    NORTH MELBOURNE SMALL AREA MAP

    HISTORY AND ENVIRONMENT

    North Melbourne is one of the city's most dynamic and complex areas. Its residences are a mix of established and new

    housing, with commercial, industrial, retail and community facilities scattered throughout. Until 1 July 2008, it was

    shared between the Local Government Areas of the Moonee Valley and the Melbourne, but is now entirely within

    Melbourne municipality.

    Its proximity to the city centre has meant that since the 1980s the area has slowly become gentrified. Shopping strips

    such as Errol Street (where the North Melbourne Town Hall is located) have become more popular. The North

    Melbourne Town Hall itself is the home of Arts House, and becomes the hub of the annual Melbourne Fringe Festival.

    Implementation of the Arden-Macaulay Structure Plan and the City North Structure Plan (currently undergoing

    community consultation) is likely to result in significant residential and commercial development as well as renewal of

    some of North Melbournes industrial areas in the medium term.

    North Melbourne retains some of its public housing and a strong migrant mix, with recent families arriving from African

    countries such as Somalia and Eritrea.

    BROAD TRENDS

    Since 2002, employment, built space and business locations have all increased significantly, as have restaurant and

    bar seats, and residential apartments.

    The loss in the past two years of several corporates, car retailers and a heavy machinery hire company have resulted inincreased vacancy for office, retail and industrial space respectively.

    LAND AND FLOORSPACE USE

    Of the 2,250,831 m2of off street land and floor space, 69.5 per cent is built space. Residential accommodation,

    transport/storage, industrial and office are the most prominent uses.

    Between 2008 and 2010 built space increased by 47,195 m2or 3.1 per cent, from 1,516,390 to 1,563,585 m

    2. Most of

    this growth occurred in residential accommodation (29,864 m2) and private parking (18,133 m

    2). On the other hand,

    space used as office has declined by 9,515 m2, industrial by 7,771 m

    2and retail by 4,181 m

    2Office space decline was

    due to a small number of significant corporate relocations out of the area. Most of the loss in retail space is due to the

    loss of a number of car yards and car rental businesses. Most of the loss of industrial space is due to the loss of two

    locations of a heavy machinery rental company.

    OFFICE SPACE

    There is 163,018 m2

    of lettable office space in North Melbourne. Of this, 136,554 m2

    is let and 26,464 m2

    is vacant.

    Floor space used as office declined in the last two years by 9,515 (or 6.5 per cent), from 146,068 m2

    to 136,553 m2.

    Office-based employment declined by 324 people (or 7 per cent) from 4,660 to 4,336.

    Overall office sector vacancy rates have increased from 10.4 per cent in 2008 to 16.2 per cent in 2010, while vacant

    office stock increased from 16,941 m2

    to 26,464 m2, largely due to a few corporate relocations out of the area.

    At the time of the 2010 census an additional 4,534 m2

    of office space was under construction or renovation.

    Development activity forecasts suggest that a total of 5,870 m2

    of office space is expected to be completed or under

    construction over the next five years.

    RETAIL SPACE

    Retail space primarily consists of ground and first floor space occupied by shops and take-away food outlets, as well as

    car yards and retail facilities for a range of service providers such as retail banking, insurance and hairdressers.

    There is 48,633 m2

    of lettable retail space in the North Melbourne. Of this, 44,075 m2

    is let and 4,558 m2

    is vacant.

    Floor space used as retail declined in the last two years by 4,181 m2

    (or 8.7 per cent), from 48,256 m2

    in 2008 to 44,075

    m2

    in 2010, employing 818 and 887 people respectively. The loss of retail space was mainly due to the closure of a

    number of car yards and car rental businesses.

    Vacant retail space has declined somewhat from 5,665 m2to 4,558 m

    2and the retail space vacancy rate has fallen

    slightly from 10.5 per cent to 9.4 per cent.

    CAFES AND RESTAURANTS

    The number of cafes and restaurants in North Melbourne increased from 79 in 2008 to 90 in 2010, with a smaller

    growth in indoor and outdoor seating capacity. The number of indoor seats has grown by 0.6 per cent to 4,148, while

    the number of outdoor seats has grown by 19 per cent to 806. The sector employs 344 people and occupies 10,992 m2

    of floor space.

    SINGLE BIGGEST EMPLOYING INDUSTRY: BUSINESS SERVICES

    With a workforce of 1,545 (17 per cent of total employment), the Business Services sector is the biggest single

    employer in the area. Employment grew by 199 (15 per cent) in the last two years. The most significant industries in the

    sector include Veterinary Services; Scientific Research; and Computer System Design and Related Services. The

    sector occupies 44,808 m2

    of floor space, or 6 per cent of commercially occupied space, and accounts for 14 per cent of

    all establishments.

    SINGLE BIGGEST COMMERCIAL USER OF FLOOR SPACE: MANUFACTURING

    Manufacturing occupies 102,468 m2of floor space, or 14 per cent of commercially occupied space. The most significant

    space users in the sector include Ready-Mixed Concrete Manufacturing; Potato, Corn and Other Crisp Manufacturing;

    and Printing. The sector employs 821 people, or 9 per cent of total employment, and accounts for 5.6 per cent of all

    establishments.

    EMPLOYMENT

    Between 2008 and 2010 employment in North Melbourne declined slightly by 142 to 9,087 people. Full time jobs

    declined by 294, while non full time jobs increased by 152. Business Services, Health Care/Social Assistance and

    Manufacturing collectively added 407 jobs to the area, while Public Administration, Telecommunications and Wholesale

    Trade lost 359 jobs in total.

    INDUSTRY STRUCTURE

    Business Services is the largest employing industry sector in North Melbourne and accounts for 17 per cent of all

    employment, followed by Manufacturing, Health Care/Social Assistance, and Other Services, each with 9 per cent.

    Compared to 2008 data for the City of Melbourne as a whole, North Melbourne employment is much more markedly

    dominated by large numbers of small businesses: Businesses employing fewer than 20 staff account for 52 per cent of

    North Melbourne employment, compared to 17 per cent for the entire municipality.

    RESIDENTIAL

    North Melbourne is predominantly a residential area, with residential accommodation accounting for more than one third

    of built space. The housing stock consists primarily of apartments, with houses and townhouses accounting for only 32

    per cent of the residential stock.

    While North Melbourne accounts for around 10 per cent of the municipal housing stock, development activity data

    suggests that over the next five years it will attract only 3 per cent of new residential development.

    POPULATION CHANGE

    Between 2006 and 2009 North Melbourne residential population increased by 5 per cent to 11,033 people, compared to

    a municipal growth rate of 15 per cent.
