The sites are located to the west of Leeds City Centre, bound to the north by Kirkstall Road and the south by the River Aire.

The newly developed residential community of Otter Island lies to the south of the River Aire, and the proposals seek to increase connectivity to this site and beyond through the provision of a new pedestrian bridge.

Outline planning permission was granted on City Reach 1 in July 2016 for up to 1,010 residential units across arange of private sector rental, private for sale and student homes, along with supporting retail, business andleisure uses.

Following Inhabits acquisition of the adjoining Bus Depot Site (City Reach 2) a comprehensive high-qualitymasterplan approach can be brought forward for both sites, enabling a new major community to establish itselfin this part of the City.

The development is programmed for delivery starting in Summer 2018.

Inhabit are proposing to submit two planning applications in early 2018 and wish to firstunderstand the views of those who live close to the site and may have an interest in thescheme.

Inhabit have also formally discussed the proposals with Officers at Leeds City Council and otherstatutory parties (e.g. Environment Agency, Highways England), who are supportive of theprinciple of new homes in this location and recognise the benefits that the masterplan will deliver.

A Reserved Matters application for the detailed design of the schemewill be submitted in early 2018. The principle of the use of the site forresidential has already been established through the outline consent.

The scale and massing of the residential blocks previously approved hasbeen reduced, enabling a greater amount of public open space to beprovided on the site.

The development will include 420 private rented homes, 108 for salehomes and 309 student flats, along with a range of small shops, cateringand commercial units.

A planning application will also be submitted in early 2018 which seeks fullplanning permission for surface-level car parking for residents of City Reach 1 andCity Reach 2, and outline planning permission for redevelopment of the remainderof the site for residential use.

The development will be split into 4 blocks and comprise up to 530 residentialunits.

The development will provide a mix of private for sale, privaterental and student accommodation, along with commercialfloorspace at ground floor level. Affordable housing will beprovided throughout both schemes in accordance with Councilpolicy.

The proposals will deliver high quality design across two large vacant brownfield sites. The scheme will incorporatemeasures to ensure the new homes are energy efficient, and adaptable to climate change.

The development will incorporate both a linear park and river park which will create a continuous green connectionthrough from the River Aire to Kirkstall Road.

The river park will provide a high quality public open space overlooking the river, humanising the space and creating anatural, riverine feel.

Layered planting, landform and boulevard trees will create a strong green edge along Kirkstall Road, creating a softgateway into the City Centre as you approach from the west.

A C C E S SThe proposals will result in positive impacts in terms offlood risk.

Buildings will be raised above existing ground level aspart of flood risk mitigation measures, working alongsidethe Leeds Flood Alleviation Scheme Phase 2, which willextend along the River Aire in 2018.

The sites are located in a highly sustainable andaccessible location on the edge of the City Centre.

Vehicular access to both sites will be gained from KirkstallRoad. The regeneration of both sites will also introducenew pedestrian and cycle routes through the site andconnections to Otter Island and other neighbouring siteson Kirkstall Road.
