To Whom It may concern,

RE: Statement of Qualification for City Council position District 2

This document will serve to explain the below statement of qualifications.

Included with the application for the City Council position for District 2 is my professional resume. This

includes much of my work experience, education, and community involvement I have completed in the past.

Rather than duplicate the information in my resume in a typical Statement of Qualifications, I have chosen to

give the council some insight in to who I am, my strengths, and my personality. This information is in the 200

or less word document as required in the City Council Member Appointment Process item 11 subsection A.

This information was gathered based on a personality test taken in 2016 created by Dr. Don Clifton creator ofCliftonStrengths.

There is one strength that was left off due to the 200 word limitation and that is Learner. Some characteristics

of a Learner personality are:

have a great desire to learn and want to continuously improve.

Not wanting anyone to feel like an outsider. I try to draw individuals in to the conversation. I search forreasons to involve them in our discussions.

1 find extra energy to work hard when I am acquiring information to broaden my base of knowledgeThoughts come alive for me when questions are posed and answers are proposed.

Many of the current City Council members and much of the administration was not around during theplanning and construction of Mill Race Park. When I learned of the idea for the park creating/ expanding afishing pond just made sense since there was a small natural pond there already. I spent many nights over

several months petitioning the neighborhood for support. It was widely and enthusiastically supported by theneighborhood. I then used my contacts with the Division of Wildlife to solicit input from the Warm WaterFisheries Biologist and Community Fisheries Specialists. Together we created a proposal which I presented tothe City Council and senior staff. This proposal was also enthusiastically supported by key decision makers.Over the next 8- 9 years this pond became reality and is now enjoyed by thousands each year and is a greatsuccess.

My point in telling this story is not to seek glory, credit or to pat myself on the back. Rather, the intent is toshow my vision, creativeness, determination, and ability to gather others to a common goal in order to

complete a task when I believe it is the right thing for community.

I appreciate your consideration for the City Council position in District 2 and look forward to serving thecitizens of Taylorsville.

Vision Statement

Curt Cochran

With the exception of a three year period, I have lived in Taylorsville since 1990. A job located

in Taylorsville brought me to Utah. I met my wife in that same Taylorsville business. My wife

was raised in Taylorsville. Most of my wife' s family lives in Taylorsville. My kids went to the

same Taylorsville schools my wife went to and in some cases had the same teachers. My wifehas worked for a Taylorsville Junior High School, the same one she and our kids attended, for

almost 20 years. I guess you could say we are vested in Taylorsville, have invested in

Taylorsville, and believe in this community.

A lot has changed in Taylorsville over the years and as with any growth the community mindset

changes along with it. Taylorsville is not the farming community it was originally nor is it just a

bedroom community or something you pass through while getting from point A to point B.

Taylorsville is special. Taylorsville is unique.

My vision for Taylorsville when I look out ten to twenty years is fairly simple. I envision and

would work hard to help make Taylorsville THE community people want to live, shop, go to

school, conduct business, and raise a family. I envision an enhanced family friendly

environment that includes business, neighborhoods, housing, a solid infrastructure, and

gathering places that is nurtured by a highly competent, motivated, and caring administration.

Family friendly businesses

Businesses that the community wants and needs that are close to home and

complement each other

Enhance the shopping experience in our major retail areas by helping property ownersattract businesses to increase revenue to reinvest in to the center amenities

Work on programs to not only attract businesses to Taylorsville but keep them in

Taylorsville and not lose them to other cities/ developments. Help the administration to

fill the buildings we have with quality, stable businesses that will be in Taylorsville forthelongterm

Housing and neighborhoods

Work with developers to attract upper middle class families to new developments while

also marketing Taylorsville as a place to invest in older homes to earn equity

Work towards a healthy balance of single family residents and high densitydevelopments

Neighborhood improvement projects

Incorporate in to the budget the funds necessary for the Code Enforcement departmentto have more resources and " teeth" to entice action for those residences not in

compliance and/ or work with residents who may have a tough time complying to

uncover other options for attaining the same goal.

Infrastructure

Maintain what needs to me maintained. Repair or upgrade what we can fix. Replace

what we must.

Work to ensure we have good, quality roads, sidewalks, curbs, and utilities that

residents would be proud of

Work with UTA and UDOT to ensure Taylorsville roads are the safest they can be and

that we are maximizing our resources.

Gathering Centers

Make sure that our city' s gathering centers ( parks, shopping centers, trails, cultural

centers, sporting areas, etc.) are top notch, well maintained areas that residents want to

spend their time.

Dear Representatives at Taylorsville City Council,

I am writing to recommend Curtis Cochran, whom I have known for 5 years as a candidate for the city. 1 have

worked with Curtis in several different capacities. As his Calibration Mentor helping continued improvementwith his current position, as an indirect peer to his former manager working to ensure that monthly and

quarterly goals were being met, and finally as Cures direct manager working with a team of specialists toprovide the best environment and feedback style to ensure success on our team..

Curt has the ability to understand people on a completely different level. He doesn' t look at them as

subordinates, but as people he can help guide to success by showing them there potential and using theirabilities to accomplish their goals. When Curt interacts with others it is always in a positive and diplomatic way.

He takes the negative and shows the positive and proficient. Curt has very tittle problems interacting with alllevels of leadership. He understands the importance of leadership, but also understands the importance of

working as a team as well.

Dear City Council Members,

I am writing this letter in support of your consideration to appoint Curt Cochran to fulfillthe vacancy on the City Council for District 2, created by the recent election of MayorKristie Overson.

It has been my privilege to serve alongside Curt for the past several years on thePlanning Commission. I have always been respectfully impressed with Curt'scontributions in our PC meetings. As we have worked through making difficult decisionsand recommendations to our City Council, Curt has always been thoughtful andconsiderate of the citizens who have come before us with their comments and

suggestions. He has shown both kindness and courtesy to everyone. His votes andrecommendation have reflected a pattern of sincere reflection and broad contemplation.

It is obvious to me that Curt has a genuine interest in and concern for Taylorsville Cityand a strong desire to help advance our city to its greatest potential.

Curt currently serves as chair of our Planning Commission. He always conducts himselfin a dignified and proper way. He works hard to make our meetings organized andproductive. I have respect for both his opinions and suggestions in advancing ourmeetings along. He had demonstrated fine leadership in this capacity.

I believe Curt Cochran world make an excellent contribution to the caliber of our CityCouncil. He would serve well in this position and our citizen would benefit from hisbeing on the Council.
