City Manager’s Update

The City of Virginia Beach has 309,066 registered voters, the second

highest in Virginia behind Fairfax County. Over 205,000 voters voted this election, although

numbers, including absentee voting, are still being finalized.

Election night results are always unofficial. The canvass, or review of the election,

starts the next morning and continues until finished. The General Registrar’s Office has

seven days to certify the election locally. All election results become the custody of the

Circuit Court after the election.

Absentee voting starts 45 days before each election at the General

Registrar’s Office (Bldg. 14). The total number of absentee voters that voted for this election

is 32,801, of which 18,615 voted absentee in-person. There were 14,186 absentee ballots

issued by mail or email: 11,412 were returned; 2,774 were not returned by the deadline of

close of polls.

Virginia Beach has 98 polling locations with a 99th

location that serves

as the Central Absentee Precinct where all of the absentee ballots are counted.

The General Registrar’s Office added over 40 temps to their office

staff of 12. Additionally, 1,500 Election Officials or poll workers and over 300 student

election pages were recruited and trained for Election Day.

The final two new deputy city managers started this week. Ron Williams

oversees Economic Vitality and the following departments: Planning and

Neighborhood Development, Housing and Neighborhood Preservation,

Agriculture, Convention and Visitors Bureau, Cultural Affairs Office,

Economic Development, and the Aquarium and Museums. Prior to

coming to Virginia Beach, he was a deputy city manager for the City of

Norfolk since 2012. He brings a strong record of professional

accomplishments in both the public and private sectors.

Steve Cover oversees Public Safety: Police Department, Fire

Department, Emergency Medical Services, Emergency

Communications and Citizen Services (911/311) and the Office of

Emergency Management. He has been the City’s fire chief since 2007.

Under his leadership, the Fire Department increased staffing, opened four

new fire stations and was re-accredited twice.

Deputy Fire Chief David Hutcheson is serving as interim chief of VBFD.

Effective Monday, Nov 14, a new vendor, Everbridge, will provide the

platform for the City’s emergency alert and warning system, VBAlert.

Because of this new contract, current subscriber’s personal information and password are not

transferable. Users will need to create a new account and register their cell phone number and

email address to continue receiving important notifications on their mobile device(s) or via

email. It’s the same process as before – go to VBAlert at www.vbgov.com/vbalert and provide

your cell phone number and email address.

Survivors who suffered damages in Hurricane Matthew can get assistance and questions

answered online, by phone or by visiting the newly opened Disaster Recovery Center (DRC).

The Virginia Beach center opened at noon on Nov. 7, and is located in the Meyera E.

Oberndorf Central Library (enter main door, turn right, near Cafe.) Hours of operation are 7

a.m. to 7 p.m., Monday through Sunday until further notice.

DRCs are operated by the Federal Emergency Management Agency (FEMA) and the

Virginia Department of Emergency Management (VDEM). To find out more about how a

DRC operates, go to www.fema.gov/disaster-recovery-centers. Additional information about

this disaster is available at www.fema.gov and www.vaemergency.gov.

Staff at the recovery centers can check individuals’ cases, answer questions about claims, or

review information needed to process their claims. Specialists from the U.S. Small Business

Administration (SBA) and VDEM staff will be at each location.

You do not need to visit a DRC to register for Federal assistance. Register online at

www.disasterassistance.gov, through the mobile app, www.fema.gov/mobile-app, or by

calling 800-621-3362. TTY users can call 800-462-7585. The telephone lines are staffed

daily from 7 a.m. to 10 p.m. until further notice. Help is available in almost any language.

In addition to the assistance through FEMA, the SBA provides long-term, low-interest

disaster loans for physical damages and eligible costs to qualifying applicants. These loans

are not just for businesses, which is why SBA staff will be in the DRC. Nonprofit

organizations, homeowners and renters can apply for this assistance. To learn more about

The Planning Commission is accepting nominations for the 2017 Planning Commission

Design Awards Program starting today through Jan. 6, 2017. Nominations are encouraged from

owners, developers, contractors, designers and others who have designed or implemented new

development or redevelopment projects located in the city. Projects must be 100 percent

complete or if phased, the first phase must be complete. Projects older than five years are not

eligible for Design Awards.

The design awards program began in 1991 to showcase and recognize quality and innovative

Virginia Beach Parks and Recreation received two prestigious awards from the Virginia

Recreation and Park Society on Monday, Nov. 7, at the VRPS Awards Banquet in Roanoke.

The Bow Creek Community Recreation Center and Family Golf Center received the Best

New Facility Award. The building is a 67,743 square-foot state-of-the-art facility adjacent to a

public golf course that replaced a 50-year old structure. The building has attained Leadership in

Energy and Environmental Design (LEED) Certification from the U. S. Green Building Council.

The Center has become the heart of the surrounding community and has re-energized the

community’s passion for recreation.

The Virginia Beach Trees for Clean Water Grant Initiative received the Best New

Environmental Sustainability Award. In 2015, Virginia Beach Parks and Recreation received

a Trees for Clean Water Grant for $4,500 from the Virginia Department of Forestry to educate

and engage 4th grade students about the importance of trees in their community and to plant 60

trees at four schools with less than 7% urban tree canopy cover. This collaborative effort resulted

in more positive outcomes than

expected, and an additional grant was

awarded for a second consecutive

year. As of June 2016, more than 100

trees have been planted at Virginia

Beach Schools and 500 students and

teachers have been educated about the

environmental, economic, and

emotional cultural importance of trees

in their world.

‘A New Era’ was the theme of the Minority Business Council’s 18th Annual Conference and

Expo held on Nov. 3 at the Virginia Beach Convention Center. Mayor William D. Sessoms, Jr.

welcomed the 200 small businesses and exhibitors, highlighted the Council’s accomplishments

over the past year and recognized them for the efforts in increasing participation in city

contracting with minority owned and other small businesses.

The conference and expo concluded with the presentation of small business awards, including

three Exceptional Achievement Awards given to Kevin Jensen, Scott Watson and Buddy

Gilbert (all from Public Works) for their outreach and advocacy to the small business

community. Additionally, two workshops were conducted and the opening of the exhibit area

provided opportunities for the businesses to market their products and services to Virginia Beach

departments, other local municipalities and government agencies. The Minority Business

Council also recognized and presented the Mayor and 10 City staff with awards of appreciation.

The Paint the Pavement creative crosswalk-painting event will take

place this second Saturday, Nov. 12, from noon to 4 p.m. at the

intersection of 19th Street and Cypress Avenue. Additional activities

will take place including a ViBE Story Exchange at Croc’s Bistro, and

music and “The Flying Pig” food truck at WRV. In the event of rain,

the Paint the Pavement crosswalk event will be rescheduled to the

second Saturday in December. All other activities on Nov. 12 will proceed as planned indoors.

Virginia Beach won first place in the 2016 Digital Cities Survey

for its population category of 250,000-499,999 people. Organized

by the Center for Digital Government, the Digital Cities Survey

is an annual measure of city performance and innovation in using

technology, and serves to identify emerging best practices. This

year, the survey’s key objectives were to identify cities nationwide

that align their technologies with city goals; save tax dollars

through newfound efficiencies; boost transparency, cybersecurity,

and engagement; and innovate through unique and exciting projects.

The survey, submitted by the Department of Information Technology, provided details on

many of the City’s recently implemented technology-based projects such as the Integrated Public

Safety Program and Public Safety Radio Replacement; Transatlantic Subsea Fiber Optic Cable

Systems; Next Generation Network, Open VB and Open Budget, and Virginia Beach Property

Search Tool. The Digital Cities designation recognizes these initiatives that have been put into

place to improve city services for residents.

According to the National Fire Protection Association,

three out of every five home fire deaths resulted from fires

in homes with no working smoke alarm. While most homes

today are equipped with smoke alarms, there are still a

number of “at-risk-communities” where you will find people

who just do not have the resources to install smoke alarms in

their homes.

The Virginia Beach Fire Department partnered with the American Red Cross, as part of their

Home Fire Safety Campaign, to provide and install smoke alarms in 73 homes in the Colony

Mobile Home Park located near the oceanfront. VBFD and Community Emergency Response

Team (CERT) volunteers distributed and installed the alarms. They also checked smoke alarms

in homes already equipped with the devices to make sure they were less than 10 years old and

batteries were charged.

One of the biggest and best Veterans Day parades in the area will take

place on Friday, Nov. 11, starting at 9 a.m. at 16th

Street and Atlantic

Avenue, and ending at the Tidewater Veterans Memorial at 19th

Street, across from the Virginia Beach Convention Center. Immediately

following the parade, a formal ceremony will be held with military and

civilian honors to the Veterans.

Additionally, the Inaugural USCAA Veterans Day 5K Run/Walk

will start at 2 p.m. at the Virginia Beach Sportsplex. In coordination

with Vethouse, the United States Collegiate Athletic Association (USCAA) is proud to donate

all proceeds from the run/walk to not only honor our veterans, but also help Vethouse

accomplish its goals in serving homeless veterans in Hampton Roads.
