Introduction An essential functions job analysis (EFJA) describes the classification/position and not the work of an individual person. It is a critical tool to use when determining if or how a candidate’s or employee’s work restrictions may impact the traditional physical/mental/emotional demands of the position. The EFJA assists the parties to determine where discussions relating to reasonable accommodation need to begin. II. Essential Functions of Classification/Positions: Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. The following functions have been determined to be essential only after carefully evaluating them and determining: the function is the primary reason for which the position was established; removing the function would fundamentally change the position, or eliminate the need for the position; there is a lack of qualified employees available to perform such a function; and for some functions, there are severe consequences if the position is not required to perform the function and the function requires specialized expertise. Essential Functions will be reviewed for each incumbent and the above criteria will be evaluated to ensure that a particular function remains essential for a particular candidate or employee in need of accommodation.

Essential Job Functions and Duties Actual assignment hours may vary. This document is based on a 9-hour day and 80 hours every two weeks schedule.

IRRIGATION SYSTEM REPAIRS & ADJUSTMENTS: Locates, replaces and repairs low voltage underground irrigation wiring; builds forms, mixes and pours concrete to establish, repair and/or secure clock base structures; reads blueprints, uses probes and digs areas to locate, lay or repair irrigation lines; maintains, adjusts and repairs irrigation systems using hand tools by laying, removing, replacing or repairing pipes, valves, sprinkler heads and time clocks; performs other related duties, as assigned. It was clarified in interviews that incumbent receives daily work orders and/or is aware of repair and maintenance needs for parks, landscaped areas of City buildings, street islands, walkways and parkways; follows a monthly maintenance schedule throughout the City; monitors computer system for water flow issues; addresses work orders from Supervisor; assesses and diagnoses issues requiring service; determines plan to address issues; obtains required supplies from truck and/or supply shop; consults blueprints to determine utility line locations; maintains existing sprinklers heads; repairs/replaces broken sprinkler heads; conducts main line and lateral repairs; adjusts and performs major and minor repairs on control clocks, sprinkler heads, satellite monitoring system, wires and pipe; works with drip line and PVC up to four inches in diameter; performs electrical troubleshooting to trace and locate damaged wires; reprograms controllers based on water needs; installs satellite monitoring system antennas; performs visual inspection of fields, small turf areas, planters, blacktop and sidewalks to ensure system is functionally operating; responds to complaints from Police department, sports organizations, general public and City employees, as required. It was further clarified in interviews that incumbent performs regular maintenance to time clocks; changes each site timer for daylight savings time changes; completes work order requests for recurring timer issues; adjusts timers as necessary for new sod, seasonal weather changes, etc.; makes other system adjustments as necessary. Clarification was provided in interviews that incumbent may utilize appropriate equipment (i.e. trenchers, jackhammer, etc.) to break down asphalt, concrete and grass in order to conduct repairs; may need to dig by hand to access pipes/lines and avoid breakage; runs lines back to timer controls; backfills dirt around trench lines; mixes and installs cement for base of controller, support of irrigation direction changes and valve boxes; anchors time clock pedestals to cement.

WATER AUDITING / PREVENTATIVE MAINTENANCE: Programs irrigation controllers and provides input regarding watering schedules; troubleshoots and repairs RainMaster Evolution Controllers; performs other related duties, as assigned. It was clarified in interviews that incumbent performs regular auditing and preventative maintenance of sprinkler systems on a monthly basis; stays up-to-date on current water regulations and restrictions and maintains compliance; ensures proper function and operation; shuts down system when watering isn’t necessary; manually waters areas not connected to timing controllers; checks for dry spots or wet areas; responds to complaints from citizens and City workers; replaces sprinkler systems with water efficient drip-line systems. It was noted that incumbent maintains and monitors satellite RainMaster Evolution Controllers for proper gallons per minute.

LANDSCAPING DUTIES: It was clarified in interviews that incumbent may need to trim small trees/shrubbery to gain access to work area; removes rocks and boulders; reestablishes plants effected by the work area; performs sodding patch work; collects cement and plant debris created while working; rakes out trenches after back filling; manicures area when work is completed; notifies other departments of any larger areas needing landscape work; ensures work is completed in a clean and safe manner.

EQUIPMENT OPERATION AND MAINTENANCE: It was clarified in interviews that incumbent will be responsible for operating a variety of tools and equipment used in the repair and maintenance of irrigation systems including but not limited to small hand tools (i.e. hand trowels, wrenches, screwdrivers, hammers, etc.); irrigation tools (i.e. digital voltage readers, tampers, gauges, etc.); larger hand tools (i.e. sledgehammer, chisels, levels, digging bar, etc.); power tools (i.e. power drill, saws, jackhammers, PVC saw, etc.); landscaping equipment (i.e. hoses, bypass pruners, loppers, tampers, rake, brooms, etc.); heavy equipment (i.e. skip loaders, dump truck, trenchers, etc.); satellite computer system and irrigation controllers; generator, pressure washer, pump and compressor; utilizes wheelbarrow, pallet jack, hand trucks and dollies. Incumbent also operates control panels, satellite monitor and electronic irrigation systems; operates assigned City truck; completes daily vehicle inspection checklist; performs daily airbrake test; maintains awareness of airbrake pressure throughout shift; ensures proper maintenance of vehicle including but not limited to checking lights, fuel, oil, tire pressures, trailer hitch security, trailer wiring; trailer brakes, etc.; cleans and maintains all equipment used for irrigation work.

LEAD DUTIES: Leads, trains and assists Irrigation Technicians engaged in irrigation system installation, maintenance and repair; provides input into employee performance evaluations; inspects irrigation system contract sites for compliance with contractual requirements and city codes; performs other related duties, as assigned. It was clarified in interviews that incumbent provides work direction, guidance and scheduling to assigned crew(s); coordinates work assignments by creating teams to work at each assigned site; assigns work to be completed via work orders and maintenance schedule; may receive emergency requests requiring immediate attention; assists with addressing situation and/or assigning staff to conduct the work; manages absences by realigning staff as needed throughout shift to provide sufficient coverage at each site; addresses concerns and complaints of residents of the City. It was further clarified in interviews that incumbent performs regular audits to irrigation systems to assess maintenance needs (i.e. valves, timers, sprinklers, water quantity, etc.); evaluates safety issues that require attention. Incumbent may choose to perform work immediately during audit (especially if a safety issue exists) or may assign to crew member for handling; audits of all assigned irrigation systems are documented and turned in monthly with adjustments based on seasons and special events. Incumbent carries notepad to note any work that needs to be completed and reports to Supervisor; provides verbal input to performance reviews and disciplinary needs. Clarification was provided that incumbent directs irrigation crews in the safe and proper use of a variety of heavy equipment for irrigation purposes (i.e. trenchers, loaders, etc.); directs and participates in the repair, maintenance and installation of irrigation systems; reviews completed work for accuracy, completeness and compliance with established procedures.

It was clarified in interviews that incumbent receives works order when need exists for site irrigation system design and retrofitting; replaces old valves, sensors and drip-line systems with new products; reviews plans for new installation to ensure all City requirements are met; takes exact measurements; draws schematic of installation plans for small landscape areas; develops budget and installation plan for Supervisor; creates parts list for Supervisor ordering if needed; communicates plan to Supervisor and other City departments; completes retrofit installations.

Clarification was provided that incumbent must exhibit solid judgment, regularly and reliably follow all traffic and safety rules, remain alert, nimble and prepared, exhibit good reaction skills and be able to safely and professionally maneuver vehicles within a busy City filled with pedestrians, skateboarders, bicyclists, etc.

Personal Protective Equipment and Safety Training and Devices: It was clarified in interviews that the following safety equipment is provided to incumbent: safety goggles; hard hat; hearing protection (buds or muffs by choice of incumbent); rubber, leather, latex, or nitrile gloves; rain gear; dust/particle masks; face shields; knee pads; coveralls; safety cones and tape; fluorescent vests; two-way radio; rain boots It was also clarified in interviews that the incumbent has regular access to eye wash stations, first aid kits, and fire extinguishers. Incumbent participates in all legally required trainings for position, as well as any elective or City-provided training as assigned by Supervisor.

Education/Training/Experience:

Graduation from high school or the equivalent and three years of recent, paid work experience maintaining and repairing irrigation systems, including experience drafting irrigation sprinkler plans and designing residential or commercial irrigation systems.

Knowledge Of:

Basic supervisory techniques; effective training and coordinating techniques; basic principles and practices of hydraulic engineering; irrigation systems, components, materials and supplies; irrigation system maintenance and repair; repair of RainMaster Evolution Controllers; plumbing and pipe fitting techniques. Drafting techniques; hand and power tool use and operation; safe work practices and procedures; basic mathematics; principles of supervision and training techniques; effective customer service and public outreach techniques.

Ability To:

Lead and coordinate the work of others; design, draft and read blueprints; repair and troubleshoot irrigation systems and controllers; operate hand and power tools; perform physical labor for sustained periods; prepare records and reports; provide effective customer service; establish and maintain effective and cooperative working relationships with City employees and the general public.

Skill In: Using a variety of hand and power tools and motorized equipment; reading, writing and communicating at an appropriate level; dealing effectively with the public and other employees; using personal computers and applicable software applications.

Licenses and Certificates: Possession of a valid class C driver license.

Supervision Received:

Works under the general supervision of a Parks Operations Supervisor and/or designee arranging and performing routine assignments alone. Detailed instructions are occasionally provided and work is periodically reviewed.

Working Conditions:

Work is regularly performed outside in climatic weather conditions. Moving objects, vibrations, noise, dust, dirt, and soil are constantly encountered.
