Mr. Bokan stated that the applicant is proposing to construct a 6’ wood fence, which would be of a similar design to the existing wood fence along the eastern property line. The fence is a flat board design, to provide privacy for the applicant’s rear yard. Guidelines for fences can be found on pages 38-39 of the Historic District Handbook. The proposed design and locations of the proposed fences are in keeping with homes in the historic district and conform to zoning regulations. Staff recommended approval of the application with the following stipulation:

ARB #2018-20109327 Main StreetKatherine Colburn

Mr. Bokan stated that the applicant is proposing a freestanding sign made of a Dura-wood material. (A material sample was provided at the meeting.) The color palette utilizes the logo and branding of the business. The sign is roughly square in shape but utilizes rounded corners and accent flares to provide visual interest. White lettering with the business name “Prince William String” is placed on a gray background. The logo and wording “Academy” are provided in blue. The sign is approximately 18” x 24” (3 square feet) in size. The sign would be placed on a 30” bracket mounted on a new 7.5’ light post. The lamp post and bracket would both be metal and black in color. The sign would be mounted 5.5’ above grade, requiring a minimum setback of 2.75’ from the Main Street right of way (back of sidewalk). Staff recommended approval of the application with the following stipulations:

The Board finds the proposed material appropriate. The top of the sign will be approximately 5.5’ above the ground and will need to comply

with the required setback from Main Street right of way.

Mr. Bokan stated that the applicant is proposing to add a wall mounted sign on the building for Home Instead Senior Care. The proposed sign is PVC with brushed aluminum overlay. The sign measures 4’x11’x3” (45 square feet) and will be placed on the front façade, to the right of the building entrance, between the second and third floor. “Home Instead” is spelled with individual letters, while “Senior Care” is spelled with black vinyl letters applied to a brushed aluminum panel. The proposed sign was previously approved by the Board for the location at 9303 Center Street (ARB #2011-14). It has since been moved to a building located outside the historic district. The reason for the Board review of this sign is due to the new location of the sign. Staff recommended approval of the application as submitted.

ARB #2018-20118696 Liberia AvenueVictor Montes

Mr. Bokan stated that the applicant is requesting approval for a one-story addition to the south side of the existing structure. The addition will measure approximately 33 feet wide by 74 feet deep. The addition will match the height of the existing structure, which is approximately 25 feet. The addition is designed to be compatible to the existing structure in design, scale and materials. Brick materials are proposed on the front and side to match the existing façade. Painted CMU on the rear will match the existing. The new addition will include compatible fenestration in terms of size, placement and rhythm. The roof will be standing seam metal and painted to match the existing color. Staff recommended approval of the application as submitted.

Owner, Satpal Singh; Translator, Bobby Singh; and Applicant, Victor Montes, had nothing further to add to the staff report.

ARB Discussion Chairman Rush asked if a parking plan was submitted. Ms. Collins stated that there is

an approved site plan from when the applicant came before the ARB in August of 2005 (ARB #2006-04), and it remains valid.

Chairman Rush expressed concerns about the new roof blending in with the existing roof. Mr. Montes state that the proposed roof would match the existing roof with the same material and will be painted one uniform color.

Ms. Ingram expressed concerns regarding the color of the existing roof, and would like to see the color of the entire roof in keeping with the historic district. Mr. Montesstated that he has no problem with changing the color of the roof and will submit a color swatch to staff comparable to that which was submitted in ARB #2006-04 for the roof. Ms. Collins stated that the applicant will work with Mr. Bokan in matching the color for the roof.

Chairman Rush motioned to approve ARB #2018-2011 with the following stipulation: The roof color should match what was originally approved in ARB #2006-04.

ARB #2018-20129512 Liberty StreetJames and Cheryl Doherty

Mr. Bokan stated that this property was previously before the Board for the proposed demolition of the structure (ARB #2016-18), which most recently was denied by the Board in December 2016. Though the structure has experienced a significant amount of deterioration due to lack of maintenance, the applicant’s intent is to undertake a significant rehabilitation of the structure.

The applicant is requesting approval for the reconstruction of the existing side porch addition located on the southwest elevation of the existing structure’s rear addition. Also included are alterations to the existing structure, most notably modifications to window locations on the rear addition, removal of the two chimneys on the rear addition, and the widening of steps to the front porch. Additional rehabilitation of the structure is proposed, including removal of the non-original cement board siding to restore the original wood clap board siding, replacement of the structure’s doors and windows, as well as replacement of the gutter system.

A significant amount of maintenance work is also proposed including repair of the existing standing seem metal roof and eaves; and repair of the front porch including the railings, decorative scroll brackets, columns, ceiling and floors. Staff would also note the applicant is working with a structural engineer to stabilize the structural integrity of the building, which will include foundation repair and the installation of new support members on the interior of the home. Staff recommended approval of the application, subject to the following conditions:

Materials for the reconstructed enclosed porch shall match the main structure, including: wood siding, standing seam metal roof, wood window and wood door.

Windows will be simulated divided light to include the interior and exterior grills as well as spacer bar.

The window of the proposed door shall be a single light or 2/2 design. The new gutters will be made of metal. Porch steps will be made of wood. Any replacement siding shall match the existing wood siding to be reused in size and

profile.

Applicant, James Doherty, had nothing further to add to the staff report.

ARB Discussion Chairman Rush suggested keeping the red stone for the foundation and the areas around

the porch. He also recommended using masonry brick or block for the porch. The Board members commended the applicant for putting so much effort into restoring

the house.

Chairman Rush motioned to approve ARB #2018-2012 with the following recommendations: Materials for the reconstructed enclosed porch shall match the main structure,

including: wood siding, standing seam metal roof, wood window and wood door. Windows will be simulated divided light to include the interior and exterior grills as well

as spacer bar. The window of the proposed door shall be a single light or 2/2 design. The new gutters will be half round and made of metal. Porch steps will be made of wood. Any replacement siding shall match the existing wood siding to be reused in size and

profile. The red stone foundation will be used as much as possible under the foundation, front

and sides of the house.Ms. Haight seconded the motion.

Ms. Collins informed the Board of the work being done on the property at 9514 Liberty Street. She also informed the Board of a new restaurant that will be going into the space that once occupied Malone’s and plans to open in June.

Mr. Bokan informed the Board of the progress on Annaburg Manor; a high level architectural report has been provided to City Council and posted on the City’s website.

STAFF REPORT

ARB Case: 2018-2014

Applicant: John Hornberger

Address: 9412 Main Street

REQUEST

The applicant is seeking approval for the installation of a projecting sign, several wall signs, awning signage and awning modifications.

Any associated window signage proposed by the application would be processed administratively by city staff.

PROPERTY INFORMATION

Location – 9412 Main Street is located on the west side of Main Street, approximately 100 feet south of the intersection of Center Street and Main Street.

Historical Significance – The building at 9412 Main Street was constructed c. 1906. It is a two-story, 6-bay Italianate-style commercial building. The building is of masonry construction with 5-course American-bond brick with checkboard brick panels. It is covered by a flat roof with a parapet wall. A one-story 5-bay awning provides cover for the outdoor seating area. A metal fire escape with awning frame is located to the rear of the building. The building is ranked as contributing to the local and National Register historic districts Surrounding Properties – Nearby contributing structures include 9073 Center Street to the north, 9409 and 9419 Battle to the west, as well as 9413, which is located across Main Street.

APPLICANT’S PROPOSAL

The applicant’s proposal includes several elements. A 42” x 36” projecting sign made of HDU is proposed to be mounted on the existing black metal bracket on the east (front) elevation of the building. Wall mounted signage proposed on the second floor of the elevation includes several “game pieces” made of metal placed between the existing windows. In total there are seven pieces ranging in size from approximately 6 sq.ft. to 3 sq.ft. (cumulative total of all pieces approximately 30 sq.ft.). An additional single wall sign is proposed on the rear elevation where public access to the second floor would be provided. A 47” x 40” sign would be made of metal and mounted on the south end of the west (rear) elevation in the upper corner, above the awning frame. A black awning would be added to the rear frame, while the existing awning on the south (side) elevation is proposed to be painted black. After repainting the awning,

a 27” by 23” sign would be applied to the awning. The branding of the business used in the proposed signs includes orange and black background with white lettering. Orange accents on black background frame the name of the business. White and black accents frame the border of the signs

STAFF ANALYSIS

The applicable design guidelines for projecting signage are found on pages 82-87 of the City of Manassas Historic District Handbook. The guidelines state that projecting signs should not exceed 12 square feet in area and placement should be based upon visibility and compatibility with the building. Materials should relate to the structure and sign design should be coordinated with the nature of the business and character of the structure. Signs should maintain a minimum 9’ clearance from the sidewalk below. The proposed projecting sign (10.5 sq.ft.) is in keeping with the size recommendations of the guidelines and the requirements of the zoning ordinance. The HDU material proposed has been previously approved for use in the historic overlay district. The color palette utilizes the established logo and branding of the business. The proposed sign is mounted on an existing bracket and in keeping with the previously installed projecting signage for the building. The applicable design guidelines for wall signage are found on pages 82-87 of the City of Manassas Historic District Handbook. The guidelines state that wall signs should be placed in obvious areas and generally attached to unadorned surfaces. The size and design of each sign should match the character of the building and the surrounding historic district. A maximum size of 70 sq.ft. is recommended for total signage, while the zoning ordinance permits up to 46 sq.ft. of wall signage. The proposed 30 sq.ft. of cumulative wall signage for the “game pieces” conforms to all zoning regulations and the cumulative size recommendations of the design guidelines. However, the number of “game piece” wall signs exceeds those recommended by the Design Guidelines which state each business should have no more than two wall signs, typically one projecting wall sign and one flat wall sign. In addition, the placement of flat wall signs for ground floor tenants typically occurs in the area located above the first floor, below the second floor windows; or for second floor tenants, between the second floor windows and parapet wall. While the proposed tenant occupies both floors, the proposed signs are not located appropriately in these locations, but instead between the windows, and could be considered distracting and overwhelming to the architecture of the building. The proposed wall sign on the rear elevation (13 sq.ft.) meets the size requirements of the zoning ordinance which permit up to 25 sq.ft. The color palette utilizes the established logo and branding of the business. Since the tenant occupies both the first and second floors, a sign on the second floor would be appropriate. While the sign is located on a rear elevation, the applicant has indicated there will be public access to the second floor on the rear elevation. If approved by the Board, the applicant will need to demonstrative how public access is provided when they submit for the building permit application to install the sign to confirm the sign would be permitted by the zoning ordinance. The applicable design guidelines for awnings can be found on pages 88-90 of the City of Manassas Historic District Handbook. The guidelines recommend awnings be placed within the storefront, porch, door, or window openings and be no lower than 7 feet above a sidewalk. They should be placed not to interfere with architectural elements, signage, or street trees, and should be coordinated as part of the color scheme of the building. Bright colors and complex patterns should be avoided. The proposal would not add any new awning locations to the building. The applicant intends to paint the existing red, white and blue vinyl awning on the side (south) elevation black and update the sign 27” x 23.5” (4.5 sq.ft.) on the awning to match the branding of his business. The awning frame over the stairs on the rear (west) elevation would have an awning reinstalled, black in color matching the branding found in the proposed signage. The applicant will provide more information on the new awning material at the meeting. 11

Review Criteria Pursuant to Section 130-406 (a), the ARB shall consider the following criteria in determining whether or not to issue a Certificate of Appropriateness for construction or alterations:

The sign location is consistent with existing signage placement and is sensitive to elements of the building design. With the exception of the “game piece” wall signs could be considered distracting and overwhelming to the architecture of the building.

on the historic district neighborhood,

setting, or streetscape.

The proposed signage and awnings are compatible with the streetscape and surrounding historic district.

(4) Whether the proposed method of

construction, renovation, or

restoration would have an adverse

impact on the historic or architectural

character of the structure or site, or

on adjacent buildings or structures.

The proposed signage and awning are in keeping with the character of the structure and surrounding area. Staff would look to the Board for feedback on the proposed repainting of the existing awning.

STAFF RECOMMENDATION

Staff recommends APPROVAL of the application with the following stipulations:

The projecting sign maintain a minimum clearance of 9’ from the sidewalk below.

The approval of the rear sign is contingent upon the applicant demonstrating public access is provided to the rear elevation to permit the sign per section 130-126(2)(c) of the zoning ordinance.

Staff recommends DENIAL of the proposed “game piece” wall signs located on the front elevation. The

addition of these signs between the window locations on the second floor are not appropriately placed, and are distracting and overwhelming to the architecture of the building.

Description: This is a two-story, six-bay Jtalianate-style commercial building. It is masonry construction of 5-course American-bond brick with checkerboard brick panels. It is covered by a flat roof with a parapet. The roof has overhanging eaves with a heavy bracketed modi Ilion cornice, plain frieze, and metal coping. The parapet roof is stepped on sides. A second cornice is located over the first-story storefront windows. A one-story, 5-bay awning provides cover for a paved outdoor seating area. Fenestration consists of 6/6 double-hung wood windows, 15-light wood storefront windows, wood shutters, stone sills and lintels, and wood panels above and below the storefront windows. A metal fire-escape is located on the building's rear elevation.

The commercial building at 9412 Main Street is representative of the late-nineteenth-century and early-twentieth-century growth in Manassas that followed after the relocation of the county seat of Prince William County in 1892. Constructed circa 1906, this building is also reflective of commercial buildings constructed after the fire of 1905 and the institution of building codes that required fireproof materials for those structures constructed in the commercial core. The building exhibits typical characteristics of the ltalianate s tyle which was frequently incorporated into early twentieth-century commercial buildings. Its flat roof with a heavy bracketed cornice and recessed storefront with a molded cornice are characteristic of ltalianate commercial buildings. This property is a contributing property to National Register Manassas Historic District. As a good example of a early twentieth-century commercial building in Manassas's commercial core, the commercial building at 94 12 Main Street is Ranked Contributing.

REQUEST

The applicant is seeking approval for the installation of an awning.

PROPERTY INFORMATION

Location – The site is the northern tenant space in the building at 9411 West Street, located on the east side of West Street between Center Street and the railroad tracks.

Historical Significance – The building at 9411 West Street was built c. 1960. The two story commercial building is a modern interpretation of the Colonial Revival Style. The building is constructed of concrete blocks clad in a stretcher-bond brick veneer. It is covered by a flat roof with parapet and concrete cornice with large flat dentils and a plain frieze. Constructed outside the period of significance, the building is non-contributing to the local and National Register historic districts. Surrounding Properties – The project is located in a commercial complex of three buildings built in a modern interpretation of the Colonial Revival Style. Built outside the period of significance, all of the buildings are ranked non-contributing. Located directly across the railroad tracks is 9431 West Street, the original Manassas Railroad Station. Constructed circa 1914, the building is ranked notable and contributing to the National Register Historic District. Located across West Street is the Harris Pavilion. To the north is 9129 Center Street, the historic Hibbs & Giddings Building, ranked notable and contributing.

APPLICANT’S PROPOSAL

The proposed awning would be fabric, mounted on the side (north) elevation of the building, above the existing deck. The color palette utilizes tan and red color, compatible with the color scheme of the existing structure. At this time staff does not have the specific measurements of the proposed awning. However, as a frame of reference, the existing deck which contains the outdoor seating measures 12’ x 29’ in size. Staff anticipates further information being provided by the applicant at the meeting.

The applicable design guidelines for awnings can be found on pages 88-90 of the City of Manassas Historic District Handbook. The guidelines recommend awnings be placed within the storefront, porch, door, or window openings and be no lower than 7 feet above a sidewalk. They should be placed not to interfere with architectural elements, signage, or street trees, and should be coordinated as part of the color scheme of the building. Bright colors and complex patterns should be avoided. The proposed fabric awning is generally consistent with the Design Guidelines and will provide a functional feature for the existing restaurant use, adding cover over the outdoor seating area. While not located on the front/primary façade of the structure, it will be visible from West Street. The proposed location on the side façade is not unprecedented. Awnings at 9412 Main Street are located on the side elevation covering an outdoor patio area. The use of vertical strips is consistent with other striped awnings in the historic district. The tan and red colors are compatible with the red brick and tan accents on the building. Overall the colors and design of the awning are a complement to the building. Without specific dimensions or drawings, the key items for discussion of the proposed awning at the meeting would be the appropriateness of the scale/massing/placement of the awning for the building. Staff would offer the following for the Board’s consideration in advance of the meeting. While the design guidelines give no specific measurements for appropriate size, the awning at Monza’s and Philly Tavern provide some guidance/precedents. An awning between 9’ to 16’ in projection from the building is consistent with these past approvals. Consideration should be given not only to the fit on the structure itself but the fit to the streetscape. A couple factors do set this proposal apart from these prior approvals. First, the orientation of the awning is located over a private outdoor seating on a side elevation. The past approvals referenced above were over public streets on street front elevations. In addition, unlike the other awnings referenced above which are located on contributing structures, the subject building is a non-contributing structure. Review Criteria Pursuant to Section 130-406 (a), the ARB shall consider the following criteria in determining whether or not to issue a Certificate of Appropriateness for construction or alterations:

STAFF RECOMMENDATION

Staff recommends APPROVAL of the application with the following stipulations;

Staff would defer to the Board upon receipt of additional information to determine if the awning location is sensitive to elements of the building design. Staff would note the awning is proposed on the side elevation of a non-contributing structure.

on the historic district neighborhood,

setting, or streetscape.

Staff would defer to the Board that the scale/massing/placement of the awning is compatible with the streetscape and surrounding historic district. However, due to the location on the side elevation, the impact is reduced.

(4) Whether the proposed method of

construction, renovation, or

restoration would have an adverse

impact on the historic or architectural

character of the structure or site, or

on adjacent buildings or structures.

Staff would defer to the Board that the awning placement is in keeping with the character of the structure and surrounding area upon receipt of additional information from the applicant.

REQUEST

The applicant is requesting approval to update the wall signage on the building. The subject space was previously before the Board in 2016 (ARB #2016-30) for approval of signage.

PROPERTY INFORMATION

Location – 9435 Main Street is located on the east side of Main Street between the Norfolk Southern Railway tracks and Prince William Street.

Historical Significance – 9435 Main Street is a single story commercial building part of a larger commercial complex constructed circa 1980. The building is a modern interpretation of the Colonial Revival style of concrete block construction clad in brick veneer. Less than 50 years old and constructed outside the period of significance, 9435 Main Street is ranked non-contributing to the local historic district. Surrounding Properties – 9435 Main Street is part of a commercial complex of eight units and is attached to other units on both elevations. The Southern Railway lines adjoin the property to the north. Directly across Main Street to the west is the VRE parking garage.

APPLICANT’S PROPOSAL

The applicant is proposing to update the existing signage on the unit which includes a sign on the front fascia board. The existing wall sign above the entrance will be removed and the wall behind it repainted to a light green to match the existing/prior color of the fascia board, and window trim. The new sign would use blue vinyl lettering for the text and logo and measures 1’-8” x 11’, the content of the sign does not encompass the full fascia board area which is 20’ in length. The use in vinyl lettering applied to the fascia board was used by a prior tenant in the space, as well as other tenants in this commercial complex.

STAFF ANALYSIS

The applicable design guidelines for signage are found on pages 82-87 of the City of Manassas Historic District Handbook. The guidelines state that wall signs should be placed in obvious areas and generally attached to unadorned surfaces. The size and design of each sign should match the character of the building and the surrounding historic district. A maximum size of 70 sq.ft. is recommended for total signage

for the building, while the zoning ordinance permits up to 30 sq.ft. of wall signage for the tenant space. The proposed 18.3 sq.ft. sign conforms to all zoning regulations. While the total signage for the center appears to exceed the 70 sq.ft. recommended in the design guidelines, the proposed signage for this tenant in this non-contributing structure is consistent with the existing signage in the center. The signage is placed where it does not obscure any architectural details. The proposed design is compatible with the contemporary construction and design of the building. The vinyl material has been previously approved by the Board for this non-contributing structure. Review Criteria Pursuant to Section 130-406 (a), the ARB shall consider the following criteria in determining whether or not to issue a Certificate of Appropriateness for construction or alterations:

Description: Set on a concrete-block foundation, this one-story, three-bay commercial building is part of a large commercial complex. It is a Modem Colonial Revival-style commercial building. It is concrete-block construction. The fa vade is clad in stretcher-bond brick. It is covered by a side gable roof sheathed in asphalt shingles. The roof has a boxed com ice and a large wooden frieze. The one-story, three-bay arched porch is constructed of brick. Fenestration consists of 6/6 double-hung wood windows, 16-light fixed wood windows, rowlock sills, and Colonial Revival-style window surrounds. This commercial building is part of a commercial complex with seven other units. The complex spans an entire block, and, due to the elevation of the site, the rear elevation is two stories while the facade is one-story in height. The fm;t story on the rear elevation houses a separate commercial complex, and 94 18 Main Street is the address of the fm;t story unit on the rear elevation.

The commercial building at 9435 Main Street, constructed circa 1980, was designed in a modem interpretation of the Colonial Revival style. Appearing toward the end of the 1960s and continuing to present day, the Modem Colonial Revival s tyle was not originally architect-designed, but rather introduced through property developers and builders. The style seeks variations on established themes and employs only a small degree of historically derived detailing. The Modem Colonial Revival style is found in suburban housing, apartment complexes, and commercial buildings. This property is a non-contributing property to National Register Manassas Historic District. Because it is less than fifty years old and outside the period of significance, the commercial building at 9435 Main Street is Ranked Non-Contributing.
