RECOMMENDATIONS: Accept the work for the City Hall Lobby Improvement Project and authorize the following : a. File the Notice of Completion (NOC) with the Los Angeles County Recorder's Office; b. Issue the final payment to the Contractor at the end of the 35-day lien period ; and c. Release the Payment Bond 35-days after the NOC date of recordation, pend ing no receipt of a Stop Notice or other actions. BACKGROUND / ANALYSIS: On November 6, 2017, the City Council approved an Agreement to complete improvements in the amount of $749,000 and authorized the Facilities and Field Services Division to manage Change Orders to the agreement in an amount not-to- exceed $187,250 (25%) for a total not-to-exceed contract amount of $936,250 for the City Hall Lobby Improvement Project. The Agreement was awarded to Optima RPM, Inc. through a competitive bidding process. The project included the installation of the staircase, reception improvements and other security upgrades. Substantial completion and beneficial use of the project was accepted by the Design Team and the Facilities and Field Services Division on August 14, 2019. To date, there are twenty-one (21) approved change orders totaling $141,855.78 associated with the project. The final project cost is: $890,855.78. All work under the agreement has been satisfactorily completed in accordance with the project plans and specifications. The City took over possession and control of the completed work on August 14, 2019 initiating the one (1) year contractors warranty period. set forth in the Contract Documents. Upon recordation of the Notice of Completion with the County Recorder, the subcontractors and material suppliers have a 35-day lien period to file a claim.

CONFORMANCE WITH VISION 2020 AND THE GOALS OF THE WEST HOLLYWOOD GENERAL PLAN:

This item is consistent with the Primary Strategic Goal(s) (PSG) and/or Ongoing Strategic Program(s) (OSP) of:

• OSP-9: Upgrade Existing Buildings & Infrastructure.

In addition, this item is compliant with the following goal(s) of the West Hollywood General Plan:

• IRC-11: Provide high quality, safe, well-maintained and sustainable facilities for City operations.

EVALUATION PROCESSES:

1) The Contractor was required to obtain final approval of all relevant building permits issued as part of this project.

2) The Contractor was required to obtain final approval of all relevant deliverables from the engineer of record employed by the design team of LPA Inc.

3 The Contractor was required to provide all warranty and user manuals for all equipment, materials and work as outlined in the contract documents.

ENVIRONMENTAL SUSTAINABILITY AND HEALTH:

The Contractor was required abide by the City's requirements that 80% of all demolition and construction material must be recycled .

COMMUNITY ENGAGEMENT:

N/A.

FISCAL IMPACT:

There is no impact: The project was included in the fiscal year 2017-2018 budget as

part of the Capital Improvement Work Plan. The approved project budget was $749,000.00 plus a contingency of $187,250 for a not-to-exceed amount of $936,250. There were twenty-one (21) approved change orders, totaling $141,855.78. The change orders included security upgrades. The final project cost was under budget at $890,855.78.

NOTICE OF COMPLETION

Notice is hereby given that:

1. The undersigned is owner or corporate officer of the owner of the interest or estate stated below in the property hereinafter described:

2. The full name of the owner is the City of West Hollywood.

3. The full address of the owner is 8300 Santa Monica Blvd., West Hollywood, CA 90069.

4. The nature of the interest or estate of the owner is In Fee.

5. A work of improvement on the property hereinafter described was completed on August 14, 2019, the work consisted of the following:

Furnishing all labor, materials, tools, and equipment necessary for the installation a staircase to the 2nd floor, new tile and modifications to the customer service counters and receptions areas in accordance with the plans and specifications.
