Asia has long been a part of Clearstream. In fact, it was in 1990 that we inaugurated our first office in Hong Kong.

Since then, our business has grown and expanded in line with our customers’ appetite for our services until today our workforce in Asia numbers almost 100; increasing annually as we continue to hire more experts in the financial industry. The teams in our three Asia offices – Hong Kong, Singapore and Tokyo – look after our customers in the region and beyond: each area integrated but able to handle the local specifications of the individual countries. Hong Kong is the hub for our Northern Asia activities whilst we cover Southern Asia with our growing Singapore branch.

For many years now, Clearstream has been known as the best international central securities depository (ICSD). This fact, which is easy for us to tell you, is validated time and time again by our customers and echoed in the client-led Global Custodian survey in which we have maintained the top rating since 2004. We are a world leader in the issuance and distribution of securities, post-trade services (encompassing settlement, custody and asset services), investment funds liquidity and risk management and IT outsourcing. We provide innovative services for all major asset classes, including equities, bonds, funds, structured products and commodities.

Throughout the last 40 years, Clearstream has established itself as the specialist in post-trade services.

Back in 1970, the company – known then as Cedel – was launched, as 66 institutions from 11 countries joined forces to create a clearing and settlement system designed primarily to increase efficiency and reduce the costs and risks associated with the Eurobond market.

Although bonds are still at the heart of our business, as the industry matured so did we. Our transformation into an all-inclusive global post-trade service provider is a result of continual innovation and a desire to bring the very best to our customers wherever they may be situated – values that have remained intact throughout the years.

Our name change to Clearstream happened in 2000 when we merged with Deutsche Börse Clearing. This paved the way for Deutsche Börse Group to become a 100% shareholder two years later and provided us with a solid foundation; joining forces with one of the most globally renowned exchange organisations has brought significant advantages to our customers that are unique to our business model.

In 2009, our commitment to Asia was cemented when we opened our first fully-fledged operational hub in Singapore. Today, along with our offices in Hong Kong and Tokyo, we employ almost 100 people in the region. At the same time we extended our daytime settlement window by seven hours, ensuring real-time business day coverage for all Asia and Australasia time zones. For instance, in 2006 we became the first provider outside Japan to offer international settlement and custody of Japanese Government Bonds (JGB). This was a direct result of working closely with the Central Bank of Japan and together developing the necessary tools that allowed us to hold and settle JGBs on our platform.

We have also recently announced an affiliation with Hong Kong Exchanges and Clearing Ltd (HKEx) as a founding member of their Ecosystem initiative. This innovative hub will help joint participants connect more efficiently with each other within a secure and monitored environment.

Creating a world of opportunities

Asia is an eclectic mix of styles, cultures and economies; each with their own expectations. We recognise there is no “one hat fits all” answer but that we need to find solutions that address the diversity of each specific country.

However, one of the underlying concerns in the Asian market is market fragmentation within the region as a whole. This concern is not contained to Asia alone, but how the financial industry currently functions on a global level – a fact we must accept as we strive to bridge the existing inefficiencies.

While some Asian CSDs have bilateral links with their counterparts in other countries, the limited number is disadvantageous for the growing desire in cross-border investment. It is a challenge being addressed by many local authorities and key

participants who support the increasing levels of intra-regional investment, and also the expansion into a wider global community.

Helping shape the future

We have been working actively with a number of these groups and are able to bring the wealth of experience we gained in helping shape the Eurobond market to the discussion table. Many of the solutions we have previously designed address not-dissimilar problems and can be adapted to complement the creation and maturity of an Asian market infrastructure.

We believe that establishing a favourable environment will boost cross-border investment while simultaneously reducing operational risk and dealing with regulatory burden. Here is where we can really add value.

Due to our neutral standing within the industry, we are regularly invited to participate in helping analyse and shape new regulations; either by sitting on advisory boards or attending working groups. One such example is the new Sub-forum 2 on Efficiency being run by the Asean+3 Bond Market Forum (ABMF) of the Asian Development Bank, aiming to bring greater efficiency to the bond market on a pan-Asian level.

Having this unique position is certainly a responsibility we take extremely seriously, but it also gives us the possibility to talk directly about our customers’ needs and concerns.

Anticipating the trends

As the world changes so too do global markets evolve and adapt to new trends and tendencies; the last few years have seen more rapid changes in the financial industry than perhaps in the whole of the previous century. It is imperative to respond quickly or fear being left behind and therefore it is important to have a partner who understands the problems, finds solutions and helps you adapt to them smoothly and in a timely manner. This is our job. We anticipate the changes and develop tailored solutions that will address our customers’ concerns. For instance, advanced collateral management solutions are extremely important to maintain liquidity in the marketplace and we have leveraged our knowledge to develop products, such as GC Pooling®, a collateral management offering that provided crucial liquidity during the credit crisis of 2008.

Another example is our Funds Trading on Exchange service that was developed specifically in response to increased demand for UCITS products from our Asian customers and to aid their style of investment of buying and selling their fund shares more quickly than others. By combining our order

routing platform Vestima with Deutsche Börse’s cash market platform Xetra we offered our customers an additional funds distribution venue and hence boosted the attractiveness of investment funds as an asset class. Through our service, investment funds can be traded like equities and benefit from the same advantages: immediate order execution, reduction of operational risks and significantly lower transaction costs.

and currencies. But we are not complacent. There are always deadlines to improve, links to upgrade, asset classes and currencies to add to name but a few of the daily discussions we have around the globe.

For instance, in the 2011 Agent Banks in Major Markets Survey, conducted by the widely-respected Global Custodian magazine, we were classified as a “Top-Rated” ICSD for the “Leading Clients” and “Cross-Border” categories. This is the eighth consecutive year Clearstream has maintained the top rating.

Furthermore, we received a “Best in Class” award in the survey across all 12 service categories in both the Leading Clients and Cross-Border/Non-Affiliated categories. The annual survey of Agent Banks in Major Markets measures client perceptions of the quality of settlement and asset servicing.

In the tri-party area we were once again first in the rating of tri-party agents in the International Securities Finance (ISF) survey, winning the overall table, overall EMEA, overall Asia, overall repo and overall securities lending. We also received top rating as a tri-party securities financing provider in Europe for the 12th consecutive year in the Global Custodian magazine’s 2012 Tri-party Securities Financing survey, where Clearstream was awarded Best in Class in all six service areas.

For the first time, Clearstream was also rated for the Asia and Global regions (the only ICSD to ever have achieved this), with a Best in Class award in four out of the six Asia service areas. We are permanently seeking new opportunities for expansion into the Asian region. No market is excluded from this possibility providing the regulatory and settlement mechanism allows us to offer our rigorous risk and service standards. Criteria for possible entrance include: customer interest; local market infrastructure; regulatory framework; macro-economic factors, such as gross domestic product and market cap; credit worthiness and the technical quality of potential providers.

Currently we have links to 52 domestic markets (and also the international and global emissions markets). Eleven of them are in the Asia and Australasia regions and we are well into discussions with a number of others. In fact, we have the largest number of domestic links of any ICSD, meaning securities from these countries can be quickly and efficiently settled both locally and internally within Clearstream. This is done with the help of sub custodians, cash clearing banks and in some cases directly with the local CSD

themselves, who act as intermediaries between Clearstream and the domestic market.

By leveraging these important partnerships we can move ever closer to the markets we serve, providing local, regional as well as global solutions. Our team of network managers, based in Singapore, also maintains an ongoing dialogue with regulators and central infrastructure providers with the objective to create opportunities for new markets and to improve settlement efficiency and asset optimisation in existing markets.

Settlement and asset servicing

As the international market continues to grow, and as Clearstream adds more instrument types to the services we offer (e.g. revenue bonds and J-BIEM bonds launched recently), the nature of securities becomes more complex. This is particularly true in areas where the handling is not yet fully automated and consequently difficult to handle. Multi-currencies and multiple legislations are only a few of the challenges we are addressing to bring much-needed order and simplicity to market players.
