A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICAAPPROVING AND ADOPTING THE CERTIFICATION OF ELECTION RETURNS FOR

PROPOSITIONS J, K, L, M, N, AND O, AND TWO RENT CONTROL BOARDMEMBERS IN SPECIAL MUNICIPAL ELECTION HELD IN CITY OF SANTA

MONICA, CONSOLIDATED WITH THE STATEWIDE PRIMARY ELECTION HELD ONJUNE 7, 1988

WHEREAS, Propositions J, K, L, M, N, and O and election of

two Rent Control Board members were submitted to the voters of

the City of Santa Monica at a special election consolidated with

the Statewide Primary Election held on Tuesday, June 7, 1988, and

conducted by Los Angeles County; and

WHEREAS, the total number of votes cast for and against said

propositions and for two members of the Rent Control Board have

been calculated and certified by Charles Weissburd,

Registrar-Recorder of the County of Los Angeles,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA

RESOLVES AS FOLLOWS:

SECTION I. The vote total, as certified to by Charles

Weissburd, Registrar-Recorder of the County of Los Angeles, shall

be and is hereby approved and adopted as the formal vote count of

the City of Santa Monica regarding Propositions, J, K, L, M, N,

and O and two members of the Rent Control Board.

SECTION 2. The total number of ballots cast in the City of

Santa Monica was 27,801. The certifications of votes cast for

and against each measure and for each candidate are attached as

follows: Exhibit A reports the number of ballots and votes cast

in the City for candidates; and Exhibit B reports the number of

ballots and votes cast in the City for measures.

SECTION 3. The following measures were voted upon:

PROPOSITION J. Shall the City Charter be amended byadding Sections 1405-1407 to change the current CityCouncil election procedures by providing for election ofmembers to the City Council by numbered offices?

Proposition J was not adopted.

PROPOSITION K. Shall the City Charter be amended byadding Section 1905 to increase the City’s expenditureauthorization by $6,000,000 for each fiscal year duringthe four year period ending June 6, 1992, for the purposeof maintaining and providing increased police and otherprotective services, for improving the safety of streetsand neighborhoods, and for encouraging public involvementin the reduction of crime?

Proposition K was adopted.

PROPOSITION L. Shall the City Charter be amended byadding Section 1906 to increase the City’s expenditurelimitation by $9,500,000 for each fiscal year during thefour year period ending June 6, 1992, for the purpose ofcapital improvements and outlays for certain specifiedpurposes including parks, pier preservation andimprovement, street lighting and street maintenance,libraries and police facilities?

Proposition L was adopted.

PROPOSITION M. Shall the city Charter be amended byadding Section 2015A to increase the City’s expenditurelimitation for each fiscal year during the four yearperiod ending June 6, 1992, by an amount equal to themonies received from landlords in connection withtenant-approved conversions of rental units to be used

for the purpose set forth in the Tenant Ownership RightsCharter Amendment?

Proposition M was adopted.

PROPOSITION N. Shall Section 602 of the City Charter beamended to increase the monthly reimbursement forCouncilmembers from $50 per month for Councilmembers and$150 per month for the Mayor to $600 per month for

_ Councilmembers and $700 per month for the Mayor and toprovide that the City Council may, by ordinance, increasethose amounts once annually not to exceed either theamounts paid Councilmembers under state law in generallaw cities of the same population as the City of SantaMonica or five percent of the amount in effect at thetime of passage of the ordinance?

Proposition N was not adopted.

PROPOSITION O. Shall Section 1005 of the City Charter beamended to allow the City Council, by ordinance, toprovide for compensation of Planning Commissioners in theamount of $25 per meeting not to exceed $i00 per monthand to provide that the City Council may, by ordinance,increase this amount by the annual increase in theConsumer Price Index?

Proposition 0 was adopted.

SECTION 4. The following persons were elected members of

the Rent Control Board for unexpired terms ending November 8,

1988.

SECTION 5. The City Clerk shall immediately make and

deliver to each of such persons so elected a Certificate of

Election signed by the City Clerk and duly authenticated; the

City Clerk shall also administer to each member elected to the

Rent Control Board the Oath of office prescribed in the

Constitution of the State of California and shall have them

subscribe thereto and file the same in the office of the City

Clerk. Whereupon, each and all of said persons so elected shall

be indicted into the respective office to which they have been

elected.

SECTION 6. The City Clerk shall certify to the adoption of

this Resolution, and thenceforth and thereafter the same shall be

in full force and effect.
