GOVERNMENT FUNDING SOURCESAWARDS FOR ALL SCOTLAND

The programme gives grants of between £500 and £10,000 for people to take part in art, sport and community activities, and projects that promote education, the environment and health in the local community.

They fund a wide range of activities through the Programme and want to support projects that meet their outcomes. Awards for All Scotland aim to help people become actively involved in projects that make a positive difference to their local communities.

OUTCOMES

Awards For All will only fund projects that meet one or more of the following outcomes:

• Peoplehavebetterchancesinlife–forexample, by trying out new activities, volunteering, learning new skills or playing a more active role in their community.

• Communitiesaresafer,strongerandmoreableto work together to tackle inequalities - for example, by enabling different communities or younger and older people to tackle common issues together.

• Peoplehavebetterandmoresustainableservicesandenvironments–forexample,byimproving community spaces or increasing recycling.

• Peopleandcommunitiesarehealthier–forexample, by enabling more people to take part in activities that improve their health and well-being, or encouraging healthy eating

PRIORITIES

Awards For All also have priorities, which are the people, communities and areas that they particularly want to support. You do not need to meet any priorities to be considered for a grant but your application may be stronger if you do.

THE PRIORITIES ARE:

• blackandminorityethnicpeople(includingrefugees, asylum seekers and new migrants)

• disabledpeopleandtheircarers

• lesbian,gay,bisexualandtransgenderpeople

• olderpeopleandtheircarers

• areasthatarehighontheScottishIndexofMultiple Deprivation

• smalltowns-thosewithapopulationbetween3,000 and 10,000

SECTION 1 / GOVERNMENT FUNDING SOURCES

SPORTSMATCH

Sportsmatch is a SportScotland scheme that matches commercial sponsorship £ for £.

If you have a sponsor and new or enhanced project over and above your organisations normal activities that will increase participation, capacity and performance in grassroots community sport, then sportsmatch may be an option for funding.

WHO CAN APPLY?

Anyproperlyconstituted,not-for-profitgroupsuchas a sports club, governing body of sport, school etc.

WHAT ACTIVITIES CAN BE FUNDED?

Your project must be for NEW and/or ENHANCED sporting activities over and above your organisations normal activities and expenditure. Projects must encourage the increase in participation, capacity and performance in grassroots community sport.

Sportsmatch consider expenses that fall within the following categories:

FUNDING CATEGORIES

• CoachandVolunteerEducation:Trainingofnew or existing coaches / volunteers to a higher level in order to sustain or develop the applicant organisation.

• CoachingandClubDevelopmentStaff:Hireandpayment of coaches, leaders and development staff for new or additional activity.

• FacilityHire:Hireofadditionalorenhancedfacilities to offer extra capacity. Thereby increasing participation.

• Equipment:Purchaseofnew(notreplacement)or enhanced quality equipment required for training or competing. Equipment must remain the property of the applicant, personal equipment is ineligible.

WHAT CAN’T BE FUNDED?

The following are examples of where Sportsmatch will not fund or match against:

• Activitiesthatcommencebeforetheapplicationis considered by the award panel.

• Capitalprojects,suchasrefurbishment,buildingsandfixtures.

• Generaladministrationandotherorganisationrunning costs e.g. existing, repeat or regular events, maintenance or replacement of exiting equipment.

• Itemsthatmainlybenefitindividuals

• Transportationorvolunteerexpensese.g.travelexpenses, mini bus hire.

SPORTS FACILITIES FUND

This funding stream is for capital expenditure only.Sportscotlanddefinecapitalexpenditureas expenditure on the purchase, upgrade or construction of an asset. This includes any costs directly incurred in the process, such as: Architect, Quantity Surveyor and Engineers fees, as well as Solicitor’s fees in respect of planning, building warrant, asset purchases or leases.

Thereare2fundsavailable–oneforprojectsunder £100k and one for projects costing over £100k

ELIGIBLE PROJECT TYPES

• Theprovisionofnewplayingortrainingfacilities

• Theprovisionofnewchangingaccommodation

• Extensionorupgradingofexistingplayingortraining facilities

• Extensionorupgradingofexistingchangingaccommodation

• Meetingroomswithasportrelateduse

• Floodlightingtotrainingfacilities(includingnatural grass training areas)

• Storagefacilitiesforplayingequipment

• Thepurchaseofmajoritemsofnon-personalequipment with an effective working life of not less than 7 years

PRIORITIES

The Sport Facilities Fund prioritises applications from projects where the need and impact are greatest and

the outcomes are clear. These facilities can be suitable for community recreation, club sport or high performance training or competition.

Priority Examples

• Facilitieswhichincreaseopportunitiesfororimprove the quality of outdoor and adventure sport.

• Sportshalls,whichcandemonstrategoodschool/club and local authority links, club development and meet accessibility criteria

• SportsHallswhichsupportthecommunitysporthubphilosophy(encompassingmultiactivity/club use and promoting integrated community planning)

• Permanentorportablefloodlightingwhichextends opening hours at training pitches

• Upgrade/improvements/extensionstoexistingsports halls and the like to create community access and increase the range of available sporting activity

• Nationaland/orregionalstandardtrainingfacilitiesidentifiedbyScottishgoverningbodiesof sport as part of their facility strategies and/or linked to success at the Commonwealth Games, Olympic Games and Paralympics or other events of national importance

THE FOLLOWING TYPES OF PROJECTS ARE NOT ELIGIBLE:

• Projectswithavaluelessthan£10,000includingVAT(Theseprojectsarecoveredbythe Awards for All programme)

• Allrepairs,renewals,replacementandmaintenance

• Purchasesofminibusesorvans

• Bars,diningrooms,dedicatedsocialareasandassociated spaces

• Bedroom/residentialaccommodation

• Personalequipment

• Generalsportsequipmentnothavingalifeexpectancy of more than 7 years

• Buildingswithalifeexpectancyoflessthan20years.

• Spectatoraccommodation

• Worksundertakensolelytocomplywiththerequirements of the duty to make adjustments undertheEqualityAct2010

• Administrationareasandcommitteeroomswhich are not essential parts of sports facilities

• Feasibilitystudiesanddesigncompetitions

• Speculativepurchaseoflandand/orfacilitiesforutilisation/development in the long-term

• Purchaseoflandand/orfacilitiesasameansofsaving on payment of rent

• Anyprojectswhichhavebeenstartedpriortoan application being made or a decision being taken by sportscotland or our approval being given to proceed. Letting of a construction contract constitutes a project start. Engaging design consultants does not constitute a project start. We cannot provide funding retrospectively.

This is an intensive application process which could take up to 4 months. You will most likely still be requiredtofundatleast25%oftheprojectunlessin exceptional cases where the project is taking place in an area of recognised deprivation, in which case the applicant contribution may be reduced to 10%.

LEGACY2014ACTIVEPLACESFUND

TheLegacy2014ActivePlacesFundsupportsthe Scottish Government’s legacy ambitions to encourage more people to be active and take part in sport. Physical activity can help people becomehealthierandfitter.TheFundwilldothisbyproviding funding for capital projects which create or improve places in local communities where people can go to get active. Grants of between £10,000 and £100,000 are available for a very wide range of community-led projects such as new bike or skate parks, outdoor adventure facilities, walking routes, or new projects within school estates.(Forprojectsthatrequirefundingoflessthan £10,000 please apply to Awards for All.) In total,£10millionisavailableuntil2015.

You will need to demonstrate that your project will make a difference in terms of impact on physical activity or sports participation. This might be through creating new facilities, upgrading or improving the accessibility of existing ones, or reducing barriers to activity.

You may be able to make a joint application with other groups in your community. If you have an idea for a project that you need support in developing we would encourage you to contact your local authority.

SPORTS FACILITIES

• Upgradeordevelopmentofsportsfields

• Upgradestocommunityhallstoallowsportorphysical activity to take place

• Reinstatementofredundantfacilities

SCHOOL/ COMMUNITY FACILITIES

• Projectswhichincreasetherangeofphysicalactivity&

• sportingactivitiesavailablewithinaschool&community use site

• GroundsforLearningSupportedProjects

• Newoutdoorlearningspacesforphysicaleducation which allow community use

WHAT REQUIREMENTS WILL THE PROJECT HAVE TO MEET:

• Theprojectmusthavemeaningfulcommunityaccess,providecommunitybenefitandnotbefor private gain.

• Theremustbeaclearneedanddemandforwhat is proposed.

• Financialneedmustbeclearlydemonstratedinorder to be considered eligible for the requested level of funding.

• Applicantsmustdemonstratetheoperationalviability of the project for the period of the award. Maintenance and eventual replacement must be planned and funded by the applicant, taking account of realistic income projections.

• Publicbodiesapplyingforfundingshouldbeable to demonstrate that the funding sought is in addition to their planned expenditure and not a substitute for it.

• Thefacilitymustbefitforpurposeintermsof: location; scale and content; design; accessibility; management and environmental impact.

• TheprojectmustbeabletoshowthatwithfundingfromtheLegacy2014ActivePlacesFund,youhavethefinanceorwillbecapableofraisingthebalanceoffinancetostartupto12months from the date of the award.

• Theapplicantmustbeabletocompletetheproject within a set timescale, normally within 12months.

• Applicantsmustdemonstratesecurityoftenureforatleasttenyears(fromdateofcompletion)for projects which received an award of up to £100,000 including VAT. Where the award level exceeds £100,000,including VAT, we require the applicant to have security of tenure for at least25yearsfromdateofcompletion.Thiscan be through ownership or by way of a lease.

• Wherepossible,linksshouldbeestablishedwith the sports programmes and initiatives operated by the local authority, the Active Schools network or initiatives of other groups such as the Forestry Commission Scotland.

DIRECT CLUB INVESTMENT

Direct club investment is unique as it offers investment to support club development over a periodof2-4years,givingtheclubtimetoembedsignificantdevelopmentalchange.In2013/14Sportscotland will, through this funding stream, directly invest in around 50 local sport clubs that arecommittedtosignificantlydevelopingtheirclub.

OUTCOME FOCUSED

Directclubinvestmentisaflexibleprogrammethatallowsclubstodevelopagainsttheirspecificneeds.

The key criteria are that the investment must have an impact against one or both of the following

outcomes:

• Growthinclubmembership

- Indicators are active club members and qualifiedcoaches

• and/or;Growthinclubswhichprovidethecorrect environment to maximise athletes potential to achieve ‘world class’ performance levels.

- Indicators are time on task, expert coach contact time and ‘growth mind-set’ development

PROCESS

The investment process starts with a club identifying that they have a clear development need. These needs should be established through discussion within the club and with key partners such as Governing Bodies and local authorities.

A business case should then be developed, detailingtherequiredactivities(outputs)tomeetthedevelopmentneeds(outcomes).Sportscotlandwillonlyacceptbusinesscasesfromnotforprofitsport clubs.

A business case template will be provided and this should be a short document, clearly showing how the proposed development activities meet the following 5 principles:

Impact –thereneedstobeaclearfocusonhowoneorbothoftheoutcomes(above)willbeachieved through new activities. For example:

• Whatchangeswillhappenasaresultofinvestment, ie: your outcomes

• Howwillyouknowthatthesechangesarehappening, ie; what will you measure to provide evidence that your activities are on track?

Additionality–investmentmustaddtoandnotreplace activities that the club undertakes. For example:

• Explainwhythereisaneedfordevelopment

• Explainhowtheactivitiesaddtowhatotherwisewould have been achieved.

High standards–demonstratethatyouarewellrun and supported by local community members using appropriate and current policies, procedures and practices. For example:

• Explainhowyoudevelopyourcoaches,volunteers and staff

• Explainhowyourclubiseffectivelyrun

Holistic approach–demonstratehowyouareworking in partnership to deliver the right sporting opportunities into communities through a joined up and cooperative approach. For example:

• WhatareyourlinkstoPEdepartmentsandActive Schools

• Listotherpartnershipsyouhaveandhowthesewill work

Sustainability–demonstratethatnewactivitieswill have a medium to long term impact and thatthereisaclearfinancialmodelthatensureslongevity of impact. For example:

• Talkaboutinvestmenttheclubiscommitting

• Explainwhatinvestmentyourequirefromsportscotland to add to the clubs investment

• Explainhowtheprojectwillbesustainedoncesportscotland investment stops

It may be worth seeking guidance from your governing body and/or your appropriate Sportscotland Regional Sporting Partnership Manager.

Each invested project will be monitored by sportscotland and will be required to maintain monitoring information on an ongoing basis. The outcomes, outputs and indicators that the club will detail in the business case, along with regular updates on baseline info, will form the basis of the monitoring required.

CELEBRATE

Celebrate will make grants from £500 to £10,000 to communities across Scotland to come together to hold arts, heritage, sports and local community celebrationsofthe2014CommonwealthGames.

It will fund local celebration events and activities which stimulate greater involvement in community activity and develop our understanding as citizens of the Commonwealth.

For sports events, funding will be provided for a new event or for increasing participation at an existing event. The funding can be used for costs incurred running the event such venue hire or equipment. Any type of sporting or physical activity will be considered for funding - it does not need to be a Commonwealth Games only sport.

COMMUNITY AMATEUR SPORTS CLUB (CASC)

CASC is not a source of funding but a scheme that recognises the important role of sports clubs in the community by differentiating them from businesses, for rates and tax purposes, ensuring money is kept in sports clubs.

Both property and non-property owning clubs can significantly benefit from the scheme.ThekeybenefitsofCASCregistrationinclude:

• 80% mandatory business rate relief. Localauthoritiescanofferupto100%reliefto clubs at their discretion.

• Theabilitytoraisefundsfromindividualsunder Gift Aid. A registered CASC can reclaim up to £25 in tax for every £100 donated, though at the moment this does not apply to all types of donations.

• CASCsareexempt from Corporation Tax onprofitsderivedfromtradingactivitiesiftheir trading income is under £30,000 pa.

• Profitsderivedfromproperty income are also exempt for CASCs if gross property income is under £20,000 pa, of particular relevance following the abolition of the nil rate band.

• CASCswhoseincomedoesnotexceedthesethresholds will no longer be required to complete an annual Corporation Tax return.

Relief on business rates alone are estimated by the Chancellor of the Exchequer to be worth £2,000 per year.Whilstthisonlybenefitsfacilityowning clubs, non-facility owning clubs canstillsignificantlybenefitfromGift Aid and exemption from Corporation Tax.

To be eligible clubs must:

• bea recognised sport by the sports council

• not discriminate in any way in their membership policies and be wholly open to all sections of the community

• haveacorepurposeinthepromotion of amateur sports participation

• benon-profit making, and re-invest any profitsinthesportsclub

• stipulatethatintheeventofbeingwoundup,any remaining assets be distributed to either the sports governing body for use in community sport, another CASC or charity.

Application forms for the CASC scheme are available at www.cascinfo.co.uk. Once completed, these forms should be submitted to the HMRC.

Entering the CASC scheme is a decision that should not be taken lightly. For some clubs, joining the scheme may not be the best option. EVENT SCOTLAND

Event Scotland runs a National and International events programme. The International Programme supports major world class events that raise Scotland’sprofilearoundtheworld.TheInternational Programme could only apply to one or 2motorsporteventscurrentlyhostedinScotlandand so it is the National Programme that will be most relevant to Scottish motorsport.

The National Events Programme is designed to support Scotland’s sporting and cultural events industry, out with the cities of Edinburgh and Glasgow, in showcasing Scotland’s assets. The programme helps those events to generate increased national and sometimes international profile,andattractincreasedvisitorsandtouristsfrom Scotland and beyond. You can apply for between£4000and£25,000butthefundingcannotequatetomorethan25%ofthetotaleventcost(i.ethetotalcostoftheeventmustbeatleast£16,000).

THE NATIONAL EVENTS PROGRAMME SUPPORTS EVENTS WHICH:

ASSESSMENT CRITERIA

When assessing events through the National Events Programme, industry experts at Event Scotland look at the ways in which the event will create a positiveimpactforaspecificregionofScotlandandScotland as a whole. Listed below are the 7 impact areas.Thefirst3areprioritisedindeterminingwhich events to support and at what level.

• Image and Identity

• Media

• Environment

• Business

• ParticipationandDevelopment

• SocialandCulturalBenefits

• Haveatotaleventcostofatleast£16,000

In addition, the viability of the event and the management experience of the event owners are also assessed to ensure the growth and development of the event is practical and sustainable. They will also look for events organisers to; have proven management skills to undertaketheproject,havesecuredasufficientamount of commercial sponsorship, have the support of their local authority and to have a viable business plan.

The National Events Programme is a development programme and therefore does not provide long-termorcorefunding(Max3years).Itisdesignedto support additional elements or new activity specificallyintendedtogrowevents.Normallymostof Event Scotland funding goes into the marketing of an event.

WINNING STUDENTS

Winning Students is Scotland’s sports scholarship programme supporting students competing in high performance sport. Scholarships are available to full-time and part-time students at various Scottish colleges or universities. It is open to both able-bodied and disability athletes.

The scholarships are awarded annually and can value up to £5,500 per annum, providing tailored supportandacademicflexibility.Scholarshipfunding can be spent on a number of support services from student accommodation to competition fees and sports equipment.

SELECTION CRITERIA:

• YoumusthaveaBritishpassportandbeabletorepresent either Great Britain or Scotland

• Youmustbestudyingorsettostudyatacollege or university in the Winning Students network

• Youshouldbeaged16to28forable-bodiedathletes or aged 16 to 35 for disability athletes thoughscholarshipupperagelimitsareflexible

• YoushouldhaveattainedORdemonstratedthecapacity to attain the following in your sport:

-Top25intheworldchampionships

- Top 15 in the European Championships

Cash 4 Clubs is a sports funding scheme which gives clubs a unique chance to apply for grants to improve facilities, purchase new equipment, gaincoachingqualifications,andgenerallyinvestinthesustainabilityoftheirclub.Since2008over £100,000 has been given out in grants to 139 community sports clubs across the UK. It’s aflexible,no-fusswaytogetsomehelpforyourclub or team.

WHO CAN APPLY

Any sports club that is registered with its sports’ National Governing body or local authority can apply. Entries are not restricted to certain sports or certain activities.

As long as you can show that you are serious about making your club a better place for your members then you are eligible to apply for funding.

BILL MCLAREN FOUNDATION

Open to voluntary/community groups, sports clubs, schools and individuals, the Bill McLaren Foundation aims to actively promote and develop rugby union and its values, and also provide opportunities for youngsters in other sports. Projects should meet one or more of the following objectives:

• tosupportthedevelopmentandpromotionofrugby and its values within Hawick, Scotland and elsewhere.

• tosupportandencouragesportingopportunities of all young people within Scotland and elsewhere

• toadvanceeducationinsportofallkindsforthebenefitofthepublic

THE DICKIE BIRD FOUNDATION

The Foundation offers small grants to children under 16 yrs on receipt of their application, to participate in the sport of their choice, to the best of their ability, irrespective of their background, social circumstances, culture or ethnicity and to ensure that , in doing so, they improve their chances both inside and outside sport.

Children, who, through no fault of their own, are, disadvantagedunderprivilegedduetothefinancialsituation of their family/guardians or carers are unable to follow or continue in the sport of their choice are eligible for support.

The grants are to help with the cost of clothing and equipment for them to take part or continue in their chosen sport. The foundation also make a small contribution towards travel expenses within the UK.

THE WEIR CHARITABLE TRUST

The Weir Charitable Trust aims to support Scottish-based community groups and small charities to provide services across Scotland to help the Scottish community. These groups and charities arelikelytohavefounditdifficulttoaccessfundselsewhere.

It does not fund individuals, commercial activity, research, educational establishments, public sector bodies or pilot projects, nor can it provide sponsorship.Itwillconsiderfundingspecificactivities and services in sport. The average award granted to date is £3,500 but, in exceptional circumstances, the Trust will consider applications forfundsupto£25,000.

MSA / SAFETY FUNDS

MSA CLUB DEVELOPMENT FUND

The MSA Club Development Fund assists clubs with the purchase of safety related equipment (radios,fireextinguishersetc),venueimprovementprojects and now also provides support and funding for clubs to run promotional events and activity to boost their memberships. It may be worth making a resume of your clubs needs and requirements before contacting the MSA for guidance on how to apply.

MSA RESCUE DEVELOPMENT FUND

Run as part of the Club Development Fund, the Rescue Development Fund enables enhanced funding for the replacement and renewal of rescue andrecoveryequipmenttoMSAspecifications,andeven to assist the purchase of new or replacement rescue units.

MOTORSPORT SAFETY FUND

The MSA works closely with the Motorsport Safety Fund, a UK registered charity, in the development of a range of booklets, DVDs and other training resources, including First Aid, Rescue, Recovery and Safety guidelines, a number of which have been adopted by the FIA Institute for Motor Sport Safety and translated into other languages across the world.

BRITISH MOTOR SPORTS TRAINING TRUST

The Trust was formed as a charity in May 1977 with the aim of providing education and training to motorsportsofficialstoimprovetheirrescue,firefighting,tracksafetyandrescuetechniques.TheTrust also concerns itself with the advancement of medical science with particular emphasis on casualty treatment and rehabilitation of accident victims in motor racing. Another important aspect ofitsworkistoinvestigatemethodsoffirefightingand of reducing the incidence and gravity of accidents generally.

Since its inception the Trust has funded hundreds of safety seminars and training days for all types andgradesofofficialincludingstewards,clerksofcourse,firemarshalsandraceandrallyrescuecrews. Support has also been provided for various courses held for doctors operating within motor sports. This Trust can support marshal training by upto95%.
