A turkey can be an intimi- dating bird to cook. You need one large enough to feed your holiday guest list, but small enough to actually fit in your oven. It needs to be cooked through but kept moist on the inside, preferably with a crispy exterior. The white and dark meat cook at different temperatures and yield differ- ent flavors, but there are specif- ic expectations for each. It’s enough to bedevil a pro- fessional let alone the casual home cook but local chef Raphael Lunetta has a solution: dismember the bird. He said turkey is the center- piece of the Thanksgiving meal and as an absolute comfort food it offers great leftovers. Separating the cuts allows each piece to be cooked properly and provides a better overall experience. “It came about around 2006 at JiRaffe,” he said of his approach. “We wanted to make the dark meat the star. We worked hard to develop a method that would yield the juiciest dark meat possible.” He said his approach delivers juicy breast meat, incredible dark meat that is full flavor and creates the base to the best gravy your guests will ever have. “Even a chef like myself finds himself or herself pulling their hair out when trying to cook both dark and white meat to perfection,” he said.“My decon- structed turkey will set you up for success ? and rave reviews among friends and family.” Lunetta suggests starting with at least an 18-pound turkey but suggests outsourcing some of the hard work to a professional. “Make things easy by having your local butcher handle the deconstruction of your bird,” he said. “Order extra dark meat from butcher. One bird never yields enough for all guests and it always KATE CAGLE Daily Press Staff Writer Electric car drivers in Santa Monica can look forward to seeing the City triple the number of pub- lic charging stations in the next three years, now that the City Council has approved an aggressive plan to encourage drivers to shift to electric vehicles (EVs) to reduce carbon emissions in the city. The plan focuses on expanding charging spaces away from the downtown area and into neighbor- hoods to encourage more apart- ment tenants to abandon their gas- powered cars. The expansion will bring chargers to a crucial yet neg- lected market for electric cars – almost three-quarters of Santa Monicans are renters. “We are moving forward on all fronts,” Senior Sustainability Analyst Garrett Wong told the Council Tuesday. The $2.4 million plan calls for expanding the network of charging ports from just under 100 to 300 by 2020 – they will be installed along curbs, hooked up to LED street- lights and placed in parking lots. To encourage private development, the plan increases requirements for EV-ready parking spaces in new construction and offers rebates to support new infrastructure. For the first time, staff will explore fees to recoup the cost of electricity and maintenance to the city. The plan has a long-term goal of 1,000 chargers by 2025. The City Council hopes the expansion will encourage more residents to buy EVs – aiming to increase ownership from 2 percent to 15 percent by 2025, which would result in 9,000 fewer gas cars on the road. Holidays are about tradi- tions, passed down from one generation to the next and along the way there are some habits that become cultural touch- stones. Turkey at Thanksgiving, a Christmas Ham, pumpkin or perhaps a pecan pie. However, sometimes a new dish becomes its own tradition as is the case with Sea Wind Farms’ Chicken a la Russe. The chicken/green bean combination was developed by several generations of the fami- ly and has been passed down to become a favored holiday treat. “It is a dish that has been in the family as long time and makes us feel like we are hold- ing onto the family tradition,” said current recipe guardian Montana Lewis. “It isn’t the most traditional holiday dish but in our family, it has become one of our traditions, so to us, when we indulge on the Chicken a la Russe, it reminds us of the Holiday Season.” Lewis said the dish is “absolutely mouthwatering” and makes a great alternative for someone who wants to skip the more expected turkey or ham. It also utilizes the best seasonal vegetables. He said those seasonal fla- vors, the color change in the leaves, the crispness in the air, and the warmth of family gath- erings that are near are all key reminders that holidays are something to be savored. Like many families, Lewis has dreams of a white Christmas but as a farmer he ties his holi- day memories to the work in his fields and the kinds of pro- duce that will only grow at this time of year. “It’s very important, because that is what makes the time of year special. Electric car drivers in SantaMonica can look forward to seeingthe City triple the number of pub-lic charging stations in the nextthree years, now that the CityCouncil has approved an aggressiveplan to encourage drivers to shift toelectric vehicles (EVs) to reducecarbon emissions in the city.

The plan focuses on expandingcharging spaces away from thedowntown area and into neighbor-hoods to encourage more apart-ment tenants to abandon their gas-powered cars. The expansion willbring chargers to a crucial yet neg-lected market for electric cars –almost three-quarters of SantaMonicans are renters.

“We are moving forward on allfronts,” Senior SustainabilityAnalyst Garrett Wong told theCouncil Tuesday.

But replacing thosecar rides with more fuel-efficient optionsisn’t so easy, especially if you don’t live neara transit hub. Given all the new bike laneinfrastructure across the country and theavailability of battery-assisted bicycles tohelp you around, there’s never been a bettertime to ditch the car in favor of pedal power.

If you’ve only got a short way to go, yourgood old bike might work just fine. But ifyou need to get further than you’re comfort-able riding under your own power, why notupgrade to something with battery assis-tance? You can retrofit your current conven-tional bike with a battery-powered rearwheel, such as Superpedestrian’sCopenhagen Wheel ($1,499), lovinglyreferred to as the “Two-Wheeled Tesla,”given its sleek design, Bluetooth connectivi-ty and biometric monitoring. And then there’s bike sharing, a growingphenomenon from coast-to-coast wherebyriders can pick up a bike in one part of townand drop it off in another to speed up theircommute. New York-based Motivate hasdesigned and implemented bike share net-works in nine U.S. cities to date, with thelargest in New York (10,000 bikes) and SanFrancisco (7,000 bikes). A typical ride onone of Motivate’s bikes costs $3, and many ofthe systems are integrated with larger transitnetworks. For instance, Bay Area riders canpay for their “GoBike” using the same refill-able Clipper card that gets them onto BARTtrains and MUNI buses.

Keyser Marston Associates’ report proves that when landlords use the Ellis Act toremove rental units from the market, Santa Monica benefits.

1. The report says that Ellis Act withdrawals create “downzoning.” Many rental unitsare replaced by a few condos or single family homes. Excellent! This reduces density,traffic, water usage, school over-crowding, and strains on city services, resulting in agreener, more sustainable city. And progressives complain?

2. The report says that developers are replacing old buildings with new buildings thatare sold for “a tidy profit.” Fantastic! This means that our city and schools are likewiseraking in massive windfall tax profits.

How so?Developers pay hefty taxes and fees during construction (while providing good jobs

for the economy). But the real windfall for city and schools is from property tax increas-es. Prop 13 only allows property values to be reassessed when a property is sold orimproved. (According to Zillow, some houses north of Montana only pay annual propertytaxes of about $2,000.) But demolish an old building, sell the new one for $6.8 million (anumber cited by Keyser Marston), and the annual property tax jumps to about $85,000.

Considering how well-paid are our city and school employees, and all those schoolbonds that must be repaid (with interest), those windfall tax profits are certainly welcome.

3. Finally, new, more expensive buildings, with lower density, raise nearby propertyvalues, further increasing windfall tax profits for city and schools — for the children! —when those buildings are sold.

ON NOVEMBER 9, AT ABOUT 11:07 P.M.Officers responded to a radio call for service at 16th Street and Santa Monica Blvdregarding a subject swinging a skateboard at people in an alley. Officers arrived andlocated the involved subject. The subject was uncooperative and would not provide anyidentifiable information. The subject tried to leave and continued to not comply with offi-cers. A friend of the subject was nearby and provided the subject’s identifiable informa-tion. The subject had an outstanding $30,000 warrant for his arrest. The subject wasplaced under arrest. Christopher Kyle Pyatok, 27, homeless, was arrested for resisting anofficer and a warrant. Bail was set at $40,000.

ference in Bonn. I can’t emphasize enough theimportance of doing this fast and furiously,” ajet-lagged Mayor Ted Winterer said at the Nov.14 meeting. Earlier in the night he warnedabout the “imminent and dangerous impacts oftoo much carbon in our atmosphere.”

The conference was the first time the U.S.had not paid to participate in the global cli-mate talks. Instead, an alliance of local gov-ernments, businesses and universitiesattended the conference – the group, callingitself “America’s Pledge,” has an economylarger than Japan and Germany combined.

“I thought it was important to be there totake part in the U.S. presence and show therest of the world that while the federal gov-ernment is not pursuing these policies, thatthe measures various cities and states aretaking will very much help us reach the stan-dard set by the Paris Agreement,” Winterersaid, echoing the words of Governor JerryBrown in Germany who reassured activists“we are doing real stuff in California.”

The plan anticipates the introduction of lowercost, long-range EVs such as the Tesla Model 3,2018 Nissan Leaf, and Chevy Bolt will increasedemand for charging in Santa Monica.Cities andutility providers have developed rebate programsto encourage drivers to switch to electric.

The City plans to install new, smartcharging stations to help city staff monitorusage and eventually develop a fee schedulefor charging that will help pay for system

maintenance. The smart chargers will allowthe City to charge penalty fees to drivers wholeave their electric cars in parking spots afterthey have finished charging.

“We need people to move off of thesechargers,” Councilmember Sue Himmelrichsaid, who drives an electric car and charges itnightly at her home in the North ofMontana neighborhood. Himmelrich saysshe often charges her car while runningerrands around town. “It’s really frustratingto know there’s a charger there that’s fullycharged a car and you can’t get to it.”

The Office of Sustainability worked exten-sively with local group Drive Clean SantaMonica to draft the plan, which is organized byformer City Councilman Kelly-Richard Olsen.

“This overall goal is unprecedented, andif achieved, it will be the most significantthing any City Council in the history ofSanta Monica has done to reduce pollutionin our community,” Olsen said after theCouncil approved the plan. “This is going tobe an incredible challenge for the City. But,we are confident that under the CityManager Rick Cole’s leadership, his talentedand dedicated staff can pull this feat off.”

The plan was passed by Winterer,Himmelrich, Councilmember Tony Vazquez,and Mayor pro-tempore Gleam Davis.Councilmember Terry O’Day excused himselffrom the discussion because he is Vice Presidentat EVgo, an electric vehicle charging company.Councilmembers Kevin McKeown and PamO’Conner were not present at the meeting.

Breast Meat Rub:1/2 cup pure maple syrupJuice of one orangeJuice of one lime2 tablespoons fresh sage (or any other herbs of your liking) 2 lbs. butterKosher salt White pepper

Thigh Meat:Oil of your choice2 cups chopped onions3 whole garlic cloves2 cups chopped carrots2 cups chopped celeryAny fresh herbs of your choiceKosher saltWhite pepper1/2 cup sherry vinegar1 bottle white wine of your choice1 liter chicken broth

DIRECTIONS:Breast Meat:1. Start by having your butcher separate anddebone the leg and thigh meat2. For breast meat, brine your breast carcass for 12hours3. Allow breast meat to air dry for 6 hours4. Combine all ingredients for rub in food proces-sor and rub over turkey

Thigh Meat1. Using a large (14”/15” in diameter) rondeau orroasting pan, sear thigh and leg meat (which should

be connected) over medium/high heat with oil ofyour choice until golden brown. Season well withsalt and pepper 2. Flip thigh meat skin side up. Cook for additional4-6 minutes3. Remove from pan4. Using existing oil in pan, add onions, garlic, car-rots, celery, and any additional seasonal fresh herbsof your choice5. Sweat the vegetables over medium/low simmerfor 8-10 minutes6. Add dark meat back into pan skin side up andadd 1/2 cup sherry vinegar 7. Add 1 bottle of white wine of your choice 8. Add 1 liter of any quality chicken broth of yourchoice9. Cover pan with lid or aluminum and place intooven at 275-300 degrees for 3 hours10. Remove thigh meat. Set side11. Strain all remaining braising liquid through afine mesh strainer/chinois. Reserve your strainedvegetables for a garnish, if desired12. Roast vegetables a bit longer in the oven13. You now have a complex braising liquid. Thisaromatic braising liquid will serve as the base foryour gravy.14. Cover and store in a warm area, such as the topof oven15. Turkey should rest at least 1-1.5 hours beforecutting

Place a rack in a wok or rack in a metal pan over twoburners. Pour water into wok until 1” below rack.Bring water to gentle boil of medium high heat.Place carrots and potatoes on rack. Cover. Steamuntil vegetables are tender when pierced with aknife, about 22 minutes. Cool slightly. Cut into quar-ters. Set aside. Place green beans in a shallow 9”baking dish. Place a rack in wok. Add water, cover,steam until tender, about 10 minutes. Set aside. Pound chicken until ?” thick and cut into 1/2” strips.Sprinkle with salt. Roll strips in flour. Heat oil overmedium high heat. Add strips and cook until firmand white, 4 – 5 minutes. Add mushrooms and stirfry for two minutes. Add cooked potatoes, carrotsand green beans to mixture. Stir until hot, remove.In small bowl, combine remaining ingredients. Pourover vegetables/meat. Place over low heat and stiruntil sauce thickens, about two minutes.
