From the Mayor’s Desk:

Seabrook Volunteer Committees Helping Plan the City's Future

Last month I commended Master Plan Review for the fine work they have done on behalf of the City. Another committee that has been very busy is the Open Space, Beautification and Preservation Committee (OSC). Under the leadership of chair Dori Nelson, the OSC has done an excellent job developing plans related to open space. This committee has been focused on plans for our future parks use and our city hike and bike trails. The first accomplishment for this group was finalizing the Drusilla Carothers Coastal Gardens Master Plan. This park, adjacent to Pine Gully Park, was acquired with a voter approved bond election in May, 2007. The first phase of this plan financed by the bonds will go out for bids soon. This first phase will create a park entrance, develop parking facilities and enhance the Carothers house for safety and handicap accessibility. This park readiness effort, although delayed by Hurricane Ike, should have Phase I ready for a park grand opening around mid-2010. (Continued next page)

The other accomplishment for the OSC is the development of thecity’s Hike and Bike Master Plan. This future trails plan wasdeveloped by the OSC with the assistance of city staff. Amasterful supporting document created by committee member,Sally Antrobus, rounds out the group’s planning map withessential details on the importance of trails to Seabrook, thehighest priority routes, potential funding mechanisms and otherimportant details.The final trails configuration is envisioned as a figure “8” thatcreates multiple loops within the city. The priority for future trailsprioritizes those that will serve the most residents including:1.East Meyer from Hwy 146 connecting to Todville (the center ofthe figure “8”),2.Southern trails utilizing the existing crossing under theKemah/Seabrook bridge, and3.Northern section utilizing the berm area adjacent to the Port ofHouston Property ultimately connecting to trails in Pasadena andArmand Bayou.

The committee, city staff and city council realize thatcompletion will take many years. Funding will utilizegovernment and private grants and involve partnerships withlocal entities including Harris County, the Port of Houston,and Armand Bayou. The city council looks forward toleveraging funds from our limited city funds with grants andfunds from other entities.

The city council has been extremely complimentary of theboth the Master Plan Review Committee’s and Open Space,Beautification and Preservation Committee’s efforts resultingin strong endorsement of these group’s activities. We allrealize that the plans will not be accomplished overnight, butwe will see steady progress over time.

Friends of Library April Event

The Annual Meeting of the Friends of Evelyn Meador Library will take place on April 22 at the Seabrook Community House on Anders.

Refreshments served at 6:30 pm with the meeting to begin at 7:00 pm. The speaker will be Mary Sue Anton giving a book talk about her book, New Madrid - A Mississippi River Town in History and Legend.

Come and share this evening with the local writer, Mary Sue Anton. She will sign copies of her book at this time.

The Coast Guard Auxiliary will present Boating Safely Classes at the Seabrook Volunteer Fire Dept. on March 20, May 15, July 17 and Sept. 18.

Topics include: Equipment for Your Boat, Trailering Your Boat, Handling Your Boat, Your "Highway" Signs, and Knots and Lines.

The Johnson Space Center will hold an E-Waste Recycling Event April 24, from 8 a.m. until noon at the Space Center Houston Parking lot. This will be open to Clear Lake area residents.

Acceptable Items for Disposal/Recycling:IT and computer-related products including:

Personal computers (includes desktop PCs, laptops, and workstations)

UNACCEPTABLE items for disposal/recycling are:

White goods including microwave ovens, washers and dryers are not acceptable

TVs are not permitted

Equipment containing radioactive materials, free flowing liquids, chlorofluorocarbons, polychlorinated biphenyls, or other “Hazardous Wastes” as defined in and having the meaning ascribed in and listed under 40 CFR §261.3 and the regulations promulgated hereunder, as amended from time to time.

Bay Elementary PTA Looking for Sponsors for Spring Carnival and Fun Run on April 10.

James F. Bay Elementary will host its annual Spring Carnival and Fun Run on

Saturday, April 10 from 8:00 am to 3:00 pm. The PTA Spring Carnival

Committee is now offering two great opportunities to advertise your business

to our school community and show your support for our children. The

Committee is in need of Carnival and Fun Run Sponsors. The PTA offers an

excellent multi-level sponsorship package for those interested in supporting

our fundraising efforts. The committee is also in search of crafters and

vendors interested in renting booth space during the carnival (pre-approval

required). Booths are a standard 10x10 space at a fee of $50.00 each. For

REGISTERING TO VOTE

You must be registered to vote in Harris County with a Seabrookaddress to vote in the Seabrook municipal election to be held onMay 8, 2010. If you have recently moved to Seabrook fromanother state or county in Texas or from another address inHarris County, you must complete a new Harris County voterregistration application and report your Seabrook address. Thefinal day to register to vote or to change your address is April 8,2010 if you wish to vote in the May 8, 2010 city election. Pleasedo not wait until the deadline to register to vote or to changeyour address! Harris County voter registration application formsare available at city hall. SEABROOK CITY ELECTION ON MAY 8, 2010EARLY VOTING BY MAIL

Seabrook voters who are 65 years or older or who are disabled mayvote early by mail for the May 8, 2010 city election. In addition, anySeabrook voter who will be absent from Harris County for the entireperiod of early voting (April 26 - May 4) and who will also absentfrom the county on Election Day (May 8, 2010) may also apply tovote by mail. Please call (281) 291-5736 or 5663 to request anapplication to vote early by mail. After completing an application,you must return it by mail. If you are voting early due to absence inthe county, the application for ballot by mail must be mailed from alocation outside of Harris County and we can only send the ballot toan address outside of Harris County. Voters who apply to vote earlyby mail due to age or disability, may mail the application fromSeabrook and we can send the ballot to your Seabrook address. Allapplications for a mail ballot must be received by the citysecretary’s office no later than the close of business on Friday, April30, 2010.

EARLY VOTING BY PERSONAL APPEARANCE

Early voting by personal appearance will be held in City Hall upstairs in Room 204. All registered voters in Seabrook are eligible to vote early by personal appearance. Hours for early voting are:

Monday through Thursday, 4/26 – 4/29 7:30 a.m. – 5:00 p.m.

Friday, 4/30 8:00 a.m. – 5:00 p.m.

Saturday, 5/1 9:00 a.m. -11:00 a.m.

Sunday, 5/2 No Early Voting

Monday, 5/3 7:30 a.m. – 7:30 p.m.

Tuesday, 5/4 7:00 a.m. – 7:00 p.m.

ELECTION DAY VOTING

Voting on Election Day, May 8, 2010 will take place in the Seabrook Community House, 1210 Anders, (across the street from City Hall) from 7:00 a.m. until 7:00 p.m. Note this is a change in your polling location for Election Day only.

Every household who receives a city water bill will be mailed the text of all 40 Charter Amendment Propositions and the Crime Control & Prevention District Proposition that will appear on the May 8, 2010 ballot. This information will be mailed during the first two weeks in April.
