A RESOLUTION RETURNING TO THE OFFICE OF THE DILG-REGION IV-A, CITY LOCALGOVERNMENT OPERATIONS OFFICER, CITY OF SANTA ROSA, LAGUNA THE ENDORSEMENTLETTER DATED SEPTEMBER 6, 2016 RELATIVE TO THE COMPLAINT OF MS. PASTORA V.CARAPATAN AGAINST HON. JIMMY SALANDANAN, BARANGAY KAGAWAD, BARANGAYAPLAYA, CITY OF SANTA ROSA, LAGUNA.

WHEREAS, on September 6, 2016, the Office of the Sangguniang Panlungsod received anendorsement letter from DILG, City Director Mr. Tirso Lavina a letter complaint of a certain Ms. PastoraV. Carapatan against Brgy. Kagawad, Jimmy S. Salandanan;

WHEREAS, the said letter-complaint filed with the DILG- Region IV-A (CALABARZON), City LocalGovernment Operations Office is neither verified nor under oath and the complainant, Ms. Pastora V.Carapatan has not paid the prescribed docket fees;

WHEREAS, in accordance with the Article 125 (Form and Filing of Administrative Complaints) ofImplementing Rules and Regulations of Republic Act 7160 or the Local Government Code of thePhilippines, it clearly shows that the Sanggunian Panlungsod does not have any jurisdiction over theattached complaint, primarily because the said letter- complaint is not filed before this Sanggunian, asthe same was filed before the office of City Director, Tirso Lavina (DILG- Region IV-A (CALABARZON,City Local Government Operations Office);
