ICBC blocksrecord number ofmotorists forunpaid bridge tolls

frozen out of driver’s licence or car in-surance renewals because they refused or neglected to pay bridge tolls.

ICBC acts as the enforcement mecha-nism and it currently has refuse-to-is-sue notices on file against 25,000 driv-ers for failing to pay their Port Mann Bridge tolls and 17,000 for unpaid tolls on the Golden Ears Bridge.

By comparison, ICBC is also blocking 9,300 parents for failing to make child support payments and 4,100 TransLink fare evaders who haven’t paid their tickets.

The 25,000 drivers barred by ICBC for Port Mann tolls is an all-time high and has been as low as 10,000 at other times, accord-ing to the Transportation Investment Corporation (TI Corp.) that manages the bridge.

Maple Ridge motorcyclist Stac-ey (Stella) Murdoch argues it’s too heavy-handed for ICBC to deny people the ability to drive without any option to gradually repay the debt over time.

“When you do that to somebody you limit what they can do,” she said. “People get into these situations but we have to give them a way to get out.”

Murdoch started the Facebook page “Golden Ears Bridge Toll Nightmares”

after her husband was blocked from renewing insurance until he paid $8,000 in bridge tolls, some of which he believed were charged in error.

Cloverdale’s TeenFest packed full of talentBy Nick GreenizanTh ere will be no shortage of

things to do at this weekend’s Coast Capital TeenFest, but the entertainment promises to be a highlight.

Running from 11 a.m. until 5:30 p.m. on Saturday (Jan. 31) at the Cloverdale Agriplex, the one-day TeenFest aims to con-nect teens and their families to their communities.

Included in the festivities are more than 80 booths, an indoor skate park, fashion and beauty displays, and entertainment – highlighted by Shon Burnett, all-girl band Arium and Ria Jade.

Burnett, 12, is a top-six fi nalist from YTV’s Th e Next Star 7, and has also made appearanc-es on televised talent shows in Th ailand, where he lived when he was 10 years old.

Arium, meanwhile, is an all-girl teen band from Surrey that puts a modern twist on a wide range of music, and is sure to be a popular draw.

Jade, 17, is a pop/rock sing-er-songwriter who also hosts her own show, eveRIAthing, on Shaw.

She performed at last year’s TeenFest event, and returns to the stage again Saturday for another performance.

A Refuse to Issue notice goes to ICBC only if a driver owes more than $25 and is 90 days overdue.

“Drivers receive at least three notifi cations requesting payment before being designated Refuse to Issue,” he said.

Johnson said 80 to 85 per cent of users pay after being notifi ed and most owe relatively small amounts of less than $100.

Interest charges of 1.5 per cent a month (19 per cent annually) are added to unpaid Port Mann tolls. TransLink adds two-per-cent interest a

month to unpaid Golden Ears Bridge tolls.

While ICBC’s monop-oly on mandatory basic insurance makes it an eff ective stick against B.C. toll evaders, it doesn’t have the same power over out-of-prov-ince motorists.

But Johnson said TReO still gets “hun-

dreds of payments” through its website or walk-in centres every month from drivers from elsewhere in Cana-da or the U.S.

Th e electronic tolling cameras capture the li-cence plates of non-B.C. vehicles and invoices are mailed out.

“More than 150,000 invoices have been sent to date and 80 per cent make payment on receiving their bill.”

About $3 million in total Port Mann tolls are currently unpaid – twice as much as in the fall of 2013 – and the 25,000 drivers who owe that are mostly unregistered, meaning they are billed by mail, with an extra $2.30 licence plate pro-cessing charge added to each $3 toll.

TransLink offi cials were unable to comment on Golden Ears Bridge toll enforcement, but said they are having more success in compel-ling transit fare evaders to pay their fi nes since the province provided new powers in 2012.

In addition to de-nial of insurance or licences through ICBC, TransLink can also send unpaid fi nes to collection agencies.

Were Erddig servants framed?Downton Abbey has

its fair share of colour-ful upstairs-downstairs characters, but only Erddig in Wales can claim a Spi-der-Brusher to the Master.

Housemaid Jane Ebbrell, wife of the Erddig coach-man, faithfully served estate owner, Philip Yorke I, her entire working life. When Yorke wanted to reward her

with a pensioned retire-ment, she fl atly refused. Presumably Jane felt a pen-sion was a form of charity, something she wouldn’t abide. 

Yorke solved the dilemma with a feather duster. Jane could fl ick away any stray spiders she spotted, thereby continuing, in all good conscience, to earn her

keep until she died at the age of 87. But, in a way, Jane is still working.

From 1791 to 1793 Philip 1 wrote poetry about his servants, and commis-sioned John Walters, and other local artists, to incorporate his poetry into their portraits. Ten of the paintings survive, and visitors to Erddig (pro-

nounced Erthig) are proudly “introduced” to the now-famous below-stairs staff by room guides.

saved from a press gang. Th ose were the guys who forcibly enlisted men into the navy.

Th omas cleverly pleaded for a farewell word with his master. Yorke immediately paid off the press gang thereby rescu-ing his carpenter from, as Steve said, an unwanted life on the ocean waves. Th om-as remained a dedicated servant for another 40 years.

Joshua Edisbury built the house and formal walled gardens in 1684 before going bankrupt in 1709. 

Th e new owner, John Meller, expanded the home, elegantly furnished it, and, hav-ing no heirs, bequeathed it to his nephew Simon Yorke in 1733.

For the next 240 years the Yorke family, all named either Simon or Philip, lovingly

cared for the property and its family retain-ers.

By the time the last Erddig squire, Philip lll, died in 1978, he had successfully enticed the National Trust to accept and restore the his cherished family home. Despite some initial skepticism at taking on an-other dynastic property, a tour of Erddig left directors in no doubt that the down-stairs alone was a living document of a bygone era. Sculleries, kitchen, equipment, servants quarters, stable yard and more remained almost precisely as the old staff had left it.

Not only had Philip saved his house and gardens, he had the pleasure of welcom-ing guests to it aft er some National Trust restorations.

My visit concluded appropriately with tasty home-cooked bangers and mash for lunch in the sunny restaurant overlooking

I’m sure you’ll appreciate some leisurely fl exibility to savour the castles of North Wales, the wild sweeping coastline and unique landmarks like Erddig. Travel light, though. Staircases in some older properties may be a chal-lenge for some.

Get your motor runningBy Evan SealAs the days get longer, many

motorcycle enthusiasts are be-ginning to ready their steeds for the upcoming riding season.

That’s no different for mem-bers of the Greater Vancouver Motorcycle Club (GVMC), based in Port Kells.

For club president Ron Bend-erski, tinkering with his 1200cc six-cylinder 1984 Kawasaki touring bike – one of his five bikes – is a labour of love and a way to keep busy. Pointing to the full instrument panel that looks more like the cockpit of a small plane, Benderski’s enthu-siasm for motorcycles shines through as he describes how the bike, in its day, was state-of-the-art.

“It has all the gauges, even a complete stereo with a cassette player,” he says. “It was a limit-ed edition bike too. It had abso-lutely everything.”

Currently he’s using one Ka-wasaki as a parts bike to rebuild another back to life.

“It gives me something to do in my spare time. I just wish I had spare time,” he says laughing.

He currently rides a 2007 Honda Goldwing, but it was the Honda 50cc dirt bike that he bought in 1965 that helped kickstart the obsession.

“My dad always told me that if you need to borrow money, you can’t afford it, so he wasn’t happy that he found out my uncle had co-signed a loan for

me.”After retiring from the bank-

ing industry himself, Benderski and his wife Lillian, who only recently bought her own bike, have been able to fully enjoy the open road.

Recently he took on the role of president of the GVMC, a club originally started in the 1920s in Vancouver by longtime Vancouver motorcycle legend and businessman Fred Deeley, who owned a motorcycle deal-ership in Vancouver.

Over the years, the club has participated in numerous rides around North America – all with the goal of promoting mo-torcycle riding while building

a strong sense of community among its membership.

Currently the club has 130 members, with about 40 being actively involved, riding every-thing from mopeds to full-sized road bikes.

Since the early 1990s the club has raised nearly $200,000 for the BC Children’s Hospital and other charities, and annually hosts five major rides that are open to the public, along with on-road and off-road events.

The Surrey club will be offer-ing Thursday evening rides for beginners.

Theatre thriller haunted with laughsBy Sheila ReynoldsWith Jan having just gotten out of

hospital, she and husband Greg are hoping some time in the country will give them a relaxing, fresh start.

Th ey rent a cabin from a farmer named George. He’s friendly, albeit a bit odd, and in addition to making them feel welcome, also likes to share with the couple ghastly tales of ghosts and murder.

It’s probably the last thing fragile and jumpy Jan needs. Th at, and a visit from Greg’s manipulative sister, with whom she does not get along. And then there’s the strange things that begin happen-ing in the spooky farmhouse.

Th e combination makes for a terrify-ing – and oft en ridiculous – whodunit that Surrey Little Th eatre is bringing to stage in its current production of I’ll Be

Back Before Midnight.Th e four-person comic thriller, writ-

ten by Peter Colley and directed by Lower Mainland theatre veteran Rita Price, comes to the local stage Jan. 29 and continues until Feb. 21.

Surrey’s Harry Pering takes centre stage as Greg, with Shannon Pedder at his side as wife Jan. Langley’s Joe Tenta is farmer George and Holly Zonneveld rounds out the cast as Laura.

More than 1.4 million Canadians have heart disease and approximately 90% of Canadians over the age of 20 have at

least one risk factor for heart disease which includes smoking, lack of exercise, unhealthy diet, being overweight, high blood pressure, high cholesterol, diabetes, and stress. With today’s hectic lifestyle making it diffi cult for us to fi nd time to take care of ourselves, even the young have to start thinking about what we can do to protect our hearts.

It’s not surprising that there are so many supplements on the market that target heart health. Although it is not all-encompassing, PROVASCIN®, a new supplement by Purica is a combination product that aims to improve the function of and protect the heart from multiple angles. A year in jail for pot growerBy Sheila ReynoldsA man who had a large marijuana grow

operation in his Cloverdale home has been sentenced to a year in jail, followed by a year of probation.

In March 2012, BC Hydro complained about electricity being stolen from a house on 60 Avenue in Cloverdale.

Surrey RCMP offi cers found 1,206 mar-ijuana plants in the home, which could have produced more than 71 pounds of pot valued at between $128,000 and $157,000. Th ey also found more than 12 pounds of dried marijuana worth more than $21,000.

Van Hoach Pham, the owner of the home, was found hiding under insulation in the attic.

Th e house was heavily fortifi ed with re-inforced security gate with two deadbolt locks, behind which was a metal door

with another door locks. Th ere were also security cameras.

Four days aft er the search, Pham abruptly sold the house for $450,000 – well below its assessed value of $611,000. Pham eventually pleaded guilty to pro-duction of marijuana.

During sentencing submissions, his lawyer argued Pham, 34, was merely a caretaker of the grow operation and was receiving $5,000 per month from the owner and operator of the grow-op. Th e Crown argued Pham was the principal operator.

In his Jan. 16 reasons for sentence, B.C. Supreme Court Justice Robert Jenkins spoke of the impact drug use and distri-bution has on the community.

“Surrey and many other communities in British Columbia have been seriously impacted by the addiction, crime and loss

of personal opportunity resulting from the use of illegal drugs,” said Jenkins. “It is evident that Mr. Pham failed to con-sider the consequences of his activities in the drug culture upon society as a whole.”

In addition to the year-long jail sen-tence and probation, Pham is also banned from possessing weapons for 10 years and must forfeit any property seized from the home.

He has no prior criminal record.Had the off ence occurred aft er Nov.

6, 2012, Pham would have faced a much longer prison term. Th at’s when manda-tory minimum two-year jail sentences for large-scale grow operations(more than 500 plants) came into force. Th ere also would have been a mandatory three-year minimum sentence in connection to the fi re-hazard implications for the bypass and theft of electricity.

he suff ered multiple gunshot wounds Sunday night and apparently drove himself to hospital.

Surrey RCMP say they received reports of shots fi red in the 13000–block of 73 Avenue on Sunday (Jan. 25) at about 10:15 p.m.

While offi cers found several bullet casings at the scene, they were ini-tially unable to locate a victim.

About 15 minutes later, police were informed a teen with several gunshot wounds had driven himself to Surrey Memorial Hospital (SMH).

As of Monday morning, he was listed in serious, but stable condition and had spoken briefl y with investi-

gators.Police say initial indications are

that the shooting was targeted, not random.

A dark van with a smashed out passenger-side window and blood on the driver’s seat was seen being towed from SMH.

Surrey RCMP say they’re still try-ing to piece together exactly what happened and whether there was anyone else in the vehicle at the time of the shooting.

No arrests have been made.Anyone with information about
