Dear Mr. Yang and Members of the Selection Committee:

IDS Group is an award-winning multidiscipline architectural and engineering consulting firm with proven experience in providing building improvement services to public agencies and numerous cities in Southern California. A major portion of our firm’s practice is devoted to property renovation and rehabilitation, including compliance under the Americans with Disabilities Act (ADA).

IDS team integrates the factors that influence each project, communicating with the client throughout the design process to assure the client's goals and ideas are represented. IDS refines the schematic design and identifies, resolves, develops and addresses all the project specific details, systems, governing regulatory codes, preliminary cost estimate and construction criteria required to document the project for construction. Additionally, IDS is experienced in alternative and GREEN technologies, including solar energy and the design of LEED Certified buildings.

Project Understanding

IDS understand that the City of Azusa Light & Water Department (L&W) is seeking a qualified architectural firm to remodel the customer service lobby, improve safety and security for the employees, improve customer service walk-in area, as well as provide construction management services.

We understand L&Ws urgency in completing this project for the safety of its employees and customer’s. Many companies provide design services, but few have the proven track record of delivering projects as cost-effectively and smoothly as IDS. Our approach is unique due to our understanding of building structures and codes which regulate all aspects of even the most mundane task.

IDS’ Principal Architect, John Silber, AIA has over 30-years of experience in the architectural field with a specialty focus on tenant improvements. John is currently leading our team on similar projects for numerous Cities such as the City of West Hollywood, City of La Cañada Flintridge, City of Rancho Santa Margarita, City of Rancho Cucamonga among others. These projects comprise of a range of scope from specialty work for an interface between cloud based IT and audio system for simultaneous remote teleconferencing, expansion including the demolition of two conference rooms, maximizing cubicle count on the floor, to the conversion of the HR Department for the expansion into a secure suite.

IDS understands that our Proposal/ Qualifications is an irrevocable offer and will be valid for a period of ninety- (90) working days from the submittal of May 23, 2016. Additionally, we have included our fee proposal under separate sealed envelope as per the RFP/Qs requirements.

Throughout our 50+ year history, we have been involved in numerous tenant improvement projects for institutional buildings all over Southern California. Civil Engineering: Established in 1991 our civil engineering department offers a wide array of expertise and experience, specializing in providing planning and entitlement, civil engineering, surveying and mapping, construction survey, LEED, sustainable design, construction administration, and traffic engineering services. Structural Engineering: Our structural engineering division is a recognized leader in the design, assessment, review, and retrofit of buildings. The depth of our work includes the design of new buildings utilizing steel, concrete, and masonry, the assessment and retrofit of numerous buildings of all sizes, the evaluation and repair of distressed structures, peer and plan review, constructability review, and forensic engineering. Our team has been honored by the Structural Engineers Association of Southern California (SEAOSC) with over 20 “Excellence in Structural Engineering” awards for innovative and outstanding design.

Mechanical and Plumbing Engineering: The mechanical engineering division is comprised of professional engineers and designers who are experts in the fields of heating, ventilating, air conditioning, plumbing, piping, and fire protection. We have provided design services for HVAC, plumbing, and fire protection systems for countless public projects and facilities. These projects encompass new construction, retrofit, modernization, and expansions of facilities.

Electrical Engineering: The electrical engineering division of IDS has provided quality professional electrical engineering services to public and private clients. Our electrical engineers have extensive experience in a wide variety of projects and in the preparation of engineering studies, analyses, plan reviews, preparation of drawings and specifications for new construction projects; construction cost estimates; field investigations; concept studies; reports, and post-construction support for electrical engineering projects.

Program | Construction Management: IDS Group provides program | construction management (PM|CM) services from initial planning through design and subsequent construction completion for public agencies, private developers, and special districts. Our in-house staff has experience in managing large-scale residential, industrial, and commercial projects throughout California, which has provided us with the experience working with multiple government agencies tha may have project jurisdiction.

For the purposes of this proposal, we have provided project profiles in line with the typical project type, as identified in the Statement of Work. Some projects serve multiple project types.

As-Needed Architectural Services, CalOptima Orange, CA

CalOptima has a continuous need for professional architectural and engineering services for a variety of projects. These projects comprise a range of scope for Tenant Improvement (TI) work. CalOptima selected IDS to procure these services on an as-needed and as-requested basis.

IDS is currently providing Tenant Improvement services for Project 1, Four Floors:

1st Floor Board Meeting Conference Rooms (Bidding)

Specialty work includes design for an interface between cloud based IT and audio system for simultaneous remote teleconferencing into three conference rooms. Remodeling of the Audio/ Visual Control Room to facilitate upgrade to the existing sound recording systems for the connecting conference rooms. The new system includes ADA Assistive Listening capacity in compliance with the California Building Code as well as a ‘vote cast’ system within the Board Room conference area.

5th Floor Workplace Expansion (Completed)

The expansion of the fifth floor includes demolishing two conference rooms and Hotel work areas to maximize the cubicle count on the floor.

8th Floor HR Suite TI

The HR Department will be converted and expanded into a secure suite. IDS will evaluate the existing space including office, conference room, secure file room, and cubicle counts to determine expansion. Additionally, IDS will evaluate the feasibility of making the existing spaced into a separate secure suite.

3rd Floor Tenant Improvements (In Construction)

Scope-of-Services includes the renovation of the men and women’s restrooms (4 count) and the elevator lobby which covers approximately 20,167 sf of office space. Plans and finishes are to be in compliance with Cal Optima’s existing design and engineering standards.

Kings Road Community Center West Hollywood, CA

IDS is currently providing building and site design services, plans, specifications, preliminary and final cost estimates as well as construction monitoring for the Tenant Improvements of the multipurpose building (MP) for the City of West Hollywood.

The building is a small 1,850 square foot located within Kings Park. The MP building has men and women’s restroom, a kitchen, mechanical/storage space and a meeting area. It is of type V‐B construction and has an A‐3 occupancy. It has a slightly sloped roof and there is no ceiling in the meeting area which is open beamed.

The scope-of-work includes upgrades to the MP by installing sound insulation, new flooring, replace single pane windows and the beam to allow removal of existing column. IDS will rework the existing ductwork, replace electrical wiring and outlet’s and provide additional wiring/outlets for data accessibility in both the meeting room and kitchen as well as upgrades to the existing kitchen.

City Hall Access Improvements La Cañada Flintridge, CA

The City is in the process of performing a comprehensive evaluation of City-owned buildings and sites for compliance under the Americans with Disabilities Act (ADA). Based on the findings to date, the City has programmed to improve City Hall’s first and second floor entrances to provide ADA compliant access to the public. The proposed project shall assess and implement modifications to provide parking and access to and between the building’s first and second floors, ensuring compliance with current ADA code requirements.

The building is a stand-alone, two-story structure built in 1971, with approximately 7,160 square feet. The building has two exterior access points; one on each floor of the building. An interior staircase provides access between the two floors; there is no elevator.

IDS is currenntly performing a comprehensive evaluation for compliance under the Americans with Disabilities Act (ADA).

Werle Building West Hollywood, CA

The Werle Building, a multi-use facility owned by the City of West Hollywood. Uses of the building include group counseling space for 12- step alcohol and drug diversion programs, the Mazer Lesbian archives, an art gallery and office space. Work includes installation of an elevator, and remodeling to correct misalignment space, use and circulation. When completed the building improvements will

address these problems in an attractive manner – thereby encouraging greater use by the tenant organizations and the public at large. Building mechanical and electrical systems will be modernized.

Civic Center Evaluation – City of La Palma La Palma, CA

The Civic Center facility is critical to the operation of the City. Immediately following an earthquake, this facility needs to remain safe to occupy and all building systems must be fully operational. Because of this, IDS was requested to perform an evaluation of the Civic Center facility to study the feasibility of seismic upgrades that would allow the building to maintain Continuous Operation following an earthquake and to prepare an opinion of probable cost to implement those upgrades.

For this study, IDS performed both the structural and architectural evaluations and assessments in house. The architectural evaluation included a review of the facility as well other City facilities for ADA/Accessibility compliance. Outside consultants were contracted by IDS to perform the geotechnical investigation as well as the removal and replacement of building finishes associated with some destructive investigations that were part of the work.

IDS prepared summary reports explaining the results of our assessments. Our structural assessment highlighted substantial barriers to achieving the requested performance for the building structure and its non-structural elements and equipment. Our architectural assessment identified numerous items that were not in compliance with current accessibility regulations. Recommendations were made related to each of the issues identified. Several different options were developed for resolving the identified items and an opinion-of-cost was developed for those options.

IDS attended meetings with City representatives as well as City Council meetings to explain the results of the assessment and the recommendations that were made.

Several challenging aspects of this project included developing retrofit options that would achieve the desired structural and non-structural performance given the existing difficult site soil conditions, identifying sources of ongoing building element deterioration, and developing renovation concepts that would alleviate the accessibility concerns in a manner that would not adversely affect the building function.

City of Corona, Corona City Hall Elevator and Tenant Improvements Corona, CA

IDS was selected to design a new elevator within the existing historic City Hall building to provide universal access to the second floor for persons with disabilities. The project included the remodel of the existing lobby areas serving the new elevator.

The historic character of the circa 1920s building had to be preserved, so remodeling additions from the 1950s and 1970s were removed and original materials, finishes, and historic elements were re-established.

IDS prepared a complete construction package for demolition, plus architectural and structural upgrades. Rather than risk the adverse structural and architectural impacts that could result from attaching a new elevator structure to the existing building floors and walls, a new reinforced masonry elevator shaft and concrete mat foundation were designed to be independent from the existing structure.

City of La Palma City Yard Offices La Palma, California

City Maintenance staff offices, meeting/break room, and locker room are housed in a portion of a modular metal building. These facilities were in a worn condition, were a poor match to current space needs, and did not comply with ADA/Accessibility requirements. The floor plan wasted space thanks to inefficient corridor circulation and needless compartmentalization of workspaces

IDS developed a design which simplified the space plan and opened up the space. The break room and open office areas line the west side of the building, and this side of the building uses an open ceiling layout and windows to transmit a sense of openness. Locker rooms, manager’s offices, and electrical/IT spaces line the east side of the building.

When built out the City Yard Offices will provide a modern, easy to maintain, and accessible workspace that will foster teamwork and thereby build morale.

John Wayne Terminal Improvements Project Santa Ana, CA

The Terminal Improvements Project consists of 31 distinct tasks of physical improvements occurring in and around Terminals A, B, and C. Focus of the wok was on Terminals A and B, bringing them to the modern standard established in the nearly-new Terminal C..

IDS Group prepared the Bridging Drawings to be used for selection of a Design-Build team. In addition to the physical improvements additional important elements of the project include the utilization of JWA Revit models and specific guidance/restrictions through construction planning.

Task groups included the following.

Access compliance improvements to ADA standards including medications to

handrail/guardrail, signage, and terminal amenities such as phones and drinking fountains

Selective replacement of worn wall finishes, acoustical ceilings, and the painting of vaulted metal ceilings

Selective replacement of flooring to address wear, access, and trip-hazards

Achieving energy conservation and renewing service life of building mechanical and electrical systems including the installation more energy efficient LED lighting and replacement of boilers and HVAC subcomponents and controls.

Fullerton Train Depot - Restroom Rehabilitation and ADA Compliance Modifications Fullerton, CA

The Fullerton Train Depot is listed on the National Register of Historic Places. It is also at the heart of a rail transit hub with an annual ridership in excess of 300,000. It also provides the only public restroom facility for bus riders that use the adjoining bus plaza. The restrooms see heavy use and were not design to provide disabled access. Ventilation was by windows which compromised user privacy. Modern era plumbing fixtures and restroom accessories had been installed years before, but those modern-era elements were in some cases not fully accessible and some cases were not sturdy enough for heavy public uses.

Work on the restrooms introduced mechanical ventilation, selective replacement of non-historic plumbing and accessories with one meeting the ADA and meant for heavy public use. The design approach held changes to historic finishes to an absolute bare minimum. (A few damaged 4x6 “subway tiles” were replaced by a matching tile.) Access to the restrooms was achieved without the need to replace doors or relocate door openings. In the case of the Men’s Room this required installation of a power assisted door mechanism.

Los Angeles Unified School District (LAUSD), Diane Edith Watson Career Training Center Los Angeles, CA

Tenant Improvements, Renovation, and Expansion (Complete A/E Services)

IDS Group was selected to provide architectural and engineering services for the seismic retrofit and the conversion of an existing automotive repair facility into an adult education automotive repair training facility.

Record drawings for the project were not available. Thus, we performed site assessment and field measurement required to prepare record drawings, to be used as the base documents for

our design drawings. Our building assessment included an extensive testing program to confirm the actual properties of the building materials and confirm our understanding of the building’s structural system components. The project scope included a complete renovation of architectural, mechanical, plumbing, and electrical systems in conjunction with the seismic retrofit; thus extensive assessment and programming was performed for these systems as well. Our services included the preparation of construction documents and providing construction administration services.

Tenant Improvements, Inland Empire Utilities Agency Chino, CA

The Client’s objective was to change an adjoining workroom into a new control room and an existing control room into a new ISS server room. As prime, IDS provided Architectural and Engineering services for the Design and Construction of this project.

The design elements included all furniture, fixtures and equipment, including but not limited to: interior window between the two rooms, operator console, desk, chairs, door removal, vertical sun blinds, flooring, lighting, ceiling tiles, paint, whiteboard, pin board, miscellaneous repairs (window seals, etc.), electrical outlets, HDMI outlets, telephone ports, mounting hardware for desk and TV monitors, and other items necessary to complete the server and control rooms.

To confirm that unobstructed viewing by Control Room technicians would be obtained for all screens (six, 55-inch digital wall monitors, as well as eight, large screen computer monitors), IDS designers rendered multiple 3-D Revit perspectives prior to console fabrication.

During the design phase IDS engineers determined that the existing HVAC system was not adequate to serve the new Server Room. Our in-house team presented to the Owner a state-of-the-art Split System which was approved and installed.

e). General resumes, license, and relevant experience of the manager and key staff. These should clearly demonstrate the assigned staff’s professional qualifications to perform the scope of work of this RFP/Q.

Lead Personnel

Our Project Team consists of a Principal Architect, a Quality Control Manager, project leaders for architectural, electrical, mechanical/ plumbing, and structural engineering, cost estimating, construction management and a security consultant. IDS’ Principal Architect, Mr. John Silber, AIA, is the primary point-of-contact for the City of Azusa Light & Water Department (L&W). Mr. Silber, AIA has over 35-years’ experience and is an active member of the architecture and urban design of Southern California. John’s work has covered a broad range of urban projects, including a number in areas of special interest, such as the link public education creates between culture and economic vitality. He is currently serving on the Planning Commission of the City of Fullerton.

Mr. Silber will be responsible for the technical adequacy and design. Additionally, John will ensure the project stays on schedule and within budget by managing staffing hours and expenses, comparing these expenditures with the proposed budget and approved work scope- project architects, engineers will report directly to John. Our organizational chart, presented on the following page, shows the project team, including key and support staff, their project roles, and how all members will work through Mr. Silber to communicate with L&W.

As Principal Architect, Mr. Silber will establish project responsibilities, organizational structure and clear lines of reporting within the consulting team. Based on our experience in similar projects, we have developed a clear and efficient management procedure for our services. John will:

Develop the project schedule and monitor the progress of the project through standing team meeting and monitor the review budget at various stages. Provide progress reports and facilitate the review of the work.

Monitor the technical performance of the project team, ensure quality and consistency (QC), and ensure detection and resolution of project performance issues before they become problems.

Ensure that L&W is clearly informed of the progress and status of the project. Enhance working relationships of team members and L&W.

Each project architect or engineer assigned for the required disciplines (mechanical/ plumbing, electrical, and construction management) will:

Have full responsibility for the discipline from start to finish, immersing himself/herself in the project and reporting progress to the Principal Architect through standing meetings scheduled at the start of the project.

Assume full responsibility and liability for the work performed by assigned staff and bear full responsibilities for the work.

Attend necessary meetings, perform required site visits to project site(s) and perform project design / design review.

John Silber, RA, AIA Project Manager, Principal Architect

Mr. Silber has been an active member of the architecture and urban design of Southern California for 35 years. His work has covered a broad range of urban projects, including a number in areas of special interest, such as the link public education creates between culture and economic vitality. He has mastered the interface between older buildings and modern code standards for fire/ life safety, energy, and accessibility.

A 19-year resident of Fullerton, CA, Mr. Silber has been a strong proponent of the environmentally sensitive design and community involvement. Mr. Silber has been a community leader who designed numerous local facilities including community centers, parking structures, housing, and urban design. He also serves on the City of Fullerton Planning Commission.

3. Work Plan and Schedule IDS plans to work closely with the L&W to provide the required design in the most timely and cost effective manner, arranged and tailored around the schedule, needs and concerns of the City and the building users. We are accustomed to this arrangement and also to delivering on time-sensitive projects such as this.

We understand that a successful project must not only be well planned and staffed, but also include timely response to the client and project needs. John will ensure that the City is regularly informed of our adherence to the project schedule through appropriate and efficient communication including special meetings, phone calls and / or emails.

By utilizing our diverse in-house staff while also relying on consultants for specific aspects of the work, we will be best able to control the project execution and delivery. We will assemble our team matching the special capabilities of our staff and / or consultants with the technical and schedule requirements of the project.

The paragraphs below describe our work plan for this project:

Task 1: Project Kick-off Meeting

1.1 We understand that an accurate and comprehensive assessment of user needs in the earliest stages of a complex building project significantly impacts the quality of the final project. We listen, and translate user concerns into accurate estimates and plans. At this stage of the project we will meet with L&W Representative(s) to:

a. Identify project points-of-contact b. Review the project goals and anticipated results along with our understanding of

the project and our plan of project delivery with L&W. c. Identify the available information regarding the building and the systems involved

at the building. d. Clarify the project requirements and overall schedule. IDS will provide a detailed

project schedule taking into account the final approved scope, budget, time constraints, including the limited hours for construction, and L&W priorities for discussion.

e. Schedule field reviews. f. Establish standing/ periodic meetings and communication protocol.

Task 2: Data Collection and Review

IDS will review the available documents and plan the field data collection for the site. Visit the facility to investigate and document the existing configurations and condition of the building and its systems. Interview all relevant parties for data collection to determine the any related issues regarding the planned improvements.

We have a design team that has the experience to hit the ground running and evaluate the existing conditions quickly. We do not presume that this project will be identical to those we have worked on before. We know that unique conditions and design issues will arise in the project. However, we are prepared to respond to them efficiently based upon our past experience.

2.1 Development of Design Documents

We strive for a design that not only provides logical and effective improvements but also is cost conscious, safe, uplifting, durable and easily maintained.

Our team will lead and participate in the concept development, planning, and design meetings. Although some design team members may not be present at all meetings, as determined by the meeting topic/scope and their discipline, the Principal Architect and Project Architect will be at all design meetings. We believe it is critical to the success of the project for L&W to have its staff members who participate in meetings to be consistent throughout the process. Their input in addition to our team’s experience will be the guiding force throughout the design effort. At each meeting, minutes will be created documenting items of discussion, elements that are resolved, outstanding items, and team member responsibilities. This will assist in keeping the project and process on track.

In the early Concept stage we encourage either inviting a contact within the City of Azusa Light & Water Department to participate, or holding a separate side meeting at the City to review the project design approach including building accessibility. We believe that this early contact and agreement from L&W is critical so design dollars are not spent developing construction documents that the City will not support or approve.

a. Phase I Design Development of Schematic Plans - Initially, we will be verifying and translating existing files and drawings into the backbone of the design and construction document set. After a backbone set is created, it will be our team’s mission to revisit the existing accessibility survey and translate it into a document with recommendations.

b. During this phase, we will review available documents and the conduct visits to begin to develop the plans. Additionally, we will evaluate the mechanical, electrical and plumbing systems design related to the planned improvements.

c. Up to three (3) conceptual plans will be developed for review and selection of the preferred plan.

d. Phase II Further Development of Selected Design Approach – Following our initial design development, we will respond to initial L&W comments and continue preparation of the plans. We will continue to work closely with L&W to develop a complete and concise design package for the planned improvements, coordinating with City design staff as needed. Subsequently, the design team will prepare a presentation for the Azusa Utility Board.

e. Phase III Preparation of Plan Check Submittal - Prior to completion of the design package, we will perform a final site visit to confirm the project scope and field conditions toward preparation of the Plan Check submittal. We will also coordinate with any L&W supplied mechanical, electrical and plumbing plans, and any other documentation required for approval by other agencies .

2.2 Complete Construction Documents

a. We will also respond to City comments and perform a final quality review to ensure completeness and adherence to the project requirements.

Task 3: Plan Check

We will coordinate Plan Check review which will include the following tasks:

a. Submit plans to the City for Plan Check review. b. Provide coordination and response to Plan Check comments and perform plan

updates as necessary to obtain Plan Check approval.

Task 4: Cost Estimation

Prepare an Opinion-of-Cost corresponding to the 100% Construction Document submittal following Plan Check approval. The IDS team provides estimating capabilities through its Certified Professional Estimator (CPE). This enables cost checks to occur quickly and affords the team a better grasp on the project’s budget, keeping us on target throughout the design process. At agreed upon milestones in the design process, a cost estimate will be developed. This will become a project and design validation. Having estimates occur throughout the process enables value engineering and design alternatives to be made before the design and drawings are completed.

Task 5: Bid Assistance

IDS will assist the City during project bidding by:

a. Attending the pre-bid conference and job walk b. Responding to questions submitted by interested Contractors.

Task 6: Construction Administration

Assist the City during the construction phase of the project by:

a. Reviewing submittals, shop drawings, material certifications, and inspection reports.

b. Responding to Requests for Information. c. Performing job walks as necessary to insure that the work is being performed to

the City’s satisfaction and per the project drawings and specifications. d. Assist the City with project closeout by performing job walks, preparing punch lists,

and confirming that the punch list items have been completed by the Contractor.

Task 7: Prepare Record Drawings

Subsequent to construction, prepare record drawings/as-built drawings and submit to the City in a City-approved format.

Quality assurance has been always our company’s strong commitment. We emphasize establishing and maintaining technical and professional expertise among our staff and in their work product. 6.
