It is directly behind the former precinct building and serves people in the southwest section of our city. Mayor Bobby Dyer, Vice Mayor Jim Wood, Council Member Jessica Abbott, Deputy City, Manager Steve Cover Police Chief Jim Cervera, Deputy Chief Patrick Gallagher, Precinct Captain Todd Jones and Matt Astrin (architect) helped us officially open this great new space. The new 19,000 square feet will be staffed by 120 sworn and civilian personnel. Construction began in 2015 and was completed in mid-November at a cost of $8.9 million. The building includes a state-of-the-art training room that can serve as an Emergency Operations Center. There will be a public safety themed neighborhood park adjacent to the precinct and a veteran’s memorial on the property. The staff of the 4 th Precinct greatly appreciate the new facility.     FOURTH PRECINCT RIBBON CUTTING CELEBRATED ON DEC. 11 On Wednesday, Dec. 11, I was pleased to join City officials and members of our community to celebrate the official grand opening of the new 4th Police Precinct, located on Lobaugh Drive in the Kempsville area.     REMINDER: SUBMIT YOUR INPUT ON WHAT YOU WOULD LIKE TO SEE IN A NEW CITY MANAGER

    GovHR USA, the consultant the City is working with on the search for the new Virginia Beach city manager, has created a survey that residents can complete online to provide input on what qualities, background and experiences they would like to see in candidates for the position. It can be found at www.surveymonkey.com/r/VirginiaBeach-CM and will be open until Dec. 18.

    Feedback will be shared with the members of Council as part of the recruitment and selection process. GovHR USA anticipates posting the job vacancy announcement mid-December. For more information, email [email protected] or contact Human Resources Director Regina Hilliard.

    VIGIL TO BE HELD IN OBSERVANCE OF NATIONAL HOMELESS PERSONS’ MEMORIAL DAY In observance of National Homeless Persons’ Memorial Day, communities across the nation will gather to commemorate the lives of the men and women who have died homeless. The public is invited to join the Virginia Beach Human Rights Commission, the Department of Housing and Neighborhood Preservation and the BEACH Community Partnership for a homeless memorial service and vigil on Friday, Dec. 20 at 6 p.m. at the Housing Resource Center, 104 N. Witchduck Road. As a reminder, Volunteers are needed for the city’s annual Point-in-Time Count of the homeless population on Thursday, Jan. 23, 2020 from 4 to 8 a.m. The count provides a snapshot of the City’s homeless population and helps determine how much funding our community will receive for homeless programs and services. Volunteers will administer a survey to people experiencing homelessness. To volunteer, register online at VBgov.com/VBPITCount by Jan. 3, 2020.     SEVEN FIREFIGHTERS GRADUATE It typically takes about six months to complete the Virginia Beach Fire Academy (VBFA), but just after a little over two months, the seven members of VBFA Class 3 graduated last week. This was an abbreviated academy because this class consisted entirely of certified firefighters, coming from other fire departments in Virginia as well as a few from out of state. Although these recruits had prior experience, both their operational and emergency medical skill levels were tested extensively. These recruits are now probationary firefighters and must complete a probationary period before they can exchange their red helmets for the yellow helmets worn by their fellow firefighters in the field.

    VHRC HOLDS COMMUNITY CONVERSATION ON HUMAN RIGHTS DAY On Dec. 10, in honor of Human Rights Day, the Virginia Beach Human Rights Commission (VBHRC), in partnership with the Virginia Museum of Contemporary Art (MOCA), held a Community Conversation: "Human Rights & Mental Health." WVEC 13News Now anchor Janet Roach shared her

    personal story of advocacy for those with mental health issues and previewed her documentary film, "Looking for Happiness," which chronicles the challenges families face while navigating the mental health care system. A panel of experts, including representatives from the City’s police department, Public Defender’s Office, the Department of Human Services and the National Alliance on Mental Illness (NAMI) of Coastal Virginia, discussed their work protecting the rights of individuals with mental health conditions and answered questions from the more than 100 attendees. Mental health professionals from a variety of local agencies including the Department of Human Services Behavioral Health division and the VB Strong Center, were on hand providing information on mental health resources for those seeking assistance. The next Community Conversation will focus on race and is set for Tuesday, March 31, 2020 at Virginia MOCA.

    OUT OF THE BOX SERIES IS BACK Out of the Box, the Sandler Center Emerging Artist Series, returns for its ninth year. Support local artists every Thursday from January to March 2020. Admission is free with doors opening at 6 p.m. and live music beginning at 7 p.m. Food and drinks are available for purchase as well as VIP tables. In collaboration with Paul Shugrue from 89.5 WHRV, Out of the Box benefits the Sandler Center Foundation’s Local Heroes program, which provides tickets for Hampton Road’s local heroes (first responders and military) and their families to attend a performance at the Sandler Center.   • President, CEO, Virginia Aquarium

    At work: I am president and CEO of the Virginia Aquarium and the executive director ofthe Virginia Aquarium Foundation. I manage and provide support to a team of staff andvolunteers that run the most visited cultural attraction in the state, and the onlyorganization in Virginia that facilitates the research, rescue and rehabilitation of all seaturtles and marine mammals that strand along Virginia’s coastline.

    Home and family: I am from upstate New York and married my college sweetheart,Christopher Spanoulis. While my parents still live in New York, I’m happy to call VirginiaBeach home.

    Volunteer activities: I enjoy spending time helping the aquarium with special eventsand furthering its mission. I am also a member of the Lynnhaven Parish Chapter of theDaughters of the American Revolution.

    Motivating factor: The past half century has brought many negative changes to thehealth of our environment. It is my goal each day to inspire people to act on behalf of ourenvironment, ocean and the future of our animals, and be part of the bigger solution tothe environmental crisis our world is facing.

    Advice for women in business: Be supportive of other women. Women tend to wantto compete with one another; collaborate rather than compete! There is a boys’ clubmentality in the world, and women can overcome this together.

    Professional goal in five years: I expect to still be running one of the most successfulaquariums in the United States, continuing to encourage environmental activism at thefederal, state, local and personal levels.

    The one thing I’d change about Hampton Roads: Having regional leadersrecognize you can’t have a community that easily attracts and retains employees andemployers without strong cultural attractions. This focus and support is key if we want toattract and retain quality companies and talent.

    Region’s biggest asset: Well of course, the Virginia Aquarium & Marine ScienceCenter! The aquarium adds $260 million to the regional economy each year, making it animmense asset.

    Downtime: I love British TV mystery shows and spending time with my wonderfulhusband and two adorable cats, Moo Shu and Chopstick.

    What really gets under my skin: The biggest challenge we face is apathy aboutindividual impact on the environment. One straw, one plastic bag, one reusable bottle,they all make a difference. Add those individuals together and we can create amovement!
