    A regular m ee t ing of the Pensacola Ci ty Council was held on Sep tem be r 26 , 20 13commencing at 5:30 P.M., with City Council President P. C. Wu presiding. Council Memberspresent were Jewel Cannada-Wynn, Charles Bare, Larry B. Johnson, Sherri Myers, Megan B.Pratt, Brian Spencer (left 7:30), Andy Terhaar, and Gerald Wingate. No members were absent.Mayor Ashton J. Hayward, III was also in at tendance (from 6:0 0 until 8:00).

    C O U N C I L P R E S I D E N T W U : Called the meeting to order and called on AssociatePastor Lendell Ballenger of Jubilee International Ministries to give the invocation and CouncilMember Wingate to lead in the Pledge of Allegiance.

    (Invocation was given and Pledge of Allegiance was recited.)B O Y D FO R U M :

    M R . M A R L IN M U E L L E R : Addressed Council regarding security at City Hall andthat he was told citizens may not access the 7 th floor. He indicated he will be making a publicrecords re quest for the M ayor's policy on access to City Hall.

    M R . B I L L Y O U N G : Made comments regarding the recent public meeting onproposals for the (former) Bruce Beach site indicating he is opposed to the proposal for a fishhatchery but favors other com ponents pre sented such as a pro jec t g reenshores .

    M R . O R V IN D J O H N S O N :ddressed Council presenting his ideas (onposterboard) for the relocation of the Three-Mile Pensacola Bay Bridge.COUNCIL PRESIDENT WU: Made follow-up remarks to Mr. Johnson encouraging

    him to address the Florida-Alabam a Transportat ion Planning Organization (TPO).That concluded this segm ent of Boyd Forum .

    Brief follow-up discussion took place regarding the action just taken by Council.During discussion it was noted that there were additional speakers whom did not get anopportunity to address Item 8 once the substitute motion was on the floor and passed,therefore it was clarified those individuals may address the issue in Boyd Forum at the end ofthe meeting.
