    The CWA made it unlawful to discharge anypollutant from a point source into navigablewaters, unless a permit was obtained.

    EPAs National Pollutant DischargeElimination System (NPDES) permit programcontrols discharges.

    Point Sources must obtain permits if theirdischarges go directly to surface waters.
