Consent Agenda: Hoversten moved to approve, Hartema seconded the motion and all present voted aye. Public Hearing: Mayor Fiscus opened the public hearing @ 6:01 PM, calling for questions regarding the vacating of two 20’ strips of property in Block Two, Lot 11 (Jeff Tripp) and Lot 14 & 50’W of Lot 7, (Caren Green) Raymond Peabody Hawes Central Addition in Alden. There were no questions present- ed, Mayor Fiscus closed the public hearing at 6:02 PM. Resolution 2018-9: Approving the Quit Claim Deed between the City of Alden and Jeff Tripp for a Twenty (20) foot piece of property lying at the northeast corner & adjacent to Lot Eleven (11), Block Two (2) of the Raymond Peabody Hawes Central Addition to Alden, Hardin County, Iowa. Hoversten motioned to ap- prove the resolution, Hartema seconded the motion and all pres- ent approved. Home Rule Proclamation: The City of Alden supports Home Rule and the powers, effectiveness and re- sponsiveness it provides to make local decisions that best reflect the residents of our community. The citizens of Iowa approved and adopted Home Rule in the Constitu- tion of Iowa on November 5th, 1968. Home Rule is vital to the health and prosperity of our com- munity. The City Council of Alden would like to recognize the 50th an- niversary of Municipal Home Rule. Hartema moved to officially recog- nize this proclamation, Hunt seconded the recognition and all council members approved this rule. Resolution 2018-11: Approving the Urban Renewal Report of 2017/18: Hunt motioned to approve, Hartema seconded the motion and all pres- ent voted aye. Resolution 2018-12 Approval and Adoption of the 2017/18 Annual Fi- nancial Report for the City of Alden: Hunt moved to approve, Oliver seconded the motion and all pres- ent voted aye. Resolution 2018-13 Approving HCCEF Grant application for ($7000.00) for the Alden Fire De- partment Bunker Gear Safety Im- provement Initiative, Hoversten moved to approve the application, Hunt seconded the motion and all present voted aye. Resolution 2018-14: Approving the Transfer of Fund into Savings: Hoversten moved to approve, Oliver seconded the motion and all pres- ent voted aye. Shamrock Spirits Liquor License Renewal Approval: Oliver motioned to approved the renewal, Hunt seconded the motion and all pres- ent voted aye. Ordinance Amendment 65.02 (17) Mill Street. Vehicles traveling west on Mill Street shall stop at Nic- olas Street (22) Pearl Street. Vehicles traveling east on Pearl Street shall stop at Locust Street; (23) Pearl Street. Discussion was held in reference to removing the stop sign on Water Street for vehicles traveling east on Water Street stopping at Nicolas Street, changing the to Vehicles traveling East & West on Water Street shall stop at Center Street. The City Clerk was directed to put that on the agenda for the Decem- ber 17th, council meeting. Ordinance Amendment 69.08 No Parking Zone on Washington Street: Section 69.08 No parking on Wash- ington Street, on both sides, from Main Street north to Hardin Street. Hoversten moved to approve the first reading of the amendment, Harding seconded the motion and all present voted aye. Mayor Fiscus called for a motion to waive the second reading of the amendment and put it on its third and final read- ing. Hunt moved to approve the waiver of the second reading, Oliv- er seconded the motion and all present voted aye. Mayor Fiscus called for the motion to put the amendment on it’s third and final reading for passage, Hoversten moved to approve, Hunt seconded the motion and all present voted aye. Julie Winter of Region Six Planning Commission was present to go over the City’s Comprehensive Plan for changing and updating the planning and zoning Ordinances. This com- prehensive plan prepares the City for growth, future land use recom- mendations, commercial and indus- trial development and possible housing development. This plan will update all zoning maps to cur- rent standards. In depth discussion was held on building standards, size and required setbacks, In- Home businesses, signage sizes and standards, aesthetic require- ments and timeline for passage and administrative permitting and en- forcement of new standards. De- cember the meeting will encompass sheds, living quarter requirements and variance administration. Public Input: Harding reminded ev- eryone that the Alden Days Fund- raiser would be January 19th, 2019. She asked Eric Eugenio is the issueswith the pioneer pumps pur- chased through Iowa Pump Works had been resolved. Eugenio re- ported that Pioneer Pumps had an engineer in town the week of No- vember 12th, to assess the issues. Alden is not the only community with issues at this time. Harding al- so asked about the Historic Hwy 20 Signage that that the City approved two years ago. Watts stated she would look into that issue. Public Notice for Winter Parking Rules and Snow Removal

Parking on city streets during snow removal is pro-hibited and will result in your vehicle being ticketed and possibly towed. We do this to aid in the safe and timely removal of snow for the winter and parking on the street greatly hinders our eff orts. Snow tickets are $40 per incident. Sidewalks must have snow and ice removed within 24 hours. The city will remove the snow and assess the charges which begin at a range from $100 - $200 or more depending on time and length of sidewalks cleared. Charges, if not paid, will be assessed the same as property taxes. You may also be ticketed for not removing the snow from your sidewalks. The tick-ets range from $50 for first off ense, $100 for second off ense, and $200 for the third. The city is not wanting to collect fines or clean side-walks and would encourage everyone to make plans for parking and having snow removed from sidewalks promptly. We only are interested in public safety for all residents and visitors to our city.
