II. Progress Report

1. Safety Weekly Safety Meeting – Overaa

Reminder to follow safety precautions:

Sign in when arriving on the site,

Wear PPE must be worn at all times while visiting,

Please do not roam the site unassisted,

Constant changing site conditions

2. Operations Electrical Shutdown and Tie-In

Drawdown planning and Bypass to VVWRA

100% plans were signed October 23, 2012

Electrical tie in was completed successfully

Completed clarifier slab foundations

Assembled rebar and forms for clarifier side walls

Began pouring the clarifier side walls, 50% complete in north

Completed 12” piping between the clarifier and RAS

Worked on 6” RAS/WAS to MLSS distribution box

Began working on 14” piping between distribution box and biolac flow box

Erected the blower building

Roughed in conduit for screening

Worked on duct bank and pull boxes

I. General Approach This file has been updated. Green text represents an update to the minutes.

1. Meeting Planning Handed out today’s agenda, provide overview of the meeting approach.

There was no sign in today, the attendance list above represents meeting attendance correctly.

Megan Stanton is a new PERC Water employee in a project assistant role.

A site walk took place the morning before the meeting. Ken and Nathan walked the site with Nate Owen.

2. Updates Progress information

100% submittal has occurred. Completed items include the 100% plans, specs, structural calculations and technical memo. Items were with the City and on the Psomas site as of Friday the 5

th of October.

The October progress binder has been sent out electronically. It contains project pictures and schedule updates to represents a journal of the project.

The biolac basin’s cleaning contractor will be selected by November 4th. This will be a vendor contract at prevailing wage for APWA.

Both Nathan and John described a safe site at this time.

4. Old Business RFIs and Submittals.

PERC Water provided a large set of hard copy submittals to Nathan.

Ken asked that future uploaded submittals have the file’s labeled for easy reference. Erin agrees to implement the change.

Ted asked about a particularly important submittal. Stainless Steel for the Blower Building. (It has since been completed).

All RFI’s are current – At time of meeting. (New RFI’s have since been received re: Pea Gravel, 1200 Amp Breaker Install and Electrical Conduit )

5. Operations Electrical Shutdown and Tie-In – Will take place the night of the 17th/18

th.

We can allow up to 4 hours without power. Some flow will be bypassed to

VVWRA. A 2:00 AM go/no-go meeting will take place on the 17th.

Drawdown planning and Bypass to VVWRA. We can bypass no more than 12,000 gpm based on testing.

6. Schedule Project Schedule Update

4 Week Look Ahead Schedule from Overaa was included in the October progress update. There are several upcoming pours for the clarifier apron.

Ken described unexpected progress ahead of 100% plans submittal in relation to the bonus opportunities on the contract. These elements were known ahead of time and help the City avoid costs with VVWRA and RWQCB. PERC Water incurred rick by completing the items ahead of the plan completion.

IV. Additional Items

SCE grant application was submitted and the prospects are good. Can confirm actual award at a later date once higher certainty is achieved.

Next meeting will be Tuesday, November 13th. The Progress Report will still be

published on its normal schedule. Targeting the Monday before the first Tuesday of the month.

Concrete saddles attached to the top of the existing concrete revetment willeventually settle and cause the revetment to crack, which will ultimately putthe thin-walled SS header under stress. Another possible solution (whichwill require discussion with the Geotechnical Engineer) would be to notchout the revetment at the locations of each saddle and pour individualfoundations for the saddles (similar to what is shown in the plans for themooring posts). Please revise RFI/sketch with foundations, or install perplan.

PACE - RM10/30/12

Sheet M-2.2 calls for the new SS Air Piping to be mounted to the existingmooring post. Overaa proposes to change this installation to concretesaddles that would be doweled into the existing lining. (See AttachedDrawings) Please advise if this change would be acceptable.

Spec Section 03300 3.2 C calls for 6'' of pea gravel mix at the bottom of thewall placement. Only placing 6'' of pea gravel mix is very time consumingand the potential of a cold joint is very high. Most pea gravel mixes havemore rocks than a normal concrete mix which could cause a greater chanceof rock pockets at the waterstop. Overaa proposes to eliminate thisrequirement and place the wall with structural concrete. If the engineer stillwants the pea gravel mix, we propose to place the first lift at 2 feet orchange the pea gravel mix to a grout mix. Please advise.

The proposed plan to move the 14-inch internal recycle lines above the16-inch SS header is acceptable; however, the following shall also becoordinated with the proposed change:

1. The 14-inch PVC pipes shall transition to DIP (min 10 LF DIP, centeredabove header) at each of the crossings above the 16-inch SS header toallow for protection against heat from the headers.2. Verify the installed conditions for the 14-inch pipes does not create newhigh or low points along the lines, where combo air release valve(s) orcleanout(s) would need to be installed.3. Pipe trench, bedding, and backfill shall be installed in accordance withthe project specifications, and per the pipe manufacturer's instructions.

PACE - RM10/30/12

The new profiles on Sheet C-4.2 for the 14'' Recycle Lines has increasedthe depth of the lines to a point that we will need to use hydraulic shores orbench the embankment to install the lines. Overaa is very concerned that ifwe have to dig this far down, we will undermine the liner and possiblydamage the slope of the embankment. We have potholed all the existinglines and have worked with the Electrician to come up with a plan that willreduce this risk while allowing us to install all of the piping & conduit. (SeeAttached Drawings) Please advise if this plan is acceptable.

As shown, the proposed change is not acceptable.

Concrete saddles attached to the top of the existing concrete revetment willeventually settle and cause the revetment to crack, which will ultimately putthe thin-walled SS header under stress. Another possible solution (whichwill require discussion with the Geotechnical Engineer) would be to notchout the revetment at the locations of each saddle and pour individualfoundations for the saddles (similar to what is shown in the plans for themooring posts). Please revise RFI/sketch with foundations, or install perplan.
