Meeting called to order by Chairman Buttke at 5:30 PM in the Council Chambers of City Hall. PRESENT: Tom Buttke, Mike Feirer, Quentin Rosandich, Ken Bargender, Adam Fischer EXCUSED: None

ABSENT: None ALSO PRESENT: City Engineer Turchi; Street Superintendent Hawley; Assistant City Engineer

Cassidy; IT Director Ng; and the media. PW21-23 Motion by Feirer, second by Fischer, to recommend approval of the minutes of the March 1, 2021 Board of Public Works meeting with the correction that the plumbing inspectors Colorado be changed to 2021 versus 2022. Motion Carried Citizen Comments: Patricia Bickner – 210 S Concord Ave Requested the board of Public Works consider on street overnight parking during the winter months other than snow emergencies. Due to the ditched/ narrow street of Concord Ave, parking should be restricted to one side. Presentation by Rachel Lang on asphalt maintenance treatments– Corrective Asphalt Materials, LLC. April 1, 2021 TO: Board of Public Works FROM: Dan Knoeck, Director of Public Works SUBJECT: Award of Bid for 2021 Asphalt Paving Program BACKGROUND Bids were opened for the 2021 asphalt paving program on April 1. The total bid of American Asphalt is $1,331,361. Several unit prices are higher than we saw in 2020, however, we actually saw reduced pricing in 2020 due to the emerging pandemic so higher prices for 2021 were expected. We have also modified our paving specifications this year to improve ride and longevity and that has also contributed to higher unit prices. ANALYSIS The bulk of the asphalt paving contract is for asphalt overlays and the mill-in-place program. The asphalt paving program budget for 2021 is $1,868,000, which includes staff time, materials and equipment and contracted services. In addition, the bid includes citywide asphalt patching and some small miscellaneous paving. A breakdown of the bid categories is as follows: 2021 Asphalt Paving Program $1,138,734 Miscellaneous City-wide patching $ 174,195 Cemetery and other miscellaneous paving $ 18,432 Total Available Funds $1,331,361 Attached is a spreadsheet showing an updated estimate of the 2021 asphalt paving projects using the as-bid unit prices. You will note that we are proposing to repave 18,351 feet or approximately 3.6 miles of streets in 2021. RECOMMENDATION Approve the asphalt paving bid of American Asphalt of Mosinee, Wisconsin in an amount not to exceed budgeted funding and authorize execution of a contract.

March 12, 2021 TO: Board of Public Works FROM: Dan Knoeck, Director of Public Works SUBJECT: Certified Survey Map for 8th Street Lift Station Site BACKGROUND In 2020, the City sold a parcel of land to an adjacent property owner to the north and west of the 8th Street Lift Station site. A certified survey map (CSM) was approved that split the existing City parcel and attached a portion to the private parcel to the north and a portion to the 8th Street Lift Station parcel. The CSM will also dedicated additional right-of-way (R/W) for the curve at 8th and Holly. A copy of that CSM is attached for reference. Also attached is an aerial photo that shows the new property lines and parcel configuration. You will note that the right-of-way line along the south side of the 8th Street lift station site (Parcel 330-4340B) does not follow the curve of the road as the neighboring parcel to the west does. An additional dedication of right-of-way is needed to “smooth out” the right-of-way line. Ideally this would have been done with the CSM that was completed back in 2020, however the additional dedication would have created a nonconforming setback for the lift station site. As a zoning code update was being planned for 2021, staff elected to wait until the zoning code update before going ahead with the additional R/W dedication. The code update will exempt utility facilities from setback requirements. This issue occurs on other utility parcels as well, as these are typically small parcels and it is desirable to get the utility facilities near the R/W line for ease of access and maintenance. ANAYSIS A draft of the CSM is attached as well as Resolution 2021-13, which will authorize City signatures on the CSM and acknowledge that the City is accepting the additional right-of-way dedication. It is logical that the right-of-way have a consistent width so this dedication is desirable. Another factor is that WE Energies is planning to replace gas mains in this neighborhood. Their planned route is along the north side of 8th Street and east side of Holly Avenue. Without dedication of additional right-of-way, the new gas line will cross through the 8th Street Lift station parcel, triggering the need for the City to grant an easement to WE

Energies to locate on City property. It is much preferred to avoid the easement by having the gas main located in the right-of-way. RECOMMENDATION Approve the certified survey map for the 8th Street Lift Station site at the intersection of 8th Street and Hawthorne Avenue and refer Resolution 2021-13 to the Common Council for consideration.

April 1, 2021 TO: Board of Public Works FROM: Dan Knoeck, Director of Public Works SUBJECT: Access Easement to H & S Manufacturing to cross City Property BACKGROUND H & S Manufacturing operates at 2608 South Hume Avenue. They also own a vacant parcel to the north of their site that is separated by a 60 wide, city owned parcel. The City also owns the vacant parcel west of the H & S parcel. The configuration is shown on the attached aerial photo. H & S is making plans to expand their yard area onto their vacant parcel to the north and would like to be able to cross City property (both parcels) to access the new yard area from their existing site. ANAYSIS While there is no current or planned use for the City parcels, Staff suggests retaining ownership of the parcels and granting access across the property by easement. The 60-foot-wide, east/west oriented parcel could be part of a future connection or link for pedestrian & bicycle access from the residential neighborhoods to the west and the Veterans Parkway trail further east. An aerial with an expanded view is also attached. The City Planner is currently on the process of updating the City’s Bicycle & Pedestrian Plan and this corridor is under consideration. H & S plans for their vacant site may include building improvements at some point in the future. At that time, a determination could be made if the easement arrangement is still adequate or if a sale of land might be appropriate. RECOMMENDATION Approve an easement to H&S Manufacturing for access to cross City-owned parcels, 33-05223 and 33-05224D as presented.
