SPECIFICATIONS

The City of Traverse City is seeking bids to furnish all labor, materials and equipment necessary to perform Pump Repair Services on three (3) vertical turbine pumps and replace three (3) check valves. All work will be verified to confirm proper operation. Two pumps, Low Service #3 and High Service Pump #1 will need to pulled and inspected. The motors shall be rewound inverter duty and variable frequency drives (VFDs) installed. Bidder will provide quote for all labor, materials and equipment to install VFDs into the Traverse City Water Plant motor control panels. VFDs, installation and programming may be performed by separate contractor as the City chooses. One pump, Huron Hills #2 is already inverter duty and has a VFD installed but will need to be pulled and inspected. Remove and replace three (3) 14” swing check valves at the Low Service Building. Old check valves will need to be removed and disposed of by the contractor. Bidder shall provide a licensed electrician at the site to properly disconnect and reconnect the wiring assembly for each pump. High Service Pump #1 may contain asbestos in the motor gaskets or insulation. If asbestos is present, all motor work must be performed using due care, handling and abatement practices as required by current applicable laws.

Remove pump at the Traverse City Water Plant Low Service Building, 2232 Eastern Avenue, Traverse City, MI, and transport to bidder's repair facility.

Disassemble complete pump and motor. Sandblast components and prep for inspection.

Dimensionally measure all operating clearances and record on inspection report. Machine all impeller rings front and rear to establish concentricity.

Install new bowl rings front and rear then lock in place. Machine bowl rings for proper operating clearances.

Remove existing flanged column pipe, blast and repaint inside and outside and replace dresser coupling.

Replace shaft with stainless steel shaft and couplings.

Assemble all rotating parts on shaft and place in balancing machine.

Verify T.I.R's then dynamically balance rotor to 10 grams or less at 1" radius. Install all new shaft sleeves then mechanically lock in place.

Install all new cutless bearings and lock in place. Measure and record all final operating clearances.

Rewind motor inverter duty windings.

Final assembly of pump and motor with new parts listed.

Check to insure proper lift and free rotation. Paint, then preserve pump for delivery.

Transport completed job to the Traverse City Water Plant, reinstall pump, install and program VFD, perform start-up, test run pump and clean up work area.

NOTE: All new paint materials that come in contact with water shall be NSF-60/61 certified for drinking water purposes. The intent of this scope of work is for Bidder to include all parts and labor necessary for a complete high quality pump repair whether specifically mentioned above or implied.

BID SUMMARY TITLE: PUMP REPAIR SERVICES, CHECK VALVE REPLACEMENT AND ASSOCIATED PIPE WORK FOR THE WATER TREATMENT PLANT DUE DATE: Thursday, March 7, 2019 at 2:00 PM Having carefully examined the attached specifications and any other applicable information, the undersigned proposes to furnish all items necessary for and reasonably incidental to the proper completion of this bid. Bidder submits this bid and agrees to meet or exceed all requirements and specifications unless otherwise indicated in writing and attached hereto. Bidder certifies that as of the date of this bid the Company or he/she is not in arrears to the City of Traverse City for debt or contract and is in no way a defaulter as provided in Section 152, Chapter XVI of the Charter of the City of Traverse City. Bidder understands and agrees, if selected as the successful Bidder, to accept a Purchase Order / Service Order / Contract and to provide proof of the required insurance. Bidder submits this bid and agrees to meet or exceed all the City of Traverse City’s requirements and specifications unless otherwise indicated in writing and attached hereto. Bidder shall comply with all applicable federal, state, local and building codes, laws, rules and regulations and obtain any required permits for this work. The Bidder certifies that it is in compliance with the City’s Nondiscrimination Policy as set forth in Administrative Order No. 47 and Chapter 605 of the City’s Codified Ordinances. The Bidder certifies that none of the following circumstances have occurred with respect to the Bidder, an officer of the Bidder, or an owner of a 25% or more share in the Bidder's business, within 3 years prior to the bid:

ii. A persistent and knowing violation of the Michigan Consumer Protection Act.

iii. Willful or persistent violations of the Michigan Occupational Health and

Safety Act.

iv. A violation of federal, local, or state civil rights, equal rights, or non-discrimination laws, rules, or regulations.

v. Repeated or flagrant violations of laws related to the payment of wages

and fringe benefits.

(f) the loss of a license or the right to do business or practice a profession, the loss or suspension of which indicates dishonesty, a lack of integrity, or a failure or refusal to perform in accordance with the ethical standards of the business or profession in question.

Bidder understands that the City reserves the right to accept any or all bids in whole or part and to waive irregularities in any bid in the best interest of the City. The bid will be evaluated and awarded on the basis of the best value to the City. The criteria used by the City may include, but will not be limited to: ability, qualifications, timeframe, experience, price, type and amount of equipment, accessories, options, insurance, permits, licenses, other pertinent factors and overall capability to meet the needs of the City. The City is sales tax exempt – Government. Bidder agrees that the bid may not be withdrawn for a period of sixty (60) days from the actual date of the opening of the bid.

'PPUMP#l • Entered well, found that pump 1 dust collars and 1st stage impeller rings are sitting about 1"

higher than they should with where the pumps lifts are set, see pies• Pump 1 internals are relatively clean, well is also pretty clean• Removed coupling guards from pump 1, removed packing gland• Pump shaft TIR .015", motor shaft TIR .012"• Uncoupled pump 1, lift set at .100"• When inside well this pumps first stage impeller ring to case ring is almost out of the fit• Pump shaft does not spin so it is making face contact in one of the 6 stages, believe pump was

rebuilt incorrectly at some point in the past• Removed 2 pieces of 1/2" packing, this pumps lantern ring would also not come out, corroded

to stuffing box• Cleaned up stuffing box, reinstalled 2 pieces of john crane 1340 ½" packing• Pumped 5 shots of grease in stuffing box• Motor oil levels all correct and were also changed 4/22/14, reinstall coupling guards• Cleaned up around pump #1 and removed lock• Internal steady busing, motor would have to be taken apart to access

MISC • Delivered 20 gallons of Mobil DTE Light ISO 32 oil to the operators• On all of the pumps, with only being able to remove two pieces of packing, the pump shafts did

not show excessive wear• High service pump #3 should be the first pump to be removed for repair

• Pump #3 motor steady bushing has failed, pump is touching well floor, has high shaft runouts.

Lantern ring is stuck in the stuffing box. Significant gap between dust collar and tail bearing. First

stage impeller ring is almost out of case ring.
