This ADDENDUM NUMBER THREE forms part of the Contract Documents and modifies the original Bidding Documents dated February 24, 2020.
GENERAL:
1. The Construction Documents have beenreviewed by Montgomery County Building and Codes Department and are approved forconstruction. All associated permitting fees are the responsibility of the General Contractor.
2. The Architect received a call from Subcontractors asking questions related to the Generatorand Carpeting. On both occasions it was apparent that he was not bidding with a full set ofdocuments and he acknowledged that was the case. He said that he had received hisdocuments from an electrical contractor.
We reiterate what is included in the Construction Documents and the information shared atthe Pre-construction Conference. All parties shall bid and construct the project with fullset of documents. The Owner and the Architect shall not be held responsible forinsufficient Bids, incomplete work or workmanship because the Bidder did not have acomplete set of Contract Documents from which to prepare the bid.

OTHER CLARIFICATIONS:
1. Question: I have to ask if there will be anything in place in the Contract to address possible substantial delays or material price increases as a result of the COVID-19 pandemic. We foresee a good possibility of price increases. Will that burden be on the contractor or will the owner assist in such circumstances?Response: The General Conditions of the contract address such circumstances. Additional time request will be reviewed on a case by case basis and will not be unreasonably withheld. Price increases will not be considered.
2. Question: On the Code Blue box, do you want it to go to the reception phone, or 911? (Or both depending on the time).Response: 911. See Drawing T0.00 for additional revision information.
3. Question: Will the change in board layers type (Addendum 2, #5) effect the STC rating they are calling for on the original plans?Response: We understand there may be some effect on the STC rating by adding the layer of Hi-impact gypsum board on top of one layer of regular gypsum board, but the main goal of increasing the security level of the wall is more important here, so that is achieved.
4. Question: On drawing T1.01 it does not state what size speed sleeve to use at each location. Any help on finding this answer? They list 2 sizes in the detail drawing but also show 3 sleeves?Response: Please refer to Keynote 1 on sheet T1.01. It is left to the contractor to determine what is needed at each location. The detail is diagrammatic and reflects the way sleeves shall be installed if there are more than 2 sleeves needed at any 1 location.

F. Engine Starting: DC starting system with positive engagement, number and voltage of starter motors in accordance with manufacturer's instructions. Furnish remote starting control circuit, with MANUAL-OFF-REMOTE selector switch on engine-generator control panel.
G. Engine Jacket Heater: Thermal circulation type water heater with integral thermostatic control, sized to maintain engine jacket water at 90 degrees F, and suitable for operation on 120 volts AC.
H. Radiator: Radiator using glycol coolant, with blower type fan, sized to maintain safe engine temperature in ambient temperature of 110 degrees F. Radiator air flow restriction 0.5 inches of water (1.25 Pa) maximum.
I. Engine Accessories: Fuel filter, lube oil filter, intake air filter, lube oil cooler, fuel transfer pump, fuel priming pump, gear-driven water pump. Furnish fuel pressure gage, water temperature gage, and lube oil pressure gage on engine/generator control panel.
J. Mounting: Furnish unit with suitable spring-type vibration isolators and mount on structural steel base.

A. Product Description: NEMA MG1, three phase, four pole, reconnectable brushless synchronous generator with brushless exciter.
B. Rating: kW as shown on plans, at 0.8 power factor, 480Y/277 volts, 60 Hz at 1800 rpm.

D. Temperature Rise: 105 degrees C Continuous.
E. Enclosure: NEMA MG1, open drip proof.
F. Voltage Regulation: Furnish generator mounted volts per hertz exciter-regulator to match engine and generator characteristics, with voltage regulation plus or minus 1 percent from no load to full load. Furnish manual controls to adjust voltage droop, voltage level (plus or minus 5 percent) and voltage gain.

2.04 GOVERNOR
A. Product Description: Electronic governor to maintain engine speed within 1 percent, steady state, and 5 percent, no load to full load, with recovery to steady state within 2 seconds following sudden load changes.
2.05 HEAT EXCHANGER
A. Product Description: Engine or base mounted heat exchanger and expansion tank of type and capacity recommended by engine manufacturer. Furnish solenoid shutoff valve for field installation on cooling water inlet, configured to open when engine runs.
2.06 OUTDOOR INSTALLATIONS
A. Complete engine/generator and associated accessories shall be installed in an enclosure for outdoor installation and service. Enclosure shall be mounted directly to engine/generator base and shall be of sheet steel construction. Hinged access doors shall be provided for access to control gear and areas of unit requiring periodic maintenance and/or service. Intake and outlet louvers shall be furnished to allow proper flow of cooling and combustion air with all doors closed, but arranged to prevent entrance of rain.
B. Mufflers shall be installed on enclosure top in a horizontal position. Discharge pipe, batteries, battery charger, control gear and water jacket heater, shall be completely installed wired and piped prior to delivery to job site.
C. All devices requiring a.c. service (battery charger, water jacket heater, battery heaters, etc.) shall be connected to an a.c. service panel installed inside the enclosure. This panel shall be mounted in an accessible location and equipped with a main breaker and branch breakers as required. Panel shall be 60 amp, 3 phase and fed from panel ‘EQ’, reference panel schedule.
D. A.C. wiring inside enclosure shall be neatly routed and enclosed in same type conduit used in building.
E. In addition to the above devices, a duplex, grounded, 120-volt, weatherproof convenience receptacle shall be provided for maintenance, servicing and lighting. This receptacle shall be connected to an emergency circuit.

2.07 ACCESSORIES
A. Exhaust Silencer: Critical type silencer, with muffler companion flanges and flexible stainless steel exhaust fitting, sized in accordance with engine manufacturer's instructions.
B. Batteries: Heavy duty, lead-acid or nickel cadmium type storage batteries, 170 ampere-hours minimum capacity. Match battery voltage to starting system. Furnish cables and clamps.
C. Battery Tray: Treated for electrolyte resistance, constructed to contain spillage.
D. Battery Charger: Current limiting type designed to float at 2.17 volts for each cell and equalize at 2.33 volts for each cell. Furnish overload protection, full wave rectifier, DC voltmeter and ammeter, and 120 volts AC fused input. Furnish wall mounted enclosure to meet NEMA 250, Type 1 requirements.
E. Line Circuit Breaker: UL 489, molded case circuit breaker on generator output with integral thermal and instantaneous magnetic trip in each pole. Furnish battery voltage operated shunt trip, connected to open circuit breaker on engine failure. Unit mount in enclosure to meet NEMA 250, Type 1 requirements.
F. Engine-Generator Control Panel: NEMA 250, Type 1 generator-mounted control panel enclosure with engine and generator controls and indicators. Furnish provision for padlock and the following equipment and features:
1. Frequency Meter: 45-65 Hz. range, 3.5 inch (89 mm) dial. 2. AC Output Voltmeter: 3.5 inch (89 mm) dial, 2 percent
accuracy, with phase selector switch. 3. AC Output Ammeter: 3.5 inch (89 mm) dial, 2 percent
accuracy, with phase selector switch. 4. Output voltage adjustment. 5. Push-to-test indicator lamps, one each for low oil
pressure, high water temperature, overspeed, and overcrank.
6. Engine start/stop selector switch. 7. Engine running time meter. 8. Oil pressure gage. 9. Water temperature gage. 10. Auxiliary Relay: 3PDT, operates when engine runs, with
contact terminals prewired to terminal strip.

11. Additional visual indicators and alarms in accordance with by NFPA 110.
12. Remote Alarm Contacts: Factory wire SPDT contacts to terminal strip for remote alarm functions in accordance with NFPA 110. as specified.
G. Remote Annunciator Panel: Surface mounted panel with brushed stainless steel. Furnish alarm horn, and indicators and alarms as follows:
1. High battery voltage (alarm). 2. Low battery voltage (alarm). 3. Low fuel (alarm). 4. System ready. 5. Anticipatory-high water temperature. 6. Anticipatory-low oil pressure. 7. Low coolant temperature. 8. Switch in off position (alarm). 9. Overcrank (alarm). 10. Emergency stop (alarm). 11. High water temperature (alarm). 12. Overspeed (alarm). 13. Low oil pressure (alarm). 14. Line power available. 15. Generator power available. 16. Lamp test and horn silence switch.
2.08 SOURCE QUALITY CONTROL
A. Provide shop inspection and testing of completed assembly.
B. Make completed engine-generator assembly available for inspection at manufacturer’s factory prior to packaging for shipment. Notify Architect/Engineer at least seven days before inspection is allowed.
C. Allow witnessing of factory inspections and tests at manufacturer’s test facility. Notify Architect/Engineer at least seven days before inspections and tests are scheduled.
PART 3 - EXECUTION
3.01 INSTALLATION
A. Install engraved plastic nameplates in accordance with Section 26 05 53.

B. Ground and bond generator and other electrical system components in accordance with Section 26 05 26.
3.02 FIELD QUALITY CONTROL
A. Inspect and test in accordance with NETA ATS, except Section 4.
B. Perform inspections and tests listed in NETA ATS, Section 7.22.
3.03 MANUFACTURER'S FIELD SERVICES
A. Section 01 40 00 - Quality Requirements: Manufacturer’s field services.
B. Prepare and start up engine-generator assembly.
3.04 ADJUSTING
A. Section 01 70 00 - Execution and Closeout Requirements: Testing, adjusting, and balancing.
B. Adjust generator output voltage and engine speed to meet specified ratings.
3.05 CLEANING
A. Section 01 70 00 - Execution and Closeout Requirements: Final cleaning.
B. Clean engine and generator surfaces. Replace oil and fuel filters with new.
3.06 DEMONSTRATION AND TRAINING
A. Furnish 8 hours of instruction each for two persons, to be conducted at project site with manufacturer's representative.
B. Describe loads connected to standby system and restrictions for future load additions.
C. Simulate power outage by interrupting normal source, and demonstrate system operates to provide standby power.
