Principals

James F. Sato, PE & President - Mr. Sato founded the firm in 1979 with broad environmental planning and compliance, engineering, and program management experience. Mr. Sato received his bachelor's degree in Civil Engineering from the University of Hawaii and a master's in Business Administration from the University of Denver. Mr. Sato has professional engineer licensures in 14 states including Colorado, California (Structural and Civil), and Hawaii. Mr. Sato began his engineering career in 1961 and gained extensive experience working with the Colorado Department of Transportation (CDOT), the Regional Transportation District (RTD), and the Union Pacific Railroad.

Shawn S. Han, PE & Vice President - Mr. Han joined the firm in 1985 with a master's degree in Civil Engineering from Brigham Young University and a bachelor's degree in Civil Engineering from Chung-Yuan University in Taiwan. Mr. Han is the Transportation/Environmental Division Manager with professional engineer licensures in Colorado, Arizona, California, New Mexico, Oklahoma, and Utah. Mr. Han began his engineering career in 1982 and has gathered extensive experience in environmental, planning, and transportation engineering.

Jose M. Cornejo, PE & Vice President - Mr. Cornejo joined the firm in 1983 with master's and bachelor's degrees in Structural Engineering, both from the University of Colorado. Mr. Cornejo is the Engineering Division Manager with professional engineering licensures in Colorado, Alaska, Arizona, Kansas, Kentucky, New Mexico, South Carolina, Texas, Washington, and Wyoming. Mr. Cornejo began his engineering career in 1977 and has developed extensive experience in planning, design, and construction management for multidisciplinary infrastructure and development projects. He has extensive experience in all phases of design from small simple projects to complex, award-winning projects. He has worked with several public agencies including; City and County of Denver, Aurora, Longmont, Littleton, CDOT, RTD, UPRR, Xcel Energy, National Park Service, BLM, Fish and Wildlife, and the Forest Service and others.

Tim Tetherow - Mr. Tetherow joined the firm in 1999 with master's degree in Landscape Architecture from the University of Pennsylvania and a bachelor's degree in Landscape Architecture, Arts and Natural Sciences, University of Washington. Mr. Tetherow is thoroughly familiar with the guidelines and procedures developed under the National Environmental Policy Act (NEPA) and has provided expert testimony on several occasions. Mr. Tetherow was also a past president of the Colorado Chapter of the American Society of Landscape Architects.

Carol Mayeda - Ms. Mayeda joined the firm in 1983 as the Office Manager with a certificate of completion in Business Management from Barnes Business College. She is responsible for the overall administration and financial management of the company. Ms. Mayeda began her career in 1975 and has excellent experience in office management, accounting, and office administration.

Sato and Associates’ Water Resources Department provides expertise in the analysis of watershed hydrology, design of hydraulic systems and underground utilities, dam break analysis, inundation mapping, dam hazard classification, and floodplain studies. Staff members are proficient in the use of standard hydrologic/hydraulic software including HEC-RAS, HEC-HMS, DAMBRK, SWMM, STORMCAD, MODFLOW, and others. J.F. Sato and Associates' Survey Department provides a broad range of land surveying and right-of-way services to a diverse clientele. Specializing in identifying and creating right-of-way for transportation and utility agencies. In recent years the group has been involved in creating six right-of-way acquisition plan sets for roadway dedication along with mapping over 100 miles and 3,000 acres for water, storm, and sanitary services.
