Summer Clubhouse

Date: Fridays, May 31st - August 9th Time: 9:00am doors open, 10:00am show starts Location: The Colony Recreation Center (5151 N Colony Blvd, The Colony, TX 75056) Cost: FREE

The Colony Parks and Recreation is proud to present The Colony Summer Clubhouse, a three-month summer event series for kids. Children of all ages are invited to The Colony Recreation Center; doors open at 9am with the show starting at 10am, so come early to get a good seat!

MINUTES OF THE REGULAR SESSION

OF THE COMMUNITY DEVELOPMENT CORPORATION

APRIL 11TH

2019

The Regular Session of The Community Development Corporation of the City of The Colony,

Texas, was called to order at 6:34 p.m. on the 11TH

day of April 2019, at City Hall, 6800 Main

Street, The Colony, Texas, at which time the following items will be addressed:

addressed:

1.0 ROUTINE ANNOUNCEMENTS AND RECOGNITIONS

1.1 Call to Order

The meeting was called to order at 6:34 p.m.

1.2 Pledge of Allegiance to the United States Flag

The Pledge of Allegiance to the United States Flag was recited.

1.3 Salute to the Texas Flag

Salute to the Texas Flag was recited.

1.4 Announcement of upcoming civic events and activities:1

Kids Chase by the Lake –

This event is Saturday, April 13th at Stewart Creek Park. This is a 1 mile and ½ mile fun run for

boys and girls ages 5-12.

Spring Eggstravaganza –

This is the annual Easter Egg Hunt held at Five Star; this year the event is on Thursday, April

18th. New this year is designated start times for each age group; tickets are $3 in advance or $5

if purchased at the park.

Movies in the Park –

“The Avengers Infinity War” will be shown on Friday, April 26th @ 8:”30pm in Austin Ranch at

Thousand Oaks Village Green. Concessions will be available to purchase.

Up, Up & Away Festival of Flight –

This event is on Saturday, April 27th at the Prestwick STEM Academy. Activities include kite

flying, crafts, paper airplane making, giveaways, and the movie “Rio” will be shown at 8:30pm.

Grown Up Games –

This is a new event, an adult field day for men and women age 21 and over and is $100 per

team. The event is on Saturday, May 4th at Stewart Creek Park.

2.0 CITIZEN INPUT

Sunil Bondalapati, 13157 Deep River Dr., Frisco, TX 75035 – He is the Vice President of the North

Texas Cricket Association which has over 1,000 members and many live in The Colony. He is here

tonight to follow up on a request made a couple months ago for the city to build a cricket field.

Pam explained that the Board is in the process of doing a Master Plan for future projects. A citizen

survey was conducted and the board will consider amenities for the community based on requests

identified in the survey, but will also consider the request for a cricket field in relation to the other

requests received in the survey. Pam told Sunil he would be notified within the next couple of weeks.

3.0 CONSENT AGENDA

3.1 Consider acceptance of the CDC financial reports for March 2019

3.2 Consider approval of minutes of the April 11th

, 2019 Regular Session

Motion to approve – Harris; second – Mahle; motion passes with all ayes.

4.0 REGULAR AGENDA ITEMS

4.1 Discuss and consider approval of awarding a contract, including Alternate #1 to

RoeschCo Construction, Inc., for construction of the Park Loop Trail Phase IV-

Ten bids were received and were opened on March 27th. RoeschCo Construction, Inc. was the low

bid. Their timeline to complete the project is 110 calendar days with 10 weather days allowed. Tod,

the project manager, was present and briefly explained their process to build the trail with a 10-15

person crew. This contract will be presented to City Council at their April 16th meeting.

Motion to approve – Harris; Second – Cole; motion passes with all ayes.

4.2 Presentation of Bike Month Proclamation –

May is National Bike Month. A Mayoral Proclamation will be presented at the April 16th City

Council Meeting. May 8th is Bike to School Day, May 13

th – 19

th is Bike to Work Week, and May 17

th

is Bike to Work Day.

4.3 Discussion of CDC and Parks Master Plan goals and objectives –

There was discussion of the goals and objectives based on recent public input meetings relating to

the development of the new CDC and Parks Master Plan.

4.4 Discussion of the possibility of a future community grant program –

There was discussion about setting money aside in the budget for funding requests. Recently the

board received a request from the Ethridge Elementary School Principal, and there have been

requests from other groups. The consensus of the board is to handle requests on a case by case

basis.

4.5 Discussion of CIP’s for the 2019-2020 budget year –

Pam reviewed the list –

Kids Colony Splash Pad – This was the top item in the Master Plan Survey; it is in the design phase

West Shore Park Improvements – Working to get the Master Plan completed so we can apply for the

Texas Parks & Wild Life Grant

Grandscape / Cascade Trail – There is $900,000 in the trail fund that can be used for this

Chipper – The chipper being used now is 20 years old

Outdoor Education Trailer & Equipment – Amber, Recreation Supervisor, has applied for a grant to

pay for this

Light Pole Assessment – This is a preventative measure for the ballfield lights

Five Star Upgrades (Concrete & Concession Staining) – Staining needs to be done every 4-5 years

Tractor – Replacement of an original tractor

Turner Parking Lot – Considering using recycled asphalt; in the process of getting quotes

Seedavator Attachment for Ventrac – This has a wide variety of attachments

Park Security Cameras – These are portable so they can be moved to various locations and

monitored from remote locations. Picture quality is very good; staff is still doing research.

Trail Utility Vehicle – Replacement of original vehicle

Park Amenities – Trash cans, benches, old items

Lightning Detection System – This is for the Aquatic Park

Lake Parks CIP’s –

Park Entry System – New system to purchase a park pass with an additional lane for season pass

holders

Boat Ramp Exit Road – Provide a better exit from the boat ramp; considering recycled asphalt

Security Cameras – There is Wi-Fi in the gatehouse, it needs to be inside the park

Tribute Trail Water Fountain & Installation – Replacement

Recreation Center – The consensus of the board is to start setting aside money for a new Recreation

Center and to start with $550,000, then continue with that amount or change it based on what

happens with the Legislature in Austin

Ethridge Trail Request – the consensus of the board is to wait until there is a joint use agreement in

place for this project

4.6 Receive updates from staff and discuss the following items –

Tree City USA –

An announcement will be made at the April 16th City Council Meeting that the city has been

recertified as a Tree City USA

Park Loop Trail Groundbreaking Ceremony –

If approved by City Council, construction will begin on May 6th. Friday, May 3

rd, is the

groundbreaking ceremony.

Cascades / Grandscape Trail -

Staff has met with Engineering and the consultants; 100% of the documents are due to the city

by July 3rd

. The project could be pushed back because of drainage issues.

Stewart Creek Park –

Trees & Irrigation –

The approved funding of $100,000 includes – replacement of 11 trees along the shoreline, new

irrigation installed throughout the park, 53 new trees added along the trail, boat ramp parking

lot and playground and irrigation connections for them, 13 new trees added on the western

shore with irrigation connections for them. Staff is looking for additional locations to add more

trees and irrigation.

Fishing Event –

The Library was awarded a grant from Texas Parks & Wildlife for a Fishing Gear Loan

Program; the program will be promoted at the event on Saturday, May 11th.

Tot Lot -

This playground is for ages 2-5 years. There is $40,000 approved for this project, but there is a

proposal for $43,937; there are funds from closed lake park projects available to use.

4.7 Board to request items to be placed on future agendas –

Donna requested discussion of the 10th anniversary of the shoreline trail, possibly doing a trail walk.
