The scope of work covered by this method statement is the construction and completion of Single Pier Pavilions for the Full Steel Structure while for the Double Pier Pavilions are 2"d Level Steel Structure. Also including Mock-ups for M31 Pavilion - C11 and E2 B- D12 Pavilion at Midfield Terminal Building, Abu Dhabi Airport, Abu Dhabi. The activities covered are material, fabrication, transportation and lifting, for Single and Double Pavilion (Full Structure). GSI as our sub-contractor will be working under Cloisall name. We are submitting this document as per the project specification 051200 clauses 1.5/G.3.

2 OBJECTIVE

The purpose of this method statement is to set out the procedures and controls to be implemented by TCAJV and our specialist Subcontractor Cloisall Co. LLC to ensure that all activities related to the construction and fabrication of Steel Structure for Pavilions (Single and Double pavilions) comply with approved material submissions and relevant specifications.

5.1 Project Manager

• Implement and maintain the successful completion of work. • Communicate the Method Statement to his subordinates • Provide his subordinates with the information they need to carry out their

responsibilities. • Enforce the application of this document once it is approved. • Stop all unsafe work activities. • Ensure the health & safety of the personnel on the site. • Ensure that the requirements of the Project Specifications and relevant ITP is

followed and implemented during construction.

5.2 HSE Manager

• Ensure Site Specific Safety Plan {SSSP) is implemented and followed for each activity.

• Monitor in the implementation of this method statement. • Provide required training. • Regularly pay site visits to ensure that safety is being exercised at site as per

requirement. • Advise the Construction Manager for any infraction for safety procedures. • Verify field activities are following the MS/RA and any new risks not

previously identified are addressed and reflected in a revised/new MS/RA. • Stop all unsafe work activities.

5.3 QA/QC Manager

• Supervise of Quality Control activities involving all materials; undertake the more complex inspection and resolve technical and client issues on Quality Engineering.

• Assign QC Engineers and their monitoring all Site Inspection activities. • Interpret codes, standards and project specifications to ensure contract

requirements are met. • Liaise with internal and external concerned parties to co-ordinate presence at

inspections.

• Carry out more complex Quality function activities, such as Procedure Qualification Test.

• Complete relevant forms and prepare reports on inspection undertaken for inclusion and maintenance of inspection records.

• Review and make recommendations for the continuing development and improvement of Inspection Test Plans and Quality Control Procedures I Method Statements specifically in relation to workmanship activities.

5.4 QA/QC Engineer

• Maintain all quality records properly documented. • Conduct inspections and monitor the required tests. • Determining and reporting any non-conformance to the TCAJV & Cloisall QC

Manager. • Checking compatibility between production processes, test procedures and

the applicable documentation through review and circulation of the technical and administration document related to the various activities.

• Ensuring that all personnel are fully aware with all the quality requirements and applications for all quality documents as relevant to their discipline.

• Ensuring appropriate supervision for all work activities enabling quality related operations to be effectively covered.

• Coordinate with the Independent laboratory representative so that all tests are carried out as required by the specifications and records as per the Contractors Quality Control Plan.

• Stop all unsafe and substandard work activities.

5.5 Site Engineer

• Assist the Project Manager in carrying out his responsibilities • Coordinate the work with the Supervisor I Foreman. • Directly monitor the construction activities at site. • Implement the relevant ITP. • Ensure that the quality of the works meets the requirements of the Project

Specification, ITPs and QCP's. • Ensure that working areas are properly covered with work permits. • Report on the spot any non-conformance to the section engineer. • Provide all necessary tools, equipment, and material required at site. • Ensure that safety awareness at site is continuously maintained through JSTI

and tool boxes talks. • Make sure that site personnel are adequately trained to do the job. • Stop all unsafe work activities.

6.2 Materials

6.2.1 Product Marking and Traceability

Project materials shall be sorted out by type on racks and those with traceability requirement shall be properly marked. Material inventory, incoming inspection and distribution records shall be updated timely.

Critical signage, such as safety signs on coordinate control points shall not be altered without approval from the manager in charge.

6.2.2 Storage and Protection

• Handling and storing of material and steel members shall follow relevant regulations and manufacturer's guidelines. Storage yard shall be kept organized, items and logos shall match with each other and consistent.

• The area of material storage will be segregated by barricading and provide adequate signage.

• The storage will have enough space so that equipment movement is available in the storage area for shifting.

6.2.3 Delivery and Transportation

• The steel member will be transported by trailer from factory (UAE) to Construction site.

Before start the of steel member's delivery, submit the Weekly Delivery Plan to main contractor for information and arrange the proper transportation time as per the traffic load records.

Long and extended materials will be transported after ensuring escorts from the security gate or from the lay down to the work area.

Gate passes for the delivery will be prepared before the delivery .

• 7 ton Mobile crane will be lifted to Level 2 slab by 140 ton mobile crane.

• Access and opening to be discussed with TCA-JV, Eversandai and external Logistics Team.

• Once mobile crane is lifted to the slab, it will be driven to the required erection point.

• The driving path of the 7T crane will be discussed with Johnson Arabia (crane Supplier), Cloisall and TCA-JV. A joint site inspection has to be carried out with the mentioned parties above to confirm driving path/access.

6.3.4 Survey Control

• Checking the axis and elevation/coordinates of embedded parts before commencement of the installation of columns, and control axis and elevation/coordinates of columns.

• The survey setting out points and datum levels shall be obtained from the Engineer. Transfer the points to the appropriate location nearest to the structures to be erected for regular checking and monitoring purpose.

• Our Subcontractor is also involved in drawings as build survey and bolt drilling.

6.3.5 Surveying and Correction Control

• The surveying control points provided by the JV shall be resurveyed by total station according to relevant requirements.

• Surveying grids shall be established for steel structure surveying prior to commencement of erection, and develop coordinate piles and horizontal which shall be properly protected from damages.

• During the erection, positioning of columns and beams, maximum tolerance permitted for them and others will follow the approved specification 051200.

6.3.6 High strength bolt installation

• The sequence of tighten bolt is from center to side by electric wrench, include the first twist and the final twist, the first twist torque is the 60-80% of the final torque, the final twist torque reach the 100% of the final torque.

• The faying surface for HSFG area will be protected from the corrosion until the final torque.

• The bolts shall be tightened using a torque wrench offering a suitable operating range. Hand or power operated wrenches may be used. Impact wrenches may be used for the first step of tightening for each bolt. The

tightening torque shall be applied continuously and smoothly following steps refer to BS EN 1090:

• First tightening step: the wrench shall be set to a torque value of about 0.75 Torque Value as shown in table below. This first step shall be completed for all bolts in one connection;

• Second tightening step: the wrench shall be set to a torque value of 1.10 Torque Value.

6.3.7 Weld Construction (If Any)

• Check the dimension for steel plate after fit up of it and ensure the levels and alignment.

• Fix the back strip behind the groove (welding preparation area) as per requirement.

• Steel plate will be used for weld backing for internal steel member, and ceramic plate will be used for weld backing for Architect Expose steel member.

• Check the fit-up as per requirement and release for the welding. Ensure 50mm adjacent to welding paint is removed.

• Ensure welders are qualified as per BS 287.

• Site welding will be carried out as per approved WPS, strictly control the welding procedure and carry out proper pre-heating before thick plate welding, and prevent the steel members by temporary additional fixed plate to avoid the distorted by welding, in case the distorted happen, also can be corrected through the portion heating and checked by the total station, than fixed by temporary plate as per construction specification.

• Before welding previously deposit metal, slag shall be removed and the adjacent base metal shall be brushed clean.

• Weld Area shall be ground smooth and to be checked soundness.

• FCAW with external gas shielding shall not be used in draft or wind unless a shelter protects the weld. This shelter will be capable to reduce the wind velocity to a maximum of 8 km/hr.

• Excessive convexity I overlap shall be removed by grinding.

• Crater, undercuts, undersize, concavity shall be prepared and additional weld metal shall be deposited.

• Unacceptable porosity, slag inclusion, lack of fusion shall be removed & subjected for re-welding.

• Distortions shall be controlled by a sequence welding method.

• A permit to work for welding must be applied to TCAJV and welding has to be carried out by complying with the PTW (permit to work) requirements from TCAJV.

• After completion of welding the temporary fixture shall be removed, grinded and clean around the weld joints. NDT to be carried out for temporary weld cleat- removed area.

• After completion of cleaning the weld visual inspection carried out and release for NDT Testing.

• NOT shall be carried out the weld joint as per approved procedure and ITP.

• Completion of NDT testing those areas shall be dean/Power brush for painting touch up.

• Slag shall be removed from all completed repair welds. The welds and adjacent base metal shall be cleaned by brushing.

• While carrying out welding works, required quantity firewatchers must be appointed in the area.

• Avoid welding during blowing of wind in such a way that the welding flux has been restricted from flown to the adjacent areas.

• In case of an emergency situation while carrying out work on platform, liftable stretcher has to be used to take down the person under casualty. Crane can be used to lift the stretcher in case of an emergency.

• In case of an emergency due to burn for the operative the burned portion can be cooled by using cold packs or by cold water and the area of burn should be immediately covered by a sterile gauze pad for any contact with the infected area or atmosphere. The casualty should be taken to the site clinic immediately.

• Using flame trays and covering the area with fore blankets to protect welding safety

6.4.1 Erection sequence (Steel Structure)

Step 3 : Lifting of Equipments and Material

Equipment/ Activities:

• Similarly the Equipments viz; Forklift, Man lift and the prioritized materials will be lifted and placed.

• Material will be shifted on the daily basis to the erection point to minimize the stacking of materials on slab and ensure that housekeeping is maintained at all times.

Limitation on the Travel, Storage and Positioning of Outrigger will be required. Restriction includes the following:

1. A 2 meter zone I s to be applied to the RK70 Mobile crane during travel and storage, while on the level 2 pier concrete structure.

2. A 3meter exclusion zone is to be applied to the RK70 Mobile crane during lifting operations.

3. During lifting operations all additional plant and machinery to be one bay clear. One JLG 450AJ articulating boom may operate within the same bay while the RK70 is operating on beams spanning 15.7m (approx), however the 3m exclusion zone must be in effect.

4. Outriggers are to be positioned on 1.2m x 1.2m engineered outrigger pads.

5. RK70 outriggers are to be fully extended during lifting operations.

6. Outriggers to be located on beams where possible.

7. Where the areas are being on work the areas should be barricaded with RED net and shall be assisted with Safety Supervisor or Safety Engineer.

• Where there is a risk of falling, working platforms shall be equipped with a fixed or the platform collapsible handrails on the outside edge if the platform is safely below the top of the vehicle, or both side, if the platform is on top of the vehicle .

• Retractable lifeline should be used for anchoring the full body safety harness and it should be connected to crane hook. Worker will fix the yoyo to himself before going up to crane . Yoyo will be released after going down from the crane. Lifting will start once the worker unattached from yoyo.

• Proper rated lashing belt or chain shall be used to secure the load. Center of the weight will be marked by rigging supervisor prior to lifting.

• The slinging should be done as per centre of gravity. • Tag lines should be used for lifting loads.
