Background and Introduction:
Bangladesh is the most vulnerable to natural disaster; every year natural calamities upset people's lives and properties in some part of the country. The major disasters are flood, cyclone and storm surge, flash flood, drought, tornado, riverbank, erosion and landslide. Over the past decades, climate change has added significant layers over the traditional disaster management initiatives. Global scientific community has placed Bangladesh as the worth victim of climate induced natural disasters.
In the worst situation to face and mitigating disasters need to utilize new approaches against so called community base disaster management procedures. CMDRR approach really emphasizes participation of community people in the disaster risk reduction procedures. Cordaid realized it and extended hands for familiarize and practice CMDRR concept in Bangladesh. As a result CMDRR forum came into existence in the country.
Considering the vulnerability context of the country, Bangladesh is using to observe National Disaster preparedness day in every year since 1997. Last Thursday of March is use to observe as the Day of National Disaster Preparedness day (NDPD) in Bangladesh. 29th March in this year has observed as NDPD nationwide. The theme for NDPD in this year is "Student-teacher-mass, let us build disaster awareness." The main objective of the day observance is to make the people aware of and motivate them to manage disaster successfully. Bangladesh government has taken different types of initiatives to get prepare the people. Government and NGOs are working together to build a disaster resilient community.
Every year CMDRR forum observed the NDPD along with its 13 partner organizations. This year Forum observed this propitious day on 29th March with concerned government departments and other national and international organization under the same umbrella.

This is indeed a pleasure to publish the sixth issue of CMDRR Forum Bangladesh bulletin. The current bulleting is an account of some important event and initiatives of the Forum. Development of the CMDRR Forum Bangladesh website is one of the important milestone works. We observed National Disaster Preparedness day with success and in a colorful manner along with 13 member organizations in different district locations and in association with Disaster Management Bureau (DMB). With the experiences CMDRR Forum Bangladesh is gaining, we believe that we will contribute more in the efforts to reduce the disaster risk in the days ahead.

CMDRR Forum, Bangladesh observed the day national & local level with due importance. Following events were carried out at national level in collaboration with partner organizations and other DRR stake holders in the country.
Rally:A colorful rally was started at 8.30am from National Shahid Minar and Dhaka university campus and ended at the Osmani Sriti Milioniotan.
The rally was led by Dr. Abdur Razzaque Minister, Food and Disaster Management where a good number of government and non-government officers, UN bodies, Bangladesh Red Crescent Society/ Red Cross, I/NGOs, DRR practitioners including the CMDRR Forum partners participated.
Seminar: The seminar held at Osmani Sriti Milioniotan Auditorium where people from different sectors participated. The seminar was jointly organized by the Disaster Management Bureau and the Disaster Management and Relief Division.
The participants from different section of people particularly relevant government officials, NGO, INGO, School students, Fire Service and Civil Defense, Community level volunteers from IFRC and Ms.Margareta Wahlostrom, UN Special representative of the UN Secretary General for Disaster Risk Reduction were present as Guest of Honor and took active part in the seminar.
Food and Disaster Management Minister Dr. Abdur Razzaque as a chief guest told the seminar "the day is to remember those affected by disasters and to raise awareness about disaster risk reduction".
Ms. Margareta Wahlostrom, UN Special representative, said that "disaster risk management and community participation should be given high priority if we want to
achieve a resilient nation". She congratulated Bangladesh and its people for sustaining the momentum, best practices and leadership.
Primary and Mass Education minister Afsarul Amin, UNDP resident coordinator Christa Rader, Disaster Management and Relief Division Secretary M.Aslam Alam, Disaster Management Bureau director general Ahsan Zakir, CDMP Project Director Muhammad Abdul Qayyum spoke among others.
Talk show: A talk show has been telecasted on Shomoy television on the evening of 29th March. The talk show pointed out inclusion of DRR in primary curriculum. Additional Secretary & National Project Director, CDMP Mr. Mohammad Abdul Quayyum, Convener of disaster forum, Gawher Nayeem Wahra, and DRR consultant Moloy Chaki was participated in the talk show.
Supplement: A multihued supplement published in the national dailies- The Independent, The Samakal and The Ittefaq. The daily Ittefaq and the Samakal published the supplement in Bangla and the Independent in English.
The massage contained the theme of running year "Student-teacher-mass,let us build disaster awareness."
Leaflet:A leaflet designed and printed on earthquake.
Poster:A poster designed on the occasion on National Disaster Preparedness Day jointly with DMB, CMDRR Forum Bangladesh, NARRI, CARE, ACDI VOCA, DCA and some other development agencies.
Mock drill/Simulation: To make the day worthy Fire Service and Civil Defense Department organized a disaster response mock drill / simulation to show how to reduce urban disaster risks by involving the first responding agencies and urban volunteers.
Videos on Mass Awareness: A PSA (Public service announcement) video show on disaster management organized by Disaster Management Bureau in the national seminar in that day and this were the premier show of the PSA.
Media Coverage: Various print and electronic media gave due consideration to the event. The national dailies and other electronic media paid due importance on the day. The daily news papers published special feature giving emphasizes on the DRR elements /issues and disaster related write ups. Besides, different channels broadcasted news on discussions, seminars, rally and talk show respectively.

1. Fight for Hunger:A colorful rally were held on National Disaster Preparedness day 2012. The rally started from sandwip upzilla complex and ended at the sandwip shenarhat, Chittagong. The honorable upzilla Nirbahi officer, Mir Shawkat Hossain attended as chief guest and Md Kamrul Hossain (PIO) Sandwip upzilla presented as special guest.
In the colorful rally Banners, festoons, were displayed with meaningful slogans related to the theme of the day.
After the rally a discussion meeting were held in Poet Abdul Hakim Auditorium. In the meeting different stake holders delivered speech. Both in rally and discussion meeting teachers, student, SMC Media person, NGO representative and community people have taken part.
2. INDAB:INDAB observed National Disaster Preparedness Day-2012 on 29th March 2012. Rally & discussion meeting were arranged on this occasion under CMDRR project at Babugonj Upazila of Barisal district.
The rally started at 10 am from Rahmatpur union council and round the important roads of the Upazila head quarter. People from different sectors specially teachers, students, govt. officials, CMDRR committee members of INDAB, UP members participated at the rally with banner & festoon. Mr. Zakir Hossain, Assistant Commissioner of land, Youth and Sports officer Mrs. Asma Begom of Babuganj upazila and Mr. Habibur Rahman, Chairman, Rahmatpur UP lead the rally. After the
rally a discussion meeting held at the upazila auditorium at 11 am. A.C (Land) Mr. Zakir Hossain was the chief guest and president of INDAB upazila DRM committee Mrs. Zakia Begam presided over the meeting. A video clip & some pictorial document on the negative impacts of climate change & the way of disaster coping mechanism for adaptation presented at the beginning of the meeting.
In his speech chief guest emphasized that every family, particularly those who are vulnerable to natural disaster for their location, should keep preparation considering the hazard of the area.

4. Dhaka Ahsania Mission:(A) Concern Universal along with Dhaka Ahsania Mission has participated a lot of events to observe NDPD in national and initiate different events in the field level. Major activities in field level were as bellow:
Rally: There are two rallies have been organized both in Mirpur, Dhaka and Sarishabari, Jamalpur. In Mirpur there are about 350 participants participate the rally from different institutions; these are students and SDMC of Mirpur Shaheen School, Members of WDMC members of ward no-3 and members from CLC named Godhuli. In Sharishabari the project organize rally and jointly with Upazila administration. About 550 participants have participate the program from schools, GO and NGO representatives from upazila level.
Discussion Meeting: 2 discussion meeting is being organized both in Sarishabari and Jamalpur. WDMC president of ward no-3 has been presided over the discussion meeting at Mirpur Shaheen School on 31st March, 2012. Meanwhile, a discussion meeting is being organized in Sarishabari upazila. Mr. Parvez Raihan, UNO Sarishabari was in chair.
Cultural show: After completion of discussion meeting an attractive and colorful cultural show held at the ground of Mirpur Shaheen School. Different events presented by the student of Mirpur Shaheen School, Children Learning Center Alor Bhubon and Alor Michhil in the show. The cultural show was ornamented with, disaster oriented song, Folk song (Jaari Gaan), and drama. In Sarishabari, the cultural function has been arranged in Rudro Boyra high school. Particular events of the cultural show were song, recitation of poem, folk song (Jaari Gaan), drama and so on.
Essay Competition: There are 5 number of school based essay competition organized in Mirpur and Sharishabari. Those four schools are; Vashantek high school, Islamia high school from Mirpur and Samsunnahar High school, Bogarpar High school and RNC high school from Sarishabari.
A number of 1485 students from those schools have been participated in the competition.
Art Competition: There are 5 number of school based art competition organized both in Mirpur and Sharishabari. Those schools are; Mirpur Shaheen school and Bauniabad Ideal high school from Mirpur and Pingna girls high school, Barrister Abdus Salam
Talukdar high school and Batikamari high School from Sarishabari. About 1260 students from those schools have been participated in the competition in different category.
Debate Competition: There are 4 number of school based debate competition also organized in Mirpur and Sharishabari. Those four schools are;
Bauniabad Idael high school from Mirpur and
Soakoir Hasen Ali Dakhil Madrasa, Syedpur
Basiruddin High school and Kabariabari high school
from Sarishabari. About 72 students from those
schools have been participated in the competition.

Bangladesh Red Cresent Society, RDF, Shusilon,
Sangram, CPP, Jago Nari & DSK perform different

CMDRR Forum,Bangladesh has organized a workshop at Zilla Shilpokala Academy on "Climate Change: Cyclone & Land Slide; in respect of Chittagong Region" in association with YPSA on 23 February, 2012. Chowdhury Hasan Mahmud Hasney panel mayor and ward councilor 20 no ward was present as chief guest. Mr. Golam Mowla Director forest, Mr. Ruhul Amin Deputy director fire service and civil defense Chittagong, Professor Mohammed Idris Ali Prominent Environment Scientist and kornofully Researcher, Dr. Mohammed Nurul Hoque director Maa O Shishu Hospital, Dr. JalalUddin and representative from Chittagong Wasa, Department of Environment along with NGO representative, School teacher, College students, Journalists & Community Volunteers were present in the workshop.
The workshop started at 10.00 A,M Mr. Palash Chowdhury Director Finance of YPSA moderated the workshop. He described the damaged done by 1970. 1985, 1991 and 2007 cyclone in southern part of the country. The workshop started with the presentation of Kea Note "Increased incident of landslides natural disaster due to climate change and our duties." by Mohammad Edris. He said forest is the soul of the nature, it produce oxygen for our lungs. We are destroying our lungs by deforestation. Industrialization, urbanization, diversified and unexpected use of technology not only creating unnecessary thing it is also stopping our breathing. Global warming has brought some basic change in our climate. It also has effected seasons, biodiversity. Cyclone, flood, draught, excessive rain is increasing. Ila, Nargis, sidor, land slide are the burning example of this results.
Mr. Khan Md. Muzahid Ibne Habib, coordinator CMDRR Forum, discussed about structure, goal and objective and work plan of CMDRR. He said is the CMDRR forum of foreign donor Cord aid run throughout the country by 13 NGOs.
Chief guest Panel Mayor Chowdhury Hasan Mahmud Hasni said, rich countries are responsible for environment pollution. He drew attention to the limitation of the politician and law. He also said, 'we don't have enough assets so we have to ensure highest and proper use of this asset and also have to keep eyes to the sustainability'. He requested civil society to help the government. He also requested all to obey the law and order.

A workshop to combat the adverse effect of
climate change was held at Mongla Upazila Parishad
auditorium in Bagerhat district under joint aegis of
Community Managed Disaster Risk Reduction
(CMDRR) Forum and ADD International on 12
January, 2012. Acting Upazila Nirbahi Officer
Bakahid Hossain presided over while Mrs. Habibun
Nahar MP, the Honorable lawmaker elected from
Bagerhat-3 constituency, was present as Chief Guest.
Dr. Abdullah Harun Chowdhury, Professor,
Environmental Science Discipline, Khulna University,
Khulna read out the key-note paper. Khan Md.
Muzahid Ibne Habib, Coordinator of CMDRR Forum,
Bangladesh played the role of moderator. Among
others, media personalities and high officials of
various government and non-government
organizations attended.
The 10th Quarterly meeting of Community Managed
Disaster Risk reduction (CMDRR) Forum Bangladesh
was held at the central office of POPI on 19
January, 2012. The Executive Director of POPI,
Murshed Alam Sarker, presided over while the
Forum Adviser and Director of Programmes of
Dhaka Ahsania Mission, Shafiqul Islam, was present
as Chief Guest. Forum Coordinator Khan Md.
Muzahid Ibne Habib acted as moderator.
Representatives of ADD, Caritas- Bangladesh, CUB,
FFH, Friendship, PGUK, YPSA, PIDIM Foundation,
RDRS Bangladesh and VARD were present.
A meeting with CMDRR forum partners and DAM
with an aim to evaluation on Japan's grant
assistance project, 'the Establishment of the
Meteorological Radar System at Moulvibazar' held
at Dhaka Ahsania Mission premises on 5 February
2012 at 3.00 PM. The overall objective of the
Project is to reduce devastation caused by heavy
rain storms and flush flood. The Maulvibazar Radar
Station has been expected to enable BMD to
monitor Northern part of Bangladesh and the
neighboring Indian Territory in order to forecast
and issue warning of those phenomena in an accurate
and timely manner. The construction of the radar
station was completed in 2007 and it is in full
operation by recently. The participants exchanged
their views on impacts of the project at the project
and its coverage areas.

ADD International organized a national seminar on "Climate Change Vulnerability vs Coastal People's Livelihood" under the project "Improved Food and Livelihood Security in Bagerhat District, Bangladesh in the context of Increased Disaster Risk and Climate Change (IFLS) Project". This project is funded by European Union and lead partner is CAFOD. 4 local partners of this project are ADD International, Caritas Bangladesh, Dhaka Ahsania Mission and ITN-BUET. They are implementing this project in Mongla, Rampal and Sharonkhola upazilas of Bagerhat District.
Mr. Rafiqul Islam Additional Divisional Commissioner (General), Khulna was present as the Chief guest. Md. Zobaidul Alam, Project Officer, ADD International was the Chairperson of the seminar. It was a day long program which started at 9.00 am by welcoming the participants with registration. Various persons of different NGOs, beneficiaries of this project and the journalists of local and national media were the participants in the seminar.
At inaugural session, the Chairperson Md. Zobaidul Alam delivers introductory and welcome speech. He thanks to all the participants of the seminar for being a part of the program. Then Ms. Umme Kulsum, Program Coordinator, IFLS, CAFOD gave a brief idea on IFLS Project. This briefing gave a clear vision to the participants about this project.

River erosion is a common scenario of INDAB CMDRR working area at Babugonj upazila of Barisal district. The community people of INDAB CMDRR project area at Babugonj are most at risk to river erosion. Due to geographical location of the area a lot of people becoming landless and extreme poor every year. Particularly, the sufferings of the people of Dehergoti Union under this upazila are worse. While the Govt. initiatives are not well enough to mitigate the river erosion the community people of this area became successful in this work by using their indigenous knowledge/practice.
Using local resources (bamboo, rope, bricks and iron
spike) they made bamboo cages and throw those into
the river. These cages make the river wave weaker
which decrease river erosion in a satisfactory rate.

The Disaster Management and Relief Division of Food and Disaster Management Ministry of Bangladesh government has published the Policies on Building Cyclone Shelter, Maintenance and Management 2011.
It was published on February 2012.
The major contents are as follows; Definition of Cyclones, Selection of area for cyclone shelter, Design of cyclone shelter, Its management, Duties and responsibilities of local disaster management committee, Maintenance of cyclone shelter, Fund accumulation, Management committee of cyclone shelters etc.

ramnagar scenario
Sunamganj district is situated north-eastern part of Bangladesh which sorrounded with haor, rivers, canals and marshland. Jamalgonj is one of the vulnerable Upazila to disaster amongst 11 upazila of the district of Sunamganj. The rows of the high rocks of Indian Meghalays State covered this district with the shadow of motherly affection. Ramnagar is one of the under privileged villages of the Sachna Bazar Union under this Upazila. There are 399 families living in this village and the total population of this village is 1620.
River erosion is a common and familiar phenomenon in this area and it is severe on the Kharar Par Point of Surma river. In 2010, the flash flood causes huge damages of 2000 acres paddy field of Ramnagar village. In addition, Ramnagar village is situated on the bank of the Surma River. It is noteworthy that Ramnagar village is at high risk in the sphere of river erosion. In the monthly meeting, the Ramnagar VDRRC discuss that their village will be vanished in the stomach of the river of Surma by 2011 provided that the embankment is not repaired. 300 families will be houseless consequently. That's why, Ramnagar VDRRC take a decision in their monthly meeting that they will communicate with GO and NGO so as to repair it. They have distributed the responsibility to the advocacy and networking sub-committee of Ramnagar VDRRC consisting of 3 members. To serve the purpose, they talk with the Union Parishad, LGED and some NGO's who are working in Sunamganj district relating to infrastructure development. But they do not have any response from them. At last,
they come to know that VARD will repair some embankments in 5 upazilas of Sunamganj district under EFS Phase-II Project through cash for work program. With the onset of statehood, they make liaison with VARD and VARD repair 1200 feet length embankment from Ramnagar Bazar to Kharar Par. During embankment repairing period, the Ramnagar VDRRC were in the Project Implementation Committee (PIC). The villagers contribute 120 man days as self labor to repair it. They also plant kolmi and chaila both sides of the embankment. Later on, LGRD makes this embankment with RCC from Ramnagar Bazar to Kharar Par. VDRRC plays an important role to make the embankment with RCC through communicating with respective institution. As the embankment was repaired then, it is possible to make this road with RCC.
As a matter of facts, it changes the area picture in many ways, such as, it protects the village from river erosion instantly. In other words, the embankment protected the area from river erosion. The paddy of 2000 acre land are protected from the flash flood. Before repairing the embankment, above 50% paddy was flashed away. It makes the communication easier from Ramnagar to Sachna Bazar. It is convenient to carry paddy from Haor and students can go to school easily.
"Some difficult works can be accomplished with labor and utmost," the Ramnagar VDRRC believe. Now they are conversing with the different organizations to make the rest of road with RCC from Ramnagar Bazar to Sachna Bazar.

Adaptation (CCA) project of CUB funded by

Bangladesh is expanding this project to China
& Bhutan and extending for one more year.
One of the major objectives of this project
is to enhance the all partner NGO's capacity
development regarding effectively integrate
community climate change adaptation and
community managed disaster risk reduction in
the socio-economic development process of
local peoples in the targeted area's in
Bangladesh, India, Nepal, Bhutan & China.
Under the supervision and guideline of
Concern Universal Bangladesh, partner NGO's
are providing services to the beneficiaries at
Community level.
PNGOs staffs are implementing project
activities at field level. As Concern Universal-
Bangladesh has similar experience and knowledge on the same target groups and field, All the PNGO's need to enhance their understanding at field level troubleshooting by experience sharing with the Concern Universal Bangladesh (CUB). With the consent Country Director of Concern Universal-Bangladesh it was decided to organize Planning Meeting among the Concern Universal Bangladesh and All the PNGO for sharing the Project. In this regards Concern Universal organize the planning meeting in Bhutan, Nepal, Bangladesh and China.

The concept of community managed disaster risk reduction should be promoted through developing better risk management, capacity building and livelihood protection, observed a group of speakers at a national sharing workshop on CMDRR in Dhaka on 25-04-2012.
The Community Managed Disaster Risk Reduction (CMDRR) Forum, Bangladesh with the assistance of its 13 local, national & international partners, in collaboration with CORDAID of the Netherlands organized the workshop at the Banquet Hall of Abakash hotel (Bangladesh Parjatan Corporation) at Mohakhali in the capital.

Society (BDRSC) Prof. (Dr.) MS Akbar, also a lawmaker, said this while addressing as a chief guest that the environment of Bangladesh is being degraded through carbon emission in the air. This is why Bangladesh is being affected mostly in natural disasters. For combing natural disasters experiences of various national sharing events should be reached to grassroots level.
