Clapham South Welcome Welcome to our public exhibiƟon for the redevelopment of Clapham South Tesco car park. The project team is bringing forward plans to transform the current site into a high quality residenƟal development and substan Ɵal soŌ landscaping. Local ContextThe exis ng buildings surrounding the site are predominantly two to three storey terraced houses. Taller, four to fi ve storey buildings are located to the west of the site on Clapham Common; these include the Cooper Building and other retail units, most of which have residen al fl ats on upper fl oors.

The surrounding area is a mix of residen al and commercial uses. The Englewood Road proper es to the north of the site are 2 storeys in height and typically have gardens approximately 5m deep, lengthening to between 10-15m at the very rear of the site. Anchor Mews and a nursing home, Minnie Kidd House, form the southern boundary. The proper es along the main road are mainly 4 storeys with commercial uses on the ground fl oors and commercial or residen al above. The materials used for the exisi ng buildings are a mix of render, red and yellow brick and white painted brick, most have led pitched roofs.

Site AccessThe site is located across the road from Clapham South Underground Sta on (Northern Line) and is in close proximity to Clapham Common. The site forms part of the Tesco store car park. It is bound by rear gardens of proper es on Englewood Road and Hazelbourne Road. The car park is largely under u lised and has, in recent years, a racted an -social behaviour. Tesco has taken the decision to sell part of the car park for an alterna ve use and has been in discussions with Landhold for an appropriate and meaningful use.

The new Tesco car park will be reconfi gured to provide 50 parking spaces to meet the store’s car parking demand.

New Pedestrian Access

The site currently has no separate pedestrian access.

The site would be accessed through the exis ng car park. We are proposing improvements to this route, which will improve the look and feel of the area.

Car Access and Parking

The exis ng Tesco car park will be redesigned to reduce the number of parking spaces to 50.

Vehicular access into the development site will be via exis ng route on Maud Chadburn Place. Exis ng access to the residen al basement car park will remain.

LandscapingOur proposals will provide extensive new landscaping in and around the site including:• A new communal garden space for all

residents of the development to enjoy • Private garden space for residents on the

ground fl oor • Extensive plan ng along the boundary wall,

which will provide screening between the development and neighbouring proper es

• A new shared surface car park for all residents to enjoy

• New hard paving along the new access route improving the visual look and feel of the site and immediate area surrounding the site.

• The communal garden is south facing and so benefi ts from good natural light. Landscaping and fencing will separate the shared surface area.

• We believe there is suffi cient space to create a dedicated playspace within this space which is open to the so landscape. Open grass and feature sculpture play elements will create a good space for play.

ProposalOur design approach has been infl uenced by the surrounding proper es. We are proposing a brand new housing development of 3 to 4 storeys. The development will provide much needed new homes in a mix of 1, 2, and 3 bed apartments, 35% of which will be aff ordable homes for local people.

We have worked closely with Lambeth Council planning and design offi cers to develop this scheme, which respects and complements neighbouring proper es.

As you can see from the image to the right the development has been designed to step down to 3 storey towards the eastern edge in response to the height of the neighbouring proper es. We are also proposing varied eleva ons to break up the look and feel of the development, again in line with the neighbouring proper es.

• Our proposals have been designed to encourage sustainable modes of transport. We will be providing generous cycle storage and minimal parking spaces. Given the close proximity to Clapham South Underground sta on, we do not expect residents of this development to own cars; as such our development is essen ally car free, with the excep on of 4 disabled spaces.

• The proposals are a contemporary modern design.• We are proposing to use materials which complement and enhance the surrounding

buildings. As such we are proposing brick as the primary material.• We are proposing the use of brick detailing to break up the eleva ons to refl ect the

smaller grain of the neighbouring proper es. • The proposals include large windows and balconies facing southwards to create an open

and invi ng eleva on.

Benefi ts to the Wider Community

Promo on of Cycling and Public Transport

• The proposal will encourage the use of public transport and bikes to reduce reliance on cars and promote sustainability. Enclosed cycle stores will be provided on site for residents and the loca on of the site is just across the road (1 min walk) from Clapham South sta on.

• As the site is located within a highly sustainable loca on, with a range of public transport services available to provide good opportunity to travel by modes other than the private car, the proposed development will not include any vehicular parking spaces with the excep on of 4 disabled bays. The car-free aspira ons are in line with both local and regional policy, and have been agreed to in-principle with highway offi cers at the local authority. The disabled parking spaces will be available to the wheelchair accessible housing units within the development.

• The applicant is also willing for an agreement to be in place preven ng residents associated with the proposed development from applying for a local CPZ permit which will ensure the development proposals do not impact on local parking opportuni es.

Housing

• New homes for local people: The total number of dwellings in the scheme is 37 consis ng of: 14 x 1 bedroom apartment, 14 x 2 bedroom apartments and 8 x 3 bedroom apartments.

• 35% Aff ordable: 35% of these homes will be aff ordable for local people.

1Maximising the Poten al of The Site

• We are proposing to maximise the poten al of this underutlised site by providing a brand new housing development in Clapham South. This will address current issues of an -social behaviour and improve the look and feel of the local vicinity.

5Sustainability

• Biodiversity: introduced through plan ng and gardens.• Green roofs proposed.• Regenera on of a brownfi eld site: part of the exis ng car park is being largely underused.• Quality of space - units have adequate natural ligh ng, access to gardens and playspace,

high quality building materials.

3S.106 and CIL Contribu ons

• As part of the development we will provide signifi cant fi nancial contribu on through Sec on 106 and Community Infrastructure Levy. This will go towards improvements to local infrastructure and services.

Below is an indica ve project meline, should we successfully achieve planning. A well-thought-out construc on management plan will be in place to minimise the impact of construc on on neighbours and local businesses. We are working with Tesco to minimise the impact on their business during construc on as well as on the local community.
