Background of the vision – why?

Strategic discussions in 2008-2009– Who– How– What

New statistical law – ESS defined– European systems method – European approach to statistics

Drivers for change:– New emerging needs – available resources– Need to reduce burden– IT development

Vision – ESS strategy

Current situation – “Stovepipe approach”

.

Weaknesses

Current situation Weakness

User needs are defined in an isolated manner

no cross-checks for synergies; inconsistencies

As a result, data collections are isolated as well

Single-purpose use of the data, inconsistencies

Regulations are made separately by statistical domain

Differences in concepts, breakdowns, ref. periods…

Separate data transmissions from NSIs to Eurostat

Different channels and formats, difficult follow-up, inconsistencies in metadata

Variety of tools for data validation and analysis

Inefficiency, lack of interoperability,

difficult quality control

ESS strategy (1)

Joint ESS strategy for the implementation of the Commission Communication on the production method for EU statistics”

10 principles of the joint ESS strategy

Page 9: Claudia Junker, Tomasz Urbanski

ESS strategy (2)

1. User needs

2. The “how” = the VisionThe “what” (priorities, programmes, products, services) = separate strategic approach

3. Long-term approach

4. Implementation of strategy in annual and multiannual programmes

5. Subsidiarity

Page 10: Claudia Junker, Tomasz Urbanski

ESS strategy (3)

6. Partnership in all forms

7. Modernisation through integration, standardisation, “generic” ICT tools and methods

8. Vision principles as part of regular ESS dialogues at domain level

9. Output-oriented framework legislation

10.Human resources development in the ESS is strategy oriented

Current state-of-play

VIP– Eurogroup register– Census hub– Common validation tools– NAPS to be extended– Data linking– Secure and easy access to confidential data

What is the EuroGroups Register

EGR Central system

Central register kept at Eurostat in combination with national registers in each Member State,

altogether forming a network of registers on multinational enterprise groups and their constituent units.

EGR ambitions

to become the platform that supports the production of micro based statistics on globalisation in Europe

by offering statistical compilers access to integrated and up-to-date register data on multinational enterprise groups

by way of collecting, comparing and selecting information from different commercial and institutional sources

the EGR provides a set of pooled information that allows statistical compilers to organise the data collection and to produce statistics on the basis of shared and coordinated information basis.

Page 17: Claudia Junker, Tomasz Urbanski

Who are these compilers, in the first place

Inward FATS needs:– list of resident enterprises controlled by a foreign enterprise

– the country of the decision center of the ultimate controling institution (UCI) for those foreign controlled enterprises

Outward FATS needs:– list of resident UCIs who control foreign enterprises

– Information on foreign enterprises controlled by an resident UCI

FDI needs:– Identification of the Ultimate Investing Country/Controlling Parent

– Identification of the Special Purpose Entities

– Identification of FDI relations

Future cycles

The 3rd EGR cycle started in 2011 and will be finished in December 2011. The number of MNEs has been increased to 10 000

From 2012 and on: EGR v2.0

Some future challenges of the EGR

Provide EGR users with remote online access to micro data in addition to currently used data transmission methods.

Develop further the EGR processes through an enhanced EGR business model taking into account the interactions between the central EGR and the national register environment.

Preparing the exchange of EGR data with central banks (approval of implementing provision, authorisation of National Statistical Institutes are needed).

Reviewing the current acquisition strategy for data from commercial sources.
