concerned Panchayat. The form duly filled has to be forwarded to

the F.O/F.S of Fisheries.

Under this scheme, the items shall be purchased either by the

Fishermen from the registered dealer or the same shall be supplied by

the Department of Fisheries on receipt of proposal from the

Fishermen/Fisheries Co-operative Society/Fishermen Association.

The subsidy shall be paid on back ended pattern on production of

original bills/vouchers from registered dealers if directly purchased by

the Fishermen/Fisheries Co-operative Society/Fishermen Association.

The scheme shall be implemented to all the fishing vessels

mechanized and non mechanized who are registered with the

Department under the Goa Daman and Diu Marine Fishing Regulation

Act, 1980 and M.S. Act, 1958.

Extent of Subsidy:

Financial Assistance to the tune of 75% of the cost of life

jackets/lifebuoys shall be provided by the State Government to the

eligible Fishermen for the following equipments upto the cost of

maximum Rs,1,000/- (Rupees one thousand only) per Life Jacket and

Rs.1500/- (Rupees one thousand five hundred only) per Lifebuoys.

a. Five Life jackets and one Life buoy shall be provided to canoe

fitted with OBM.

b. Eight Life Jackets and two Lifebuoys shall be provided for the

mechanized trawlers engaged in trawling operation.

c. Twenty Five Life Jackets and four Lifebuoys shall be provided to

mechanized trawlers engaged in purse seining operation.

The necessary application form required to avail the above subsidy

is shown at Annexure 18, which includes the following:-

(i) Form No. 10 for application to obtain Financial Assistance for

Purchase of Life Jackets & Lifebuoys for the Fishing Vessels.

V. WELFARE SCHEMES FOR FISHERMEN

1. GROUP INSURANCE SCHEME (J.B.Y. STATE SPONSORED

SCHEME) FOR ACTIVE FISHERMEN

Introduction:

The scheme is being implemented for active Fishermen by providing

insurance cover to the Fishermen who are prone to accidents at sea

due to rough weather and other natural calamities. The scheme has

been introduced insurance cover to the active Fishermen in the age

group of 18 to 60 years below poverty line. The Fishermen marginally

above the poverty line will be covered under this scheme. Wherein the

accident benefit will, be payable in all the accidental deaths including

the deaths occurred on high seas due to natural calamities.

Eligibility:

1. The applicant should be above 18 years and below 60 years of

age.

2. The Fishermen below poverty line and marginally above the

poverty line will be eligible under this scheme.

How to avail:

The prescribed application forms are available in the

B.D.O./Fisheries Officer/Fisheries Surveyor and in the Head Office.

The applications have to be forwarded through B.D.O./Fisheries

Officer duly accompanied with the following documents:

1. Vessel registration certificate.

2. Current net license payment receipt.

The Insurance premium of Rs. 200/- shall be paid by the

Government and by the Life Insurance Company on 50:50 basis.

Under this scheme, the nominee of the deceased Fishermen will receive

an amount of 75,000/- on accidental death and 30,000/- on natural

death. The Insured Fishermen will receive an amount of Rs. 50,000/-

in the event of total disability and Rs. 37,500/- for active Fishermen on

partial disability.

Extent of Scheme:

Accident benefits in the event of death by accident or partial/total

permanent disability are as under:-

The insurance premium of Rs.200/- shall be paid by the

Government and by the Life Insurance Company on 50:50 basis.

On death due to accident Rs. 75,000/- for the nominee.

Permanent/total disability due to accident Rs. 50,000/-

Partial disability due to accident Rs.37,500/-

Besides the above, in the event of natural death of member a sum of

Rs. 30,000/- will become payable to the nominee.

The necessary application form and formats required to avail the above

subsidy are shown at Annexure 19, which includes the following:-

(i) Form No. 11 for application for General Insurance for active

Fishermen.

(ii) Bank Mandate Form (Annexure 23)

2. GROUP ACCIDENT INSURANCE SCHEME CENTRAL CUM STATE

SPONSORED SCHEME:

Introduction:

The scheme is being implemented for active Fishermen by providing

insurance cover to the Fishermen who are prone to accidents at sea

The insurance premium of Rs. 30/- is shared by State and Central

Government on 50:50 basis. The benefits available under this scheme

is Rs. 1,00,000/- against death or permanent disability and Rs.

50,000/- on partial disability.

The necessary application form and formats required to avail the

above scheme are shown at Annexure 20, which includes the following:-

(i) Form No. 12 for application for Group Accident Insurance Scheme.

(ii) Bank Mandate Form (Annexure 23).

3. SAVING CUM RELIEF FUND TO FISHERMEN:

Introduction

This is a Centrally Sponsored Scheme implemented in the State to

provide relief to the Fishermen during the lean fishing season.

Eligibility:

1. The beneficiary/applicant shall be actively engaged in fishing or

Fishermen related activities like vending/processing etc.

2. Beneficiary/applicant below 60 years shall be eligible for the

scheme.

How to avail:

The prescribed application forms are available in the

B.D.O./Fisheries Officer/Fisheries Surveyor and in the Head Office.

The application has to be forwarded through the concerned

B.D.O/Fisheries Officers duly accompanied with all the relevant

documents as mentioned on the application Form.

Extent of Subsidy:

An amount of Rs.75/- p.m. shall be collected from eligible

Fishermen for a period of 8 months in a year. A total of Rs.600/- thus

collected shall be matched with a contribution of Rs.600/- from G.O.I.

and Rs.600/- from the State Government. The total sum of Rs.1800/-

thus collected shall be distributed to the Fishermen along with interest

during lean period of three months of July to September.

The necessary application form and formats required to avail the above

scheme are shown at Annexure 21, which includes the following:-

(i) Form No. 13 for application for Saving Cum Relief Fund to

Fishermen.

(ii) Bank Mandate Form (Annexure 23).

4. FINANCIAL ASSISTANCE FOR CONSTRUCTION OF NEW HOUSE/

RENOVATION OF KACHA STRUCTURE.

Introduction:

This scheme has been introduced to uplift the traditional Fishermen

community to construct their new house/renovate the Kacha structure

so that they have a better place to live.

Eligibility:

The applicant under this scheme for construction of a new house/

renovate the kacha structure should have a minimum plinth area of 35

sq.mtrs.

How to Avail:

The beneficiary has to obtain application form from the Head

Office/B.D.O./Fisheries Officers or Fisheries Surveyors posted in

Panchayat Office.

The application has to be forwarded through B.D.O. /Fisheries

Officer/Fisheries Surveyor along with the following documents:

1. Application in prescribed form.

2. Professional cum residential certificate.

3. Photograph of the applicant with spouse if married.

4. Vessel registration certificate duly issued by Directorate of

Fisheries.

5. Current net license payment receipt.

6. Copy of ration card

7. License from Panchayat to construct/renovate the house.

Extent of Subsidy:

The applicant fulfilling all the norms under this scheme is eligible for

an amount of Rs. 50,000/-

Fishermen.

(ii) Bank Mandate Form (Annexure 23).

5. FINANCIAL ASSISTANCE FOR PROVIDING DRINKING WATER TO

BACKWARD FISHERMAN AREA.

Introduction:

Under this scheme, Government will provide drinking water facilities to

backward Fishermen area where there is no drinking water facility.

Eligibility:

1. The Fishermen area shall have more than 10 houses in number.

How to Avail:

The beneficiaries who wish to avail facility under this scheme may

approach to the Directorate of Fisheries, Panaji - Goa.

Extent of Subsidy:

1. A Fishermen village would be provided with one tube well for

every 20 houses. Where a village consists of only 10 houses or

more, but less than 20 houses, one tube well will be provided

for such village.

2. The chargers of water supplied through public tap shall be

borne by the Government.

3. The charges for water supplied to the individual houses of the

Fishermen shall be borne by himself individually. The cost of

providing water facility shall not exceed Rs. 30,000/-

6. FINANCIAL ASSISTANCE FOR CONSTRUCTION OF COMMUNITY

HALL/SHED.

Introduction:

As a recreation and a common working place, a fishermen village

will be eligible to take Assistance for Construction of a Community

Hall. One Community Hall shall be constructed for the benefit of

traditional Fishermen Community.

The area required for the community hall shall be provided by the

Government, gifted by any Landlord donated by the Communidade or

purchase by the Panchayat and donated to the Government. The

Community Hall shall be managed by the Panchayat or Fishermen

Association and day to day maintenance of the Hall shall be done by

the Panchayat/Fishermen Association in whose jurisdiction the Hall is

situated.

The Panchayat shall charge nominal fees for the programme of

individual Fisherman if arranged in the Hall, however public

programmes of the Fishermen shall be free from the imposition of any

charges. The amount of charges shall be on the basis of no loss no

profit basis.

Eligibility:

a. Under this Scheme Government will construct Community

Hall/Work shed as a recreation and common working place in a

Fishermen Village having at least 75 houses.

b. The Hall/Shed area to be constructed shall not exceed 200 sq.

mtrs.

How to Avail:

The beneficiaries who wish to avail facility under this scheme may

approach to the Directorate of Fisheries, Panaji - Goa.

Extent of Subsidy:

a. The Community Hall/Shed shall have 2 toilets separately for ladies

and gents on the constructed area not exceeding 200 sq. mtrs.

b. The total cost of the hall should not exceed Rs.1,75,000/-.

7. CONSTRUCTION OF FISH MARKETS

Introduction

This scheme has been introduced by the Government for channelizing

the fish catch to the general public at a particular place for disposal.

This helps the Fishermen community and persons involve in fishing

activity to sell their fish at prevailing market price for their daily

livelihood.

Eligibility:

The following documents are required for construction of Fish Markets

1. Panchayat/ Municipality resolution.

2. Land documents complete in all respects.

3. Estimates duly approved by P.W.D.

4. Site plan duly approved by respective authority.

5. Annual income certificate of Municipality/Panchayat.

How to Avail:

The beneficiaries who wish to avail facility under this scheme may

approach to the Directorate of Fisheries, Panaji - Goa.

Extent of Subsidy:

Financial Assistance in the form of subsidy shall be given to local

bodies such as Municipalities and Village Panchayats for construction

of fish markets as per the following pattern.

VI- TRAINING COURSES

Training in Fisheries

1) Training Programme at Fisheries Training Centre Ela, Old Goa.

Every year 25 fisher youths are being trained in the Departmental

Training course of 6 months duration with a stipend of Rs.500/- per

month/as per the existing Pattern of Assistance.

Eligibility:

i) Age: - 18 years and above.

ii) Qualification: - Minimum VIIIth Std. pass.

iii) Residence: - 15 years resident in Goa.

iv) Preference will be given to Fishermen/person engaged in fishing

industry and also to the SC/ST persons.

2) The Training Course at CIFNET, Cochin.

This Directorate deputes the candidates for training courses

at Central Institute of Fisheries, Nautical and Engineering,

Department of Animal Husbandry, Dairying & Fisheries, Government

of India, Fine Arts Avenue, Cochin and its Units at Chennai and

Visakhapatnam for following courses.

i) Vessel navigator course: - Duration of course 24 months.

ii) Marine Fitter Course: - Duration of course 24 months.

Eligibility for both courses:

i) Age: - 16 years to 20 years.

ii) Educational Qualification: - 10th Std. pass or equivalent

examination with 50% marks in maths and science.

iii) Physical fitness: - Should be physically fit for strenuous work

on board fishing vessels. In the case of Vessel Navigator course

they should have pass the new entry standard sight test

conducted by approved Doctors of Mercantile Marine

Department.

The candidates sponsored by State Government will be paid

stipend of Rs.700/- per month and uniform allowances

@ Rs.500/- by the Department.

3) B.Sc. (Fisheries) at Dr. Balasaheb Sawant, Konkan Krishi

Vidhyapeet, Dapoli, Ratnagiri District, Maharashtra: -

The Department also sponsors candidate for the Degree courses

in Bachelor of Fisheries Science (Fisheries) at Dr. Balasaheb Sawant,

Konkan Krishi Vidhyapeet, Dapoli, Ratnagiri District, Maharashtra.

Eligibility: -

i) Qualification: - XIIth Science pass with 35% marks with physics,

Chemistry, Biology and English.

ii) Residence: - 10 years resident of Goa.

The Department is also organizing short term training

programme in prawn and fish culture as well as fresh water fish

farming at Departmental fish farms at Ela, Dhauji, Old Goa.

Department also organizes 1 & 2 days workshop in Mussel Training to

fish farmers.
