A. To further advance the consensus-building among the City of Dover and Kent County; consequently,
executing a more team strategy to procuring fiscal aid for alleviating inequalities that affect the private,
public, faith-based, and higher learning institutions in Dover.
B. To help lead City Staff, the Mayor, and City Council Members to triumphantly achieve and grasp the
intentions of the cities newly declared Transformational Leadership Style in governing our workforce
and facilitating superior service to our constituents.
C. To encourage and equip prevailing and brand-new council-members with opportunities to convert to
Council-President via training and awareness of the committee’s power and restrictions.Page 5

EDUCATION:Mr. Roy Sudler, Jr., received his early childhood education from Kent Christian Academy and earned his High School Diploma from Dover High School in 1992. He earned a Bachelor of Science in Sociology with a concentration in Family Counseling from Morris Brown College in Atlanta, Georgia, in 1999.
In 2002, He received his first Master’s Degree in Human Resource Management and his second Master’s Degree in Healthcare Administration in 2006, both from Wilmington University.
Mr. Sudler attends Grand Canyon University for his terminal degree, which his discipline is in the Philosophy of Psychology with an Emphasis on Industrial-Organizational Psychology (IO).
Mr. Sudler is scheduled to graduate in the fall of 2021. His Dissertation Proposal Topic is centered on Psychological Contract Breach and Work-Family Conflict as Related to Employee Well-being in Postsecondary Education.
Mr. Sudler has 16 years of experience serving on the City of Dover’s committees since 2004.
