COMPENSATIONThe salary range for this position $140,736 – $173,748. Santa Monica offers a comprehensive and competitive benefits package, which includes:

• CalPERS Retirement: Classic CalPERS members: 2% @ 55, member contribution of 7%. Effective January 1, 2013, the Public Employees’ Pension Reform Act (PEPRA) will apply to new members of CalPERS: 2% at age 62, member contribution of 11.25%.

• City Paid Health Insurance: Effective January 2017, the City pays 93.5% of the medical insurance premium for employees and eligible dependents with the employee contributing 6.5%. The City pays 100% of dental and vision premiums and the Employee Assistance Program for employee and eligible dependents.

• Retiree Medical Trust: The City contributes into a retiree medical trust ($156.78 per month as of January 2017) for reimburse-ment of eligible retiree healthcare premiums.

• Vacation: Minimum of 12 days per year; maximum of 21 days per year. Vacation leave cash out available.

• Management Leave: 6 days per year; option to cash out one day.

• Sick Leave: 12 days per year; sick leave buyout program may be used to cash out leave at the end of each fiscal year.

• Holidays: 12 days per year; a cashable floating holiday becomes available at the beginning of each fiscal year.

• 9/80 Work Schedule: Every other Friday off.

• Supplemental Retirement Plans: 457 and 401(a) deferred compensation plans available; no City contribution. The 401(a) plan is funded through a mandatory employee contribution of 3.8% of salary per month.

• Term Life Insurance: Twice annual base salary rounded to the nearest $1,000, up to a maximum benefit of $500,000 and LTD.

The City will assist with moving and relocation expenses, if needed. Out-of-area candidates are strongly encouraged to research cost of living within a commutable distance before applying.

Sustainability is at the forefront of how the operation does business, and acts as the catalyst for the public-sector leadership in innovative diversion strategies and for setting best practices and complementing the City’s broad strategic goals. The Resource Recovery and Recycling Manager will be a key member of the Public Works Department’s leadership team, a team responsible for the stewardship of natural resources, public funds, and service delivery to grow a more sustainable Santa Monica community. RESOURCE RECOVERY & RECYCLING DIVISION The Resource Recovery and Recycling Manager leads the Resource Recovery & Recycling Division, which is responsible for waste collection services, street sweeping, and Zero Waste Water programs with 96.2 FTEs and a FY 2017-18 operating budget of $25 million. The RRR Division is committed to being an innovative, customer service driven, responsive organization with the RRR Manager serving as a key collaborator in working with the City Manager, City Department Directors, and Division Managers to successfully run resource recovery and recycling programs and operations. The RRR Manager presents to and interacts with the City Council, regulatory bodies, Neighborhood Associations, and variety of other community stakeholders.

Full implementation of Santa Monica’s Zero Waste Plan is a key initiative the new RRR Manager will lead. Current waste reduction strategies have resulted in an annual diversion rate of 78.9% or 4.6 pounds per person. With the goal of zero waste by 2030, enhanced commingled recycling and organic programming, education and outreach, and diversion initiatives will be implemented in an effort to increase the amount of materials that are diverted from the landfill.

Facilitating the design and construction of a new resource recovery and recycling facility as a part of the City Yards Modernization Project is another key initiative.

THE IDEAL CANDIDATEThe ideal candidate will be an innovative leader with superb interpersonal skills and judgement, and a demonstrated understanding of solid waste practices with an emphasis on zero waste technologies and diversion strategies. A commitment to sustainable policies and demonstrated success in implementation is required as is experience with rate studies. The ideal candidate will be a self-starter and motivator with a proven ability to thoughtfully manage and direct operational, supervisory, and administrative personnel. The RRR Manager will have a collaborative leadership style and will be able to effectively manage community concerns and oversee an operation that consistently meets community expectations.

Key personal attributes and qualities that the ideal candidate will embody include:

• Set strategic vision and provide effective leadership for sections reporting to this position; strategize short- and long-term goals;

• Lead employees effectively in partnership with the various bargaining units;

Experience - Five years of progressively responsible professional work experience managing solid waste programs and policy efforts or other similar public works programs, operations, and administration. At least two years of the required work experience must have included supervisory and management responsibilities. Individuals with private sector experience with a desire to contribute to an active and dynamic community are also encouraged to apply.
