SECTION 1

SOLUTION OVERVIEW Motorola is pleased to present the City of Milpitas a proposal for supply and deployment of Dispatch Consoles, APX Subscribers, local NICE logging solution, and a Fire Station Alerting (FSA) system,. The solution will be deployed at several locations: Police Department (PD) Dispatch Center, EOC, Department of Public Works (DPW) and four (4) Fire Stations.

The outline of each of the solution components is given below:

Dispatch Consoles – this part of the proposal includes:

o PD Dispatch Center - six (6) MCC7500e Operator Positions to replace

Milpitas’ existing operator positions. Additionally, five (5) APX 7500 Consolettes and an APX1500 Control Station (Fire Station Alerting) are being proposed. The Dispatch Console system will be connected into the SVRCS ASTRO 25 Master Site via the trunking system’s IP transport network

o DPW, EOC, Fire Stations – this proposal also includes five (5) additional

APX 7500 Consolettes, fourteen (14) MC1000 Desksets and three (3) MC2500 desksets distributed throughout the four Fire Stations, DPW and the EOC. This proposal also includes four (4) PA amplifiers to replace existing units at each of the Fire Stations and 2 PA amplifiers for the PD to replace the existing PD amplifiers.

o Local NICE Logging Solution – The local NICE logging solution will record

the local telephony audio and the local conventional audio in use within the City of Milpitas. This solution will provide a playback station to create logging scenarios by accessing the recorded trunked audio from the SVRIA centralized logging recorder and the telephony and conventional audio recorded at the local logging recorder in a single file that is time synchronized.

APX Subscribers – for the radio system users, this proposal includes 100 APX 8000

Portable radios and 62 APX 8500 Mobile radios (22 for surveillance, 31 for patrol cars, 3 for Command Van, 5 for motorcycles and 1 for BearCat. The proposal also includes compatible chargers and other accessories.

Fire Station Alerting – the FSA solution is based on the Locution PrimeAlert Central

Server System including PrimeAlert Radio PTT (Push to Talk). The solution is designed for four (4) Fire Stations (3 core, 1 EZ-zone) and also includes backup server and software licenses for backup site including automated fail-over.

SECTION 2

DISPATCH CONSOLES Each of the Dispatch Consoles solution components are described in the sections below.

2.1 MCC7500E DISPATCH CONSOLES The MCC 7500e Dispatch Console is a mission critical IP command and control solution designed to ensure optimal quality audio and reliable communication. Console positions are connected directly to the IP network which supports communication with both trunked and conventional radios. Each console is centrally configured and managed from the network manager. The MCC 7500e console offers mobility and versatility at a reduced footprint compared to the MCC 7500e console. The MCC 7500e is offered in a small form factor PC. The MCC 7500e also provides redundant NIC Cards for a redundant LAN configuration.

The MCC 7500e console delivers true wire-line capability including Console Priority to give dispatchers immediate access to a talkgroup or conventional channel.

The MCC 7500e requires no external voice processing hardware (VPM hardware) to perform dispatch operations. Audio vocoding and encryption are performed under the Windows Operating System. The MCC 7500e supports software based end-to-end encryption. The reduced hardware configuration is ideal for installation in limited spaces.

The MCC 7500e Console system for the City of Milpitas consists of the following equipment:

2.1.1 Console Logging

Motorola has partnered with NICE Systems to provide a highly-reliable, robust logging solution that can be tailored to meet the demanding needs of mission-critical entities. The MCC 7000 series dispatch console system proposed to the City of Milpitas includes a logging recorder subsystem that enables the recording of local analog and telephony and replay of trunked audio that is recorded at the SVRCS Master Logger and other information associated with real-time conversations over the network. These capabilities will provide the City of Milpitas personnel with clear audio and enough information to easily understand the context and content of any recorded transmission. This proposal includes an analog channel logging recorder capable of recording 43 simultaneous conversations, as follows: 16 Analog Radio Licenses, 8 Analog Trunks, 6 Analog Dispatch Consoles using Contact Closure for Vesta, 13 x VoIP Cisco Investigator Sets (Phone Set Model# Required) via Passive VoIP using SPAN ports to capture RTP packets for each deskset using static IP addresses. In addition to recording audio, the logging recorder has the ability to capture the following information if provided by the source data:

Channel information.

User identification such as unit ID and alias.

Call type such as Radio Call, Telephone Patch Call, Emergency Call, etc.

This information is available for display to the user upon playback, and can be searched by the user in order to retrieve the desired call.

The logging recorder’s capacity is based on the number of radio transmissions it needs to record simultaneously, not on the number of channels that it will record.

A call can be saved either as a complete call (audio and any information associated with the call) or as a simple .wav file. Files saved as complete calls must be played using the Scenario Replay application included with the logging recorder. Files saved as .wav files can be played on any application that supports them.

NICE Inform (Professional) – Playback and Incident Management

NICE Inform Professional is a full-spectrum incident information management solution that captures, consolidates, manages, and analyzes incident information from multimedia sources for faster incident reconstruction, greater insight and improved response. NICE Inform is a browser-based application suite for organizations that pieces together calls in a highly visual and intuitive way; all laid out in a time sequence on a graphical display. It is a modular suite of applications comprised of:

Reconstruction Module – Provides the ability to search, display, replay, and save the

analog, digital, VoIP telephony, radio audio, and other multimedia data that has been saved within the system. The Reconstruction Module allows the user to perform extensive searches for the recorded multimedia elements they wish to review, organize, manage or distribute later in the application. The search function within the Reconstruction module includes several powerful features and enables the user to utilize all search parameters and criteria captured by the Inform application and associated recording platform. Users can search by items such as call duration, caller ID, specific recorded resources, annotations/bookmarks, user ID and extension, to name but a few of the search criteria available.

Saved searches (private and public) – Once a search has been defined this can then be saved as a search that may be used again at a later date. Searches can be made available to other Inform users by making them public or specific to the user that created them by assigning them as private.

Filter and pinpointing incident information – A search may be further defined by the use of the filter tool which applies additional filter parameters against the search results displayed within the graphical and text results fields.Organizer Module - Organize and manage audio

files as well as other media files (such as photos, video, etc.) in a secure folder. Also provides digital authentication of files and a Media Player for exporting recordings in a secure manner to third parties.

Organizer is an advanced incident data management module. Authorized users can transfer multiple recordings from connected recording servers into Incident folders where they can be managed. Access to incident folders is controlled on a per user account and tracked. The incident storage area is independent from the normal recording storage area and provides online accessibility to these recordings that are digitally replicated from the recorder that captured them. Recordings that are stored within an incident folder can be displayed and replayed with the same flexible user interface as in the Reconstruction module. Related files can be added. Organization of Incident Information in Folders – This provides a central location where all the incident recordings and related information are stored. This saves time and reduces errors, as users can refer to one location for all incident information rather than to multiple sources. Incidents can be accessed from any workstation. An authorized user, who has been granted the appropriate access privileges, can refer to the folder quickly and save time and effort in reconstructing the incident audio again. User privileges to access specific incidents may be independently defined for each incident.

Incident search panel - The incident search panel within the Organizer module will search for previously defined incident folders that are available within the Organizer module. There are a number of search parameters from which the user can search and once the search has been run a list of incident folders matching that criteria may be individually selected if the user has the appropriate access to that folder.

From this panel the user may also create a new folder (using a wizard based approach) and retrospectively add recordings that have been searched within the Reconstruction module.

Incident retention – If a retention period is added to an incident it means that a user is unable to delete it within this period and that it is only available for deletion once this period has ended. This may be applied at the point of incident creation or by editing an existing incident.

Incident import/export – Once an incident has been exported, the user may import the incident into another NICE Inform system or back into the original system at a later date. This, therefore, allows the user to store an incident outside of the NICE Inform system and utilize its contents to combine with contents of another incident within another Inform system. Equally the Inform system is able to import an incident from a previously exported incident folder.

Incident authentication – This tool will allow the user to understand if the contents of an incident have been modified or deleted from when the files were first added to it. This is usually used when a user wishes to authenticate an incident prior to exporting it.

Distribution Authentication – When recordings are distributed they are saved as files in a folder that is given the name of the distribution. To authenticate a distribution, the user opens the authentication dialogue and selects the relevant incident distribution folder. The

distribution is then checked and the results of the verification, including any differences, are then reported to the user.

Monitor Module - For Supervisor visibility to real-time communications in the call center.

The Monitor Module provides near real-time monitoring of multiple channels and automatic Recent Call Replay (RCR) of the last call on a selected channel.Verify Module - enables

instant replay of the last recordings over a search period.

Administrator applications - includes system administrator, user administration, and audit

applications.

MCC7500e Long Term Logging Port

Long term audio recording is used to record a portion of the inbound and outbound audio present on a specific dispatch console. These recordings are typically archived for long-term storage, and provide a historical record of the radio communications made at a given dispatch console.

The long term logging port allows an external logging recorder to be connected to a dispatch console. The audio that appears on this output is configurable, but is typically the audio that was transmitted and/or received at that dispatch console.

The configuration of audio to be presented at this port is tied to the physical dispatch console, so that no matter what user is logged into the console, the same type of audio is logged. The long term logging port can be configured to log any combination of the audio sources listed below:

Audio received from the currently selected radio resources (note that the level of this audio is not affected by either the individual volume setting of the radio resource or the master volume control on the speaker or headset jack).

Microphone audio being transmitted to the currently selected radio resources by this dispatch console user.

Any tones generated by the dispatch console that appear in its speakers (trunking tones, emergency tones, etc.).

Tones generated by an external paging encoder.

Note that this output may be used with an instant recall recorder as well as a long term logging recorder.

2.1.2 Conventional Channel Gateway (CCGW)

Conventional channels are much more integrated into the trunking systems than in previous radio – console configurations. The zone controller manages conventional channels in a manner similar to how it manages trunked talk groups. The physical interface to the analog conventional stations also changes from previous radio systems.

Doing this provides two key benefits:

1. It allows the conventional audio to use the same transport network as the trunked audio. 2. It reduces the number of individual interface devices in the radio system.

The portion of the router hardware and software that supports the conventional stations is called the Conventional Channel Gateway (CCGW). Conventional Channel Gateways (CCGWs) are used to interface analog and ASTRO25 conventional channels to the ASTRO 25 radio system infrastructure. CCGWs provide 4-wire analog interfaces for analog channels and V.24 and IP digital interfaces for ASTRO 25 conventional channels.

The high density version of the ECCGW contains eight analog ports and eight V.24 ports plus an Ethernet port. Up to sixteen conventional channels can be connected to the analog and V.24 ports. The sixteen channels can be mixtures of analog, MDC 1200, ACIM Link, digital or mixed mode. In addition to the sixteen channels connected to ports, up to sixteen IP based channels can be supported. This brings the total number of channels supported on the high density version to thirty-two.

Motorola is providing the Enhanced Conventional channel Gateway (ECCGW) to allow for the MCC7500e to interface to Milpitas’ existing analog channels.

2.1.3 Conventional Site Controller (CSC)

The CSC allows dispatch console users to continue to access and control local conventional channels if connectivity to the radio system’s controller is lost. This mode of operation is often called “fallback operation” or “site conventional operation”. All dispatch consoles, archiving interface servers and CCGWs continuously monitor their connections to the radio system’s controller. If they detect that the connections have failed, they check their configuration data to see if a CSC is present in their console site. If a CSC does exist, they will automatically switch over to it. Any archiving interface servers located at the console site with the CSC will also continue to record calls on local conventional channels.

2.1.4 Auxiliary Inputs/Outputs

The SDM3000 RTU is used to support most dispatch console Aux I/O needs. The SDM3000 RTU is rack mountable in a standard 19 inch rack and is one rack unit high. SDM3000 RTUs can be physically located at console sites, trunking RF sites or analog conventional RF sites. The dispatch consoles and RTUs communicate with each other across the radio system’s IP transport network. This allows much greater flexibility in putting Aux I/Os where they are needed.

The SDM3000 RTU (Table 2-1)) is capable of supporting up to 16 outputs and 48 inputs. Expansion chassis (each being the same physical size as the SDM3000 RTU) can be added to increase the number of inputs and outputs as follows:

2.1.5 Additional MCC 7500e Console Dispatch System Features

The MCC 7500e is a feature-rich, modular platform that has been configured to maximize the utility of the system to your unique needs. The following sections provide discussion of the key MCC 7500e IP Dispatch Console features.

2.1.5.1 Integrated with the ASTRO 25 Network

The MCC 7500e IP Dispatch Console is seamlessly integrated into the ASTRO 25 Mission Critical Trunking Network. The console connects directly to the SVRCS Master Site via an IP backbone. This IP approach eliminates the need for space-consuming backroom electronics. All dispatch activity is performed over IP. The physical space needed to accommodate the MCC 7500e console position is no more than required for a personal computer.

Both trunked talk groups and conventional radio channels can be accessed and controlled from one MCC 7500e IP Dispatch Console over the same network, thus reducing overall transport costs. All conventional resources become shared resources within the ASTRO 25 network, reducing the need for duplicate fixed network equipment.

Six (6) screen configurations (folders) for added resource capacity, for shift changes, or for differing radio dispatch scenarios and/or responsibilities.

2.1.5.3 Centralized Network Configuration and Fault Management

Centralized configuration is a unique MCC 7500e IP Dispatch Console feature that speeds console set up, enhancement, or expansion efforts and makes the most efficient use of resources.

Configuration of the MCC 7500e IP Dispatch Console positions is accomplished via the User Configuration Manager (UCM).

There is no need to separately maintain or manage configuration databases solely for the radio dispatch equipment.

Redundancy and potential errors from entering radio IDs and other data at multiple locations are eliminated.

Console configuration changes are immediately and automatically distributed to radio dispatch positions.

Call traffic and performance reports for each console can be generated from the Network Manager.

Historical reports can assist in making informed decisions regarding radio console changes for optimal effectiveness and efficiency.

Centralized fault management allows reduced service times, and quicker resolution of issues.

The MCC 7500e IP Dispatch Console is designed to continuously monitor its application software and important hardware elements to make sure it is operating efficiently at all times. Network connections and control paths between the consoles and various elements are also monitored to make sure they are operating efficiently.

2.1.5.4 Mission Critical Audio and Tones

The MCC 7500e IP Dispatch Console is designed:

To minimize the impact of any momentary glitches in IP audio packet delivery.

With Robust error mitigation methods in place so call audio is not degraded even when the system is heavily loaded in a crisis. This improves dispatcher accuracy to minimize communication errors and repeated transmissions.

To optimize the quality of tones sent to the radio users to improve the accuracy of their interpretation and response. Special protocols are used in the MCC 7500e IP software to enhance the quality of Alert Tones and Channel Marker tones used in trunking, which can be subject to distortion from the Project 25 IMBE vocoder.

2.1.5.5 Reliability and Availability

The MCC 7500e IP Dispatch Console and services are optimized for real-time audio, essential for mission critical operations. The MCC 7500e is designed to prioritize emergency calls over other traffic. Queuing of voice is kept to a minimum and calls are transmitted in 450 milliseconds or less.

For added assurance of reliable communications, MCC 7500e IP Dispatch Console sites support:

Redundant WAN links on ECOMM to the master site.

A Conventional Site Controller is used to ensure conventional channels remain operational.

2.2 APXTM 7500 PROJECT 25 CONSOLETTE The APX 7500 Consolette provides a low-cost, mid-power wireless dispatch solution as an ideal complement to a modern P25 dispatch center. Equipped with leading edge P25 Phase 1 & Phase 2 TDMA technology and multiband interoperability, the APX 7500 Consolette can also be used as an emergency backup station when infrastructure is offline, or for wireless access to different system types for increased interoperability between agencies.

The APX 7500 Consolette’s dual-band P25 operation and compatibility with legacy systems ensures that communications are clear, continuous, and coordinated across multiple users, agencies, and systems. Some of its standard features and benefits are identified below:

Multiband Operation in One Radio –The APX 7500 Consolette delivers the

convenience of two radios in one while maintaining APCO TIA receiver specifications. 2.3 APXTM 1500 PROJECT 25 CONTROL STATION

The APX1500 control station is proposed to enable the failure mode scenario for the Fire Station Alerting System. This control station will be programmed with one talkgroup, the primary talkgroup used to alert the fire stations. This configuration will ensure that the alert is not missed at a fire station due to being on the wrong talkgroup.

Durable and compact, the APX 1500 mobile is a budget-friendly, P25 Phase 1 and Phase 2 solution that provides seamless interoperability and extended range. The APX 1500 is engineered so that Milpitas personnel can be connected wherever the mission takes them. With its compatible APX O2 Control Head, rugged construction, and easy installation, the APX 1500 is the ideal solution for users who require quality P25 functionality in a compact, cost-effective mobile radio.

2.5 DPW OPERATION There are a couple of methods for DPW to send signals to public safety dispatch:

1. The orange emergency button will alert any radio or dispatch console that is monitoring this talkgroup.

2. The DPW operator can use the trunking Call Alert feature to alert a specific dispatch position. Once the Call Alert has been sent, they can communicate through the radio which will go through either the select or unselect speaker at that dispatch position, depending on what talkgroup that dispatch operator has selected.

Motorola will install a solution to activate the alert system at the DPW building. Motorola proposes to provide a consolette and DTMF decoder that will activate a relay when the proper DTMF code is received on the talkgroup. This relay will interface to the existing alert system that is provided by the City of Milpitas.

DPW users can send signals to Fleet office by entering the DTMF code from the keypad while simultaneously keying the PTT of the radio. This code will be sent over the talkgroup and be decoded by the DTMF decoder at the consolette which will close a relay and activate whatever is currently connected to it. Both the consolette and the field radio have to be on the same talkgroup in order for the ringdown to work.

DPW users can ring down other radios using the trunking Call Alert feature.

Adaptive dual-sided operation uses beam-forming technology to allow the radio user to speak into either side of the radio. Adaptive noise suppression adjusts the audio algorithm to cancel out the background noise as it changes in the radio user’s environment. Adaptive speaker equalization automatically adjusts the 3-watt loud speaker settings based on volume selection to optimize sound for the talker’s authenticity and speech intelligibility at low or high volumes. Adaptive Windporting engages a third microphone to cancel out wind noise.

Comfortable Design – This compact, rugged, and secure radio has been made with the

user’s comfort in mind. The familiar look and feel of the APX 8000 was modeled after Motorola’s award winning APX 6000 radio design, and enhanced with the RF band access of the APX 7000. A flexible all-band antenna bends easily while the radio user is moving around on the job, ensuring the antenna never gets in the way of doing their job.

Rugged, Robust, and Reliable Design Features – The APX 8000 portable radio is

ready for unpredictable environments by incorporating the most durable features to ensure radio functionality. Water-Tight Seal protects the radio’s interior from water intrusion, even if the outer housing is breached, with a shock-absorbing aluminum alloy endoskeleton. The IP 68 standard rating ensures that the APX 8000 can withstand 2 meters of water submersion for 2 hours. The Delta-T option can be added on to this radio to ensure it can withstand 2 meters of water submersion for 4 hours. Drop-Resistant Dual Battery Latch protects the radio from resetting, powering off, or ejecting the battery upon impact from being dropped. Tempered Glass Display protects the radio’s color display user interface from scratches, impact, and pressure.

Secure Communications – The APX 8000 is designed to secure and protect voice and

data information from unwanted intruders. Multiple Hardware Encryption Algorithms (ex: AES, DES, ADP with up to 128 keys) ensure that sensitive information stays protected from scanners and eavesdroppers. Over-the-Air Re-Keying (OTAR) offers the ability to efficiently rekey and update encryption keys of fielded radios over time. P25 Radio Authentication ensures that only valid users can access the system and all sensitive information. Two-Factor Authentication allows users to securely log in to query databases.

Batteries and RSM – The APX 8000 radio includes as a standard feature a 3400mAh

battery. In addition, this proposal includes an additional, spare, 3400mAh battery, plus a PMMN4069 remote speaker mic, per radio.

multiple control heads, with four different wired locations. There are five control heads available for the APX 6500: the O2 Rugged Control Head, O3 Handheld Control Head, O5 Standard Control Head, O7 Enhanced Control Head, and 09 Integrated Control Head. Dual control head support is offered for the O2, O5, and O7 control heads.

Motorola is proposing the O3 Control Head for all unmarked vehicles, admin and traffic trucks. The O5 Control Head is proposed for all patrol vehicles and command vans, with 1 command van set up for dual-O5 Control Heads. Motorcycle configurations will also include the O5 Control Head.

Motorola Solutions Confidential Restricted Fire Station Alerting 4-1

SECTION 4

FIRE STATION ALERTING Motorola is providing phase 1 of the Fire Station Alerting System for the City of Milpitas as described below with this proposal. Phase 2 consists of implementing the visual alerts at fire stations 1, 2, and 4 that weren’t implemented in Phase 1 and modifying the manual switchover at the prime site to automatic switchover. Phase 3 consists of implementing the visual alerts at fire station 3.

The Phase 1 solution for the Fire Station Alerting system proposed by Motorola provides a network based alerting system for each of the four fire stations. It includes a radio backup solution in the event that the networking between the dispatch center and one or more of the fire stations fails. This redundant radio backup system is required to be NFPA 1221 and 1710 compliant. The prime site consists of redundant servers with manual switchover which requires a technician to reconfigure the server configuration including changing the IP address of the devices. The fire station talkgroup traffic will be present throughout the station at a preset volume that cannot be adjusted. This solution includes a day/night switch to eliminate the audio during the night except when an emergency comes through. The proposed fire station alerting system includes:

4.1 CENTRAL LOCATION Prime Alert Central Server: The Fire Station Alerting prime system. It provides a

backup server and licenses with manual failover.

Prime Alert Radio PTT: The Fire Station Alerting radio backup system. This solution

provides a radio backup to the primary IP based FSA solution. If the network goes down between the prime site and a fire station, the Prime Alert Radio PTT will provide the alert through the radio system via DTMF tones.

CAD Interface to the TriTech CAD system. TriTech will have to write to this interface.

This proposal does not include any equipment or labor required by TriTech to connect to this interface.

4.2 FIRE STATIONS Fire Station 1

EZ Zone alerting solution: The EZ Zone alerting solution provides the ability to alert

specific rooms/bedrooms within a fire station as opposed to alerting the entire fire station. Fire Station 1 consists of eight bunk rooms that can each be alerted individually in primary operation. When the system is using the backup radio solution, the entire station will be alerted when an alarm occurs. The Fire Station 1 EZ Zone system includes:

4.3 FSA EQUIPMENT DESCRIPTIONS Locution Enclosure & Relays: The enclosure will house a relay PLC, they will allow up to

8 relay activations at each station (ie to turn on/off stoves or open/close bay doors, etc). The line of demarcation will be at the relay and any hardware needed to turn appliances on/off or open/close a bay door would be the responsibility of the City of Milpitas.

Radio Interface Unit (RIA30): The RIA30 is used as a back-up in case of a network failure

and the IP based Locution alerting is down. The control station radio at each station is connected to the Locution Intelligent Audio Switch (located near the amplifier) to switch from IP based alerting over PA to radio over PA.

Night Vision Illuminator Switched (Optional): Wall-mounted

ultra-high-efficiency red LED lights illuminate hallways and egress areas after dark. Lights wash the entire hallway with monochromatic red light for optimal visibility after dark.

6.2 ASSUMPTIONS

6.2.1 Consoles

Motorola is making the assumptions that the MCC 7500e dispatch center will connect to the new SVRIA Master site.

AC power and battery backup for all sites is provided by Milpitas.

Redundant link connectivity on ECOMM is required and provided by Milpitas. The Motorola demark should be located in the equipment room.

The SVRIA ECOMM committee will allocate the link connectivity. Milpitas must coordinate the link requirements with the ECOMM committee.

Existing antenna lines at the Police Dispatch Center are assumed to be in good working order and able to be re-purposed for use to connect Dispatch Center consolettes to a new 7/800MHz antenna provided via this proposal.

Existing antennas and supporting connecting lines at the four fire stations are in good working order and able to be used to support UHF connections to the dual-band AXP7500 consolettes proposed for each fire stations.

All work is to be performed during normal work hours, Monday through Friday 8:00 a.m. to 5:00 p.m.

6.2.2 Subscribers

Motorola has included initial radio programming in this proposal. It is based on a “one-time only” programming approach.

Motorola has also included the removal of existing mobile radios and installation of the newly supplied mobile radios.

Installation of mobile radios on motorcycles is not included in this proposal.

Command van radios will be mounted on the cabinet wall next to the desktop in the command van. The control heads will replace the existing Harris heads. One radio is Dual head so the second CH will replace the one under the front dash.

Headsets and footswitches for command van have not been included in this proposal.

Subscriber training for the supplied radio models has been included in this proposal.

Milpitas is responsible to configure, manage, and control their fleetmap database.

Motorola has included the development of new templates/codeplugs limited to a maximum of 10 templates.

Milpitas personnel will distribute the portable radios to end users.

6.2.3 Fire Station Alerting

Customer must provide network connectivity between the central server and PTT PCs, in order for the system to be functional.

It is the responsibility of the Customer to ensure that the present speaker and speaker wire audio system allows clear, accurate and understandable voice dispatch information to be delivered over this system.

The speaker volume will be set at a preset level that cannot be adjusted. Milpitas fire can use the day/night switch to disable the speaker audio at night and still allow the alerts to be passed through.

It is the Customer's responsibility to assure 120V power exists within 6' of all station enclosure(s), amplifier(s), and monitors/zone tracker(s).

Fire Stations’ speakers and speaker wires are in a working condition. Motorola will test the speakers and speaker wire. If we discover a problem, the City of Milpitas can resolve the problem, or Motorola can provide a change order to resolve the problem.

Includes Locution side of Locution/CAD interface. Customer is responsible for contracting with CAD vendor for CAD side of Locution/CAD interface.

Includes full operation and technical training (WebEx).

6.3 PROJECT SCHEDULE The estimated time for completion of the project is 10 months from Project Kickoff through Final Project Acceptance. A more detailed project schedule version will be prepared by the Motorola's assigned Project Manager during the Detailed Design Review, and then reviewed and approved by Milpitas.

6.4 ACCEPTANCE TEST PLAN System Acceptance of the proposed solution will occur upon successful completion of a Functional Acceptance Test Plan (FATP), which will test the features, functions, and failure modes for the installed equipment in order to verify that the solution operates according to its design. This plan will validate that Milpitas' solution will operate according to its design, and increase the efficiency and accuracy of the final installation activities.

Motorola has provided a sample Acceptance Test Plan in the relevant section further in this document. A detailed FATP will be developed and finalized during the Design Review.

6.6 MAINTENANCE Motorola will provide maintenance services per the existing SVRIA Contract terms and conditions. The maintenance services for the dispatch center specific to the City of Milpitas are provided through an agreement between the City of Milpitas and the SVRIA. The SVRIA will cover the maintenance services and system upgrades for the P25 radio network, dispatch consoles, and the centralized logging recorder starting July 1, 2019 for a period of 10 years (for the City of Milpitas).

This maintenance does not cover the local logging recorders at the dispatch center that log the local conventional audio, the local telephony, and the dispatch position audio or the Fire Station Alerting system. Quotations for the annual price for the maintenance for the NICE logging recorder and Fire Station Alerting is provided in the pricing section and is subject to mutually agreeable terms and conditions.

The maintenance package for the local NICE logging recorder provides phone support and on-site support 24 hours per day, 7 days per week for priority 1 issues. All other issues are supported 8 hours per day, 5 days per week. When an issue arises, the City of Milpitas will call the support center at Motorola who will then engage the proper team to respond to the problem. The call back response time for priority 1 issues is 60 minutes. The on-site response time for priority 1 issues is 4 hours.

The maintenance package for the Fire Station alerting system provides phone support 24 hours per day, 7 days per week. When an issue arises, the City of Milpitas will call the support center at Motorola who will then engage the proper team to respond to the problem. The call back response time for priority 1 issues is 60 minutes. The on-site response time for priority 1 issues is within the next business day.

1. DESCRIPTION

Call Alert Page allows a subscriber/dispatcher to selectively alert another radio unit. The initiating subscriber/console will receive notification as to whether or not the call alert was received. Units receiving a Call Alert will sound an alert tone and show a visual alert indication. The display will also show the individual ID of the initiating subscriber/console unit.

7.1.3 Talkgroup Patch

1. DESCRIPTION

Talkgroup Patch allows a dispatcher to merge several talkgroups together on one voice channel to participate in a single conversation. This can be used for situations involving two or more talkgroups that need to communicate with each other. Using the Patch feature, the console operator can talk and listen to all of the selected talkgroups grouped; in addition, the members of the individual talkgroups can also talk or listen to members of other talkgroups. Patched talkgroups can communicate with the console dispatcher and other members of different talkgroups because of the "supergroup" nature of the Patch feature. NOTE : If "secure" and "clear" resources are patched together, one repeater for each mode may be assigned per site.

1. DESCRIPTION

The Talkgroup Call is the primary level of organization for communications on a trunked radio system. Dispatchers with Talkgroup Call capability will be able to communicate with other members of the same talkgroup. This provides the effect of an assigned channel down to the talkgroup level. When a Talkgroup Call is initiated from a subscriber unit, the call is indicated on each dispatch operator position that has a channel control resource associated with the unit's channel/talkgroup.

8.3 MAINTENANCE PRICING SUMMARY Motorola has provided pricing for the Maintenance services for the proposed NICE logging recorder components and Fire Station Alerting (FSA) solution for a period of 10 years after the expiry of 1 year standard warranty for those elements. The pricing is subject to mutually agreeable terms and conditions.

8.4 PAYMENT TERMS Customer will make payments to Motorola within thirty (30) days after the date of each invoice. Customer will make payments when due in the form of a check, cashier’s check, or wire transfer drawn on a U.S. financial institution and in accordance with the following milestones.

System Purchase (excluding Subscribers, if applicable)

1. 25% of the Contract Price due upon contract execution (due upon effective date);

2. 60% of the Contract Price due upon shipment of equipment from Staging;

3. 10% of the Contract Price due upon installation of equipment; and

4. 5% of the Contract Price due upon Final Acceptance.

If Subscribers are purchased, 100% of the Subscriber Contract Price will be invoiced upon shipment (as shipped).

Motorola shall make partial shipments of equipment and will request payment upon shipment of such equipment. In addition, Motorola shall invoice for installations completed on a site-by-site basis or when professional services are completed, when applicable. The value of the equipment shipped/services performed will be determined by the value shipped/services performed as a percentage of the total milestone value. Unless otherwise specified, contract discounts are based upon all items proposed and overall system package. For invoicing purposes only, discounts will be applied proportionately to the FNE and Subscriber equipment values to total contract price. Overdue invoices will bear simple interest at the maximum allowable rate by state law.

8.5 CONTRACTUAL TERMS This proposal is based upon and subject to the terms and conditions of the contract between the County of Santa Clara on behalf of Silicon Valley Regional Interoperability Authority and its members and Motorola ('SVRIA contract'). The incentives offered are based on the SVRIA contract and subject to the terms and conditions of the contract. You may accept the proposal by issuing a purchase order consistent with the requirements of the SVRIA contract.

The maintenance services for the dispatch console are subject to and will be performed under the Long Term Maintenance Agreement between SVRIA and Motorola Starting on July 1, 2019.

APPENDIX 9.1 DISPATCH RACK DIAGRAM

One method to fit all the equipment in one rack is to use an eight foot rack as depicted below. Alternatively, the majority of the equipment will be located in one seven foot six inch rack and some equipment will have to be located in an existing rack. The police public address amplifiers will be located where they are located today and tie into the existing speaker wire.
