WHO AM I?

• P.E. in Montana

• 2001 M.S. in Civil & Environmental Engineering from University of Wisconsin-Madison, specializing in wastewater treatment plant design and project delivery

• 15 years of experience designing wastewater treatment plants, including permitting, funding procurement assistance, planning, design, construction admin, startup and optimization

Advanced Engineering and Environmental Services, Inc

• Civil/Environmental Consulting Engineering Firm specializing in water, wastewater and stormwater

• Founded 25 years ago in Grand Forks, ND

• Now ~ 315 employees in Montana, the Dakotas, Minnesota, Wisconsin, and Utah

• Teamed with TD&H for general civil, survey, geotech & structural – as well as institutional knowledge of the City and the project

In the works since 2012…

• In Capital Improvements Plan since 2012

• Preliminary Engineering Report was authorized by the Commission on August 5th, 2012

• Environmental Assessment with no significant impact conducted in 2013

• Funding has been reserved, with on-going efforts to increase the grant portion

OVERARCHING GOALS

Comprehensive Improvement Project

1. Improve the quality of the City’s effluent

a. Comply with new Ammonia discharge limits

b. Comply with disinfection requirements

2. Provide the City with a design that will provide functional, safe and easily operated treatment facilities that cover the City’s needs for the next 25 years

PROJECT SCHEDULE

Not a rush yet, but no extra slack either…

1. Finalize RRGL, TSEP and SRF funding applications ASAP

2. Preliminary Design Spring 2016

3. Final Design through remainder of 2016

4. Bid in February or March 2017

5. Ground-breaking in late spring of 2017

6. Final Completion estimated in summer of 2018

ENVIRONMENTAL ASSESSMENT

Overall, a benefit to the Environment

1. Significant improvement in the quality of the water that will be discharged to the Yellowstone

• Improved conditions for fish and the public

2. Safer working environment for City employees

• Accessibility improvements

• No more flammable/explosive gases produced on site, reduced odors

Some Impacts

1. Minor increase in noise, dust and traffic during construction

2. Contaminated Soils

3. Increase in energy requirements

4. Very small portion of the plant site lies within the 100-yr floodplain

Key Mitigation Measures

1. Contaminated Soils Workplan

2. Stormwater Pollution Prevention Plan (SWPPP)

3. Dust can be mitigated with regular spraydown, IF it appears that it will have offsite impacts

4. Floodplain permit with Park County as necessary

– Depends on the final design/impacts around UV system
